Abstract

Bureaucratic Reform is a process of restructuring government bureaucracy, encompassing organization, governance, legislation, human resources, supervision, accountability, and public services, as well as the mindset and cultureset (work culture) of the apparatus. In practice, bureaucratic reform has not been optimally implemented, resulting in frequent abuse of power that has implications for corruption.  The purpose of this research that is bureaucratic reform to become a necessity and a foundation for the North Halmahera Regency government apparatus, in order to successfully lay the political, legal, and economic foundations for democratic life in Indonesia. The "doctrinal research" method is used and the analysis is conducted qualitatively through an "Analytical-Critical" approach, to produce descriptive and perspective legal concepts and then create legal philosophical constructions through testing and assessment based on legal concepts, principles, and theories obtained in library-based studies as a philosophical perspective of law reflection. The research findings indicate that bureaucratic reform is essential for the North Halmahera Regency Government to prevent abuse of power, which could lead to corruption in public services. It is recommended that bureaucratic reform become a fundamental foundation for regional governance, providing a platform for philosophical of law reflection on public services, evaluation, and constructive ideas as the North Halmahera Regent enters his second year in office. It also serves as intellectual and social documentation of the dynamics of North Halmahera's journey toward an equal, just, and sustainable society.

Abstract

This study evaluates the urgency of transforming the administrative status of urban villages on Hiri Island, Ternate City, to village status as a strategy to strengthen local governance and promote tourism-based village development in island regions. The research is driven by persistent development disparities across island areas, the limitations of the urban-administrative governance model for urban villages, and the restricted fiscal capacity of urban villages to support local development. The communal and customary social characteristics of the Hiri Island community are considered more compatible with the participatory governance model for villages. This research uses a qualitative case study design across six urban villages in Hiri District. Data collection methods included interviews, observations, and documentation involving government officials, traditional leaders, local communities, and tourism stakeholders. Data analysis was performed using source and method triangulation. The findings demonstrate that transforming to desa status can enhance community participation in development, reinforce the legitimacy of local leadership, and facilitate the integration of customary institutions with formal governance systems. Access to village funds further enables increased financing for infrastructure, public services, economic empowerment, and the development of community-based tourism villages. Nevertheless, implementation continues to face challenges, including inadequate infrastructure, limited human resource capacity, weak tourism institutions, and suboptimal environmental management. The study recommends the formulation of adaptive regulations; capacity-building initiatives for government officials and local communities; infrastructure development and improved inter-island connectivity; and the promotion of multi-stakeholder collaboration to support participatory and sustainable development in island regions.

Abstract

This study examines the dynamics of lecturer-student interpersonal communication and its influence on learning motivation in the Communication and Islamic Broadcasting Study Program at Muhammadiyah University of North Maluku. Interpersonal communication plays a crucial role in fostering students’ academic engagement and sustaining both intrinsic and extrinsic motivation. This research employed a qualitative approach using semi-structured interviews with two lecturers and five students, classroom observations, and document analysis. The data were analyzed through Miles and Huberman’s interactive model, involving data reduction, data display, and conclusion drawing. The findings show that lecturer-student communication develops through dynamic, dialogic, and interactive processes. Relationships that are characterized by openness, empathy, supportiveness, and equality create a positive learning atmosphere that strengthens students’ confidence, participation, and motivation. In addition, lecturers’ adaptive communication strategies, which consider individual student needs, contribute significantly to more effective learning interactions. The study concludes that interpersonal communication functions not only as a medium for delivering academic information but also as a strategic instrument for enhancing psychological safety and learning motivation. These findings highlight the importance of promoting supportive and participatory communication practices in higher education. Therefore, lecturers should maintain constructive interactions with students, while universities are encouraged to provide policies and professional development programs that strengthen communication competencies and create a more conducive learning environment.

Abstract

This study explores coastal community perceptions of waste disposal behavior into the sea in North Mangga Dua Village, South Ternate City. Using a qualitative phenomenological approach, data were collected through in-depth interviews, observations, and documentation involving community leaders, fishermen, and coastal residents. Data were analyzed using thematic analysis. The findings identified four main themes: the perception of the sea as a natural dumping site, low environmental awareness, cognitive dissonance, and limitations in waste management systems. Many residents believe that ocean currents can naturally remove waste, making sea disposal a common practice passed down through generations. Although some community members understand the environmental impacts of marine pollution, they continue the behavior due to convenience and social habits. Inadequate waste management facilities, including limited waste bins and ineffective waste collection services, further contribute to the problem. The study concludes that social habits, environmental awareness, and insufficient waste management infrastructure significantly influence waste disposal behavior among coastal communities. Strengthening environmental education and improving waste management facilities are essential to reducing marine pollution in coastal areas.

Abstract

Understanding the spatial distribution of rainfall is fundamental for analyzing water availability in a river basin. This study aims to examine the rainfall distribution in the Opiyang Watershed using the Thiessen Polygon Method, investigating its spatial and temporal variability, and analyzing its impact on river discharge with the F.J. Mock hydrological model. Monthly rainfall data from three stations—Mancalele, Mekarsari, and Dakaino—covering 2015–2024 were processed using Geographic Information Systems (GIS). Results show Dakaino station has the largest spatial influence, with a weight of 70.24% over an area of 172.5 km², followed by Mekarsari (17.14%, 42.1 km²) and Mancalele (12.62%, 31 km²). The annual mean rainfall recorded is 2,329 mm, with peak rainfall in June (242 mm) and the lowest in October (140 mm). Discharge simulations indicate the Q80% reliability flow ranges from 0.46 to 1.47 m³/s. A strong correlation (r = 0.87) exists between rainfall and river discharge, with rainfall explaining about 75.7% of discharge variability. This relationship provides a scientific basis for water resource management, flood mitigation, and sustainable infrastructure planning in Halmahera Timur. The Thiessen Polygon Method offers more accurate and representative estimates of the watershed’s rainfall compared to simple average methods. Practically, these findings emphasize prioritizing upstream conservation, especially Dakaino, and using a minimum Q80% of 0.46 m³/s for designing irrigation and water supply systems to ensure water availability during dry months.

Abstract

Colonial archives on the Maluku Islands heavily feature Eurocentric biases that marginalize indigenous perspectives, thereby distorting the history of local resistance and heroism. This study examines how decolonial archival practices dismantle embedded colonial epistemologies and restore marginalized indigenous voices. Employing a systematic review of interdisciplinary literature, this research analyzes the integration of local oral histories, indigenous traditions, and cultural expressions with conventional colonial archival sources. The synthesis yields a nuanced, alternative narrative of Malukan resistance through three distinct dimensions, archiving hidden indigenous agency overlooked in colonial historiography; establishing participatory methodologies that engage local communities in historical knowledge production; and formulating institutional critiques against archives and museums acting as prolonged instruments of colonial power. Ultimately, decolonizing archives in Maluku drives restorative justice and serves as an essential framework for constructing a more inclusive, pluralistic, and equitable Indonesian historiography.

Abstract

A country's economic system constitutes the framework, rules, and mechanisms used to manage production, distribution, consumption, and services to achieve prosperity. The fundamental differences between economic systems lie in how factors of production, resources, and ownership are regulated. In some systems, individuals possess all factors of production, while in others, resources are held collectively by the state. Islamic economics, as an alternative system, emphasizes principles based on the Qur'an and Sunnah, advocating justice, equitable distribution, and a profit-sharing system, contrasting with socialist economics which is grounded in collectivism and state control. This paper compares both systems in terms of philosophy, mechanisms, and their impacts on growth and social justice, demonstrating that Islamic economics has consistent characteristics and adaptability over time, capable of balancing economic growth with social equity.
