Abstract

Government Public Relations as a public service institution (public sector) is not spared from the need and demands to master and apply technology in carrying out all its duties and activities, but in implementation there are several obstacles both internally and externally such as difficulties in switching from conventional to digital, lack of human resources, and difficulties in collaborating with the private sector The purpose of the research on how to innovate in the public sector carried out by Public Relations Command Center in the context of socializing the work program of the West Nusa Tenggara Provincial Government. public sector innovation carried out by the Public Relations Command Center in the socialization of the work program of the West Nusa Tenggara Provincial Government, namely Service Innovation, Service Process Innovation and Service Method Innovation This research uses qualitative research focus to direct researchers in finding relevant results. So to identify innovations, it is necessary to know the forms or forms of innovation itself in the socialization of government work programs at the public relations bureau of West Nusa Tenggara province by utilizing journals, articles and books. The target group of this Public Relations Command Center innovation is Regional Leaders, Vertical Agencies, Heads of OPDs in West Nusa Tenggara Province, Regency/City Governments, Village Governments and all elements of West Nusa Tenggara society, the inhibiting factor in implementation is that there are no clear rules at the level of regional regulations, thus causing a lack of clarity in the status and career path of the Public Relations Command Center expert team This can cause bottlenecks in the process of developing innovations Related Public Relations Command Center due to teamwork motivation that is disrupted by career clarity status.

Abstract

State Civil Apparatus, which is commonly abbreviated as ASN, is contained in Law Number 5 of 2014 concerning the State Civil Apparatus.The role of the state civil apparatus here is very important in providing services, especially since they must be able to adapt to the presence of digital-based services. ASN must be able to adapt to the times from manual services to digital services. This study aims to determine the challenges of ASN human resources in adapting to the presence of digital-based services in NTB. The method used is qualitative descriptive, the data used is secondary data and data collection techniques in this study through existing documents and literature. The data analysis technique in this study uses the SWOT analysis technique, which is with four steps, namely strength identification, weakness analysis, opportunity identification, and threat analysis. The problem faced by ASN is the challenge of adapting state civil servants to digital services which requires ASN to switch and adapt to technological developments where the transition from manual services to digital services is needed, even though these adjustments require process and time. It turns out that in the transition from manual to digital, most employees have understood the digital-based service process, so that in the process of transitioning to digital, civil servants have understood digital.

Abstract

This research was conducted at the office of the NTB Provincial Regional Revenue Management Agency, with the aim of finding out how the samsat delivery application service is in improving public services and the factors that hinder tax payment services using the samsat delivery application for the community. This type of research is qualitative descriptive, the selection of informants for this research is carried out by purposive sampling technique with 3 employees of Bappend NTB as key informants, and making the community as the main informant or users of the samsat delivery application as many as 3 people. The data sources in this study use primary and secondary data, for the data collection methods used, namely observation, documentation, and interviews. The data analysis used is data reduction, data presentation, and drawing conclusions and validating data in this study using tringulation of sources and methods. The results of this study show that of the six indicators of good public services based on law number 25 of 2009, namely public interest, professionalism, openness, participation, punctuality, and speed (ease and affordability), in the samsat delivery application. There are only 2 indicators that are not yet effective, namely the indicators of openness and participation. So it can be concluded that the analysis of the samsat delivery application service in reminding public services at Bappend NTB has been said to be effective. Although there are still obstacles in services such as a lack of human resources, applications that are not optimal, and a lack of socialization in the community.

Abstract

This study discusses the application of the merit system in an effort to improve the professionalism of the State Civil Apparatus (ASN) in Mataram City. The merit system is an important instrument in realizing a bureaucracy that is professional, accountable, and free from non-professional intervention. This study found that the implementation of the merit system in Mataram City has encouraged the improvement of the quality of civil servants through a more objective and performance-based process of recruitment, promotion, and career development. However, there are still a number of challenges, such as the limitations of independent assessment centers, the lack of optimal digitization of SIMPEG, and organizational culture that does not fully support meritocracy. For this reason, there needs to be policy support and comprehensive system improvement so that the implementation of the merit system can run more effectively and sustainably, so as to be able to strengthen the performance of civil servants and the quality of public services.

Abstract

This study aims to analyze the poor governance of government human resources (HR) towards the efficiency and accountability of public services in Jambi City. The main problems identified are the unpreparedness of state civil servants (ASN) in adapting information technology and the weak work culture that is responsive to community needs. This study uses a descriptive qualitative approach, with data collection conducted through observation, in-depth interviews, and documentation. The study was conducted for three weeks, starting on April 2, 2025, involving two main informants: a civil servant from the Population and Civil Registration Office and a citizen who uses e-KTP services. The results show that the implementation of digital services such as the SIKESAL (Online Public Complaint Information System) application is still not optimal due to low digital literacy of ASN and minimal socialization to the community. In addition, e-KTP services are hampered by limited devices and data communication networks (Jarkomda), which causes the service process to be slow and inefficient. The impact is increased queues, delays in document issuance, and decreased public satisfaction and trust in public services. Based on indicators of productivity, service quality, responsiveness, responsibility, and accountability, it was found that the main weaknesses lie in the lack of technical competence of civil servants, unclear follow-up on complaints, and poor oversight of officer performance. These findings indicate that public service reform requires not only the provision of technology but also comprehensive and sustainable human resource capacity building. Therefore, a competency improvement strategy, an adaptive training system, and a consistent performance evaluation mechanism are needed to realize efficient, responsive, and accountable public services in Jambi City.

Abstract

Good public services in higher education not only have an impact on administration, but also influence the learning process. The support provided to students and lecturers through library services, laboratories, information technology assistance and other facilities can improve the quality of education. The quality of public services provided by Muhammadiyah University of Mataram will reflect the reputation of the institution as a whole. The positive or negative image formed from the experiences of students, lecturers and the community regarding the services provided will influence the wider community's perception of the university. By understanding the importance of public services in improving the quality of higher education, Mataram Muhammadiyah University can take strategic steps to improve the services provided to all its stakeholders. This will help universities improve their reputation, quality of education and competitiveness in the world of higher education. This type of research is descriptive with a quantitative approach with a research focus on Public Services in Improving the Quality of Higher Education at Muhammadiyah University of Mataram. The research results show that judging from the results of the distribution table of respondents' answers to the quality of public services in improving the quality of higher education at Muhammadiyah University of Mataram, an average score of 20.00 was obtained from the 5 items with a total of 85 respondents. Judging from the results of the validity and reliability tests above, it can be seen that the calculated r value is 4,000 > r table is 0.213, it can be said that the data is valid, from the data reliability test results it can be seen that the Cronbach's Alpha value is 0.848 which is greater than 0.6 so it can be said the data is reliable.

Abstract

The purpose of this research is to look at the Village SDGs in Accelerating the Achievement of Sustainable National Goals in development with regional autonomy. The focus of this research is the effectiveness of disseminating information through social media in conveying the Village SDGs. This study seeks to answer the substance: development communication strategies used by the Ministry of Village Questions, Development of Disadvantaged Regions and Transmigration in communicating village SDGs. The data for this research is the official Twitter content of the official account of the Ministry of Villages, Development of Disadvantaged Regions and Transmigration (@kemendespdtt). The Nvivo 12 plus in this study are graph analysis, cluster analysis, and word cloud analysis. The data that has been displayed is submitted using qualitative analysis methods. The data used by the researcher is data that displays hashtags, mentions, chart hierarchies, and word clouds. The data is then processed with Microsoft Excel tools to get the results displayed in the form of percentages. The results of this study show that the communication built by @kemendespdtt in communicating the Village SDGs through hashtags and mentions is about achievement programs, activities to the Kemendes PDTT campaign in the SDGs Village goals. Kemendes PDTT conveys information openly in accordance with the objectives to be achieved, especially in terms of campaigning for the Village SDGs. Disseminating information through social media is the easiest and most effective way to reach everyone.

Abstract

This study aims to examine the obstacles to the implementation of agrarian reform that cause injustice for farmers. Inequality in land ownership, rooted in the colonial era, continues to cause multidimensional impacts, such as structural poverty, agrarian conflict, food dependency, and marginalization of indigenous communities. The research method used in this study is a qualitative method with a library research approach. The result show that agrarian inequality weakens agricultural development, deepens social disparities, and weakens state legitimacy. On the other hand, agrarian reform that is implemented comprehensively, including land redistribution, farmer empowerment, recognition of indigenous peoples rights, and integration with the sustainable development agenda can be a path to social justice as mandated by Pancasila and the Constitution.

Abstract

This study aims to determine the prospects for sustainable tourism development in Mount Tambora National Park and identify factors that are obstacles in its management. Mount Tambora National Park has great tourism potential, both in terms of natural beauty and historical value. This study uses a qualitative descriptive method with data collection techniques through observation, in-depth interviews, and documentation. The results of the study show that tourism in this region has positive prospects if managed according to sustainability principles. Based on indicators from UNWTO, economic, socio-cultural, and environmental aspects have shown signs of growth, such as community involvement in tourism businesses (homestays, guides, forest honey), preservation of local culture, as well as institutional support from the National Park Office and the Tourism Office. However, several problems are still obstacles, such as the lack of supporting infrastructure, lack of digital promotion, and limited human resource capacity. Efforts to resolve the issue are carried out through training, the formation of tourism awareness groups, the provision of business support tools, and increased coordination between stakeholders. Cross-sectoral collaboration is an important key in realizing the development of tourism that is sustainable, inclusive, and has a real impact on local communities.

Abstract

This study aims to analyze the protection of women who are victims of gender-based violence in Yogyakarta. Although there is a legal basis that supports the protection of women through Law Number 23 of 2004 concerning the Elimination of Domestic Violence and Law Number 35 of 2014 concerning Child Protection, the implementation of this policy still faces various challenges, both in terms of social, cultural, and structural aspects. This study uses a descriptive qualitative method with an in-depth interview approach with law enforcement officials, women activists, and victims of violence to explore their understanding and experiences related to this policy. The results of the study show that despite significant efforts from government and non-governmental institutions, strong patriarchal cultural factors in Yogyakarta society discourage victims from reporting, while low levels of legal education leave many women unaware of their rights. In addition, limited human resources and funds to support related institutions are also obstacles in handling cases of gender-based violence. This study concludes that although legal policies have been implemented, improvements in terms of socialization, legal education, and strengthening inter-agency coordination are needed so that legal protection policies can run effectively and provide optimal protection for women victims of gender-based violence in Yogyakarta.
