Abstract

This study formulates a container rental development strategy for subcontractors operating in state-owned shipyards in Surabaya. A mixed-method design was applied through tenant questionnaires, interviews with internal managers, expert judgement, and document review. The strategic formulation process integrated the IFE, EFE, IE, SWOT, BCG, and QSPM matrices in sequential stages: identifying internal and external factors, determining the business position, generating alternative strategies, comparing business-unit portfolios, and prioritizing the most attractive strategy. The IFE score of 2.84 indicates that the company has a moderate-to-strong internal position, while the EFE score of 2.70 shows a moderate response to external opportunities and threats. The IE Matrix places the company in Cell V, suggesting a Hold and Maintain orientation. SWOT analysis generated market penetration and product development as the most relevant alternatives, while BCG analysis indicated a declining portfolio condition that requires more active market action. The QSPM result shows that market penetration obtained the highest Total Attractiveness Score of 5.07, compared with 4.72 for product development. Therefore, market penetration is recommended through digital promotion, responsive customer service, simplified rental procedures, and customer expansion.

Abstract

Water-quality deterioration requires timely and reliable monitoring, yet conventional laboratory-based approaches often face limitations in cost, sampling frequency, spatial coverage, and response time, particularly in resource-constrained environments. This study aimed to design, calibrate, and validate a low-cost Internet of Things sensor instrumentation system for continuous real-time water-quality monitoring. An experimental engineering design integrated multi-parameter sensing, embedded processing, wireless communication, laboratory calibration, reference-based comparison, field validation, data-transmission assessment, and threshold-based alert evaluation. The results demonstrated strong calibration performance across monitored parameters, although field accuracy varied according to sensor type and environmental conditions. Temperature and pH exhibited comparatively stable performance, whereas turbidity and dissolved oxygen showed greater field-related measurement variability. The system maintained high data completeness and communication reliability while successfully capturing short-duration water-quality changes that periodic sampling could potentially miss. Field validation confirmed that strong laboratory calibration alone did not guarantee equivalent performance under natural environmental conditions. The study concludes that low-cost IoT instrumentation provides a promising fit-for-purpose platform for continuous surveillance, temporal pattern detection, and early warning when supported by rigorous calibration and field validation. The proposed end-to-end framework strengthens the development of scalable, reliable, and context-sensitive water-quality monitoring systems for environmental management.

Abstract

Floating-house settlements (rumah lanting) in Kampung Awang Landas remain an adaptive form of water-based housing but face physical deterioration, limited basic services, and weak policy recognition. This study examined the physical transformation of rumah lanting and identified management priorities using a sequential exploratory mixed-methods design. Qualitative exploration involved 15 informants, comprising 12 floating-house residents, two government officials, and one community elder. The subsequent assessment covered all 18 floating-house units and used Analytic Hierarchy Process (AHP) judgments from three purposively selected experts. Qualitative and observational findings were used to formulate four AHP criteria and 16 subcriteria. The results showed that 50.0% of units were in moderate condition and 27.8% were in poor condition, with the most extensive material transformation occurring in roofs and walls. AHP synthesis ranked Institutional and Government Policy as the highest-priority criterion (0.378), followed by Technical-Infrastructure (0.293), Economic-Livelihood (0.206), and Socio-Cultural and Local Wisdom (0.123). The highest-ranked subcriteria were Policy Direction (0.146), Floating-House Legality and Land Tenure Status (0.112), and Basic Utilities (0.098). The study proposes the PPAI framework, comprising Policy, Physical, Access, and Institutional dimensions, as an evidence-informed planning framework for context-sensitive floating-house settlement management in Kampung Awang Landas.
