Abstract

The rapid growth of the digital economy brings both new opportunities and challenges for the Islamic economic order, particularly in maintaining a balance between technological advancement and shariah values. This study aims to examine how the principles of maqashid shariah can be implemented as an ethical and legal framework in the development of a sustainable digital economy. This research employs a qualitative method with a library research approach, analyzing literature on fiqh muamalah, ushul fiqh, and digital economy regulations in Indonesia. The findings indicate that the five core elements of maqashid shariah, namely hifz al-din, hifz al-nafs, hifz al-'aql, hifz al-nasl, and hifz al-mal, can serve as parameters for assessing the feasibility and sustainability of digital economic practices such as shariah fintech, shariah e-commerce, and shariah-based crowdfunding. The implementation of maqashid shariah in the digital economy is oriented not only toward formal shariah compliance, but also toward achieving maslahah that is just, inclusive, and long-term oriented. This study recommends strengthening regulation, digital shariah literacy, and synergy among Islamic financial institutions, regulators, and financial technology industry players to realize a digital economic ecosystem aligned with shariah objectives and the Sustainable Development Goals (SDGs) agenda.

Abstract

This study aimed to describe the implementation of the Sorogan method in Arabic language learning using the Af'al Yaumiyyah book to improve students' Arabic vocabulary mastery at Sirajul Mukminin Azzakiyah Islamic Boarding School, Pesaguan Kanan, Ketapang Regency, during the 2025/2026 academic year. This research employed a qualitative approach with a phenomenological design. The participants consisted of the Islamic boarding school leader, Arabic language teacher, and third-grade male students of the Ibtidaiyah level. Data were collected through observation, interviews, and documentation, while data analysis followed the Miles and Huberman interactive model consisting of data reduction, data display, and conclusion drawing. The findings revealed that the implementation of the Sorogan method consisted of four stages: planning, implementation, evaluation, and identification of supporting and inhibiting factors. Planning involved determining learning objectives, teaching schedules, and students' readiness. The learning process was conducted individually through direct recitation of the Af'al Yaumiyyah book, followed by immediate correction and guidance from the teacher. Evaluation was carried out continuously by assessing students' reading ability, vocabulary memorization, and the use of Arabic vocabulary in simple communication. Supporting factors included teacher competence, systematic learning materials, students' motivation, and a conducive boarding school environment. Inhibiting factors included differences in students' abilities, limited instructional time, and inadequate preparation by some students. Overall, the Sorogan method effectively improved students' Arabic vocabulary mastery through intensive, individualized, and continuous learning.

Abstract

The development of digital technology has brought significant changes to the religious practices of Muslims, including the performance of worship. The use of applications for determining prayer times and the qibla direction, religious learning media, and digital zakat payments provides convenience and efficiency, but at the same time raises questions regarding the limits of their use from the perspective of fiqh. This study aims to analyze the application of fiqh principles in the practice of worship in the modern era, particularly by distinguishing changes in the means of worship from changes in the substance of worship, as well as identifying the limits of technological utilization based on Islamic legal principles. This study employs a qualitative method using library research with a normative-conceptual approach. Data were obtained through the examination of the Qur'an, hadith, fiqh literature, fiqh maxims, academic literature, and relevant previous studies. The findings indicate that technology can essentially be used as a wasilah, or supporting means, for the performance of worship as long as it does not alter the pillars, conditions, prescribed times, quantities, or procedures of worship established by Islamic law. Its application can be analyzed through several fiqh principles, including al-umur bi maqasidiha, al-masyaqqah tajlib al-taysir, and al-darar yuzal, as well as through considerations of maslahah and maqashid al-shariah. The use of technology in determining prayer times and the qibla direction, as well as in zakat payments, demonstrates that the modernization of worship-related means can provide convenience, efficiency, and accessibility, but it still requires verification, caution, and fiqh literacy. Therefore, the application of fiqh principles in the modern era does not constitute an attempt to alter the substance of worship, but rather to position technological developments as means that support the performance of worship in accordance with Islamic legal principles.

Abstract

Improving organizational performance is a key challenge in public service delivery, particularly in the motor vehicle testing sector, which ensures transport safety and service quality for the public. This study aims to analyze methods for enhancing organizational performance at the Motor Vehicle Testing Technical Implementation Unit (UPT) of the Sidoarjo Regency Transportation Agency from a public administration perspective. A qualitative approach with a case study design was employed. Data were gathered through in-depth interviews, observations, and document analysis involving leaders, employees, and service users selected via purposive sampling. Data analysis was conducted interactively—involving data condensation, information presentation, and conclusion drawing—and utilized triangulation to ensure the credibility of the findings. The results indicate that organizational performance improvement is driven by the integration of six key dimensions: strategic leadership, institutional capacity, human resource management, service innovation, organizational governance, and adaptability to environmental changes. Three core components form the strategic model derived from these dimensions: strengthening organizational capacity as the foundation, innovating service management as the vehicle for transformation, and organizational adaptability as the element ensuring performance sustainability. This model represents a research innovation by offering a more comprehensive approach than previous studies, which tended to examine service quality or digitalization in isolation. The findings contribute to the development of public administration theory and provide strategic recommendations for local governments to strengthen the effectiveness of public service organizations in a professional, accountable, and sustainable manner.

Abstract

This study aims to analyze cross-sector synergy in tackling Over Dimension and Over Loading (ODOL) violations in Sidoarjo Regency following the implementation of the zero-fee motor vehicle inspection policy based on Regional Regulation Number 1 of 2024. This zero-rupiah tariff policy reoriented the focus of the Sidoarjo Motor Vehicle Testing Technical Implementation Unit (UPT PKB) from meeting the Regional Original Revenue (PAD) target to creating public value in the form of transportation safety. However, the elimination of the financial barrier has not been linearly related to a decrease in the number of ODOL violations. Using a qualitative descriptive-analytical approach, this study dissects the interaction between actors through the lens of Ansell and Gash's Collaborative Governance theory, Merilee S. Grindle's policy implementation theory, and Mark H. Moore's public value theory. Field findings indicate that the collaboration cycle is still in a transitional stage. Multi-stakeholder commitments tend to be trapped in ceremonial formalities on paper, while the operational level is colored by sectoral fragmentation and conflicting economic interests. The UPT PKB (Traffic Safety and Roadworthiness Unit) has the technical legitimacy to detect vehicle roadworthiness on the test lane, but is hampered by its enforcement authority on the highway, which is the sole domain of the Sidoarjo Police Traffic Unit. Limited personnel, a lack of real-time data exchange channels, logistical blind spots, and the reluctance of manufacturing industry associations to invest in independent scales are the main structural obstacles from upstream to downstream. As a result, ODOL mitigation remains reactive-defensive and temporary. This study suggests the importance of strengthening real-time data-based digital integration, reorganizing inclusive tactical communication forums, and strict supervision at the upstream end of the industry to create a safe, orderly, and sustainable land transportation ecosystem in Sidoarjo Regency.

Abstract

Transforming public universities into learning organizations requires measurement instruments that are psychometrically valid within public sector contexts, yet the Dimensions of Learning Organization Questionnaire (DLOQ), developed by Marsick & Watkins (1996; 2003), has been applied in such settings on an untested portability assumption. Employing a psychometric validation study design based on PLS-SEM via SmartPLS 4.0, this study administered the DLOQ to 100 civil servants at Sriwijaya University as a representative Indonesian state university (PTN) through proportionate random sampling. Outer model evaluation identified several items that failed to meet psychometric validity thresholds, and their elimination demonstrably improved overall model quality, providing empirical evidence of systematic instrument non-portability. A critical paradoxical finding emerged: dimensions receiving highly positive perceptual scores simultaneously produced items that failed psychometric validation, confirming a fundamental distinction between perceived learning culture and measured learning capability. This study yielded the DLOQ-PTN, a calibrated 14-item instrument that is valid, reliable, and contextually appropriate for learning organization research in Indonesian public universities, ready for replication by future researchers.

Abstract

This study analyses the capital market’s response to the publication of Government Regulation No. 19 of 2025 concerning non-tax state revenues and royalty rates in Indonesia’s mineral sector. It specifically evaluates whether the regulation resulted in abnormal returns and changes in return volatility for nickel companies listed on the Indonesia Stock Exchange. The research adopts an event study approach, utilising a sample of nine nickel companies selected through saturated sampling. The event window encompasses eleven trading days (t-5 to t+5), and a 100-day estimation window is used to estimate expected returns via the Market Model. Return volatility is measured over the 35-day periods preceding and following the event. Data analysis involves descriptive statistics and a one-sample t-test. A Wilcoxon signed-rank test is employed to assess changes in return volatility. The results indicate that average abnormal returns were negative during the event window, and no significant changes occurred in either abnormal returns or volatility returns following the policy announcement. These findings suggest that the regulation did not provide sufficient information to alter investor expectations.

Abstract

The growth of social media has encouraged players in the creative industry to utilize Instagram as a digital promotional platform, including for wedding photography services. This study aims to analyze how Zeropictura utilizes Instagram as a promotional platform and builds customer engagement in marketing its wedding photography services. The study employs a descriptive qualitative method, with data collected through interviews, observation of the @zeropictura Instagram account, and digital documentation. The results show that Zeropictura utilizes various Instagram features such as the feed, Reels, Stories, and direct messages to support its digital promotion. The presentation of a visual portfolio, the use of visual storytelling, and interactions via the comments section and direct messages help increase audience attention, emotional interest, and engagement with the wedding photography services. Instagram provides Zeropictura with the opportunity to expand its promotional reach while building relationships with its audience through visual content and digital communication. Overall, Instagram is utilized as an effective digital promotional medium to support the marketing of Zeropictura’s wedding documentation services

Abstract

Sustainability of local cultures is threatened by globalization and popular culture, including a drop in public interest in traditional arts. A similar phenomenon can be observed in the Jatiwangi community, which has long been involved in the clay roof-tile industry. The community, however, is working to retain its cultural identity with the help of an art form called Rampak Genteng, in which they perform together. This study is designed to examine the role of the community in building and strengthening local cultural identity, analyze Rampak Genteng which is a practice of cultural communication and understand the symbolism of the roof tiles. The approach of this research is qualitative in which the ethnography of communication approach is applied to the theory of Dell Hymes and in-depth interview and observation techniques are used as data collection methods. The findings indicate that Rampak Genteng is a cultural communication event that contains the elements of SPEAKING: setting and scene, participants, ends, act sequence, key, instrumentalities, norms and genre where the social interaction, cultural symbols, and community participation are structured as a communication system. Not only are the roof tiles instruments of music, but they're also a representation of local identity and pride. Moreover, the involvement of the community is evident, indicating that this art form is used as a tool for preserving the culture, thereby creating a sense of community identity. Rampak Genteng is therefore not only a form of art, it also serves as a means of cultural communication and contributes to the maintenance of the sustainability of the local identity in the face of globalization.

Abstract

Traditional games represent an important part of Indonesia's intangible cultural heritage, yet their presence in contemporary society has gradually declined due to the increasing dominance of digital entertainment. Animation has emerged as a potential medium for preserving cultural heritage by incorporating traditional cultural practices into visual storytelling. Research on animation has largely highlighted cultural representation, whereas the narrative role of traditional games remains less examined. This research aims to analyze how traditional games function as narrative elements in Indonesian animated series. A qualitative case study approach was employed using qualitative content analysis of three Indonesian animated series: Desa Timun, Doyok Otoy Ali Oncom (D.O.A.), and Entong. Data were collected through repeated visual observation of scenes featuring traditional games and analyzed based on their narrative position, mode of presentation, and level of exposure. The findings reveal three distinct narrative functions. In Desa Timun, traditional games serve as narrative drivers that shape plot progression and character development. In D.O.A., they function as everyday narrative activities that support social interaction and reinforce the realism of daily life. In Entong, traditional games primarily act as cultural markers that strengthen local identity and narrative settings. The analysis shows that traditional games contribute to animated storytelling in diverse ways beyond their role as visual representations of culture.
