Abstract

Community leaders indeed become strategic actors for the government. In Pondok Aren, a meatball seller has led the UMKM Sahabat Pajak (USP) or micro, small, and medium enterprises (SME) community tax-friendly, they were successfully directed to mobilize a social movement "We're great at paying taxes" (Bayar Pajak Untung). This study aims to describe how Kantor Pelayanan Pajak (tax office) Pondok Aren seeks lay actors and builds their capacity to become community movers. With the ethnographic research method, the findings show that the government needs to be diligent in looking for them, getting to explore them from the original place every day they are working because persuading citizens with social capital is not enough. The government should not be fascinated by educational and professional backgrounds because it does not guarantee the noble attitude of citizens who voluntarily participate in building a functioning society towards social welfare.

Abstract

The BPS-Statistics Indonesia tried to take a step to realize good governance, especially in conducting good budget management by implementing an information system of public budgeting management known as the BackOffice Information System. The purpose of this study is to find out how the effectiveness of the implementation of the BackOffice Information System at BPS. This study uses a qualitative method by conducting case studies in BPS Headquarter (Jakarta). Conducting online interview to 59 operators and users, as well as conducting deep interview to 10 key informants. The result shows that the implementation of the BackOffice Information System is effective and practical because this information system is accurate and timely in presenting data and budget information, integrated with several other information systems. Users and key informants also are satisfied with the performance of this information system. The implementation of Back Office also contributes to increasing the realization of the budget and the achievement of BPS performance and to maintaining the Financial Statements performance: Unqualified Opinion (from BPK-the Audit Board of the Republic of Indonesia).

Abstract

COVID-19 is the pandemic that not only triggers a health crisis but also suppresses its economics. Due to the pandemic uncertain duration and immeasurable economic losses, this paper attempts to simulate the short run pandemic economic impact on Indonesia, particularly at the household level. This paper will employ Social Accounting Matrix (SAM) using Constrained Fixed Price Multiplier (CFPM) method to channel the pandemic impact and bring the result to the household microsimulation. Three time-based scenarios are considered, with two severity level sub scenarios for each scenario. The pandemic will be simulated entering the economy through commodity and productivity channels, and the government policies to provide the cushion to the economic will be simulated in the last two scenarios. Based on the simulations, the pandemic slams economics and reduces households’ income, especially bottom income households in urban areas. At that point, the government economic’ stimulus become a saviour by encouraging the economics.

Abstract

Understanding risks and formulating appropriate resource requirements is an important role for volcanic disaster-prone communities. However, development planners in the disaster sector often fail to understand and give a role to the community. This study aims to provide an overview of community participation in planning to support preparedness for the threat of volcanic eruptions. By using a systematic review, various related scientific sources are analyzed. The results show that participatory planning can be a forum for identifying existing conditions of threats, vulnerabilities, and community capacities and resources to minimize risks; encouraging the effectiveness of disaster preparedness policies; become a public space for the citizen to exercise their democratic rights and practice the ability to voice their interests in the implementation of disaster risk management in their area. Even though participatory planning conceptually has a good impact, it needs to be supported by the expertise of the facilitator, and adequate competence from the community and other stakeholders so that rational ideas can clash through dialogue, which is expected to produce appropriate risk reduction actions for the community.

Abstract

This study explain the implementation of spesific nutrition intervention policy in attempt of stunting handling refer to Malang Regent Act No. 33 of 2018 about Stunting Prevention Efforts. A qualitative-descriptive approach used to describe the policy implementation according to A Model of The Policy Implementation Process by Donald Van Meter and Carl Van Horn. Amid of COVID-19 pandemic, several spesific nutrition activities were not carried out due to health budget refocusing. However, the proponent of implement agent such as nutritionist officer in Puskesmas and village tocologist are the key actors in pursuance of stunting integration action timeline. In adaption to this situation, home visits and appointments are made to reach a wider target group. The need for technical regulations as a continuity of Malang Regent Act No. 33 of 2018 to accomodate the handling of stunting through spesific nutrition intervention during the time of pandemic optimally.

Abstract

This study aims to analyzes the empowerment of coastal communities in Surabaya as planned by the Surabaya City Government (Pemkot) in the Regional Regulators (Perda) Number 10 of 2016 concerning on Medium-Term Development Region Plans (RJPMB) of Surabaya City year 2016-2021. Data were collected by descriptive analysis research methods and approaches qualitative. The data were validated by interviews, observations, and documentations that shows the implementation of coastal community empowerment policies who was done by the Surabaya City Government to support Indonesia’s maritime defense that has not been done. Based on Grindle’s policy implementation theory approach and the empowerment model community by Hyman, the study revealed that coastal communities can be empowered to become one of the elements of Indonesia’s maritime defense force and the deterrent againts the threats of the transnational crimes that use marine and coastal areas as an alternative media.

Abstract

Planning for employee needs at BKD East Java Province has an important role because it is related to getting the right employees, in the right number, with the right capabilities, at the right time, and in the right place to achieve organizational goals both in the short and long term. The problem is the unequal capacity of OPD employees in aligning the direction determined by the Central Government and there are advantages and disadvantages of employees in the organization. The purpose of this study was to identify and describe the planning model for employee needs in the BKD of East Java Province in dealing with the Covid-19 pandemic, both in terms of the process and the reasons. The results of the study show that the BKD of East Java Province innovated changes in the needs planning process by coordinating and aligning the network (online) to deal with the Covid-19 pandemic. This is done as a way to ensure that the planning carried out can provide accuracy for OPD in terms of quantity and quality. It is necessary to increase the internal capacity of the OPD in order to create a good planning for the needs of employees in the Regional Government.

Abstract

This study aims to explain collaborative governance on fixed broadband network penetration in Indonesia. The case study is used to analyze the application of collaborative governance and the factors that influence the application of collaborative governance to the penetration of fixed broadband networks in Indonesia. This study uses a post-positivism research paradigm with qualitative methods. The government to increase the penetration of fixed broadband networks in Indonesia has implemented a collaborative governance process, as indicated by the implementation of 5 aspects of collaborative efforts (Anshell & Gash, 2008). In the collaboration process, there is a face-to-face dialogue between stakeholders, namely the central government, local governments, BUMN and the community. Build trust between actors because of the relationship and consolidation that occurs. The Distributive Accountability/ Responsibility Factor is applied with a firm division of authorities, duties, and functions among stakeholders in order to achieve the goals of collaboration.

Abstract

This study aims to analyze the efforts of strengthening the institutional capacity of the village government in the village development planning process. It is conducted in Banjar Village and Tamansari Village, Licin District, Banyuwangi Regency, East Java. Village development planning is one of the primary steps to translate the vision, missions, goals and objectives of the village. However, the lack of institutional capacity and the capability of the village apparatus is often the reason why village development planning cannot run optimally. This study uses a descriptive method with a qualitative approach while the data collection method in this study uses a literature study that is equipped with observations and interviews. The results showed that Banjar Village and Tamansari Village had carried out procedural and substantive planning but development planning in the two villages was still not optimal. This is indicated by the minimal capacity of planning apparatus resources as well as weak institutional and organizational capacities so that training is needed to maximize the quality of village development planning.

Abstract

This research, which aims to analyze the process of implementing the policy of developing cultural tourism destinations in West Manggarai Regency, is reviewed through van Mater and Van Horn's approach: Basic measures and policy objectives, policy sources, interorganization communication and implementation activities, Characteristics of the implementing agencies, Social, Economy and Politics Conditions and disposition of Implementers, using qualitative research methods descriptive to identify some fundamentals related to the policy of developing cultural tourism destinations in West Manggarai. Based on the results of the research, the process of Implementing the Tourism Development Master Plan has been implemented but still leaves some fundamental problems, so that the implementation process does not work and leads to the achievement of the results that are the final goal of this policy, namely the attractiveness of cultural tourism which in terms of the quality of destinations and the quantity of tourists can become a tourist attraction and support the main tourist attraction of Komodo dragons, improving socio-economic life while introducing the culture and past history of the People of West Manggarai Regency.
