Abstract

The biggest challenge of the Indonesian people today is the weakening of national identity, which is marked by the fading sense of social solidarity. Egocentrism behavior is often seen and become something that is common in today's patterns of social relations. The culture of gotong royong is no longer used as a community tradition that is the wealth of the archipelago. This challenge is increasingly apparent because most of the younger generation seems to lack the awareness to preserve various traditions of the Indonesian community's gotong royong. Though gotong royong is a character as well as the national identity of the Indonesian nation that distinguishes it from other nations. Starting from this background, this study aims to find out how students' understanding of the mutual cooperation culture in the Pakpak ethnic community of North Sumatra. This research uses descriptive analytical method. The research subjects were Civic Education and Pancasila Department, University of Medan State. The results showed that the low understanding of students towards various cultures of gotong royong carried out by the Pakpak ethnic community in North Sumatra. This affects the mindset and actions of students to understand and preserve various cultures of gotong royong. From the results of this study it is necessary to develop a learning model that is able to build student awareness of gotong royong culture. Abstract

Political events, especially those related to public policy, are the consumption of mass media to be presented in the form of news to the public. In reconstructing events into news, the mass media has the potential to be influenced by various interested parties. Theo Van Leewuen's critical discourse analysis is a model that can be used to critically analyze the effects that occur in the presentation of news in the mass media. Through text analysis, this critical discourse analysis model will inform about the various strategies used in compiling news texts. The object of this research is kompas.com news entitled "Jokowi Announces Reshuffle, These are 6 New Ministers of the Advanced Indonesian Cabinet" using a descriptive qualitative method. The result shows that there is differentiation or differences in treatment in the presentation of news about the resuffle of Ministers of the Forward Indonesia Cabinet by the Joko Widodo administration regime. This differentiation has an impact on the different images and impressions in the news, thus indicating political interests in the text presented.

Abstract

The purpose of this study was to determine the Interethnic Relations and Political Power; Ethnic Identity, Political Culture and Actor Battles; and Relationships of Political Party Actors in the 2020 Medan City Election. Identity politics in the Direct Regional Head Election in Medan. A qualitative approach is used to describe and analyze the issue of identity politics in Medan City based on the issue of nationalism and religious issues. Castells' identity politics theory, as well as the Almond and verbal political culture theory, to be the basis for analyzing the data obtained in the field regarding identity politics, the role of actors / structures and their relationship to the political culture process in the 2020 Pilkada of Medan City. The results of field research found that identity politics provides a large space for the arousal of the actors to strengthen and raise the position of elites and local rulers in Medan City. The role of actors and structures is a challenge for political parties in the regions. The politics of ethnic identity that has developed in Medan City which is based on the spirit of ethnic pragmatism actually encourages ethnicity to become a soft political force with the birth of a harmonious political culture for the creation of a good democratic climate in Medan City.

Abstract

The government's decision to move the capital of the Republic of Indonesia from DKI Jakarta to Kalimantan has drawn pros and cons among the public. The government considers the relocation plan to provide comfort, welfare, access to education, health and fair and equitable participation. However, moving the capital city is not easy and must go through a well-planned plan. Using a literature study, this article attempts to review how the state positions itself in the relocation plan, and what are the implications for relocating the capital city in the context of economic development. The conclusion of this discourse is that the state is exercising its autonomy in the plan to move the capital city, or what Caporaso and Levine say as a free state. The government remains focused on relocation plans, although there are a number of people who disagree. The government also ensures that the implications of the capital relocation plan are positive for economic development in Indonesia. distribution of economic equality will occur in Indonesia.

Abstract

The use of salt is wide, including in the chemical industry, various foods and beverages, pharmaceuticals and cosmetics. The decision to import salt is aimed at protecting the sustainability of production in the national industrial sector. Government Regulation Number 9 of 2018 was issued without involving the Ministry of Marine Affairs and Fisheries (KKP). The PP for Salt Imports removes the authority of the KKP in providing recommendations for importing industrial salt. The salt import made by the government has received legitimacy from the Ministry of Industry because it is seen as being able to increase investment and welfare for the community. However, the import of salt do not have to get recommendations from the Ministry of Marine Affairs and Fisheries are a blunder for the government. Because it is very contrary to the constitution. The concepts presented by Thomas Oatley, namely interests, political institutions and Helen V. Milner, namely Interest, Institutions, and Information, are used to analyze salt import policies. 100 percent of industrial salt is still imported, because Indonesia unable to produce salt for industrial needs. Thus, in terms of the political economy of salt business, it can be concluded that the recurring issue of salt scarcity has been caused by serious errors in the political economy of the salt business in Indonesia. Abstract

Scholars are not using the proper analytical tools for comparing polities and cultures even within the same Civilization. The Unified Theory of Politics is a new approach to History and Politics that allows for comparison across the four Civilizations of the world (Western, Central, Eastern, and Mesoamerican). Mesoamerica is a Civilization made up of numerous civilizations. These civilizations are not compared to each other properly, with Mayans, Olmecs, and Epi-Olmecs all considered as equal units of analysis, which is not true. At the same time, within the Western Civilization, ancient Italy is not being properly analyzed either. The Latins, Romans, and Oscans are equal units of analysis either, yet the categorization of cultures and polities here is little better than in ancient Mesoamerica. The Unified Theory of Politics allows us to bridge seemingly impossible differences in culture, time, and place. This gives us the analytical and comparative tools to analogize between Civilizations. This article will show how the Unified Theory of Politics works by demonstrating not only that the Mayans and the Oscans are comparable with each other, but also that Olmecs and Romans are comparable with one another. This leads to the analogy of: “The Mayans are to the Oscans as the Olmecs are to the Romans”. Also, the article will demonstrably prove that Italians are Epi-Romans. This article will thus show that the Unified Theory of Politics allows us to compare any polity or culture with writing to any other polity or culture with writing, regardless of culture, place, or time.

Abstract

The minorities in Switzerland are in the first place ethno-linguistic minorities, whose are unified by a common language. Therefore, since the foundation of the Confederation in 1848 the Helvetic state has been considered a multilingual country. The confederation and cantons are obliged to protect linguistic minorities. The grounds of the Swiss social structure, with traditional multiculturalism and four national languages are two principles: language freedom (Sprachenfreiheit) and territoriality (Territorialitätsprinzip). Switzerland has no official state religion. Predominant religion is Christianity, the largest religious minorities is established by Islam. The largest Christian denominations are Catholic Church (37.7%) and Swiss Reformed Church (25.5%). The influx of new cultural minorities to Switzerland began after the Second World War and was directly connected with economic migration, with the large influx of gastarbeiters from southern European countries and refugees from the Third World and from the former Yugoslavia.International law includes the protection of national, yet not cultural minorities. In Switzerland the protection of national minorities is also based on international standards. Is the Swiss multiculturalism an example for other countries?

Abstract

This article analyzes the problem of recommendatory norms in Russian literature, both Soviet and modern, which is solved ambiguously. As for Soviet theoretical scientists, recommendation norms were the subject of study by such authors as Nikolai Grigorievich Alexandrov, Alexander Filippovich Shebanov, Peter Yemelyanovich Nedbailo, Vladimir Srgeevich Petrov, Valery Evaldovich Krasnyansky. Viktor Mikhailovich Gorshenev, Cecilia Abramovna Yampolskaya, Vladimir Matveevich Solyanik, Viktor Lavrenievich Kulapov, whose scientific works are given below. Regarding modern legal literature, unfortunately, we have to state that, basically, with rare exceptions (scientific articles by Vladimir Valentinovich Kozhevnikov, Alexander Evgenievich Kondratyev, Sadri Salikhovich Kuzakbirdiev), this problem is considered only in educational literature. When preparing a scientific article, the following methods were used: general philosophical (dialectical-materialistic), which is used in all social sciences; general scientific (analysis and synthesis, logical and historical, comparisons, abstractions, etc.), which are used not only by the theory of state and law, but also by other social sciences; special methods (philological, cybernetic, psychological, etc.), developed by special sciences and widely used for the knowledge of state and legal phenomena; private scientific (formal legal, interpretation of law, etc.), which are developed by the theory of state and law. Soviet scientists - legal theorists: supporters and opponents of the recognition of recommendatory norms of law. From the point of view of scientists, a "recommendatory" -containing recommendation, i.e. advice, wish [1], instruction [2].

Abstract

The article examines the impact of ethnic conflicts on regional and international security. It is noted that during the Cold War, it was impossible to conduct serious research in this area. Because ethnic conflicts were seen as an internal affair of states. However, with the end of the Cold War, the collapse of absolute sovereignty intensified the interaction between the domestic life of the country and the international community. Such a development in the context of globalization has turned ethnic conflicts into a problem of international politics, taking them out of the context of the internal affairs of states. The globalization of ethnic conflicts has strengthened its impact on regional and international security and laid the groundwork for the "ethnicization of international relations". The impact of ethnic conflicts on regional and international security can be studied in the context of instrumentalism, neomondialism, the Brubaker’s Triangle, ethno-political movements, and theories of protracted conflict. In the theory of instrumentalism, ethnic conflict is seen as a means of struggle by elites. Even this struggle serves the interests of the ruling forces not only within the country, but also abroad. In the theory of protracted social conflicts, the main processes revolve around internal conflicts and identities. The Brubaker’s Triangle and theories of the ethnopolitical movement play an important role in the study of the external resources of separatism and its transformation into an interstate war. In the context of neomondialism, S. Huntington's theory of "clash of civilizations" tried to justify the fact that future conflicts will occur between religious and civilizational systems stemming from cultural factors.
