Abstract

With the presence of Presidential Instruction No. 3/2003 concerning to thr National e-Government Development Policies and Strategies, the President instructed the implementation of E-Government development nationally in accordance with their respective duties, functions and authorities. The concrete step in the implementation of e-government in Probolinggo Regency, especially the Regional Personnel Agency is the establishment of an Online Employee Administration Information System (SIAP Online). This study aims to describe the Collaboration of Regional Personnel Agencies with other Regional Apparatus Organizations (OPD) as well as Coordination between fields in the Regional Personnel Agency in utilizing SIAP Online. Based on the research that has been done, the results show that the collaboration carried out by the Regional Personnel Agency in the framework of presenting staffing data has gone well. This is due to the support in the form of regional regulations and regent regulations that facilitate the cooperation process with other OPDs.

Abstract

This purpose of this study was to determine the effect of service quality on student satisfaction in Department of Architecture, Faculty of Engineering, Brawijaya University Malang. The research used a Higher Education Performance (HedPERF) measurement scale. The dimensions of service quality used in this study are the theory of Abdullah (2006a & 2006b) which consists of Non-Academic, Academic, Reputation, Access and Program Issues. The research method used quantitative method with associative approaches. The research utilized questionnaire surveys with Probability Sampling techniques and Stratified Random Sampling collection techniques. Then the data obtained were tested using multiple linear regression analysis and IPA (Importance Performance Analysis). The results showed a significant effect simultaneously between Non Academic, Academic, Reputation, Access, and Program Issues variables on student satisfaction.

Abstract

Universities have implemented many information systems that can facilitate the work of users but need to be considered to address the problems faced. Remuneration Information System at Brawijaya University has often been improved, both from the user side of the application and from the application system itself. The purpose of this study is to find out what factors affect the Net Benefits of Remuneration Information System (Study at the Faculty of Engineering Universitas Brawijaya Malang) using the theory of DeLone &McLean 2003. Hypothesis testing formulated in this study uses Partial Least Squares (PLS). The result of this study is that there are seven factors that affect the net benefits of Remuneration Information System, namely: System Quality against User Satisfaction, Quality of Information against Use, Quality of Information on User Satisfaction, Quality of Service to Use, Quality of Service to User Satisfaction, User Satisfaction against Use, User Satisfaction to Net Benefits. The quality of the System on Remuneration Information System has not been good so its use is still low and the use in remuneration information systems is still low so that the Net Benefit is still low.

Abstract

Strategic planning in library services is becoming needs today in responding to challenges in the era of industrial revolution 4.0. Strategic planning is also needs to respond the role of libraries as institution for providing information and knowledge in educating and empowering the nation. Thus, the strategic planning design is needed as a reference in developing future-oriented library services. This research aims to formulate the North Nias Public Library’s strategic planning design in improving public services. The research method was descriptive qualitative by collecting data through interview, observation, and documentation. The results of this study were North Nias Public Library’s strategic planning design with Hensley-Schoppmeyer Model which become a reference in developing the multifunctional services of North Nias Public Library in the future and the three pillars of strategic planning stages, i.e. consensus; cooperation; and proactive, creative, and contextual actions.

Abstract

This study analyze about development of village potential through capacity buildingin Tunjungtirto village, Singosari Sub-District, Malang district. The author analyze that development of village potential through capacity building has five main elements, knowledge in the form of developing educational potential, religious potential, agriculture potential, farm potential and village library. Than leadership by the village head, cooperation between villages, community in the form of village business entity (BUMDesa), travel conscious group and agriculture group. Than online information program which is conducted by village head to facilitate submitting information about village activities to villagers or submitting community suggestions and critisms by online. Leadership by the village head in accordance with the law number 6 of 2014 about village has regulate local village authority. Collaboration between Tunjungtirto village with Lang Lang village about the use of clean water sources. Travel conscious group (Pokdarwis) has develop creativity through mural village and dolanan village to attract tourist.

Abstract

This study aims to examine the effect of higher education service quality on student satisfaction. The variables used in this study are service quality and student satisfaction. The research applies the SERVQUAL theory by Abdullah (2006). The data collection technique used is by using a questionnaire with 343 respondents from the Faculty of Social Sciences (FIS) UM. FIS was chosen because it was declared as the most stable faculty in academic administration affairs (Renstra FIS UM, 2015-2019). From the results of this study, the coefficient of determination R Square shows a value of 0.482 or 48.2%. This means that the Student Satisfaction variable (Y) is influenced by 48.2% by Reliability (X1), Responsiveness (X2), Assurance (X3), Empathy (X4), and Tangibles (X5) while the remaining 51.8% is influenced by other variables outside the five variables. which were investigated in this study. While the most significant indicator on the Service Quality variable is Empathy with a regression coefficient of 0.307. This shows that the attention of the Academic Administration given to individual students is quite high and has a significant effect on student satisfaction.

Abstract

This study aims to analyze the implementation of a program to improve birth certificate issuance services at the Population and Civil Registration Office in Madiun Regency as a mandate from Permendagri No. 9 of 2016 concerning the Acceleration of Increasing the Coverage of Birth Certificate Ownership and to know the supporting and inhibiting factors. The author uses the indicator component of PermenPAN-RB No. 38 of 2012 concerning guidelines for evaluating public service performance. The results showed that one out of three excellent programs have not yet been felt beneficial. Based on analysis of PermenPAN-RB Regulation No.38 of 2012, there are six of nine indicators in the study results that were not run optimally. Supporting factors include budget, government support, and collaboration with village officials. The inhibiting factors are geographical location, human resources, communication/coordination, community awareness, semi-online services, data management, and population event reports at the village level

Abstract

The purpose of this study is to describe and analyze the objective conditions of academic administrative services, service quality based on service quality indicators, and supporting and inhibiting factors in the academic administration service process at the Faculty of Administrative Sciences, Universitas Brawijaya. The results of this study indicate that the service is in accordance with the Standard Operating Procedure (SOP), standardized, to improve the quality of service, it will conduct training of civil service operators and excellent service training. Based on service quality indicators, it shows that the results are sufficient to provide quality service results. The researcher concludes the policy, and physical and non physical resources support each other to achieve the quality of academic administrative services. Researchers suggest that all forms of academic administrative services are carried out on line and there are Standard Operating Procedures.

Abstract

The purpose of this research is to find out how to develop employees at UB Guest House, what obstacles are encountered, and how to overcome these obstacles. These employee development activities include: education and training, career education, and discipline education. This study uses a qualitative method using triangulation techniques. The results show that: the management of UB Guest House is expected to set a clear budget in an effort to support the financing of career development policies, where the development must be carried out for employees who have potential in terms of education and work experience; as well as providing motivation to employees and increasing organizational commitment. This can be achieved by carrying out various coaching such as: training, promotion, and transfer.

Abstract

The purpose of this research is to determine the factors that affect the use of Electronic Procurement on the performance of employees of the Public Service Agency (BLU) (Case Study on the Procurement of Goods and Services, Universitas Brawijaya). The method used is a quantitative method, the population opened is 97 people, consisting of 65 users/ user E-Procurement in Brawijaya University environment and 32 people are businessmen who participated in the auction in 2019. Thw data analysis uses quantitative with simple and multiple linear regression test equipment, t test, F test, correlation test and determination. The result of data processing shows that the Expectancy Performance positively affects the interest of E-Procurement, Effort Expectancy has no effect on the interest in E-Procurement use. Social Influence does not affect the interest of E-Procurement. Facilitating Conditions have positive effect on E-Procurement usage behavior, and interest in use has no effect on E-Procurement use behavior.
