Abstract

This study assessed the results of the Implementation of the Kampus Mengajar Program batch 8 in improving literacy in Public Elementary School students in Bogor Regency. Using a mixed-method approach, quantitative data were obtained from pre-tests and post-tests of student literacy and from filling out questionnaires. In contrast, qualitative data came from interviews with teachers, principals, and student participants in the program and the results of filling out questionnaires. The results showed a significant increase in students' post-test scores by 25.4% compared to the pre-test (t = 8.76, p < 0.01). Interviews revealed that students' creative learning methods increased student motivation and participation despite obstacles such as limited facilities. The results of the accumulation of respondents' questionnaire responses were rated very good, with a score of 4.29. This program has clear objectives and a good coordination process supported by a strong community and students who are competent in running the program so that it can be well received and have good program results. This program proves its Implementation in supporting the improvement of student literacy and underlines the importance of student training before Implementation. This study recommends developing educational policies based on collaboration between universities and elementary schools and expanding Implementation in other areas.

Abstract

The General Principles of Good Governance (AUPB) are of significant urgency in the Indonesian state system because they function as a normative foundation to ensure the implementation of clean, transparent, accountable governance per the principles of democracy and law. This study aims to analyze the application of AUPB in the practice of state administrative law in Indonesia while identifying the challenges in its implementation. The research method used is a literature study with a normative approach, through the analysis of various rules and regulations, legal doctrines, scientific literature, and court decisions related to the application of AUPB, to provide a comprehensive picture of the position of this principle in government practice. The study results indicate that AUPB has obtained legal legitimacy through various regulations, especially Law Number 30 of 2014 concerning State Administration. However, its implementation in the field still faces quite complex obstacles, both from the structural aspect in the form of weak oversight mechanisms and enforcement of sanctions, as well as from the cultural aspect in the form of low understanding and commitment of the bureaucratic apparatus to the basic principles of AUPB. This situation is reflected in the ongoing high number of state administrative disputes resulting from violations of these principles. The impact of this research emphasizes the need for strengthened regulations, increased civil servant capacity, and a consistent instillation of a legal culture so that the implementation of the AUPB can truly realize good governance and increase public trust in state institutions.

Abstract

The Bogor Halimun Salak Geopark is a conservation area that integrates geological richness, biodiversity, and local cultural heritage. Located in Bogor Regency, it serves as a hub for environmental education and preserving Kasepuhan traditions. Despite its potential, the geopark's management encounters complex challenges, particularly in actor collaboration. This study explores the implementation of collaborative governance in geopark management and identifies factors influencing its effectiveness. A descriptive quantitative method was used with a saturated sampling of 58 respondents, consisting of government officials and local community members. Data collection involved interviews, observations, literature review, documentation, and Likert-scale questionnaires. Findings indicate that collaborative governance falls within the "good" category, with an average score of 3.81 from government employees and 3.48 from the community. The leadership dimension received the highest score, highlighting the critical role of leaders in fostering cooperation. However, initial collaborative conditions, particularly at the community level, remain weak. Identified barriers include poor cross-sector coordination, conflicting interests between tourism and mining, limited budgets, and low community participation. To address these issues, the study recommends enhancing stakeholder synergy, forming a dedicated management unit, and establishing structured collaborative frameworks. Strengthening these aspects is essential to achieve inclusive and sustainable geopark management.

Abstract

This study aims to analyze the role of the Manpower Office of Biak Numfor Regency in enhancing labor productivity through training and skill development programs. The informants of this study include employees of the Manpower Office, training participants, and partner companies involved in the programs. Data collection techniques employed were in-depth interviews, participant observation, and document review related to implementing training and job placement programs. The collected data were analyzed using descriptive qualitative methods with a thematic analysis approach, linking field findings to theories of human resource development and labor productivity. The results indicate that the Manpower Office has conducted competency-based training per the Indonesian National Work Competency Standards (SKKNI). Yet, challenges remain, such as uneven facility distribution, limited practical equipment, and a job placement system that is not yet optimally integrated. Theoretically, improving labor productivity requires enhancements in training infrastructure and strengthening synergistic partnerships among the government, businesses, and trainees. In conclusion, although the training programs have been implemented, optimizing their outcomes depends on improving the quality of facilities and establishing a more effective job placement system.

Abstract

This research is motivated by challenges in implementing school digitalization, such as suboptimal technological infrastructure and varying levels of human resource readiness (teachers and students), which have the potential to impact efforts to improve the quality of learning. This study aims to identify, understand, assess, and describe the researcher's findings regarding the implementation of school digitalization in improving the quality of learning. This research uses a descriptive qualitative approach, collecting data to provide an in-depth explanation of the phenomena occurring, using data collection techniques including observation, interviews, and documentation. The results indicate that the implementation of school digitalization faces significant challenges in infrastructure and technology, particularly related to internet network stability and the availability of devices, which are key obstacles.

Abstract

The recess activities of members of the Regional People's Representative Council (DPRD) are an official and strategic agenda designed to bridge communication between the legislative branch and the public. The goal is to ensure that public aspirations, needs, and issues are effectively absorbed and become the basis for policy. This study aims to analyze the effectiveness of recess in absorbing aspirations by focusing on three key indicators: the level of public participation, the alignment of aspirations with real needs, and the realization of follow-up on the aspirations expressed. This study uses a descriptive qualitative method to obtain an in-depth and comprehensive picture. Data collection was conducted through in-depth interviews and field observations. The collected data were analyzed thematically to identify patterns, key issues, and relevant conclusions. Research informants were selected purposively to represent a variety of perspectives, including council members who directly implemented the recess, council personal assistants who documented and facilitated the process, community leaders who served as representatives and liaisons at the community level, and the general public who directly participated in the recess activities. The research results show that recess does provide ample space for public participation, particularly in conveying aspirations regarding social assistance and infrastructure development. However, its effectiveness still faces significant obstacles. The main obstacles include unequal regional distribution, where not all areas receive equal attention; limited socialization of activities, leaving many people unaware of the recess schedule; and often slow or unclear follow-up. The novelty of this research lies in its analysis, which not only identifies the problems but also links the effectiveness of recess to three key interconnected factors: public participation, multi-channel communication, and a monitoring system. This research emphasizes that the success of recess depends not only on face-to-face meetings but also on how aspirations are systematically followed up. Based on these findings, the research recommends the need for data-driven evaluation to ensure a more equitable and transparent process and to improve equity in the distribution of benefits resulting from community aspirations.
