Abstract

The implementation of a digital system at the Ampah Community Health Center (Puskesmas), as mandated by Law No. 17 of 2023, is primarily aimed at modernizing services. However, the reality on the ground remains hampered by inadequate human resource readiness and unstable electricity infrastructure. This associative quantitative research aims to examine the impact of e-Government implementation on public service performance. Ninety-six respondents were analyzed using the Partial Least Square (PLS) method. Based on hypothesis testing, empirical evidence was found that the e-government system had a positive and significant impact, contributing 55.5% to improving service quality. This figure validates Indrajit and Tjiptono's theory, although the study acknowledges limitations due to its failure to include other complex variables such as user digital literacy. To address the identified operational challenges, strategic recommendations focus on intensifying outreach and staff competency training to ensure optimal system performance. This synergy between technical improvements and active citizen participation is a crucial foundation for realizing adaptive, transparent, and efficient public health governance in East Barito Regency.

Abstract

This study aims to analyze the implementation of the Over Dimension and Over Loading (ODOL) policy on Brigjen H. Hasan Basri Road, Hulu Sungai Utara Regency, and to identify the factors influencing its implementation. This research employs a qualitative approach with a descriptive research design. Data were collected through observation, in-depth interviews, and documentation involving officers of the Transportation Agency, Traffic Unit of the Hulu Sungai Utara Police, freight drivers, and transport business owners. Data analysis was conducted qualitatively using an interactive analysis model and the policy implementation framework of Van Meter and Horn. The results indicate that the implementation of the ODOL policy has been carried out but has not yet operated optimally. This is evidenced by the continued occurrence of violations due to limited resources, ineffective policy communication, and social and economic pressures affecting the compliance of target groups. The study concludes that the successful implementation of the ODOL policy requires strengthening resources, improving inter-agency coordination, and increasing public awareness and compliance to ensure that the policy can be implemented effectively and sustainably.

Abstract

This research was motivated by the phenomenon of low public enthusiasm and limited staff, which hamper the optimization of outreach services in the population administration system. Adopting a descriptive qualitative approach, this study aims to evaluate the effectiveness and determinants of the JELITA PARASMU Program in Paliat Village through data collection techniques of observation, documentation, and in-depth interviews with eleven purposively selected informants. Data analysis was conducted using the Miles and Huberman interactive model to examine the dynamics in the field. The research findings indicate that while the program has successfully reached remote communities and streamlined document processing, aspects of socialization and ongoing monitoring still require significant improvement because many residents have not been exposed to accurate service schedule information. The program's success is driven by strong synergy between the Population and Civil Registration Office and the village government and the dedication of its officers. However, its effectiveness remains hampered by the limited service duration and a lack of technical personnel. Therefore, it is recommended to strengthen public communication strategies more extensively, increase the number of field staff, and synchronize cross-sector coordination to ensure the sustainability of more inclusive services for all levels of society in Tabalong Regency.

Abstract

Psychological violence experienced by women has serious impacts on their mental state, social condition, and overall well-being, necessitating effective advocacy services from government agencies. This study aims to determine the quality of advocacy services for female victims of psychological violence at the Office of Women's Empowerment and Child Protection of Hulu Sungai Utara Regency. This research utilizes a qualitative method with a descriptive approach. Data collection was conducted through interviews, observations, and documentation, involving advocates and female victims of psychological violence as informants. Data analysis techniques were carried out through data reduction, data presentation, and conclusion drawing.The results indicate that the advocacy services provided have performed reasonably well based on service quality indicators, including aspects of tangibles, reliability, responsiveness, assurance, and empathy. However, several obstacles were identified during implementation, such as limited human resources, inadequate supporting facilities, and uncertainties regarding the understanding of applicable Standard Operating Procedures (SOPs). Therefore, improvements in service quality are required through capacity building for advocates and the optimization of supporting facilities to ensure maximum protection for women victims of psychological violence.

Abstract

An adaptive work culture is an important aspect of building a bureaucracy that is responsive to change, technological developments, and evolving public demands. The Adaptive value, as part of the BerAKHLAK core values for Indonesian Civil Servants (ASN), emphasizes the ability of civil servants to adjust to change, innovate, and act proactively in addressing various challenges. This study aims to analyze the implementation of an adaptive work culture based on BerAKHLAK values within the Government of West Java Province and to identify the challenges and efforts to strengthen its implementation. This study employs a qualitative approach using a literature review method by examining regulations, government documents, academic literature, and other relevant sources. The findings indicate that the Government of West Java Province has implemented an adaptive work culture through strengthening civil servant competencies, digital transformation, FWA, the development of Sapawarga and Jabar Digital Service, enhanced collaboration, and the implementation of the 2024–2028 Electronic-Based Government System (SPBE) Architecture. These efforts are supported by an increase in the BerAKHLAK Index to 85.4% in 2024, the achievement of the best provincial public service performance, and a “Satisfactory” rating in the SPBE evaluation. However, the internalization of the Adaptive value remains uneven. Key challenges include conventional work cultures, limited innovation-oriented competency development, leadership role modeling, and continuous monitoring. Therefore, strengthening the integration of the Adaptive value into performance management, competency development, leadership, and continuous monitoring and evaluation is necessary.
