Abstract

Air pollution is an acute problem in developing countries, especially their cities. In Nigeria the sources include vehicle exhaust aggravated by the rising car population, industrial emission, especially from petrochemical industries and cement manufacture, use of gasoline generation as a result of unstable power supply, use of fuel wood for domestic use and energy for small industries. This paper reviews air pollution and control measures in Nigeria. Data for the study was generated through secondary sources. The study discovered that it has been difficult to achieve cooperation for air pollution control in developing countries like Nigeria whose main concern is to provide for the basic needs as food, shelter and employment for her populace. The control measures have not been very effective and fully enforced. This paper therefore proposed preventive measures and sustainable solutions, such as vehicle inspection, enforcement of legislations, effective refuse collection and evacuation and steady supply of electricity to stop use of gasoline generators among others to ensure safe environment for the population to live.

Abstract

This two-part article attempts to use a novel method- creative non-fiction (or story-telling) to make a serious point about History, Political Theory, and Mesoamerica. Since Mesoamerica is a politically-sensitive topic and because any attempt to apply Political Theory to the history of ancient Mesoamerica may be met with implicit biases, the novel use of creative non-fiction-style story-telling (where all of the facts are portrayed accurately and cited) has been employed before the formal theorization is presented. This combines one of the strengths of traditional Political Theory- the use of the thought experiment with actual historical and archaeological data. The names of places and persons are present not only in the citations throughout the paper but also in the second half of the paper, which analyzes the story and reveals three important themes. This is a natural experiment in which the psychological biases of the reader are tested and allows to compare ancient Mesoamerica to other places, in this case, ancient Italy. This leads to a third theme, that the rise of ancient Mesoamerica through the Mixe-Zoquean civilization (and not the Mayans as many scholars pretend) empirically proves that Aristotle’s theory of the origins of civilization is correct. This paper is in two clear halves to show these three themes from both the theoretical-narrative and historical-empirical perspectives.

Abstract

This study investigated the perspectives of residents in Nigeria’s South-South region of Nigeria on the role of digital communication in promoting transparency and accountability in governance. The objectives of the research were threefold: to determine if digital communication is being utilised in the pursuit of transparency and accountability in governance in Nigeria; to assess the extent to which digital communication is being deployed in this pursuit; and to identify the challenges associated with digital communication in achieving transparency and accountability in governance in Nigeria. Using a quantitative approach, the study surveyed 385 residents in the South-South region. It made use of the Social Influence Theory (SIT) and the Technological Determinism Theory (TDT). The study found that digital communication is minimally employed in the quest for transparency and accountability in governance in Nigeria. The study also discovered that digital communication is being deployed in a low extent in the quest for transparency and accountability in governance in Nigeria. The findings further revealed that there are significant challenges hindering the effective use of digital communication in governance, including inadequate infrastructure, lack of digital literacy, and regulatory hurdles. It concluded that digital communication has the potential to enhance transparency and accountability in governance in Nigeria, but its effectiveness is contingent upon addressing the identified challenges. It was recommended that policymakers and stakeholders prioritise addressing these challenges to unlock the full potential of digital communication in promoting transparency and accountability in governance. Specifically, the study suggests that the government should invest in digital infrastructure, implement digital literacy programmes, and streamline regulatory processes to facilitate the effective use of digital communication in governance.

Abstract

This scientific article examines the problem of the relationship between doctrinal (conceptual) and law-making legal errors. The concept of legal error is considered and its symptoms are analyzed. Attention is paid to the characteristics of doctrinal errors, their characteristics, among which the most important is their political and ideological nature. Analysis of the legal literature made it possible to identify two approaches to solving the problem posed. Proponents of the first approach, both representatives of the general theory of law and branch sciences, believe that doctrinal errors are types of law-making errors. Being embodied in a normative legal act, they are also law-making errors. The author supports the more substantiated position of supporters of the second approach, who, distinguishing between doctrinal and law-making errors, believe that the first can arise at the stage of the process of cognition of objective laws that lie outside the law-making process; that doctrinal errors are a prerequisite for law-making errors. In conclusion, attention is drawn to the important role of legal science in preventing doctrinal errors.

Abstract

Child abuse remains a significant social issue in Nigeria, with long-term consequences for victims and society. The media plays a crucial role in shaping public perception and policy responses to child abuse through its representation of cases, narratives, and framing of the issue. This study examines the media’s portrayal of child abuse in Nigeria, exploring the extent to which news coverage, documentaries, and other forms of media representation influence public awareness, government action, and policy formulation. It analyzes the dominant themes in media reports, including sensationalism, victim-blaming, and advocacy-driven narratives, while assessing the ethical and professional standards maintained by journalists in reporting such cases. Findings suggest that while the media has been instrumental in bringing child abuse cases to public attention, coverage is often inconsistent, and sometimes lacks depth, context, and follow-up reporting. Sensationalized stories may attract public outrage but do not always translate into sustained policy action or structural reforms. Additionally, cultural biases and societal stigma influence the framing of child abuse cases, sometimes shifting the blame onto victims or downplaying the role of systemic failures. This paper argues that effective media representation of child abuse should go beyond episodic reporting to include investigative journalism, human-centered storytelling, and advocacy for policy change. It highlights the need for training journalists on ethical reporting of child abuse and calls for stronger collaboration.

Abstract

The main problem in the article is to determine the significance of the conceptual and categorical apparatus of the general theory of law from the point of view of cognition of legal phenomena and processes. Its solution necessarily presupposes the solution of the following goals: 1) determination of the methodological role of legal concepts and categories; 2) substantiation of a) the relationship between legal concepts and legal categories; b) legal and doctrinal legal concepts. As a result of the research, the author came to the following conclusions: 1) concepts and categories are not an independent method of cognition or a part of it; 2) legal concepts and legal categories should be distinguished; 3) doctrinal concepts should be guided by legal (official) definitions.

Abstract

Believing that high-quality literature on jurisprudence is the most important prerequisite for the training of practicing lawyers, the author, based on an analysis of one of the textbooks, shows that the former often does not meet the relevant requirements. In conclusion, it is emphasized that the problem under consideration remains relevant at the present time and its solution necessarily requires positive moral responsibility of both authors of educational literature and responsible editors and reviewers.

Abstract

The enactment of data protection laws has significantly reshaped the landscape of media and communication in Nigeria. As the country increasingly integrates digital technology into journalism, broadcasting, and online communication, the legal framework surrounding data privacy has become a crucial factor in defining how information is collected, stored, and disseminated. The Nigeria Data Protection Act (NDPA) and other regulatory instruments seek to balance the rights of individuals to privacy with the freedom of expression and access to information, both of which are essential for a thriving democratic society. This paper attempts to explore the possible effect of the new data protection law in Nigeria, on media and communications, specifically PR, advertising and journalism practices respectively. The paper employs qualitative methodology and relies on the interviews; using snowballing and purposive techniques. The study utilizes interpretative phenomenological analysis using in-depth interview. The outcome of the study shows that Mass Communications and its varied specializations (Advertising, PR and Journalism) rely heavily on reliable data since it deals with audiences of distinct characteristics and so messages tailored to these audiences’ needs are backed by the knowledge of their personal data. The study concludes that as a fundamental human right that data protection is, relevant laws that guarantee it are welcome but amendments of such laws have to be continuous and addition to its global harmonization to fill up numerous gaps to ensure fullest protection.

Abstract

While contemporary movie stars are known as screen entertainers who enjoy massive popularity among young audiences, the audience often has high expectations of them. Viewers mostly see their screen heroes as ideal figures and assume the actors are the role they depict on the silver screen. This mental projection of thespians may be a mirage, as actors-turned-politicians seem not to meet the public expectations. Nollywood screen lover boy Desmond Elliot is among the few popular role interpreters who contested the 2015 elections and won the Surulere Constituency 1 seat in the Lagos State House of Assembly. Six years after his first electoral victory, Elliot remained a reference point for movie stars in Nigerian politics and many youths with popular and contending views of his public activities as a thespian-turned-politician. He became the poster boy for movie stars in politics. Subsequently, this study was initiated to ascertain the public perception of Desmond Elliot’s stewardship and movie stars in politics. The empirical result from this case would be used as a springboard to adjudge subsequent movie stars who showed interest in active politics. The study surveyed one hundred youths in Surulere Constituency 1, and the results were filed in simple frequency tables. Findings reveal that honourable Elliot scored a pass mark among his immediate constituents regarding political representation and the responds aver that they would vote for movie stars contesting popular vote. However, there was worry that most of the respondents who took part in this survey were staunch APC supporters. Therefore, it is recommended that this study be replicated in many areas to help ascertain the true perception of people regarding movie stars in politics. The credibility source theory was reviewed in this study.

Abstract

This study investigates the adverse impact of political buzzers on communication intelligence within Indonesian society during the 2014–2024 period. Political buzzers, typically anonymous digital actors affiliated with political elites, have emerged as powerful manipulators of public discourse through disinformation, emotional provocation, and identity-based polarization. Utilizing a qualitative case study methodology, this research employs critical discourse analysis, document analysis, and semi-structured interviews to explore how sustained exposure to buzzer-driven content degrades critical thinking, discourages dialogical tolerance, and undermines the epistemic foundations necessary for democratic engagement. The findings demonstrate that buzzers deploy binary framing, fabricate consensus, and target dissenters with delegitimizing rhetoric, resulting in weakened public reasoning and increased cynicism. These effects are unevenly distributed across regions and demographics: while urban citizens exhibit media fatigue and withdrawal, rural populations remain more susceptible to disinformation. The study situates these dynamics within broader theoretical frameworks on communicative rationality and network propaganda, extending the discussion to include the cognitive and ethical dimensions of political discourse manipulation. This research contributes to interdisciplinary scholarship on digital politics and democratic resilience by foregrounding the concept of communication intelligence—an underexplored but essential faculty for informed participation in contemporary democracies. It concludes with a call for structural and cultural reforms, including the institutionalization of media literacy, platform regulation, the promotion of ethical digital norms, and the strengthening of civil society dialogue forums. These measures are imperative to counteract the corrosive influence of political buzzers and to restore a communication environment conducive to rational, ethical, and inclusive democratic deliberation.
