Abstract

This study aims to analyze the judicial considerations in imposing criminal sanctions against police officers involved in premeditated murder based on Decision Number 1031/Pid.B/2022/PN.Mks. This research uses a normative-empirical legal research method with statutory and case approaches. Data were collected through literature studies and document analysis, particularly court decisions and relevant legal materials, which were then analyzed qualitatively. The results show that the criminal sanctions imposed on the defendant were based on Article 340 of the Indonesian Criminal Code without any special treatment despite the defendant’s status as a police officer. The judge considered the defendant’s position as a law enforcement officer as an aggravating factor because law enforcement officers are expected to uphold the law and maintain public trust. The decision reflects the principles of justice, legal certainty, and legal utility, as well as the principle of equality before the law.

Abstract

This study analyzes the implementation of FWA in Surabaya City, using a qualitative approach. The results indicate that FWA has been implemented systematically, adaptively, and digitally, supported by local regulations, structured work mechanisms, and the utilization of the Kantorku application for attendance tracking, reporting, and performance monitoring of the ASN. The implementation of this policy is considered quite effective in maintaining the quality of public services, increasing operational budget efficiency, and driving a shift in the ASN work culture to a results oriented approach. However, several obstacles were identified, such as supervision limitations for roles requiring physical presence, variations in leadership managerial capacity to manage flexible work, the risk of reduced discipline and work coordination, and a high dependence on digital infrastructure and the digital literacy of the ASN. The study recommends strengthening leadership managerial capacity through digital leadership training and performance based supervision, developing continuous data driven monitoring and evaluation systems, enhancing ASN digital literacy, and implementing a hybrid working model tailored to job characteristics and organizational needs. Furthermore, this research emphasizes that FWA has the potential to serve as a strategic instrument to support a more adaptive, efficient, and public service oriented bureaucratic reform in the digital transformation era. Nevertheless, this study has limitations as it focuses on a single local government with a limited informants; thus, the findings cannot be fully generalized to the broader context of government bureaucracy in Indonesia.

Abstract

This study aims to identify the marketing pattern and production of skipjack tuna (Katsuwonus pelamis) at the Coastal Fishing Port. The research employed a quantitative descriptive method using a survey approach. Data were collected through observation, interviews, documentation, and recording of skipjack tuna production and marketing data. The data were analyzed descriptively to describe the production conditions and marketing distribution patterns of skipjack tuna in the research area. The results showed that the production value of skipjack tuna in 2022 fluctuated monthly, with a total production value of IDR 84,114,227,500. The highest production value occurred in March, amounting to IDR 12,156,746,000, while the lowest production value was recorded in November, amounting to IDR 3,149,106,000. Production fluctuations were influenced by weather conditions, fishing seasons, fishermen's activities, and the availability of fish resources. The total volume of fish marketed during the study period reached 1,290.8 kg. The selling price of skipjack tuna was relatively stable at around IDR 23,000 per kilogram, although some areas experienced price differences depending on market conditions and distribution costs. The study concludes that the production and marketing of skipjack tuna play an important role in supporting the economy of coastal communities in South Halmahera Regency. Therefore, improvements in fisheries infrastructure and facilities, strengthening of the marketing system, and government support are needed to maintain the stability of fisheries production and distribution.

Abstract

This study analyzes how local online media frames female leadership within the nexus of gender relations and regional political hegemony, focusing on the news coverage of Sherly Tjoanda Laos on Nuansamalut.com. Employing a qualitative approach with Pan and Kosicki’s critical framing analysis model, this research examines four major news articles published during the first three months post-inauguration (February-May 2025), interpreted through the lenses of Gramscian hegemony and gender theories. The findings reveal a systematic transformation of framing across four distinct phases: gender symbolization, technocratic leadership construction, policy breakthrough legitimation, and the consolidation of moral authority. Critically, this study demonstrates that the representation of female leadership transcends traditional stereotypes, shifting toward the construction of "technocratic femininity" a legitimacy anchored in administrative capacity and policy performance which paradoxically operates within the framework of central power hegemony. This study offers a novel theoretical contribution by deconstructing the concept of technocratic femininity within the conceptualization of localized gender politics. Practically, it serves as a critical evaluative guide for local media to move beyond acting as consensus-production agents for dominant power structures, and instead become drivers of transformative gender emancipation within regional democracy.

Abstract

This study aims to describe the psychological dynamics of juvenile inmates in LPKA an analysis through projective assessment and TAT. The research used a qualitative approach with a case study method involving one male adolescent identified as JP at the Special Child Development Institution (LPKA) Class II Ternate. Data collection techniques included observation, interviews, and psychological assessments consisting of Draw A Person (DAP), BAUM, House Tree Person (HTP), and Thematic Apperception Test (TAT). The results showed that the subject experienced complex psychological dynamics characterized by a high need for affiliation, emotional instability, low assertiveness, and maladaptive defense mechanisms. The subject tended to seek social acceptance and emotional closeness but experienced difficulties in self-control, decision making, and coping with social pressure. Emotional conditions that frequently emerged included anxiety, sadness, fear, guilt, and confusion. The subject also perceived the environment as a source of pressure, uncertainty, and conflict, especially related to family relationships and peer influence. Defense mechanisms such as avoidance, withdrawal, fantasy, and escape were commonly used by the subject in dealing with emotional stress. The findings indicate that psychological intervention focusing on emotional regulation, assertiveness skills, coping strategies, and social support is needed to support the psychological development of juvenile inmates.

Abstract

This study aims to assess the microbiological quality of dried anchovies in Toniku Village, West Halmahera, to ensure product safety and quality before distribution. The production of anchovies in Indonesia has shown a rapid increase; however, inadequate sanitary handling and storage practices can promote the growth of harmful microorganisms. The research involved sampling dried anchovies and conducting microbiological tests in the laboratory, focusing on key parameters such as the Total Plate Count (TPC), presence of Escherichia coli, and Salmonella. Results showed that TPC values increased with storage time, reaching the highest level after three months. Additionally, tests for pathogenic microorganisms indicated negative results for E. coli and Salmonella, suggesting satisfactory hygiene during processing. The processing stages, including raw material selection, blanching, and careful drying, play a crucial role in preventing microbial contamination. These findings suggest that the dried anchovies from Toniku are still within safe limits and suitable for consumption, although microbial growth during storage warrants attention. The study concludes that maintaining good sanitation practices and quality control during processing is essential to preserve microbiological quality and ensure consumer safety.

Abstract

This study analyzes the implementation of the Free Nutritious Meal (MBG) program in Indonesia, a strategic national policy aimed at addressing stunting and malnutrition to support the "Indonesia Emas 2045" vision. Despite being launched as a political promise, the program faces critical public administration and operational challenges during its execution. These issues include a lack of comprehensive derivative regulations, weak local supervision, budget inefficiencies, and regional disparities in nutrition distribution, particularly in remote 3T (outermost, frontline, and disadvantaged) areas. Utilizing a systematic literature review (SLR) method, this study evaluates existing empirical research, policy modules, and scientific literature regarding school feeding initiatives. The results indicate that while the MBG program significantly improves students' nutritional status, cognitive abilities, and local economic growth through multiplier effects on MSMEs, its success is heavily constrained by bureaucratic bottlenecks and infrastructure unreadiness. Applying George C. Edwards III’s implementation model, the analysis reveals that policy success hinges on four critical variables: communication, resources, disposition, and bureaucratic structure. Therefore, this study recommends that the Indonesian government formulate detailed, localized Standard Operating Procedures (SOPs) and technical guidelines. Furthermore, it is essential to strengthen multi-sectoral coordination, enforce strict multi-stakeholder monitoring, and integrate local agricultural supply chains to ensure a transparent, accountable, and sustainable policy implementation across all regions.

Abstract

This study aims to analyze the implementation of youth leaders' strategies in addressing juvenile delinquency in Yalahatan Hamlet, Amahai District, Central Maluku Regency. Juvenile delinquency is a social problem that can hinder the development of the younger generation, thus requiring the active involvement of various parties, including youth organizations. This study used qualitative methods with data collection techniques through interviews, observation, and documentation. Research informants consisted of youth leaders, parents, community/religious leaders, and local youth. The results showed that the strategies implemented included a persuasive approach, coaching through weekly sports activities, monthly religious activities, community service, and mentoring and supervision of youth. The implementation of these strategies showed changes in the behavior of some youth towards a more positive direction, such as increased participation in community activities and reduced deviant behavior. In addition, the youth leaders collaborated with the village government and community/religious leaders in implementing the coaching program. This strategy contributed to increasing youth involvement in positive activities, strengthening community social control, and reducing juvenile delinquency in the Yalahatan Hamlet environment. However, its implementation still faces obstacles in the form of low participation of some youth and limited supporting facilities. Therefore, ongoing synergy between youth organizations, the community, and the government is needed to create a conducive environment for youth development and guidance.

Abstract

This study examines the reconstruction of customary law (Se-Atorang) in the Sultanate of Tidore, focusing on customary marriage, inheritance, and communal land rights. The research addresses the limited documentation of customary legal norms and the growing challenges posed by modernization and the development of national law. The objective is to analyze the existence, implementation, and reconstruction of customary legal principles that continue to regulate social relations and preserve the cultural identity of the Tidore community. This research employed an empirical legal approach with a qualitative descriptive method. Data were collected through field observations, in-depth interviews with traditional leaders and customary authorities of the Sultanate of Tidore, and document analysis. The findings demonstrate that customary law remains a living legal system that functions alongside state and Islamic law in Tidore society. The reconstruction reveals three core principles of Se-Atorang: (1) customary marriage is grounded in family consensus, religious values, and the protection of women's dignity; (2) inheritance practices primarily follow Islamic law while incorporating customary deliberation to maintain social harmony and kinship; and (3) communal land rights are preserved through collective management based on ancestral ownership and customary authority. These principles reflect the adaptability of Tidore customary law in responding to contemporary social and legal developments while maintaining local cultural values. The study highlights the importance of documenting, protecting, and integrating customary law into legal and educational frameworks to strengthen indigenous cultural heritage and ensure its sustainability for future generations.

Abstract

This study aims to explore the psychological dynamics of adolescents who experience the loss of a mother figure (motherless) and to examine its impact on emotional, social, behavioral, and adaptive functioning. A qualitative case study approach was employed involving a 15-year-old male adolescent who had experienced maternal loss. Data were collected through observation, semi-structured interviews, and psychological assessments using the Wechsler Bellevue Intelligence Scale (WB) and the Sacks Sentence Completion Test (SSCT). The findings indicate that the loss of a mother figure had a substantial impact on the adolescent’s psychological well-being. The participant exhibited prolonged grief, feelings of loneliness, emotional insecurity, fear of losing significant family members, decreased academic motivation, and difficulties in emotion regulation. Furthermore, the adolescent demonstrated impairments in adaptive functioning, reflected in poor self-discipline, frequent tardiness at school, reduced academic engagement, and limited utilization of social relationships as sources of emotional support. Despite these challenges, the participant maintained a positive future orientation, expressed aspirations for personal success, and showed a strong desire to improve his life circumstances. The study also found that psychoeducational interventions focusing on academic motivation, growth mindset development, and positive behavioral adjustment contributed to increased emotional awareness and enhanced motivation. These findings highlight the importance of sustained emotional and psychosocial support from family members, schools, and the broader social environment to facilitate healthy psychological adjustment and resilience among adolescents coping with parental loss.
