Abstract

Implementation is an important stage that must be carried out after a policy is formulated. The implementation of sanitation policies in Probolinggo District has a high complexity with various problems because what will be changed is not only the physical building but also the knowledge and also the attitude of the people to behave in a clean and healthy life. The involvement of various parties is needed in helping to overcome these problems so that goals and objectives can be achieved. This study aims to identify, map and formulate the role of stakeholders in the implementation of sanitation development in Probolinggo Regency. Data collection was carried out through interviews, observations and documentation and then analyzed descriptively qualitatively. From the results of the study, 13 actors were involved in the implementation of sanitation development. Actors who are key players are BAPPEDA, Public Health Office , the Housing and Resettlement Zone Office, the Community and Village Empowerment Office, USAID IUWASH PLUS and the Village Government. Good coordination, synergy and communication are needed in the successful implementation.

Abstract

The preparation of this Strategic Environmental Assessment (SEA) is mandatory for the Government and Local Governments. Based on these obligations, the SEA Semarang City Spatial Planning Revised for 2011-2031 was prepared with the aim of improving the quality of the Regional Spatial Planning which so far has not been able to solve the City's problems, such as floods and tides. This study aims to determine the process of drafting the 2011-2031 Regional Spatial Planning for the City of Semarang. The research method that will be used is descriptive qualitative method. Based on the results involving stakeholders, such as the Government, the private sector and the community (Academics and non-Government Organizations). The process of preparing the SEA does not yet reflect the maximal sustainable values (interdependency, equilibrium and justice). This is because the analysis carried out is less detailed due to data and budget limitations, so the results of the studies conducted affect the formulation of recommendations for Policies, Plans and/ or Programs (PPP).

Abstract

As a process, development is carried out continuously and well planned which covers all aspects of life in the country such as politics, economy, social culture and defense and security. Development is a way to achieve the ideals of independence stated in the Preamble of Undang-Undang Dasar 1945 that must be carried out carefully, effectively, efficiently and integrated. In implementing development, each local government requires accurate planning and expected to be able to evaluate development. The main key to the success of development lies in the quality of the development planning. One example of a development planning document is Rencana Kerja Pemerintah Daerah (RKPD). The objectives of this study is to describe and analyze the process of preparing RKPD. This study shows that the planning process in the preparation of RKPD has gone through the stage of problem diagnosis; formulation of objectives; and forecasts and projections. As for the alternative development stage; feasibility analysis; and evaluation, not done yet.

Abstract

One of the efforts of the Bromo Tengger Semeru National Park (BTSNP) Office for conservation Edelweiss, which is through community-based Edelweiss village tourism development. The purpose of this research are to analyze the planning, supporting and restricting factors of community-based Edelweis village tourism development at BTSNP Office. This research is a qualitative descriptive study. The results showed that the top down planning went well enough. While the bottom up planning shows that community participation has not been maximized. Supporting factors include Edelweis' needs by the Wonokitri and Ngadisari Village people, leadership policies, and funding support from BTSNP Office and Bank Indonesia Corporate Social Responsibility. While the restricting factors include awareness and motivation of the Wonokitri and Ngadisari Village people were relatively lacking, unavailability of functional planner at BTSNP Office, unavailability planning support in the RPJMD of Pasuruan and Probolinggo Regency Government, and existence of sectoral egos and management priority differences.

Abstract

This paper focus on the improvement on the quality of public services needs to be carried out sustainably, so that a periodic evaluation of public service delivery is needed. The government in the last decade has attempted to formulate an evaluation framework for public services delivery. This is proven from changes in regulations that dynamically follow the development needs. This research focuses on customer satisfaction in perceiving the service. The results show that there are several services that need to be improved.

Abstract

The implementation of the tax dispute trial is regulated by the Law of The Republic of Indonesia No.14/2002 concerning Tax Court article 4 which states that the tax dispute trial conducted by the tax court can be held in Jakarta and other regions if it is deemed necessary. The problem arises when local taxpayers whose tax dispute trials are held outside Jakarta hire a tax consultant from Jakarta, the taxpayer must bear the transportation and accomodation costs of the tax consultant team who come to the region where the trial is held, such as airline tickets, hotels, and other costs during the trial. The tax court institution also bear the travel cost of the official team of tax court judges who will lead the trial, because the judge who leads the trial comes from Jakarta. This study aims to analyze the implementation of tax dispute trial held outside Jakarta in terms of the principle of ease of administration. The results show that in terms of the four ease of administration principles, only the principle of efficiency is not fulfilled. This is due to the high costs incurred by taxpayers and tax courts side to conduct tax dispute trials outside Jakarta.

Abstract

The delivery of quality public services is the main function of the public sector. The span of administrative science is generally concerned with achieving quality public services. However, different viewpoints in understanding public services can provide the wrong point of view. Generally, the point of view is viewed from two different angles. First, the service provider (government). Second, from the recipient of the service (stakeholders). This paper provides a new nuance in a model, which is seeing the quality of service from both sides. The model we called "Initial Model Ideas".

Abstract

Sustainable development seeks to equitably distribute development outcomes across various groups and layers of society and among generations. The prerequisite for achieving sustainable development is environmentally sound development. It means that development is compatible with the environment so that it does not interfere with its ecological function. That function is needed for the sustainability of development, even for human survival. Identifying strategic issues can help organizations, including in the public sector, pay attention to what is really important in long-term decision making. The purpose of this paper is to study the strategic issues of sustainable development in Sampang Regency, East Java Province.

Abstract

Procurement in government synergy is one of the activities that plays an important role in the running of a Ministry, Institution and Regional Government. When a procurement process is hampered, it is certain that activities on Ministry, Institution and Regional Government will be affected, both in terms of budget absorption and the output. In the procurement activities there are many factors that cause the procurement process to not run as it should, it can be caused by technical and nontechnical constraints. Evaluation of rules and methods of change is one solution to minimize it. On-line procurement methods are the right solution to conduct procurement that is efficient, effective, transparent, open, competitive, fair and accountable. Because this will cut the direct relationship between the buyer with the provider, So the results of this procurement process will be utilized by the Indonesian people both directly and indirectly as users of the results of all procurement processes carried out by Ministry, Institution and Regional Government.

Abstract

Community empowerment with the triple helix approach is a community empowerment method that involves three actors, namely: universities, companies and government. Collaboration carried out by the three actors is carried out simultaneously which maintains a balance of shared roles. The purpose of this study is to explain and analyze the implementation of Community Empowerment in Bendosari Energy Independent Village, Pujon Subdistrict with the Triple Helix approach which is carried out by universities, companies and government to develop community entrepreneurship competencies based on local wisdom. The results of this study indicate that community empowerment in Bendosari Village conducted by the three actors is directed to improve community welfare. Empowerment activities are grouped in the fields of infrastructure, community capacity building in the entrepreneurship of local agricultural products and tourism, and the social institutions of rural communities.
