Abstract

This study aimed to describe policy implementation of motor vehicle testing and its suporting and inhibiting factors in Transportation Office of Kediri City. This study was descriptive research with qualitative approach by involving all of related parties of motor vehicle testing policy in Kediri City. Data collection techniques used were documentation, observation and interviews directly in actual field. Identification of problems using the theory of Edward III, 1980. Public policy implementation in Transportation Office of Kediri City was in accordance with the theory of policy implementation of Edward III, 1980 which included factors of communication, resources, disposition, and bureaucratic structure. The supporting factors for the policy implementation of motor vehicle testing in Kediri City through the Regional Technical Implementation Unit were the presence of accurate calibrated measurement tools and accreditation of institution with the predicate of B. The inhibiting factor was the absence of socialization activities in Kediri City regarding to the motor vehicle testing policies because there was no budget provided for the activities.

Abstract

The global phenomenon of agricultural land conversion struck in the most famous island in Indonesia, Bali especially Gianyar Regency. In 2017, Gianyar Regency known as one of Bali rice barns and got the highest Food Security Index (IKP) scores in Indonesia. Therefore, in order to maintain the availability of agricultural land to support the food security, the intervention from government needed. In this case is the spatial planning policy. This study explores the implementation of spatial planning policy in Gianyar Regency, Bali. The research use qualitative approach focused on four factors of effective implementation proposed by Edward III: communication, resource, disposition and bureaucratic structure. This study use interview, observation and documentary study to collect the data. The result shows that the communication among the local authority is need to improve because of inconsistently transmission to the farmer/ public. Furthermore, the bureaucratic structure fragmented in a local level result in less effective implementation. While for another factors is not urgently enough for further consideration.

Abstract

This study aims to analyze the occurrence of gaps in the RPJMD of Pasuruan Regency with the realization, and to identify the underlying causes of why gaps happened. Because although the RPJMD is a reference document for determining the direction of a regional development policy, the RPJMD cannot necessarily be used. The implementation of development programs often not in accordance with the plans set out in the RPJMD document. Based on this situation, the problem that discussed in this study is what are the gaps between the planning and implementation of the Regional Medium-Term Development Plan (RPJMD) and what are the causes of the gap. Indicator of the problem in this study refers to 3 (three) aspects of the gap such as in the consistency of program implementation with planning, integration of budget realization with planning, and consistency of implementation time.

Abstract

This paper examines the critical factors of governance for disaster resilient cities in the world through a literature study. Cities have experienced a culmination point where urban carrying capacity has weakened to ensure the resilience of urban communities. The weakening of the city's carrying capacity is due to natural factors such as climate change and artificial factors, such as inadequate land management and infrastructure. Referring to the urgency of city resilience to ensure community resilience to disasters, cities in various parts of the world have tried to increase resilience from various sides, including institutional resilience, economic resilience, social resilience, infrastructure resilience, and resilience.

Abstract

This studi aims to analyze the Public Satisfaction of Public Service Providing IMB in Jayapura City. Researchers analyzed using 14 indicators based on the KEPMENPAN regulation Number 25 of 2004 concerning Guidelines for Preparation of Comunnity Satisfaction Index consisting of service procedure, service requirements, clarity of service officers, discipline of service officers, responsibility of officers, ability of officers, speed of service, fairness of service, courtesy and friendliness of staff, the fairness of costs, certainty of costs, certainty of schedule, comfort of the environment and security of service. As for the type of research used is descriptive research with a qualitative approach. The results showed that 14 indicators of SMIs used 5 of them identified the quality of public services in the DPMPTSP Jayapura City including service requirements, service ability, speed of service, certainty of schedule and comfort of the service environment. For this reason, there is still a need to improve and improve the quality of public services in DPMPTSP Jayapura City.

Abstract

With the presence of Law No. 8 of 2015 concerning Amendments to Law No. 1 of 2015 concerning Stipulation of Government Regulation in Lieu of Law No. 1 of 2014 concerning Regional Head Elections, there are a number of changes to the rules related to the mechanism for the implementation of Regional Head Elections directly and simultaneously. This study aims to describe the implementation of Law No. 8 of 2015 concerning the Election of Governors/ Regents/ Mayors in Organizing Pilkada in Malang Regency 2015. The research method used is descriptive qualitative method. The findings suggesst the product evaluation in the case of the evaluation of the Malang District Election policy in 2015 is the final result of the policy evaluation which can be used as an improvement in the new Election Law, both legally and in its implementation. UU no. 8 of 2015 concerning the Election of Governors, Regents and Mayors in the Simultaneous Local Election in 2015 has many shortcomings that can be said to be bad policy, and has several shortcomings in terms of implementation.

Abstract

This article discuss the influence of leverage on the investment, dividend and company value. Many theoretical debates related to the influence between these variables. Besides, some previous studies showed inconsistent results. Therefore, based on theory and several previous research models, this article proposes a concept model of the influence of leverage on the investment, dividends and company value.

Abstract

This paper aims to explain and analyze the implementation of educational forest policy with the implementation model as administrative and political process from Grindle (1980), study on the UB Forest employee forest. The results of this study indicate that the implementation of education forest policy in UB forest is still difficult and be potential for failure. The failure is due to the achievement of the objectives of UB Forest, the program of activities which have not been carried out according to the programs design, and have not yet impacted to social group. This is influenced by various aspects of both the contents of the policy, which includes a) the interests affected; b) type of benefits; c) extend of change envision; d) site of decision making; e) program implementor, and f) resources committed, and the contect of implementation, which includes three (3) aspects; a) power, interests and strategies of the actors involved; b) institutionand regime characteristic; c) compliance and responsiveness.

Abstract

Employees in an agency need to be managed professionally in order to achieve a balance between the needs of employees and the guidance untill their capabilities of the agency. Organizations benefit from operational continuity with increased performance, while employees feel they have a greater commitment to the organization. In line with the phenomenon of human resource development, employee work discipline must also be developed. This study aims to explain the impact of human resource development and work discipline on non-PNS employees and employees. The results of the study state that the development of human resources on employee performance shows a positive but insignificant effect, besides that the effect of work discipline on employee performance shows a positive and significant effect. In addition, the moderating effects of age, work status, and years of service also do not have a significant effect.

Abstract

The purpose of this paper is to describe the embodiment of performance accountability in DISPERKIM Parks Sector, Malang City. This paper is also based on the development concept of performance measurement from Speklé & Verbeeten (2014) through three indicators of operational use, incentive use, and explanatory use. The results of this study are: a) Operational use: in organizational operational planning and preparation of budget allocations is strongly influenced by institutional restructuring and the influence of regional heads in determining bureaucratic efficiency; b) Incentive use: the number of employees namely 214 people can only reach the target of 78.45%, so it’s not surprising that Malang City still receives accountability reports in the BB category; and c) Explanatory use: in the formulation of strategy and communication’s goal, the head of the department and the chief of sector are only limited to reviewing every quarter only, meaning there is no subordinate involvement in the formulation of strategy. For strategy and learning management it’s known that Parks Sector minimizes program and activity budgets, so that it’s used as a reference in observing budget absorption
