Abstract

The transformation of human resource (HR) management in the era of artificial intelligence (AI) has become a strategic imperative for organisations seeking to maintain resilience and competitiveness amidst increasingly widespread technological disruption. This article aims to outline HR transformation strategies through the integration of three key pillars: adaptive upskilling, holistic well-being, and digital leadership. The research method employed is qualitative, utilising a literature review approach. The findings indicate that AI-based upskilling strategies enable the precise identification of competency gaps and personalised learning, thereby enhancing the effectiveness of talent development. Holistic well-being, which integrates physical, mental, emotional, social, and financial dimensions, has been proven to foster psychological safety and employees’ adaptive capacity in the face of uncertainty. Digital leadership acts as a catalyst bridging technological potential with the realisation of organisational resilience through the creation of a culture of continuous learning and ethical human-AI collaboration. The synergy of these three elements forms a virtuous cycle that continuously strengthens organisational resilience. This article concludes that organisational resilience in the AI era is no longer determined by technological infrastructure alone, but by the quality of human capital and the leadership that manages it strategically and humanely.

Abstract

The development of artificial intelligence (AI) in digital economic transactions has given rise to a new legal phenomenon known as ‘automatic breach of contract’, namely the failure to fulfil contractual obligations resulting from algorithmic decisions without direct human intervention. This study aims to analyse the legal liability of AI algorithms in e-commerce transactions and the effectiveness of consumer protection against risks posed by AI-based automated systems. Employing a normative legal research method with a literature review approach, this study analyses Indonesian legislation, legal doctrine, and relevant literature. The findings indicate that legal liability for automatic breach of contract remains with the e-commerce platform operator as the operator of an electronic system under Law No. 19 of 2016 on Information and Electronic Transactions in conjunction with Government Regulation No. 71 of 2019, with the application of the principle of strict liability (strict liability) analogous to Article 1367 of the Civil Code. However, consumer protection remains hampered by a lack of specific regulations regarding algorithmic transparency, evidentiary mechanisms, and the accountability of automated systems, leaving consumers vulnerable to price discrimination, behavioural manipulation, and data privacy breaches. This study recommends comprehensive regulatory updates through amendments to Law No. 8 of 1999 on Consumer Protection or a dedicated AI regulation establishing obligations regarding transparency, independent algorithmic audits, the reversal of the burden of proof, and the strengthening of consumer protection agencies’ capacity to ensure justice and legal certainty within Indonesia’s digital economy ecosystem.

Abstract

The digitisation of payment systems has been a fundamental catalyst in the transformation of Indonesia’s fintech economy, shifting the transaction paradigm from cash-based transactions towards a nationally integrated cashless ecosystem (cashless society). However, the accelerated adoption of this technology presents complex legal risks that have not yet been fully accommodated within the regulatory framework, particularly regarding the use of artificial intelligence (AI) in fraud detection, which has the potential to cause algorithmic bias, detection errors (false positives/negatives), and uncertainty regarding legal liability. This study aims to analyse two main dimensions: first, the digital transformation of payment systems within the fintech economy and its legal implications; second, the legal risks of using AI in fraud detection and its impact on legal certainty for businesses and consumers. The research method employed is normative legal research using a literature review approach (library research), focusing on the analysis of primary, secondary, and tertiary legal materials. The research findings indicate that the absence of specific regulations regarding AI liability creates a legal grey area that is detrimental to both businesses and consumers, hinders innovation, and has the potential to erode public trust in the fintech ecosystem. Legal certainty can only be achieved through regulatory harmonisation that adopts the principle of risk-proportionate oversight, mandatory periodic algorithm audits, the implementation of explainable AI (XAI) standards, and rapid compensation mechanisms for victims of detection errors. This study recommends strengthening the legal framework for AI in the fintech sector through collaboration between regulators, the adoption of international best practices, and the improvement of public digital literacy to ensure that the digital transformation of payment systems proceeds in a sustainable, fair, and beneficial manner for all stakeholders.

Abstract

The artificial intelligence (AI) revolution has fundamentally transformed the digital capital markets, shifting trading mechanisms from human interaction towards an ecosystem dominated by high-speed automated trading algorithms. However, the integration of this technology presents complex legal challenges that have not yet been accommodated by conventional regulatory frameworks, particularly regarding the accountability of autonomous systems, the detection of algorithmic market manipulation, and the protection of retail investors from structural information asymmetry. This study employs a literature review method with a legal-normative approach to analyse regulatory gaps concerning AI in the Indonesian capital market. The findings reveal that existing provisions in Law No. 8 of 1995 on the Capital Market and OJK regulations are generic; they do not define technical parameters of AI-based manipulation such as spoofing, layering, and quote stuffing, and they obscure the attribution of legal liability in the event of systemic incidents caused by autonomous algorithms. Retail investors, who account for 85 per cent of all investors in the Indonesian capital market, face serious vulnerabilities due to temporal asymmetry, the exploitation of cognitive biases through dark patterns, and the absence of mandatory Explainable AI (XAI) mechanisms. This study recommends the adoption of a risk-based regulation approach that classifies AI systems according to risk level, obligations regarding algorithmic transparency and periodic independent audits, strengthening of supervisory capacity based on Regulatory Technology (RegTech), and cross-jurisdictional regulatory harmonisation to address cross-border manipulation. This comprehensive reform is an absolute prerequisite for establishing fair, accountable, and sustainable AI governance, ensuring that technological innovation does not compromise market integrity and the fundamental rights of retail investors within Indonesia’s digital capital market ecosystem.

Abstract

This study examines the reconfiguration of digital marketing strategies from AI-generated content toward authentic branding in the era of micro-communities and Social Commerce 2.0. The rapid advancement of artificial intelligence has enabled firms to produce content efficiently, personalize communication, and optimize marketing performance. However, the dominance of AI-driven content raises concerns regarding declining authenticity, reduced emotional engagement, and weakening brand trust among consumers. In parallel, the emergence of micro-communities has shifted consumer behavior toward trust-based interactions, where authenticity and shared values play central roles in shaping purchasing decisions and brand perceptions. This research adopts a library research approach by systematically reviewing recent scholarly literature indexed in Scopus (2020–2025). The analysis focuses on three key dimensions: artificial intelligence in marketing, authentic branding, and brand equity within social commerce ecosystems. Through qualitative content analysis, this study synthesizes theoretical perspectives and empirical findings to develop an integrated conceptual understanding of the evolving digital marketing landscape. The findings reveal that while AI enhances efficiency and scalability, it cannot fully substitute for authenticity in building long-term brand equity. Authentic branding—characterized by transparency, consistency, and emotional resonance—emerges as a critical determinant of consumer trust and engagement. Furthermore, micro-communities serve as influential platforms that amplify authentic brand narratives and reinforce consumer loyalty. The study highlights the need for a balanced strategy that positions AI as an enabler while maintaining a human-centered approach to marketing. This research contributes to the literature by bridging the gap between technology-driven and human-centric marketing paradigms. It offers practical implications for businesses to integrate AI capabilities with authentic brand values in order to remain competitive and relevant in the evolving digital ecosystem.

Abstract

This study aims to examine regional development disparities in the era of fiscal decentralization through a systematic literature review focusing on economic convergence and the effectiveness of public investment in Indonesia. Fiscal decentralization is theoretically expected to promote equitable development by enhancing local government capacity in resource allocation. However, empirical evidence indicates that regional inequality remains persistent, driven by disparities in fiscal capacity, institutional quality, and uneven distribution of public investment. This study employs a library research approach by analyzing recent scholarly articles indexed in reputable databases over the last five years (2020–2025). The findings reveal that fiscal decentralization in Indonesia has produced mixed outcomes. While some regions demonstrate signs of β-convergence, overall regional disparities remain high, indicating the absence of consistent σ-convergence. Structural factors such as infrastructure gaps, market accessibility, and human capital inequality play significant roles in shaping these outcomes. Furthermore, public investment is identified as a crucial mediating variable in the relationship between fiscal decentralization and economic convergence. The effectiveness of such investment largely depends on governance quality, planning efficiency, and equitable allocation across regions. This study contributes to the literature by integrating fiscal decentralization, economic convergence, and public investment into a comprehensive analytical framework. It highlights the importance of strengthening institutional capacity and implementing equitable fiscal policies to achieve inclusive regional development. The findings have important policy implications for designing more effective decentralization strategies to reduce regional disparities and support sustainable economic growth in Indonesia.

Abstract

Community welfare is an important indicator that can be used to assess the success of regional development. The level of community welfare is influenced by various economic and social factors such as Gross Regional Domestic Product (GRDP), income disparity, unemployment, investment, and regional government capital expenditure. North Maluku Province is one of the regions that has experienced rapid economic development in recent years, particularly due to the increasing industrial activities and investment. However, the increase in economic activities does not necessarily reflect an equal improvement in community welfare across all regencies and municipalities. This study aims to analyze the effect of GRDP, income disparity, unemployment, investment, and capital expenditure on community welfare in the regencies and municipalities of North Maluku Province during the period 2019–2023. The analytical method used in this study is a quantitative analysis with a panel data approach using the Fixed Effect Model (FEM). The results show that simultaneously GRDP, income disparity, unemployment, investment, and capital expenditure have a significant effect on community welfare in the regencies and municipalities of North Maluku Province during the study period. Partially, GRDP and income disparity have a positive but insignificant effect on community welfare. Meanwhile, investment and capital expenditure have a positive and significant effect on community welfare, while unemployment has a negative and significant effect on community welfare in the regencies and municipalities of North Maluku Province. Based on these findings, local governments are expected to improve the quality of economic growth through the optimization of investment and more effective allocation of capital expenditure, as well as expanding employment opportunities in order to enhance community welfare more evenly.
