Abstract

Kediri Regency is one of the regions in the province of East Java with various potential natural disasters except tsunami. Some potential natural disasters in Kediri Regency are volcanic eruptions, floods, landslides, nipples, earthquakes. Referring to the IRB (Disaster Risk Index) released by BNPB in 2013, shows that Kediri regency is included in one of the administrative areas in East Java that has a high disaster index. The policy on disaster relief in Kediri Regency has been arranged in regional regulation No. 2 year 2015 which governs the Organization and administration of BPBD (Regional disaster management Agency). The policy has been running for almost 5 years, therefore seeing the various potential disasters owned by Kediri district, researchers want to examine the extent to which the policy has been implemented and observe about readiness in the face of various potential future threats in the future. The findings in the field indicate that in implementing a disaster policy there are currently some indicators in the evaluation (Dunn, 1999) that has not been achieved optimally.

Abstract

This study seeks to examine and to compare the patterns of women’s and men’s career advancement in a municipal government located within traditional area of the biggest matrilineal society in the world, the Minangkabau. This research employed a qualitative approach through a case study and suggests that the higher the position, the less the number of women occupying it. Further, this study also aims to explore thebarriers that impede career advancement of the female employees. Women face barriers that become more significant as they climb the hierarchical structure, including lack of experience, job segregation, work-family conflicts, and stereotypes. Applying newpolicies such as a quota system and flexible work arrangements can be implemented to address these issues. This research only studied one municipal region within the Minangkabau. Future and more extensive research can provide a more comprehensive understanding of the situation by observing more local governments

Abstract

Ponggok is the sub district with the largest poor people in Blitar Regency. According Ministry of Social Affairs data, there are 6,875 KPM BPNT programs. Geographically Ponggok is located in North Blitar which have fertile soil from Kelud eruption. Morphologically Ponggok is connect area between Kediri and Blitar regency so all area can be reached by transportation. Poverty at Ponggok is structural poverty because bad policies. This study aims to determine the process of poverty reduction program planning in Social Service of Blitar Regency. The research method used is qualitative method. Based on the research, the program planning in the Social Service has been suitable according to the stages in the planning theory, and according procedures regulated by Permendagri No.86 of 2017. Some factors that influence the planning process include: human resource planners, social cultural, and system used.

Abstract

Using the Global Trade Analysis Project (GTAP) CGE model of the global economy, this essay analyses how much trade agreements between Indonesia and its top three trading partners – China, Japan, and the USA – could benefit Indonesia and those trading partners. In addition, an analysis of unilateral trade liberalization in Indonesia is included to provide a comparison of alternative trade liberalization policy strategies. The study conducts experiments by simulating the potential effect of the removal tariffs on imported merchandise under each liberalization scenario. The result suggests that the impact of trade liberalization is variable between strategies, but the greatest economic benefit is from the unilateral scenario. However, the restrictiveness of preferential RoO and other regulations in bilateral agreements would limit the scope for achieving the full benefit projected for the bilateral liberalization scenarios – discount rates of around 25 percent have been suggested.

Abstract

The modern forestry industry has led to the dissociation of the communities surrounding forests and deforestation, resulting in the Community welfare gap and loss of forest land cover. In overcoming this, the government issued a new policy of social forestry with IPHPS scheme that aims to provide the opportunity to the community around the forest to legally manage the forest in the working area of Perum Perhutani. This research aims to determine the planning of monitoring on IPHPS scheme in Tulungagung district that can be used to encourage in improving and strengthening the plan. This research uses descriptive research methods with a qualitative approach. The results showed that stakeholders have not conducted any planning for monitoring so that, the author made monitoring planning based on the desired stakeholder results, fact field and monitoring planning UNDP (2009).

Abstract

Knowledge is a strategic asset of an organization which is still largely in the minds of its employees. Therefore the organization needs to make special efforts to catch it. The PKASN LAN Puslatbang LAN attempts to capture this knowledge through knowledge sharing among its employees. Knowledge sharing aims to improve the knowledge and performance of employees. This research aims to find out various knowledge sharing methods applied by PKASN LAN Puslatbang, knowing the supporting factors of implementing knowledge sharing, and knowing the inhibiting factors. The research method that will be used is descriptive qualitative method. Based on the research that has been done, it is obtained that the knowledge sharing in the PKASN Puslatbang is carried out through employee meeting methods, inhouse training, discussions between employees, and other methods. Supporting factors are organizational culture, human resources, and leadership support. The inhibiting factors are institutional, governance, and the absence of rewards for employees who share their knowledge.

Abstract

This study aims to examine and analyze the effect of investment through number of FDI project and amount of FDI capital toward labor absorption and its trend and distribution at East Java Province in Indonesia. The study period was eighteen years from 2000 to 2017 by using secondary data of Principal License issued by Indonesia Investment Board in the form of combination between times series data and crosssectional data (5 cities/regencies in East Java) also known as panel data. Hypothesis testing in this study is conducted by using Panel Data Regression Model under Eviews 7. Test of 2 (two) hypothesis with level of significance α = 0.05 obtained the following results: First, amount of FDI capital has a positive but not significance effect on labor absorption. Second, number of FDI project has a positive and significance effect on labor absorption. The distribution of FDI in East Java still in disparity, only spread in some big cities/regencies (Surabaya, Sidoarjo, Gresik, Pasuruan and Mojokerto) with sector preference about secondary industry such as chemical industry, metal industry, food industry, other industry and trade and reparation.

Abstract

This research aimed to determine the development planning of the Advanced Indonesian Women's Village (Desa PRIMA) in Yogyakarta Special Region. The results showed that the development planning of the Advanced Indonesian Women's Village (Desa PRIMA) in Yogyakarta Special Region had been trapped in routine for all this time. The planning that were carried out were only repetitive from year to year and all target villages received the same treatment. This condition was due to the lack of profile data of the Advanced Indonesian Women's Village (Desa PRIMA), whereas in planning, problems must be based on data. For the development aspect of of the Advanced Indonesian Women's Village (Desa PRIMA), maximum efforts had been done on the capital and management aspects. Unfortunately, marketing, technology and innovation aspects had not been optimally implemented.

Abstract

Implementing Balanced Scorecard (BSC) in public sector’s performance management system is interesting, due to public sector’s concern for performance measurement. As one promising performance management tools, BSC was originally designed for the private sector institution, but later gaining its popularity among the public institutions. How well BSC implementation is possibly determined by some Critical Success Factors (CSFs). This study examined some CSFs in the BSC implementation in the Ministry of Foreign Affairs (MoFA) Indonesia using a qualitative study with an interactive model by Miles at al., (2014). This study found that BSC implementation brought changes in the MoFA’s performance, despite the absence of organizational changes for BSC adaptation. Top and middle management attention for the implementation and training and education are the most determining factors in the BSC implementation in MoFA. This study support the importance of the four CSFs examined in this study in implementing BSC in public sector.

Abstract

Human resources in an organization is an important and influential aspect in the organization's activities and productivity. Good human resources will produce good employee performance which will then have an impact on producing good workplace performance. The purpose of this study was to determine whether training and job satisfaction affect workplace performance at the Civil Service Police Unit and Semarang Fire Department. The sampling technique in this study used simple random sampling, where 126 people were taken from the entire population. The research method uses multiple linear regression analysis, t test, F test and path analysis. The results showed that training had no positive and significant effect on job satisfaction, training had no positive and significant effect on workplace performance and job satisfaction had a positive and significant effect on workplace performance. With the path analtsis it is known that the job satisfaction variable does not meet the requirements to be an interverning variable.
