Abstract

This paper investigates the effect of Foreign Direct Investment (FDI) inflows on wage level paid by private domestic firms in Indonesia’s manufacturing sector. The previous literature focuses on horizontal linkages only. We develop this study by examining the spillover through horizontal and vertical channels. We find that there is strong evidence of horizontal and vertical wage spillovers from foreign to local firms in Indonesian manufacturing. However, after controlling for some firm characteristics, which are technology intensity level and firm size, we find that although vertical wage spillovers exist irrespective of the firm characteristics, horizontal spillovers show different results. This spillover is not present in relatively low technology level firms.

Abstract

The imbalance between the needs with sufficient land, meanwhile, needs to be compared with land requirements. Kediri Regency has the potential for rapid development. This is a challenge to the existing land use planning policy in Kediri Regency. This study aims to predict the dynamics of land use change in Kediri Regency until 2030. The prediction model was built using the Cellular Automata approach based on an analysis of land use change trends from 2009 to 2018 taking into account the weight of the driving factors obtained using the AHP method. The results of modeling validation show an accuracy rate of 96.26%. The result is that in 2030 there will be a significant increase in the use of industrial land and warehousing of 331.56 Ha and settlements of 3650.94 Ha in Kediri Regency. But there are still mismatches between the dynamics of the regional spatial plan to be a challenge going forward in order to achieve the goals of the expected development. Modeling using Cellular Automata can be applied as an alternative to new methods in spatial policy evaluation.

Abstract

This paper aims to explore systematically about impact as well as facilitators and barriers of e-procurement implementation in the Ministry of Public Works and Housing. This study used qualitative approach and RE-AIM framework. The data were collected from semi-structured interviews and secondary data such as blueprint, strategic planning document, performance report, activities report, and financial report. The findings show that e-procurement implementation in Ministry of Public Works and Housing has reached the target of users, reduced cost and time, followed regulation, and become routine activity. Moreover, there are facilitators of the e-procurement implementation which are software integration, data management, IT infrastructure, and roll-out strategy. However, some barriers which are legal and administrative procedure, system security, and IT staff and skills, are found as barriers in implementing e-procurement

Abstract

This research using interview and document review to explore how far the role of incentives in Indonesia Special Economic Zones (SEZ) and how far the incentives can attract investments. This research was conducted in SEZ Sei Mangkei, North Sumatera Province, an SEZ that develop as the first industrial SEZ in Indonesia. The result showed that the most important incentive in SEZ is the integrated infrastructure, especially the establishment of seaport and railways which are connected to the SEZ and international trade line. Moreover, the investment in SEZ Sei Mangkei increased significantly after the basic infrastructure was developed in 2015. This study showed that collaboration among government and zone developers is necessary for accelerating the infrastructure development of SEZ.

Abstract

Indonesia is one such country that has not yet been successful with strategies of the government to cope with the blast fishing problem. In the existing literature, many scholars tend to study the impact of blast fishing activity from a social and ecological perspective, and few works focus on examining the governance arrangements in place to tackle blast fishing, the effectiveness of these, and how they might be improved. This research uses the case of South Nias and Pohuwato Regency in Indonesia to understand and analyses the factors affecting the outcomes of governance measures to cope with blast fishing. Findings revealed that the blast fishing situation is less improved in South Nias but significantly reduced in Pohuwato. The existing strategies in South Nias have not succeeded in eradicating the blast fishing activity of because of the lack budget and resources for implementing preventative actions. In contrast, in Pohuwato, the involvement of resource users, the co-ordination of government institutions, sharing of resources between the authorities and the community appear to be the main factors that have contributed to more effective governance measures and a decline in blast fishing activity.

Abstract

This research investigates the impact of decentralization in the link between infrastructure and inclusive economic growth in Indonesia. It address the question of whether decentralization strengthens the relationship between infrastructure and inclusive economic growth or not. Structural Equation Modelling (SEM) analysis is applied to explain those relationship. Data were collected from several publications issued by Indonesian Central Statistics Agency (BPS). It contains both secondary data and the result of national survey from 2013 to 2017. The findings show that the effectiveness of decentralization in Indonesia is vary among regions. The result of the statistical test—PLS SEM—shows that the relevance between decentralization and inclusive economic growth is significant in Indonesia case and Sulawesi-Nusa Tenggara-Papua, but is insignificant in Sumatra, Java-Bali, and Kalimantan. While in the context of the relationship between infrastructure and inclusive economic growth, it was positively and significant in Sumatra and Kalimantan but insignificant in Indonesia case, Java-Bali, and Sulawesi-Nusa Tenggara-Papua. As the result of main hypotheses, this research conclude that decentralization does not matter yet in strengthen relationship between infrastructure and inclusive economic growth in Indonesia.

Abstract

This study aims to describe the current state of the implementation of waste management as part of public service provision in Pontianak Municipality, West Kalimantan, Indonesia. For this purpose, this study employed a qualitative descriptive approach by applying SWOT analysis accompanied by lessons learned from Japan. The findings indicated that there has been an increase in waste transportation services year by year and that the waste management carried out by Pontianak Municipality still primarily relies on landfill. Waste reduction efforts through 3R programs such as integrated waste treatment plant and waste bank have not shown significant results in reducing the generation of waste. Using SWOT analysis, several factors that affect the performance of waste management in Pontianak Municipality were identified. By considering those influencing factors and learning from best practices executed by Kyoto City, this study suggests that the government needs to develop an integrated waste management based on priority scale with measurable and realistic objectives, particularly those related to reduction and recycling activities as well as stakeholder‘s engagement.

Abstract

Pendaftaran Tanah Sistematis Lengkap (PTSL) or Complete Systematic Land Registration is a program under the Ministry of Agrarian Affairs and Spatial Planning/ National Land Agency (ATR/ BPN) in response to new directives from President Joko Widodo in 2016 to register all yet 79 million unregistered land parcels before 2025. The organization and its officers are still adapting to the sudden change in work rhythm from the usual target of 1 million land parcels per year to 5 million land parcels that gradually increases every year further. This research employs the descriptive method with the qualitative approach to study the process of PTSL program implementation in Malang Regency Land Office during the year of 2017 and 2018. By measuring success of the PTSL program implementation, it can be concluded that the goal of PTSL program in Malang Regency Land Office was achieved and PTSL program was delivered as expected.

Abstract

Malang Regency has a diverse socio-economic conditions and environments. It is the second largest area in East Java Province. This paper aims to examine the strategy of poverty alleviation in Malang by dividing the 33 suburbs in Malang into clusters. By doing so, the government is expected to choose the best policy strategy to reduce poverty in Malang Regency. This quantitative descriptive study used the 2018 Malang Regency in Numbers. Result show that Malang Regency is divided into three different clusters and each cluster has specific programs and activities of poverty alleviation which is adjusted to the economic potential of the suburbs. The first priority of poverty resolve is cluster 2 followed by cluster 1 and cluster 3, respectively. The proposed activities in reducing poverty are not only to improve and develop the physical quality of the settlements, but also to provide skills to the poor to improve the socio-economic conditions of the community.

Abstract

Coastal community has to be empowered because of their low capacities and reliance on mangrove ecosystem. This inquiry tries to reveal the process of empowerment consisted of powerlessness, support, wish, consciousness, confidence and empowered organization. Case study is employed in this research through documentation study, in-depth interviews and direct observations. Findings show that the process cannot fully adopt existing theory. Sometimes, “wish” precedes “support”. Farmer group needs to raise its wishes to reach supports. In other word, the wish is a prerequisite for the support. In addition, economic incentive and the weak enforcement of rules has become the major constraints in the process. Therefore, external interventions must be maintained continuously, and rules must be enforced properly.
