Abstract

Due to minimize obstacles and maximize the preparation and implementation of investment strategies, Pasuruan Regency Government needs to implement strategic management, especially in strategy evaluation. Taking corrective action to improve the strategy in a series of activities to evaluate the investment service strategy are an important step to make some continuous improvement in the investment service strategy. The purpose of this study was to examine the process at the stage of taking corrective action in evaluating strategies at the Office of Investment and Integrated Services (DPMPT) of Pasuruan Regency. This research uses a case study method with a qualitative approach. The results shows that in the process of taking corrective action, have been met the criteria of consistency, but have not met the suitability, eligibility and benefit criteria, because strategists did not consider the quantity and quality of the resources within the process of corrective action moreover the strategists did not take some corrective action in the case of previous formulated program was not implemented successfully.

Abstract

This paper aims to determine the results of the policy evaluation of the coastal area management program based on sustainable development in Ngliyep Beach Kedungsalam Village Malang East Java Indonesia. This study used a case study design and it was conducted at the Department of Tourism and Culture of Malang Regency to find out the implementation of the program whether they were at the right target of the coastal communities in Ngliyep Beach. The results of this study indicate that related parties actively participate in developing coastal areas in Malang Regency. The Head of Ngliyep Beach Management keeps trying to maximize tourism promotion through various media. The Ngliyep Beach tourism can highly increase the economic activity of the people in this village including providing employment opportunities and preserving the culture and traditions of the local community.

Abstract

In military organizations, the concept of soldier performance is the most important thing that is strategic and tactical. The purpose of this study was to examine the mediating role of military professionalism on the influence of spiritual leadership and work motivation on soldier performance. The social learning theory used as a theoretical foundation to build a conceptual framework that was proposed in this study. About 150 of 168 Non-Commander Officer (CFO) of Indonesian Army located in Malang, especially who work in Batallion Arhanud 2/ABW/2 Kostrad Malang are taken as sample of this study. SmartPLS is used as analysis tool to examine the direct and indirect effect among observed variables. The results showed that one of the five paths of influence on the relationship between variables was found to be insignificant, namely the direct influence of spiritual leadership on soldier performance. While results indicate that spiritual leadership could not directly affect individual performance, it also reveals about important mediating role of military professionalism in order to increase the effect of spiritual leadership and work motivation on soldier performance.

Abstract

Work performance is a crucial variable that remains relevant to be discusse asevery company is expected to have excellent performance. This study aims to investigate the effect of promotion, education, and training programs on the performance of non-civil servant academic in Faculty of Engineering, UB. This study implements a survey method with a quantitative approach and the research sample included 72 respondent,selected with non-probability sampling. Data were collected by questionnaire, which had previously been tested for validity and reliability. Hypotheses were tested using multiple regression. Based on the results, education and training, and promotions proved to have a significant effect on the performance of non-civil servant academic staff with 84.2% contribution. This finding is an important recommendation for the faculty to provide education and training programs regularly to maintain and improve employee competence. Furthermore, faculty may consider providing promotion programs to motivate the staff to dedicate their best performance.

Abstract

This study examines the collaborative model of stakeholders controlling the conversion of paddy fields in Bone Regency, South Sulawesi Province. This study use descriptive qualitative method. Using the collaborative governance of Anshell and Gash, the study showed that the rapid paddy land use change can be minimized using the collaborative perspective. However, the collaboration must be performed in 3 aspect include paddy land map making, paddy preservation incentives and community empowerment. The paddy preservation land use policy can be enhanced using collaborative governance. The results of the study indicate that the collaboration of stakeholders in controlling the conversion of paddy fields can be carried out based on 3 (three) collaboration models, namely collaboration of maps making of protected paddy fields, collaboration in providing incentives and collaboration for community protection and empowerment.

Abstract

The purpose of this study was to find indicators in the dimensions of governance, administration, autonomy, mutuality and norms to measure the collaboration of regional apparatus and calculate the total score and each score in the dimensions of governance, administration, autonomy, mutuality and norms of collaboration of regional apparatus in the Regency Regional Government. South Mountain. The result of the research is that there are 26 indicators that represent a multidimensional collaboration scale that has a valid measure based on theoretical and statistical data from the five dimensions. The conclusions are some inputs for the Government in Gunungkidul Regency, namely (a) increasing informal relations, (b) increasing leadership in carrying out the roles and responsibilities of each regional apparatus in collaboration, (c) simplify the organizational structure to maximize the division of roles and authority; (d) increasing transparency in building commitment to sustainable collaboration; and (e) increasing self-capacity and building more trust among regional officials.

Abstract

The quality of the asset administrator influences the quality of the financial reports of The Government of Papua. Based on the results of the BPK RI (Badan Pemeriksa Keuangan Republik Indonesia) review, the findings of asset management are related to the management procedures conducted by the asset administrator in The Government of Papua. The mapping of asset administrator competencies will provide an overview of asset administrator competence gaps and development needs. Competence mapping can be carried out using Permendagri No. 38/2017 concerning the Competence Standards for ASN Positions consisting of three types of competence, namely technical competence, managerial competence and socio-cultural competence. Technical competence refers to Permendagri No. 19/2016, which outlines out all the duties, functions and authorities of asset managers. Asset administrator competence mapping can assist the Government of Papua in the planning of future asset administrator competence development in order to optimize asset management performance. The diverse educational backgrounds of asset administrator and the lack of training lead to a wide range of educational and training needs that can be applied.

Abstract

The purpose of the study was to determine the level of satisfaction of international class students, the governance of the implementation of international classes at Brawijaya University. Method This research is quantitative using a survey approach with an associative approach. This study uses a population of all students in the International class of Universitas Brawijaya, which is 477 people from the class of 2017, 2018, 2019, 2020, and 2021. The sample was taken using the slovin formula, the sampling technique used stratified random sampling so that a sample of 218 was obtained. person. The instrument in the study was valid and reliable. The data analysis method used multiple linear regression analysis. The results of the study prove that transparency (X1), accountability (X2), responsibility (X3), independence (X4), fairness (X5), quality assurance and relevance (X6), effectiveness and efficiency (X7), non-profit (X8) significant effect on student satisfaction (Y). Research can be a reference for the management of Universitas Brawijaya in improving the quality of education services for international class students.

Abstract

Collaborative Governance, collaboration is the answer to the complexity of the problems that need to be addressed by the government. The collaborative approach can also be applied in tourism development. One of them is the practice of collaboration in Gubugklakah Village. This collaboration was initiated by the people of Gubugklakah Village with the aim of adding economic values to the community. This research is a descriptive study with a qualitative approach, so that the types of data obtained are primary data from in-depth interviews and secondary data. Based on the research conducted, it was found that the collaboration process starts from face-to-face dialogue or intensive communication between actors. In addition, the starting conditions, institutional design, and facilitative leadership factors are supporting factors in collaboration in the development of the Gubugklakah Tourism Village.

Abstract

This study aims to explain the local government scenario in developing Karangsambung Karangbolong National Geopark. This study uses a descriptive qualitative approach using the TAID analysis framework (Tracking, Analyzing, Imaging, Deciding). The results of this study indicate two main factors that influence the development of the Karangsambung Karangbolong National Geopark. First, the availability of budget, and second, the role of the government, stakeholders, and community. This study offers 4 (four) alternative scenarios for developing Karangsambung Karangbolong National Geopark, namely Wonderful Future, Floating Future, Refraction Future, and Downfall Future. Based on scenarios that are following current conditions, a vision and strategy for developing geopark for 2021-2030 are then drawn up according to the main pillars of geopark development. This study recommends that local governments make a financing framework plan for geopark development and establish partnerships with central and provincial governments, stakeholders, and the public. In addition, local governments need to formulate regulations as guidelines for developing the Karangsambung Karangbolong National Geopark.
