Abstract

National and regional economic recovery is still being pursued in various sectors, one of which is the tourism sector. Various strategies have been implemented to recover from the impact of the pandemic, one of which is through community empowerment through the Community Based Tourism (CBT) concept. This research aims to describe CBT in the development of marine tourism on Derawan Island. The focus of this research is analyzed using CBT theory which looks at tourism management into five main dimensions including economic, social, cultural, environmental and political. This research uses descriptive qualitative research. The research results show that various efforts have been made in developing CBT from an economic aspect in post-pandemic recovery to increase income in the tourism sector through human resource development. In the social dimension, the quality of life of the community has been improved through the empowerment of the formation of Pokdarwis. The cultural dimension has been running with the preservation of historical, culinary and dance tourist destinations. In the environmental dimension, various efforts to prevent marine abrasion still need to be improved. In the political dimension, there is a role for regional heads in developing sustainable tourism.

Abstract

In recent years, the problem of solid waste management has highlighted numerous discussions in public policy literature. This research is intended to explore the waste management policy in developing country to reflect on how the local government with their limited capacity and resources deal with solid waste problems. It is kind of descriptive research that is conducted through qualitative approach by using semi-structured interview. This inquiry has been conducted in Kediri Regency as one of developing region with growing GDRP over years in Indonesia. In addition, the analysis process of this research has applied an interactive model which is suitable to administer the narrative-based data. The result of this study has underlined two major information; first the implementation of waste management policy in Kediri Regency has facing several challenges including, limited resources, capacity and infrastructure; second, the local government manages to shift the strategy from conventional to collaborative model by highlighting the role of local civilians.

Abstract

This study aims to (a) describe and analyze the impact that occurred on the Village Government Apparatus "Training for the Preparation of the RPJM Desa and RKP Desa Bojonegoro Local Government" on their performance after attending the training at the Village Government Center in Malang (b) Describe and analyze the follow-up carried out Balai Besar Pemerintahan Desa di Malang in evaluating training programs to develop the capacity of the Village Government Apparatus. The results showed that the four stages for evaluating the Kirkpatrick model namely evaluating reactions, learning, behavior and results showed a significant impact on developing the capacity of village government officials in the training. After the evaluation is carried out, of course there are things that need to be improved so that follow-up steps are needed. The follow-up shows the involvement of structural, functional, and implementing officials at the Village Administration Center in Malang which contains several core things, such as facilities and infrastructure, modules, training methods, and trainers.

Abstract

Bali island is one of the international tourism destinations providing the main income from the tourism sector. Pandemic COVID-19 has caused economic disruption to the people in Bali due to travel restrictions so that travelers can not make visits to Bali. The government of Indonesia has attempted to overcome economic disruption caused by pandemic COVID-19 in Bali by launching the National Economic Recovery (PEN) program in the form of coral garden development or what is known as Indonesia Coral Reef Garden (ICRG) Bali. This program is implemented through a labor-intensive scheme that aims to provide an economic stimulant as well as efforts to restore the coral reefs. Based on the analysis, it is obtained lesson learned that economic stimulants can reach more target groups and restoration requires monitoring and maintenance efforts.

Abstract

Bawean Island has many locations with natural objects with beautiful views. beautiful natural objects are a potential that can attract tourism visits. However, this beautiful natural object has not been maximized, the number of tourists who come to Bawean Island is still less than some other areas in Indonesia. There are several aspects that can attract tourists, including tourist attractions, infrastructure, accessibility, institutions, participation, and hospitality. Therefore it is important for the government to make policies and regulations to assist stakeholders in realizing all aspects of supporting tourism with the aim of increasing the number of tourists on the island of Bawean. While the type of research used in this research is a case study. Case Studies are qualitative strategy in which the researcher explores in depth a program, event, activity, process, or one or more individuals. What is done in this research is to collect and analyze data on regulations and government policies related to tourism, especially from the number of tourist visits. It is hoped that this research will benefit from knowing what policies and plans can be developed in the future to develop the number of tourist visits on the Bawean Island.

Abstract

This study aims to describe the experience of the stages of translation in actor network theory: (1) problematization, (2) interessment, (3) enrollment and (4) mobilization that have been carried out by the Cirebon Satu Tax Service Office in realizing an online shopping day for SME products (Harbolkum) in the city of Cirebon. This study uses a narrative qualitative approach to explore the social experience of a single character or main actor, the Head of the Cirebon Tax Office. The results of this study indicate that at the stage of (1) problematization, the main actor it is special person to be able to formulate the main issues that only possible implemented and also the results are useful with the supporting actors (2) interessment, optimizing strategies to attract and encourage the interest of supporting actors, (3) enrolment, the role of delegation without any disturbing between authority and (4) mobilization, the main actors together with the coalition invite elite figures in built solid frame to reach a broad impact on mobilization.

Abstract

The background of this research is the policy of allocation of urban village funds from the central government at the end of 2018.This is carried out to stimulate local governments, including Bima City to support sub-district village development through local government budget (APBD) allocation of 5%. This research is qualitative research. The results of this study is seen from the lack of authority (decentralization) given to the chief of the administrative village with limited space and role, the community is less empowered and involved in the planning and implementation of village funds. Meanwhile, the factors affecting the management of the village funds in Bima City are the dominance of regional agencies; human resources; rapid changes in the organizational structure; the inaccuracy of understanding the planning of village funds; Lack of transparency and dissemination of information.

Abstract

The purpose of this study was to determine the application of the Covid-19 health protocol in the work environment based on the Perspective of Planned Behavioral Theory in public organizations in East Java Province, Indonesia. Based on the analysis carried out, the results obtained that a) Attitude has a positive and significant effect on ASN behavior in implementing health protocols in the work environment in the "New Normal" phase; b) Subjective Norms have a positive and significant effect on ASN behavior in the application of health protocols in the work environment in the "New Normal" phase; c) Behavioral control has a positive and significant effect on the behavior of ASN in the application of health protocols in the work environment in the "New Normal" phase; and d) Intention has a positive and significant effect on ASN behavior in the application of health protocols in the work environment in the "New Normal" phase.

Abstract

This paper aims to explore how the phenomenon of demoralizations and ethical dysfunction in the realm of public administration has developed massively, so there is a risk of creating a wave of public distrust. It’s necessary to have a critical study of public ethics, along with the transformation of service ethics assessment standards in accordance with the time and paradigms. This study used library research with data collection technique is carried out by reviewing scientific journals that are considered relevant to this study. The results of this study indicate that there are two types of ethical violations that are mostly done by public official in Indonesia, namely abuse of power and maladministration. Factors causing the proliferation of ethical violations in Indonesia are weak law enforcement and public permissiveness towards unethical behavior. The active role of Generation Z is needed to maintain a healthy democratic climate and reduce public permissiveness toward various forms of ethical violations.

Abstract

This study aims to describe and analyze the management of Angkutan Lingkungan (Angling) carried out by BUMD PT Ronggolawe Sukses Mandiri Tuban Regency. The results of the study indicate that the management carried out is quite good. This is because in managing Angling has implemented management functions namely planning, organizing, actuating, and controlling (POAC). The driving factors for managing Angling are being able to accommodate more than one person, operating 24 hours, avoiding heat and rain, flexible, iconic, being able to become transportation for persons with disabilities, having the potential to become tourism transportation. While the inhibiting factors are the limited personnel they have, the ordering method is not yet effective, the location of the base is not strategic, the lack of synergy with the Service, and the existence of other online public transportation in Tuban Regency. Theoretically, the research implication is to confirm that Angling management has implemented the management function of POAC, and in practice, it is a consideration for improving existing regulations.
