Abstract

This study conducts a systematic literature review of the implementation of the principles of transparency, accountability, and independence in the governance of State-Owned Enterprises (SOEs) in Indonesia, with a focus on their contribution to organisational effectiveness and sustainability. Through literature analysis, significant progress was found through the SOE Ministerial Regulation PER-01/MBU/2011 and digital transformations such as the GRC system at PT Pertamina, which increased the average GCG Rating score to 3.5/5 in 2024. However, key challenges include political intervention (65% of corruption cases related to political affiliations), bureaucratic culture, and policy uncertainty, which hinder management independence. Recommendations include reforming the Board of Commissioners to be 50% independent, establishing a Single SOE Data Portal, and mandatory GCG certification to achieve a score of 4.5/5 by 2027, in order to strengthen the global competitiveness of SOEs.

Abstract

Defending the nation is the responsibility of all citizens, who play a strategic role in maintaining national integrity and resilience, especially amidst increasingly complex global and national threats. As a dominant and productive demographic, youth hold a crucial position as agents of change in the implementation of non-military national defense. However, low national awareness, the influence of globalization, digital disruption, and the rise of individualism are key challenges in increasing youth participation. This article aims to analyze the role of youth in non-military national defense and its implications for strengthening national resilience. This research uses a descriptive qualitative approach with a literature review method, drawing on sources from books, scientific journals, laws and regulations, and official documents. The results indicate that youth participation in education, social, cultural, and digital sectors contributes significantly to strengthening the nation's ideological and socio-cultural resilience. Therefore, strengthening youth-based national defense needs to be carried out in an integrated manner through civic education, cross-sector synergy, and the use of digital media to ensure sustainable national resilience.

Abstract

The diploma legalization service of the Papua Provincial Education Office serves over 5,000 applicants per year, with 65% coming from outside Jayapura for purposes such as civil servant (CPNS), police (Polri), and military (TNI) applications, which require the original diploma. This study develops a C4.5 Decision Tree model to predict the status of 'Completed'/'Not Completed' using a dataset of 50 legalization entries from January to May 2025. Predictor variables include Year of Graduation, School Type, Document Status, and Number of Documents, with the target being Process Category. The model achieved an accuracy of 86.67%, class precision of 85.71% for Completed and 100% for Not Completed, recall of 100% for Completed and 33.33% for Not Completed. Key decision rule: diploma >15 years AND private school → Not Completed (risk 82%). Implementing the model has the potential to save 45% verification time through automatic pre-screening for out-of-town applicants.

Abstract

Decentralisation and regional autonomy are important parts of state administrative reform aimed at improving the effectiveness of public services and the responsiveness of government to the needs of the community. However, the implementation of decentralisation in various regions has shown mixed results and has not yet fully achieved the expected objectives. This study aims to examine the relationship between state administration, regional autonomy, and the effectiveness of public services through a qualitative approach based on literature review. The research data was obtained from reputable academic literature discussing decentralisation, governance, and public services. The analysis was conducted using thematic analysis techniques to identify the main factors that influence the effectiveness of public services at the local level. The results of the study show that the effectiveness of public services in the context of regional autonomy is greatly influenced by the institutional capacity of local governments, coordination between levels of government, and the application of good governance principles. Limited resources and weak coordination between central and regional policies are major challenges in realising effective and equitable public services. This study emphasises that strengthening state administration and governance is an important prerequisite for the success of decentralisation in improving the quality of public services at the local level.

Abstract

Abstract Decentralisation is an important strategy in state administrative reform that aims to improve government efficiency, public service quality, and community participation. However, its implementation is often accompanied by policy conflicts between the central and regional governments and between regional governments, which results in policy fragmentation and weakens governance. This study aims to analyse the dynamics of central-regional policy conflicts in the era of decentralisation and examine the role of harmonising state administration policies in realising effective and accountable governance. This study uses a qualitative approach through a literature review of reputable scientific publications indexed by Scopus, with thematic analysis techniques to identify patterns, causal factors, and approaches to policy harmonisation. The results show that policy conflicts are mainly triggered by overlapping regulations, unclear division of authority, differences in political interests, and weak vertical and horizontal coordination mechanisms. Policy harmonisation has proven to play a strategic role in reducing policy conflicts by aligning the objectives, norms, and implementation of policies across levels of government without eliminating the principle of regional autonomy. This study provides a conceptual contribution to strengthening state administration and serves as a basis for developing coherent, effective, and accountable public policies in a decentralised government system

Abstract

This study aims to analyze local government marketing strategies to increase public participation in digital public services, identify emerging forms of public participation, and examine factors that support and hinder the effectiveness of these strategies. This study used a descriptive qualitative approach, focusing on local governments that have implemented digital public services. Data were collected through in-depth interviews with local government officials and service users, observations of digital public service platforms, and a documentary study of local government digital policies and content. The results indicate that local governments have implemented digital public service marketing strategies through the use of social media, websites, and service applications. However, these strategies are still dominated by informative and one-way communication approaches. The level of public participation is moderate and tends to be passive, with a predominance of administrative services and minimal public involvement in providing feedback and digital collaboration. Supporting factors include the commitment of local leaders and the availability of technological infrastructure, while inhibiting factors include limited human resource capacity, low public digital literacy, and the lack of integration of marketing functions into local public service management. This study confirms that local government marketing strategies need to be developed in a more participatory and public value-oriented manner to improve the success of digital public services and public participation.

Abstract

This study aims to analyse the implementation of inclusive policies in public services for vulnerable groups, particularly persons with disabilities and marginalised groups, through a literature review approach. This study departs from the fact that although various regulations have been formulated to ensure equality and inclusiveness, their implementation in the field still faces significant obstacles, both structurally, culturally, and administratively. Using a qualitative analysis method based on thematic synthesis of various scientific sources and national policies, this study examines two main dimensions that determine the success of inclusive policies, namely accessibility and participation, and examines their impact on the achievement of social justice. The results of the study show that physical, digital, and social accessibility are still not optimal in reaching vulnerable groups, while public participation tends to be symbolic without having a substantive influence on policy. Social justice can only be realised if public policy is designed with affirmative action, involves multiple parties, and is accompanied by a paradigm shift in bureaucracy towards adaptive and humanistic governance. Thus, inclusive policies are not only administrative instruments, but also a representation of the state's moral commitment to realising equal, fair, and welfare-oriented public services

Abstract

The effectiveness of the Rice Food Assistance Program for the Poor (Raskin) in Pandanrejo Village, Bumiaji District, Batu City, was evaluated in this study using a descriptive qualitative methodology. Unstructured interviews, documentation, and observation were used to gather data. The village head, village secretary, government officials, hamlet head, and three locals were among the purposefully chosen informants. Technical triangulation was used to assess the validity of the data, and the Miles and Huberman interactive model was used to analyse the data at each stage: collection, reduction, presentation, and conclusion drawing. The outcomes demonstrated that, with the assistance of qualified village authorities and sufficient facilities, the Raskin Program was effective, well-organised, and on course. The primary enablers were the officers' cooperation and coordination, but distribution delays and inclement weather posed challenges. Although this programme helps impoverished people satisfy their dietary requirements, it has to be evaluated often to maximise its effectiveness.

Abstract

The execution of decisions of the Industrial Relations Court (Pengadilan Hubungan Industrial/PHI) constitutes a crucial stage in ensuring legal protection for both workers and employers. However, in practice, many PHI decisions that have obtained final and binding legal force are not effectively executed, resulting in legal uncertainty and substantive injustice, particularly for workers. This study aims to analyze the mechanism for executing PHI decisions, to identify the legal and non-legal obstacles to their implementation in East Kalimantan, and to formulate legal measures and solutions to overcome these obstacles. This research employs a normative legal research method with statutory, conceptual, and case approaches. The findings indicate that the absence of specific regulations governing the execution of PHI decisions under Law Number 2 of 2004 causes the execution process to rely on general civil procedural law, which is formalistic and insufficiently responsive to the characteristics of industrial relations disputes. This condition is further exacerbated by employers’ non-compliance, the transfer or absence of company assets, the weak coercive force of court decisions, and the limited role of courts at the execution stage. Therefore, it is necessary to strengthen the execution mechanism through the submission of precautionary seizure during the examination stage, the use of coercive legal measures, the enhancement of the court’s active role in the execution process, synergy between courts and labor authorities, the implementation of execution guarantee mechanisms, and the improvement of access to legal aid for workers. These measures are expected to bridge the gap between legal certainty, substantive justice, and legal effectiveness in the execution of PHI decisions.

Abstract

The digital transformation and the evolving work patterns in the post–COVID-19 era have accelerated the emergence of hybrid work models that combine in-office and remote work. This shift requires significant adaptation in organizational leadership styles. This article explores in depth the key challenges faced by leaders in hybrid environments, including communication barriers, the preservation of organizational culture, equitable access, and the management of distributed team performance. Conversely, it also highlights the opportunities brought forth, such as the acceleration of digital transformation, greater flexibility, access to global talent pools, and improved employee retention. Drawing on modern leadership theories and recent empirical studies, the article offers strategies for effective leadership in the hybrid era—ranging from transparent communication, outcome-based leadership, trust-building and team engagement, the use of collaborative technologies, to the critical role of empathy and adaptability. Case studies and empirical data, both from global contexts and Indonesia, are included to enrich the discussion. The article concludes that hybrid work is not a temporary trend but a permanent transformation in the world of work; hence, leaders are required to be adaptive and innovative for organizations to achieve optimal performance within this new paradigm.
