Abstract

Transformation through women's empowerment involved all components of society so women will become more empowered. Gresik is one of the regional governments that cares about women's empowerment issues. This is realized by the issuance of Regional Regulation of Gresik District No. 4 of 2012 into the Sekoper program, one of which is located in Kramatinggil Village. Unfortunately, some individuals in the targetted group are still unaware of this program. The goal of this research aims to determine how the Sekoper was implemented in Kramatinggil Village. This is a descriptive qualitative study. The focus of this research is analyzing content of policy and context of implementation by Grindle. Data were collected through observation, documentation, interviews, and literature studies. The data analyzed by collecting, reducting, presentation, and concludes. The actors in this program are KPS2K and KBP3A. According to this research findings, the policy is being implemented through a variety of programs tailored to environmental conditions in Kramatinggil Village. The implementation of Sekoper is not running optimally because several lack of human resources, finance, and lack of program socialization. Researchers recommend that implementers should focused in best practice programs, monitored the program trough supervisor, increase APBD fund allocation, and implement a merit system. Abstract

The Ministry of Education and Culture issued Decree No. 3/M/2021 on Key Performance Indicators (KPI), the decision was issued for the reason of seeing the increasingly difficult labor conditions in Indonesia. Thus, it is expected to increase the role of students in the field of entrepreneurship so as to create new jobs. The State University of Surabaya as one of the collague in Indonesia answer this challenge by establishing the Unesa Career Center (UCC) as a special institution in preparing students and alumni to be able to compete in the business sector. The purpose of this research is to find out about the strategy of UCC's entrepreneurship division in increasing the entrepreneurial interest of its students. This type of research is descriptive qualitative. The focus of research is in terms of seven (7) steps of strategic management theory, Suyanto, 2007. Data were collected through observation, documentation, interview, and literature study. Analysis of the data through data collection, reduction, presentation, and conclude. Result of the research shows that the strategic management that used by the UCC entrepreneurship division has been going quite well. However, the researcher have some suggestions for future improvement, such as: making more detailed goals, equitable distribution of HR competencies, budget management to re-optimizing the external evaluation process from student input. Abstract

The rise of this pandemic period has made the government make many policies to prevent the spread of the Covid-19 Virus, one of which is the Work From home (WFO) policy that must be implemented by all employees, both from private companies and government employees. This study aims to determine the effectiveness of employee performance during the Covid-19 pandemic, especially at the Regional Development Planning Agency (BAPPEDA) of East Java Province. This research is a descriptive qualitative research using data collection techniques in the form of observation, interviews and documentation in the form of photos or other supporting documents. The subjects of this study were 5 resource persons who were employees from various fields at the BAPPEDA office of East Java Province. The measurement of employee effectiveness used by researchers uses effectiveness indicators based on Steers (in Putra, 2018) which consists of 4 indicators, namely, 1) productivity, where employees who do WFO experience an increase in productivity but those who work WFH do not experience an increase, 2) Adaptability, where employees experience a little difficulty when they have to work WFH because not all types of work can be done at home, 3) Job satisfaction, where employees are satisfied with the results of their work during the pandemic, and 4) HR capabilities, where the ability and The skills of employees have increased because they are doing work that is not their job. The results of the analysis show that employees have difficulty adapting to work during WFH because the facilities and infrastructure used in their work are only available in the office. The suggestion from the researcher is to create a platform/application that can be accessed both at the office and at home accompanied by certain facilities or features to make the work of employees easier. Abstract

Permasalahan pelayanan pajak daerah membuat Badan Pendapatan Pengelolaan Keuangan dan Aset Daerah Kabupaten Ponorogo meluncurkan inovasi e-government, yaitu aplikasi Sipandaunik dengan tujuan untuk meningkatkan pelayanan pajak daerah menjadi lebih efektif dan efisien. Tujuan dari penelitian ini untuk mendeskripsikan inovasi pelayanan pajak daerah melalui aplikasi Sipandaunik dalam meningkatkan pelayanan pajak daerah di Kabupaten Ponorogo. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Teknik analisis data yang digunakan meliputi pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Fokus penelitian didasarkan pada faktor sukses inovasi e-government oleh Kalvet (2012) yang meliputi leadership and public sector competencies, adequate funding, legislative and regulatory support, development of (strategic) information technology infrastructure, public-private partnerships, dan private sector competencies. Hasil penelitian menunjukkan bahwa inovasi pelayanan pajak daerah melalui aplikasi Sipandaunik sukses meningkatkan pelayanan pajak daerah menjadi lebih efektif dan efisien. Adapun detail dari suksesi inovasi layanan tersebut adalah sebagai berikut: 1) Leadership and Public Sector Competencies, pemimpin melaksanakan tugas dan tanggungjawab dengan baik dalam penerapan aplikasi Sipandaunik serta para pegawai yang kompeten dalam mengelola aplikasi. 2) Adequate Funding, penerapan aplikasi Sipandaunik menggunakan dana APBD dan selama penerapan belum pernah mengalami kendala pada dana. 3) Legislative and Regulatory Support, peraturan yang mengatur aplikasi Sipandaunik, yaitu Perbup Ponorogo Nomor 106 Tahun 2019 dan sudah ada SOP secara tertulis. 4) Development of (strategic) Information Technology Infrastructure, dalam pengembangannya aplikasi menggunakan perangkat keras dan perangkat lunak serta menjamin keamanan data dari wajib pajak. 5) Public-Private Partnerships, tidak terdapat kemitraan dengan sektor publik maupun swasta. 6) Private Sector Competencies, PT Javayoga berkompeten dalam membuat aplikasi Sipandaunik. The focus of this research is based on the success factors of e-government innovation by Kalvet (2012) which include leadership and public sector competencies, adequate funding, legislative and regulatory support, development of (strategic) information technology infrastructure, public-private partnerships, dan private sector competencies. The results of the study indicate that the innovation of local tax services through the Sipandaunik application has succeeded in increasing local tax services to be more effective and efficient. The details of the succession of service innovations are as follows: 1) Leadership and Public Sector Competencies, leaders carry out their duties and responsibilities well in implementing the Sipandaunik application and employees who are competent in managing applications. 2) Adequate Funding, the implementation of the Sipandaunik application uses APBD funds and during its application there has never been a problem with funds. 3) Legislative and Regulatory Support, regulations governing the Sipandaunik application, namely Perbup Ponorogo Number 106 of 2019 and there is already a written SOP. 4) Development of (strategic) Information Technology Infrastructure, in developing applications using hardware and software and ensuring data security from taxpayers. 5) Public-Private Partnerships, there are no partnerships with the public or private sectors. 6) Private Sector Competencies, PT Javayoga is competent in making Sipandaunik applications. Abstract

The Gresik Regency Housing and Settlement Office created an information system innovation to address settlement problems in the implementation of the Uninhabitable House Handling Program, the innovation is web-based and in the form of the SIGAP-RTLH smartphone application (Information System for Uninhabitable House Data). This innovation was created as a means of accelerating poverty alleviation for people who occupy uninhabitable houses by supporting data collection and updating integrated Uninhabitable House data against the background of the urgency of data collection and the preparation of proposals for uninhabitable houses that take a long time. The purpose of this study was to describe the innovation of the Uninhabitable House Data Collection Information System (SIGAP-RTLH) by the Gresik Regency Housing and Settlement Area. The method used is a descriptive research method with a qualitative approach according to Miles and Huberman (Sugiyono, 2015). The purpose of this study is to describe how the Innovation of the Uninhabitable House Data Collection Information System (SIGAP-RTLH) by the Gresik Regency Housing and Settlement Area is based on the innovation criteria according to the Regulation of the Minister of State Apparatus Empowerment of the Republic of Indonesia Number 5 of 2019 concerning Public Service Innovation Competitions within the Ministry/ Local Government Institutions, State/Regional Owned Enterprises, which are novel, effective, useful, transferable/replicated, and sustainable. Data collection techniques through interviews, observation, and also documentation. The data analysis technique used in writing this report is the technique according to Miles and Huberman (Sugiyono, 2015) namely data collection, data reduction, data presentation, and drawing conclusions.

Abstract

Land and building tax is a very potential and strategic tax as a source of state revenue. Kalitidu District consists of 18 villages, of which in the realization of the Land and Building Tax (PBB) only 4 villages with a percentage of 100%. Based on the realization of PBB-P2 data in Kalitidu Subdistrict, it shows that Leran Village is the village with the lowest realization of tax receipts having a tax payment percentage of 52.27% with the realization of the principal of PBB-P2 being paid of Rp. 218,184,417 of the total assessment ceiling of Rp. IDR 199,245,301. The purpose of this study was to determine how much influence tax awareness has on taxpayer compliance in paying land and building taxes in Leran Village, Kalitidu District, Bojonegoro Regency. This study uses quantitative methods with associative research types. The data collection technique in this study used a questionnaire. The data analysis technique used is simple linear regression, tested with a significant level of is 0.05. The results of this study indicate that taxpayer awareness has significant effect on taxpayer compliance in paying land and building taxpayers in Leran Village, Kalitidu District, Bojonegoro Regency with a simple linear regression equation, namely Y = 7.080 + 0.393X. The Adjusted R Square value is 0.370. This shows that the coefficient of determination between taxpayer awareness and taxpayer compliance is 0.370 or 37%, while the remaining 63% is influenced by other factors outside this research.

Abstract

The rapid development of industry, followed by an increasing population, has an impact on changes in land use. Green Open Space (RTH) is land that has an important role in an area. However, green open space in Gresik Regency has not yet reached the standard according to the regulations specified. This study aims to analyze and describe the management of green open space in the Gresik Regency government using a good environmental governance perspective with qualitative descriptive methods and data collection techniques carried out through interviews with various related information sources, direct field observations, literature studies and documentation in the form of photos and information. written. The research subjects involved the Head of the Gardening and Decoration Division, the Head of the Development Section for Decoration Improvement in the Gardening and Decoration Sector at the Environmental Service, 2 staff employees at the Environmental Service and 5 communities. The results of the study show that: 1) the rule of law, guided by the central and regional legal regulations, 2) participation and representation, the private sector and the community play a role in providing green open land in their environment 3) access to information, on local government websites and Instagram, 4) transparency and accountability, access to information through local government websites and accountability for the annual LKPJ, 5) decentralization, not yet strong enough but decision making is still carried out by the Regent, 6) institutions and institutions, does not have its own green open space agency but each part has carried out its duties in accordance with with its main duties and functions, 7) access to justice, complaints are made on the people's online complaint and aspiration service website as well as on the Gresik Regency public green open space which can be accessed by the public. The overall analysis is quite good but there are some aspects that are not optimal, namely decentralization. So there is a need for innovation from the Gresik Regency government. Abstract

Kemiskinan merupakan hal yang masih menjadi permasalahan besar di Indonesia, ditambah dengan adanya pandemi Covid-19 yang semakin memperparah kondisi kemiskinan di Indonesia. Untuk menanggulangi hal tersebut, salah satu upaya yang dilakukan adalah dengan melakukan perluasan program BPNT (Bantuan Pangan Non Tunai) yang kini ditransformasikan menjadi Program Sembako untuk memenuhi kebutuhan pangan dan gizi masyarakat dengan mengurangi beban pengeluaran rumah tangga masyarakat miskin. Desa Karangwungu Lor merupakan salah satu desa yang mendapatkan bantuan Program Sembako namun terdapat permasalahan terkait pelaksanaan Program Sembako yang menimbulkan berbagai reaksi dari masyarakat sekitar, hal tersebutlah yang mendasari peneliti tertarik untuk melakukan penelitian dengan tujuan untuk mengetahui apakah pelaksanaan Program Sembako yang telah dilaksanakan selama pandemi Covid-19 di Desa Karangwungu Lor tersebut sudah berjalan dengan efektif atau belum. Penelitian ini menggunakan metode penelitian kualitatif jenis deskriptif dengan fokus penelitian menggunakan pengukuran efektivitas meliputi pemahaman program, tepat sasaran, tepat waktu, tercapainya tujuan dan perubahan nyata. Berdasarkan penelitian didapatkan hasil pengukuran efektivitas pelaksanaan Program Sembako di Desa Karangwungu Lor Kecamatan Laren Kabupaten Lamongan mengacu pada indikator efektivitas program tersebut dapat disimpulkan masih belum efektif dan masih perlu adanya peran pemerintah untuk dapat memperbaiki kualitas pelaksanaan Program Sembako di Desa Karangwungu Lor terutama dalam unsur pemahaman program, tepat sasaran, tepat waktu, dan ketercapaian tujuan. Kata kunci: Kemiskinan, Covid-19, Program Sembako. Poverty is still a big problem in Indonesia, coupled with the Covid-19 pandemic which is increasingly exacerbating the conditions of poverty in Indonesia. To overcome this, one of the efforts made is by expanding the BPNT Program (Non-Cash Food Assistance) which is now being transformed into the Sembako Program to meet the food and nutritional needs of the community by reducing the burden of household expenses for the poor. Karangwungu Lor Village is one of the villages that received assistance from the Sembako Program but there were problems related to the implementation of the Sembako Program which caused various reactions from the surrounding community, this is what underlies researchers interested in conducting research with the aim of knowing whether the implementation of the Sembako Program has been carried out during the Covid pandemic. -19 in Karangwungu Lor Village has been running effectively or not. This study uses a descriptive qualitative research method with a research focus using effectiveness measurements including program understanding, right on target, on time, achieving goals and real changes. Based on the research, it was found that the results of measuring the effectiveness of the implementation of the Basic Food Program in Karangwungu Lor Village, Laren District, Lamongan Regency Referring to the program effectiveness indicators, it can be concluded that it was still not effective and there was still a need for the role of the government to be able to improve the quality of the implementation of the Basic Food Program in Karangwungu Lor Village, especially in terms of program understanding. , right on target, on time, and the achievement of goals. Abstract

Indonesia merupakan negara berkembang dengan diikuti kemajuan pada segala bidang. Sejalan dengan hal itu, pemerintah sebagai penyelenggara layanan publik merespon dengan berupaya mengembangkan kompetensi pegawai. Penelitian ini bertujuan untuk menganalisis penerapan pelatihan kepemimpinan dalam meningkatkan kinerja aparatur sipil negara di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Lamongan dengan metode penelitian kualitatif. Sebab terdapat temuan di lapangan yaitu instansi yang bertanggungjawab dalam pengembangan kompetensi pegawai terdapat dari 21 pejabat eselon hanya 10 pejabat saja yang telah mengikuti diklat kepemimpinan. Fakta ini lantas menjadi sebuah tanda tanya terkait seperti apa kinerja para pegawai di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Lamongan. Subjek dari penelitian ini Sekertaris, Kepala Bidang, Kepala Sub Bidang dan Staf. Sehingga pengumpulan data dilakukan dengan teknik wawancara, observasi, dan dokumentasi lalu diolah dengan teknik triangulasi. Untuk menganalisis peneliti menggunakan teori kompetensi pegawai menurut Spencer dan Spencer (dalam Kalsum 2017:9) yang memuat 5 aspek dengan hasil penelitian sebagai berikut, a) pengetahuan, dengan diklat kepemimpinan mampu membuat rencana kerja dan membagi jobdesk serta menginformasikan kepada staf, b) keterampilan, bahwa diklat kepemimpinan dapat meng-upgrade keterampilan, memotovasi dan mempengaruhi dalam diri mereka, c) konsep diri dan nilai-nilai, dalam diklat kepemimpinan para pejabat struktural digembleng untuk membangun citra diri dan nilai-nilai khususnya untuk menjadi seorang pemimpin yang baik, d) karakteristik pribadi, dengan diklat kepemimpinan pegawai dilatih cara mengendalikan diri agar tetap tenang walaupun dibawah tekanan dan fleksibel dalam menyesuaikan diri menghadapi rekan kerja yang berbeda dan e) motif, dengan diklat kepemimpinan pegawai mempunyai motif yang sama dalam bertindak yaitu melaksanakan tugasnya berdasarkan visi misi dan tujuan instansi. Sehingga, peneliti memberikan saran kepada pemerintah daerah agar menyediakan sarana dan prasarana untuk pengembangan kompetensi pegawai khususnya pada Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Lamongan. This study aims to analyze the application of leadership training to improve the performance of civilian government agencies of the Ramongan Regency Human Resources Development Agency using qualitative research techniques. Based on findings from the community, the office responsible for employee skill development, only 10 of the 21 rank employees participated in management training. This fact raises a question mark about the performance of Ramongan Regency Human Resources Development Agency staff. This survey covers secretaries, department heads, deputy department heads, and employees. Therefore, data collection was performed using interview, observation, and documentation techniques and processed using triangulation techniques. Analyze researchers using the theory of employee competence by Spencer and Spencer (Kalsum 2017: 9). This includes five aspects of the research results, including notifying employees that b) Skills, and Leadership Training can improve, motivate, and influence skills. , D) Individual characteristics of leadership training train employees to control themselves, stay calm under pressure, and adapt flexibly to different employees. About the agency's vision, mission and goals. Therefore, researchers advise local governments to provide facilities and infrastructure for employee skill development, especially at the Ramongan Regency Human Resources and Human Resources Development Agency. Abstract

Archival maintenance in Bakesbangpol Kediri Regency is still low, this can be seen from the number of archives that are not maintained. The volume of archives that are increasing every day is not followed by a good shrinkage process, resulting in uncontrolled archive volumes. The innovation launched by Bakesbangpol Kediri Regency, is the Save Archive Application, to optimize archive management administration services as well as to answer problems related to archival implementation at Bakesbangpol Kediri Regency, so that it can give birth to reliable archive management innovations. The purpose of this study is to describe the Save Archive application. The type of research chosen by the researcher is descriptive research with a qualitative approach, with data collection through observation, interviews, documentation, and literature study. The results show that the innovation of the Save Archive application has worked well in accordance with the foundation used, namely the Government Regulation of the Republic of Indonesia Number 28 of 2012 concerning the Implementation of Law no. 43 of 2009 concerning Archives and Regulation of the Minister of Empowerment of State Apparatus and Bureaucratic Reform Number 11 of 2015 concerning Roadmap of 2015-2019 Bureaucratic Reform. Sources of Innovation Ideas get input from employees. The culture of innovation in the innovation of the Save Archive application is archive management that prioritizes ease of storage, retrieval and efficiency control of archives. Furthermore, the capabilities and innovation tools of the Save Archive application are adequate, but there is a lack of special employees for archive managers or archivists. Then the goals, results, drivers and obstacles are to facilitate the process of storing and recovering archives, as well as optimizing archive maintenance, the obstacle is that there are occasional errors and downs on the network. Finally, Bakesbangpol Kediri Regency can optimize archive management administrative services that ensure the level of archive security.
