Abstract

This article explores interdisciplinary collaboration between state administration and agribusiness in local economic development based on local wisdom in Ternate City, North Maluku. Ternate City has abundant natural resource potential, particularly the agribusiness (spice) sector, which in 2021 contributed 18.5% of GDP. This collaboration is considered crucial for maximizing potential and addressing resource management challenges. The role of state administration includes creating supportive policies, providing infrastructure, and providing training and extension programs to build farmer capacity. Data shows that extension programs have successfully increased clove yields. Agribusiness, on the other hand, must integrate local wisdom, such as traditional agricultural practices (e.g., the use of organic fertilizers or intercropping systems), which have been proven to increase farmer productivity and income. Furthermore, this collaboration supports cultural preservation through the promotion of local products, such as through the Ternate Clove Festival. Despite challenges such as a lack of coordination, integrated collaboration between the government, community, and private sector, based on local wisdom, holds significant potential for improving product competitiveness and the well-being of the Ternate community.

Abstract

Mixed marriages have penetrated all corners of the country and all levels of society. This is due to the influence of globalization, information, economics, and transformation, which have increased human mobility through migration from one country to another. This causes individuals to meet and communicate with various ethnic groups with different cultures, religions, and customs. According to Article 57, a mixed marriage is a marriage between two people in Indonesia subject to different laws due to differences in citizenship, with one party holding Indonesian citizenship. One of the issues that often poses an obstacle for people entering into mixed marriages, both domestically and internationally, is the issue of legal protection if one or both parents die during the marriage, resulting in the distribution of inheritance. The method used is normative juridical. According to Soerjono Soekanto, the normative juridical approach is legal research conducted by examining library materials or secondary data as a basis for research by exploring regulations and literature related to the problem under study. The conclusion of this paper is that the rights of children from mixed marriages to the inheritance of deceased parents are, in principle, still recognized and protected by law. Children have the same legal standing as heirs, as long as their civil relationship is valid according to applicable laws and regulations. However, in practice, issues often arise related to differences in legal systems (national and foreign), citizenship, and conflicts over inheritance laws that can affect the distribution of inheritance.

Abstract

This study aims to map the evolution of local government governance research using a bibliometric approach based on Scopus data and VOSviewer visualization for the period 2020–2025. The method employed is quantitative bibliometric analysis combined with network analysis of 368 selected articles from an initial dataset of 4,601 documents. The findings reveal a significant increase in publication output, accompanied by a shift in research focus toward digital governance, sustainability governance, and data-driven policy. Two main clusters are identified: participatory governance, which emphasizes public participation, transparency, and accountability; and empirical governance, which focuses on performance, environmental regulation, and economic impacts. These results indicate a paradigm shift from normative approaches toward evidence-based and technology-driven governance. Additionally, the study highlights geographical disparities in knowledge production, with China, the United States, and the United Kingdom dominating the global literature. This research contributes both theoretically and practically by providing a comprehensive mapping of knowledge and serving as a foundation for future governance research and policy development.

Abstract

This study examines the nexus between digital governance and rural community participation through a bibliometric approach based on Scopus-indexed publications from 2011 to 2026. The rapid advancement of digital technologies has transformed public governance systems, particularly in rural contexts where access, inclusion, and participation remain critical challenges. Using the PRISMA framework, 512 documents were initially identified and systematically filtered to obtain 30 highly relevant articles. The data were analyzed using VOSviewer to map the structure, trends, and evolution of research in this field. The findings reveal a significant increase in scholarly attention over the past decade, indicating a growing global interest in integrating digital governance with rural development. Network visualization identifies four major thematic clusters: (1) digital governance and rural development, (2) good governance and citizen participation, (3) technology and public service delivery, and (4) academic and methodological dimensions. Density and overlay analyses further demonstrate a shift from traditional e-government approaches toward more complex and integrated concepts such as smart governance, digital inclusion, and rural digitalization. The study highlights that digital governance is shaped by three interrelated dimensions: technological innovation, governance quality, and community participation. However, persistent challenges such as the digital divide, limited infrastructure, and low digital literacy hinder its effective implementation in rural areas. This research contributes to the literature by providing a comprehensive bibliometric mapping and theoretical synthesis of digital governance in rural contexts. It also offers policy insights for developing inclusive, participatory, and sustainable digital governance frameworks at the global level.

Abstract

This study aims to analyze the evolving dynamics of local government and governance research through a bibliometric approach based on Scopus data from 2017 to 2025. Employing a Systematic Literature Review (SLR) guided by the PRISMA framework, the study integrates network analysis using VOSviewer on 612 selected articles from an initial dataset of 5,744 documents. The findings reveal a significant increase in publication output alongside the emergence of three principal research clusters: participatory governance, model-based empirical approaches, and technology-driven governance. These patterns indicate a paradigm shift from normative frameworks toward evidence-based and digital governance. Furthermore, the analysis uncovers notable geographical disparities in knowledge production, with a concentration of scholarly contributions in specific countries dominating the global discourse. This study contributes theoretically by synthesizing multiple governance paradigms into an integrated analytical framework, while offering practical insights through a comprehensive mapping of research developments. Consequently, it provides a critical foundation for understanding the trajectory of local governance in an increasingly dynamic and complex global context.

Abstract

The Spice Route is one of the most important historical heritages that made Ternate a global trading center since the 15th century. The presence of spices, especially cloves and nutmeg, attracted the attention of European nations and brought significant changes in political, social, and cultural aspects in North Maluku. This article discusses the use of the Spice Route heritage site in Ternate City as a medium for history education. Research results show that experiential learning at heritage sites can increase students' interest in learning while strengthening their understanding of Ternate's role in global trade. The article also offers strategic recommendations, including the development of a Spice Route curriculum, the use of digital technology, multi-party collaboration, strengthening local identity, and improving teacher competence. With a contextual and interactive approach, the historical heritage of the Spice Route can become a source of inspiration as well as a means to build character.

Abstract

Yellowfin tuna (Thunnus albacares) is a highly nutritious fish, rich in protein and low in fat. However, its quality degrades quickly, prompting the need for processing diversification. One such process is making otak-otak, a traditional fish cake typically made with tapioca flour. This study introduced an innovation by adding cornstarch as a binding agent to evaluate its effects on the organoleptic properties and chemical composition (proximates) of the fish otak-otak. The aims were to assess panelists’ preferences based on taste, texture, aroma, and appearance, and to analyze the proximate composition water, protein, fat, ash, and carbohydrates. The research was carried out at the Fish Product Technology Laboratory, Muhammadiyah University of North Maluku, using fresh bigeye tuna meat. The products were prepared by mixing 150 g tapioca flour with varying amounts of cornstarch (0%, 25%, 50%, 75%), then steamed, partially fried, and tested by 25 untrained panelists using a hedonic scale. Data analysis involved ANOVA, DMRT, Kruskal-Wallis, and Mann-Whitney tests. Results showed that adding cornstarch significantly impacted both sensory qualities and chemical composition. The treatment without cornstarch (A0) received the highest scores on taste, aroma, texture, and appearance, indicating higher preference. Proximate analysis revealed that the highest protein content was in A0 (20.37%), while A2 had the lowest water content (57.98%) and the highest carbohydrate level (23.22%). Overall, products without cornstarch were more favored, although higher cornstarch levels increased carbohydrate content and decreased sensory appeal.

Abstract

The existence of indigenous communities in Indonesia is constitutionally recognized through Article 18B paragraph (2) of the 1945 Constitution, but legal certainty requires formal designation at the regional level. This study focuses on the process of acknowledgment and designation of the Naulu community in Central Maluku Regency as a legitimate legal entity. The aim is to highlight the importance of formal legitimacy to strengthen collective identity, customary rights, and unique governance structures of the Naulu community, which have persisted amid modernization. The research method is normative juridical, examining the alignment between national and local regulations, including Regional Regulation No. 1 of 2006. The findings show that recognition of the Naulu community is more than mere administrative formality; it is a juridical and sociological necessity to protect their sovereignty from land conflicts and cultural erosion. Establishment through Regent’s Decision or Regional Regulation is a key requirement for their acknowledgment as an independent legal entity in managing resources and adat autonomy. The main obstacles are administrative complexities and the need for in-depth verification of customary land boundaries. Enhancing formal legitimacy is believed to bolster the community’s negotiation position and support sustainable cultural preservation. Therefore, regional governments must commit to expediting this process to ensure justice for the Naulu community.

Abstract

This research uses a quantitative descriptive approach. The sampling technique used a saturated census (total sampling), as well as the data analysis method using multiple linear regression analysis. The objectives of this study are: (1) To determine and analyze the influence of the personal and political backgrounds of DPRD members on the supervision of the realization of the West Halmahera Regency Regional Budget (APBD). (2) To determine and analyze the influence of the organizational commitment of DPRD members on the supervision of the realization of the West Halmahera Regency Regional Budget (APBD). (3) To determine and analyze the influence of DPRD members' budget knowledge on the supervision of the realization of the West Halmahera Regency Regional Budget (APBD). The results of this study indicate that: (1) Personal and political backgrounds do not have a positive and significant influence on the supervision of the realization of the West Halmahera Regency Regional Budget (APBD). (2) Organizational commitment has a positive and significant influence on the supervision of the realization of the West Halmahera Regency Regional Budget (APBD). (3) Budget knowledge has a positive and significant influence on the supervision of the realization of the West Halmahera Regency Regional Budget (APBD).

Abstract

This study aims to determine: (1) the effect of accounting understanding on the quality of financial reports, and (2) the effect of internal control systems on the quality of financial reports. The sampling method used purposive sampling. Data analysis used the Structural Equation Modeling–Partial Least Square (SEM-PLS) method. The results of the study indicate that accounting understanding has a positive and significant effect on the quality of financial reports, indicating that MSMEs with stronger accounting knowledge produce more reliable, transparent, and accurate financial information. Furthermore, internal control systems also significantly improve the quality of financial reports by reducing errors and minimizing the risk of fraud through proper monitoring and structured financial procedures. Together, these two variables significantly affect the quality of financial reports, indicating that accounting knowledge and effective internal control complement each other in improving accountability and supporting sustainable business decision-making processes.
