Abstract

Stunting is a serious public health issue in Indonesia, including in Duampanua Village, Polewali Mandar Regency, which has a high prevalence of stunting. Addressing stunting requires collaboration among various parties, including the government, community, and relevant sectors. This study aims to analyze the collaborative dynamics in addressing stunting through the Ma’silambi Program in Duampanua Village, based on the Collaborative Dynamics theory proposed by Emerson et al. (2012), which includes principled engagement, shared motivation, and capacity for joint action. The approach used in this study is qualitative with a case study research design. Data were collected through interviews with 10 informants consisting of government stakeholders, community members, and other related parties, as well as program documentation analysis. The findings of the study show that although community participation is high, collaboration among stakeholders is still not effective. Several factors hindering the effectiveness of collaboration include unclear role distribution, lack of binding regulations, absence of routine meetings, and inadequate support for all involved parties. As a result, achieving zero stunting in Duampanua Village remains difficult. This study recommends that the village government and the health department clarify the roles of each stakeholder, improve communication and coordination, and establish a binding Village Regulation (PERDES) related to the Ma’silambi program. Future research is expected to examine external factors affecting the success of collaboration, such as socioeconomic factors and government policies.

Abstract

Public demand for excellent service forces the government to make various innovations. Innovation is one of the solutions in realizing good government services such as those carried out by the Population and Civil Registration Office of Pinrang City which created an integrated population administration consultation and complaint service innovation (D'Trust) designed to overcome problems in resolving complaints and lack of access to information. The research method used is descriptive qualitative research. The theory used in this research is the theory of innovation attributes proposed by Everett M. Rogers in Suwarno (2008) which consists of 5 (five) indicators, namely relative advantage, compatibility, complexity, triability, and observability. Data collection techniques such as interviews, documentation and observation. The results of the study prove that the D'Trust innovation launched by the Population and Civil Registration Office of Pinrang City has run well and optimally because it can facilitate the work of employees in managing community complaints in a systemized and integrated manner. In terms of benefits and service processes, it becomes more effective and efficient because public complaints can be made directly and online which are received by officers who then input, classify, analyze and provide solutions to these complaints according to the intended administrative services. The D'Trust platform is user-friendly enough to be operated by officers although initially it requires adaptation to the new technology.

Abstract

This research examines the role of the Makassar City Women's Empowerment and Child Protection Office (DPPPA) in handling cases of violence against women using a descriptive qualitative approach. Data were collected through observation, interviews, and documentation and analyzed using triangulation as a data validation technique. This study aims to explore the five main roles of government based on the theory of government roles by Sondang P. Siagian which includes five indicators with the following findings: (1) Stabilizers have been carried out through socialization of the community and the establishment of community shelters, (2) Innovators have been carried out by launching the “Bacce” application, (3) Modernizers are carried out by efforts to increase the internal capacity of DPPPA, (4) Pioneers are carried out by implementing a code of ethics, obligations, and prohibitions of officers, (5) Implementers are carried out by issuing Standard Operating Procedures (SOPs) to become a reference in reporting to case resolution.

Abstract

Disaster management at the regional level requires cross-agency collaboration because each institution holds different roles, authorities, and capacities. In Kolaka Regency, Basarnas is responsible for search and rescue (SAR) operations, while the Social Service handles logistics provision, evacuation shelters, and fulfillment of basic needs for survivors. The complexity of disasters demands synergy between these institutions to ensure faster, more effective, and well-coordinated responses. This study aims to analyze the forms of collaboration between Basarnas and the Social Service in disaster management in Kolaka Regency and to identify the dominant collaboration model based on the Agranoff–McGuire theory. The research employs a descriptive qualitative approach with data collected through interviews, observations, and documentation. Informants consisted of eight individuals from Basarnas, the Social Service, and the Regional Disaster Management Agency (BPBD). Data were analyzed using data reduction, data presentation, and conclusion drawing techniques. The findings show that the collaboration between Basarnas and the Social Service functions effectively and complements the main duties of each institution. Collaboration occurs during the mitigation stage (preparedness drills, outreach, and simulations), emergency response (evacuation, logistics distribution, establishment of public kitchens), and early recovery (needs assessment for survivors). Analysis based on the Agranoff–McGuire framework reveals that the Contented Model is the dominant form of collaboration, although elements of other models—such as Jurisdiction-Based, Top-Down, Donor–Recipient, and Reactive Models—are also evident in practice. Collaboration between Basarnas and the Social Service in Kolaka Regency enhances responsiveness, efficiency, and coordination in disaster management, even as both institutions continue to operate within their respective jurisdictions. The resulting collaboration is adaptive, strategic, and oriented toward field needs, thereby strengthening regional capacity in disaster risk reduction.

Abstract

Village Fund–based food security policy is a national priority expected to strengthen rural community food independence. However, its implementation demonstrates varying degrees of success across regions. This article aims to analyze the effectiveness of such policy implementation in Indonesia using Merilee S. Grindle’s model, which emphasizes the dimensions of content of policy and context of implementation. The study applies a Systematic Literature Review (SLR) approach to five scholarly articles published between 2023 and 2025 that are relevant to the topic. Article selection followed specific inclusion and exclusion criteria, and the findings were analyzed thematically using Grindle’s framework. The results indicate that successful implementation occurs when budget allocations are targeted correctly, program benefits align with local needs, and competent as well as responsive implementers are involved, as illustrated in Ciherang, Medaeng, and Tulikup. Conversely, failures arise from misallocation, weak institutional coordination, and the dominance of external actors neglecting community aspirations, as seen in Lamandau and Sukamukti. This synthesis confirms that the effectiveness of food security policy is not solely determined by policy design but also shaped by the interaction of interests, institutional capacity, and implementers’ responsiveness at the local level.

Abstract

The rapid expansion of digital transformation in the public sector has been widely promoted as a means to enhance efficiency, transparency, and service quality. However, these advances often fail to accommodate the needs of persons with disabilities, thereby reinforcing existing inequalities in accessing public services. This study explores how inclusive digital governance can be achieved by focusing on the accessibility of digital public services for people with disabilities in Bengkulu Province, Indonesia. Employing a qualitative descriptive approach, data were gathered through document analysis, field observations, and the assessment of selected government websites using the Web Content Accessibility Guidelines (WCAG) framework. The findings reveal that although Bengkulu Province has developed more than one hundred digital platforms, many lack basic accessibility features—such as screen reader compatibility, keyboard navigation, and visual contrast adjustments—making them difficult to use for individuals with visual, motor, or cognitive impairments. Conversely, certain institutions demonstrate best practices by integrating accessible design that supports assistive technologies. These results highlight the pressing need for local governments to adopt universal design principles, strengthen technical standards, and improve institutional capacity to comply with the rights guaranteed under the Disability Act and related regional regulations. The study concludes that inclusive public service delivery in the digital era requires not only technological adaptation but also policy commitment and cross-sectoral collaboration to ensure equitable participation of all citizens.

Abstract

This study aims to analyze the effectiveness of multi-sector collaborative governance in accelerating stunting reduction in Bone Regency. This research departs from the still high prevalence of stunting which has an impact on the quality of human resources and regional economic productivity. The research approach used is qualitative descriptive with data collection techniques through interviews, observations, and documentation of stakeholders. Data analysis uses the Miles, Huberman, and Saldana models through the stages of reduction, presentation, and drawing conclusions. The results of the study show that cross-sector collaboration in reducing stunting in Bone Regency has been quite effective from the five dimensions of collaboration effectiveness according to Roberts (2016), namely common goals, mutuality, enabling environment, trust, and certain personal characteristics. This collaboration has contributed to reducing the prevalence of stunting from 25.3% in 2023 to 21.9% in 2024 based on e-PPGBM data. The conclusion of this study confirms that adaptive and evidence-based collaborative governance is effective in accelerating the achievement of stunting reduction targets in Bone Regency.

Abstract

This study aims to determine the influence of governance and community participation on the effectiveness of village fund management in Mattirobulu Village, Bone Regency. The underlying problem is weak governance, which has a direct impact on the low level of community participation. Governance processes such as Musrenbangdes (Village Development Planning Meeting) are often carried out merely as a formality and not in accordance with regulations, so that community participation in planning is not optimally accommodated. This research is a quantitative study using a descriptive approach. Data were collected through observation, interviews, questionnaires, and documentation. The data analysis techniques used include instrument validity and reliability tests, descriptive statistical analysis, normality tests, and inferential statistical analysis. The results show that the coefficient of determination (R Square) for the governance and community participation variables is 0.772. This indicates that governance and community participation together are able to explain 77.2% of the variance in the effectiveness of village fund management in Mattirobulu Village, which can be categorized as strong. This means that good governance is inherently linked to meaningful community participation, and effective village fund management cannot be separated from sound governance systems and active community involvement.

Abstract

The development of Makassar City as an economic activity center in Eastern Indonesia demands the availability of efficient, safe, and comfortable public transportation for the community. Through the Buy The Service (BTS) policy, the government introduced the Trans Mamminasata Bus as an effort to improve sustainable urban mobility. However, over time, the usage rate of this service has experienced a significant decline, indicating a persistent gap between public expectations and the actual service delivered. This study aims to analyze the service quality of the Trans Mamminasata Bus based on the five dimensions of Servqual: tangibles, reliability, responsiveness, assurance, and empathy. The approach used is descriptive qualitative, with data analysis conducted through the stages of reduction, presentation, and conclusion drawing using the Miles and Huberman model. The results show that the Trans Mamminasata Bus has contributed to improving the quality of public transportation in Makassar through adequate facilities and the implementation of a digital service system. However, issues remain regarding punctuality, inadequate bus stop conditions, and limited service information. Overall, the service quality is considered good but requires improvement in facility maintenance and public outreach. These findings are expected to provide input for local governments and operators in strengthening a public transportation system that prioritizes community satisfaction and ensures service sustainability in the future.

Abstract

Digital transformation has brought significant changes to governance by encouraging the creation of more efficient, transparent, and accountable systems. This study aims to analyze the opportunities and challenges of public accountability in the digital era. This study uses a qualitative method with a literature study approach that examines various academic sources and previous research results regarding the use of digital technology to increase transparency, public participation, and the effectiveness of government services. The results of this study found that digitalization opens up significant opportunities to strengthen public accountability through increased information transparency, public participation in oversight, efficiency of public services, and fostering public trust in the government. However, there are other findings in the implementation of digitalization facing several challenges such as the digital divide between regions, low digital literacy of officials and the public, data security and privacy, resistance to bureaucratic culture, regulatory inconsistencies, and the rise of disinformation in the digital space. To address these challenges, the implications of this study are the need for strategic innovation through strengthening regulations and national digital standards, continuously increasing digital literacy, equitable distribution of technological infrastructure across all regions, and the development of a reliable cybersecurity system through the application of technologies such as Blockchain, big data analytics, and multi-factor authentication. In addition, international collaboration with global cyber defense centers such as the NATO CCDCOE to strengthen national digital security capacity to create a more transparent, responsive, and sustainable public accountability system.
