Abstract

This study aims to determine the extent of the influence of network disruptions within the Ministry of Transportation's online system on the crew signing process (sign-on/sign-off) conducted by PT. Menara Suar Maritim, Tanjung Balai Karimun Branch. The online system is a vital instrument that supports the administrative efficiency of crew signing, serving as legal evidence and fulfillment of employment requirements on board in accordance with shipping regulations in Indonesia. In practice, this system acts as a link between shipping companies, government agencies, and the crew; thus, network stability is a decisive factor for the success of the process. However, frequent network disruptions lead to service delays, accumulation of physical files, and hindered ship departure schedules, which impact company operations. The method used is field research through direct observation, interviews with relevant parties, and library research by reviewing relevant regulations and literature to strengthen the analysis. This research is expected to serve as a reference for shipping companies and related agencies in improving the effectiveness of crew signing services to support smooth operational processes while ensuring maritime safety. The results indicate that network disruptions directly affect the document verification stage, as well as the data input process for the issuance of signing certificates.

Abstract

The process of extending the International Maritime Dangerous Goods (IMDG) certificate for the Pegasus 3 Barge through SIMKAPEL at the Banten Class I KSOP Office at PT. Pasmaritim Samudera Nusantara, Cilegon Branch. The IMDG Code is intended to protect ship crews and also warn them that their vessels are carrying dangerous goods. An expired International Maritime Dangerous Goods (IMDG) certificate is a crucial step in maintaining a ship's seaworthiness, particularly for vessels transporting dangerous goods. Processing the renewal of an International Maritime Dangerous Goods (IMDG) certificate for a ship is done through the Shipping and Maritime Information System (SIMKAPEL) The Director General of Sea Transportation's system facilitates digital ship certificate renewal services. SIMKAPEL simplifies renewals and saves time and effort by requiring in-person visits to the Banten KSOP office. Service users can access application status anytime and anywhere. The method used in this research was field research namely in the form of direct observation and taking pictures based on the activities of processing ship certificate extensions through SIMKAPEL as well as library research, namely through books in the POLTEK AMI Medan library as well as online books, websites and journals related to the research object.

Abstract

This study aims to analyze the role of the tally man at PT. Gelora Perkasa Belawan in supporting the effectiveness and smoothness of loading and unloading processes at Belawan Port. As the front line in cargo supervision, the tally man bears a crucial responsibility for recording the quantity, condition, and types of goods, which serve as the primary data for company reports. The research method employed is descriptive qualitative, with data collection techniques involving field observations, interviews with operational staff, and literature reviews conducted during the internship period. The findings indicate that while the tally man performs a vital function as a supervisor and data recorder, their performance is often hindered by high workloads and a limited number of personnel. The main obstacles identified include dual responsibilities, which lead to decreased data accuracy and risks of operational delays due to physical fatigue. Optimization efforts are carried out by increasing personnel during peak hours and improving accuracy in validating cargo documents. The study concludes that strengthening the tally man's role through better workload management is essential for ensuring logistical reliability and the efficient flow of goods at the port.

Abstract

This study aims to analyze the effectiveness of bulk cement loading processes on the operational performance of vessels agented by PT. Pelayaran Multi Jaya Samudera Belawan. Bulk cement loading is a complex logistical activity at specialized port terminals that requires intensive coordination between the vessel, agency, and terminal to comply with international safety standards such as the IMSBC Code. The research method used was descriptive qualitative, with data collection techniques including direct field observations, interviews with the company's operational staff, and documentation studies conducted during the internship period. The research findings indicate that loading effectiveness is significantly influenced by the readiness of cargo handling equipment, such as pneumatic or conveyor systems, as well as the timeliness of agency administration in processing ship documents. Although the process generally runs well, obstacles were identified in the form of technical malfunctions of loading equipment and weather factors that frequently hinder operational speed. The conclusion of this research emphasizes that enhancing technical supervision and strengthening communication between the agent and port terminal authorities are crucial to minimizing vessel dwelling time, thereby optimizing operational performance and cost efficiency for ship owners.

Abstract

This study discusses the delivery process of Full Container Load (FCL) from the Container Freight Station (CFS) to the Container Yard (CY) at MTKI Port (Masaji Tatanan Kontainer Indonesia) by the shipping agency (EMKL) PT. Elang Sriwijaya Palembang. This FCL delivery process is a critical stage in the shipping logistics chain as it ensures that containers fully loaded from the stacking warehouse can be placed in the port's stacking yard safely and in accordance with procedures. Shipping documents and administrative completeness are also vital components that must be fulfilled to ensure the container transfer process runs smoothly and complies with Port regulations. The purpose of this research is to identify the stages of the FCL delivery process, the parties involved, the obstacles faced during the container transfer process, and the solutions implemented to overcome them. The results show that the FCL delivery process involves several steps, starting from the issuance of shipping documents, administrative inspection, and coordination with port authorities, to the actual transfer of containers to the CY. Furthermore, obstacles were found in the form of administrative delays, limited loading and unloading equipment, and coordination issues between the EMKL and the port operator. This research is expected to serve as a reference for EMKL companies and related institutions in improving the effectiveness of the FCL delivery process, thereby supporting the smooth flow of goods at the port and enhancing the efficiency of Indonesia's maritime logistics activities. The methods used in preparing this paper are field research and library research methods.
