Abstract

The Ramadhan Market which is held every year on the night of the 29th of Ramadhan in the Sunan Ampel area of ​​Surabaya is an interesting social phenomenon to study, especially from a collaborative governance perspective. Thousands of visitors from various regions flocked to this area to make a pilgrimage to Sunan Ampel's grave, resulting in a surge in economic activity and community mobility in a short time. This condition demands effective management through collaboration between local government, security forces, business actors, religious leaders and local communities. This research aims to understand how this form of collaboration occurs, the factors that support and hinder it, as well as the potential for more structured policy formulation in the future. This research aims to analyze actor collaboration in managing the Ramadhan Market on the night of 29 Ramadhan in the Sunan Ampel religious area, Surabaya.  This phenomenon is an annual tradition that has an impact on the high concentration of visitors and trade activities on the eve of Eid al-Fitr. This research uses a qualitative approach by utilizing Collaborative Governance theory as an analytical tool. Data collection techniques were carried out through observation, in-depth interviews and documentation. The research results show that collaboration between actors, such as city government, security forces, community leaders and traders, takes place informally and situationally, relying on the experience of previous years. Trust factors, local leadership and shared goals are important elements in maintaining cooperative harmony. However, the absence of a formal policy means that coordination is not yet optimal. Thus, more structural collaborative policy formulation is needed to increase the effectiveness of management of the Sunan Ampel area in the future.

Abstract

This study examines the implementation of the SSWALFA website as an E-Government innovation for permit services in Balas Klumprik Village, Surabaya City. The website is used across all Regional Government Organizations (OPD) in Surabaya, including Balas Klumprik Village. However, in practice, several challenges still hinder the effectiveness of public services. This research employs a qualitative descriptive method, with data collected through interviews, observations, and documentation. The collected data is analyzed through data reduction, data presentation, and conclusion drawing. The findings indicate that SSWALFA provides significant benefits. Based on the relative advantage indicator, the website simplifies the permit application process and document verification. In terms of image, the use of SSWALFA has positively impacted the reputation of Balas Klumprik Village. Regarding compatibility, the innovation aligns well with existing values and has been widely accepted without resistance. The ease of use indicator shows that SSWALFA offers convenient access for the community. Lastly, the use intention indicator highlights an increasing frequency of SSWALFA usage each month. However, the lack of widespread socialization has resulted in many residents being unaware of the website. Therefore, this study recommends expanding public awareness efforts through social media platforms such as Instagram, TikTok, and YouTube to improve community engagement with SSWALFA.

Abstract

Peduli Dilan service is an innovative program to improve accessibility of population administration services for people with with special needs in Sidoarjo Regency. This study aims to analyze the effectiveness of the Peduli Dilan service by using seven indicators of effectiveness according to Annas: timeliness, human resources that manage, work mechanisms, cooperation and communication, distribution of funds, no deviations, monitoring and evaluation. This research uses descriptive qualitative approach method with data collection techniques through interviews, observation and documentation. The results showed that in general In general, Peduli Dilan service has been running effectively. The service can be said run on time even though it does not have a fixed schedule due to limited officers, but officers have good competence in providing services. The service work mechanism runs according to the SOP and utilizing technological developments in the service process. Peduli Dilan service has collaborated and communicated with various stakeholders to support. In terms of fund distribution, operational funds sourced from the APBD which monitored through periodic evaluations and audits. In services, no irregularities were found and services were provided free of charge. Peduli Dilan service is routinely monitored and evaluated, but there is no specific SKM. To improve the effectiveness of services, it is recommended that there be an increase in the number of officers, as well as the preparation of a more specific a more specific community satisfaction survey (SKM) for service recipients.

Abstract

This study aims to evaluate the policy of providing and managing Green Open Spaces (GOS) in Mojokerto Regency as part of the strategy to achieve a Healthy Regency and a Child-Friendly Regency. This qualitative research applies a literature study method, primarily referring to the document Study of Standard Service Facilities for Village Park RTH in Mojokerto Regency 2024. The findings reveal that most village parks do not meet the technical standards stipulated in Ministerial Regulation ATR/BPN No. 14 of 2022 and Ministerial Regulation of Women Empowerment and Child Protection No. 12 of 2022, particularly regarding minimum area, child-friendly play facilities (RBRA), and supporting elements such as sanitation, lighting, and protective vegetation. On the other hand, parks actively managed by village-owned enterprises (BUMDes), such as Ghanjaran Park, demonstrate the importance of multi-stakeholder collaboration in improving RTH quality and generating local economic value. However, challenges remain in cross-sector coordination, community participation, and the integration of health and child-friendly indicators in open space planning. This study recommends strengthening technical regulations, increasing community involvement, and developing culturally themed parks as part of an inclusive and sustainable public space development strategy.

Abstract

E-Government is a popular term in recent years. E-Government as a form to improve the government system which aims to increase the productivity and quality of public services that are more effective, efficient and transparent. However, the implementation of E-government has in fact not run smoothly. This is due to certain obstacles such as lack of finance, lack of IT operational capabilities, etc. The concept of public private partnership (PPP) emerged as a solution to obstacles that arise in the implementation of e-Government. Several government agencies have successfully implemented e-Government and have good quality public services. One of them is the Surabaya City Culture, Youth, and Sports and Tourism Office which provides innovative online-based public services such as e-Tickets for Surabaya tours, e-Catalog Museums, BeSmart, and so on. The focus of this research is the innovation of the Surabaya tourism e-ticket service. This is intended to highlight how the Department of Culture, Youth, Sports and Tourism of the City of Surabaya can run the e-government and private parties who are cooperating as an effort to optimize and introduce tourist areas in the City of Surabaya.

Abstract

Implementasi program parkir berlangganan adalah proses penerapan dan pelaksanaan peraturan yang mengatur sistem parkir di suatu daerah, di mana pengguna parkir membayar retribusi secara berkala (misalnya tahunan) untuk mendapatkan izin parkir di lokasi-lokasi yang ditentukan. Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi kebijakan parkir berlangganan di Dinas Perhubungan (DISHUB) Kabupaten Bangkalan. Penelitian ini menggunakan metode kualitatif dengan sifat deskriptif. Penelitian ini berfokus pada “Implementasi Kebijakan Parkir Berlangganan di Dinas Perhubungan Kabupaten Bangkalan” yang objek utamanya adalah Dinas Perhubungan Kabupaten Bangkalan dan sebagian Juru Parkir yang telah melakukan kerjasama dengan Dinas Perhubungan Kabupaten Bangkalan. Teknik pengumpulan data dalam penelitian ini berupa observasi, wawancara dan dokumentasi. Analisis data dalam penelitian ini menggunakan reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa penerapan kebijakan program parkir berlangganan di Dinas Perhubungan Kabupaten Bangkalan dapat dikatakan berhasil dalam beberapa aspek berdasarkan faktor ukuran (satuan) dan tujuan kebijakan, faktor sumber daya, faktor komunikasi dan aktivitas pelaksana, faktor karakteistik agen pelaksana, faktor kondisi sosial, ekonomi dan politik, serta faktor sikap pelaksana. Namun, terdapat beberapa tantangan yang masih perlu diatasi untuk memastikan kesuksesan jangka panjang kebijakan ini. Tantangan utama meliputi peningkatan teknologi informasi yang digunakan untuk registrasi dan pembayaran, karena masih terdapat kendala teknis yang menghambat kelancaran layanan. Abstract

The government's budget-cutting approach, particularly in public services such as education, health, and social protection, has elicited a variety of opinions from the populace. The research intends to analyse the impact of the budget cut policy from the standpoint of budgetary policy and to uncover how the people of Pekalongan City perceive it. The study uses a qualitative approach through in-depth interviews with various community groups, including teachers, students, private employees, housewives, and government officials. In-depth interviews were conducted utilising semi-structured guidelines and voice recording equipment, with secondary sources such as government regulations and budget reports to supplement the data. Data analysis was carried out using a thematic process based on Creswell's analysis model, which included coding and the creation of major themes.The results show that there are significant differences in perceptions between community groups, influenced by social background, level of dependence on public services, and level of trust in the government. Directly affected groups tend to be critical and concerned about the decline in service quality, while other groups are more understanding of the government's fiscal efficiency rationale. This research highlights the importance of transparency, effective communication and public participation in the policy-making process to ensure that budget cuts are accepted and have a positive impact on society. It is crucial to develop fiscal policies that are both technically and socially efficient, according to the study's implications.

Abstract

MSMEs are economic activities that play a strategic role in reducing economic disparities and increasing national economic growth. Therefore, the development and protection of MSMEs are an important agenda in development policies. In response to this development, the Bojonegoro Regency Government issued Regional Regulation No 2 of 2020 concerning the Development and Protection of Cooperatives and Micro Enterprises. This regulation has been in effect for five years, but the implementation of the program still faces obstacles, such as limited public knowledge regarding the development and protection of MSMEs, low participation of MSME actors, and obstacles to socialization and coordination between agencies. This study aims to analyze the implementation of the MSME development and protection program at the Bojonegoro Regency Trade, Cooperatives, and Micro Enterprises Office (Disdagkop UM) using qualitative descriptive research methods. The analytical framework of this study uses the Van Meter and Van Horn policy implementation model, which focuses on six main variables: policy standards and objectives, resources, characteristics of implementing organizations, inter-organizational communication, implementer disposition, and social, economic, and political conditions that have a direct impact on the success of the policy. The research data collection consisted of interviews with the Bojonegoro Regency Trade, Cooperatives, and UM Office, direct observation at the relevant locations, and analysis of official documents related to MSME development and protection policies. The research results show that this program has succeeded in growing the economic activity of MSME actors, however, obstacles still arise such as obstacles in reaching all levels of society and minimal involvement of MSME actors. Recommendations that can be given include increasing socialization and coordination between agencies with other agencies with the aim of the program's success in the future.

Abstract

Flood disaster management is an essential effort to ensure public safety, especially in urban areas with high disaster vulnerability. Surabaya City is one of the major cities in Indonesia that frequently experiences flooding due to geographical conditions and high rainfall. This study aims to analyze the role of the Regional Disaster Management Agency (BPBD) of Surabaya City in flood disaster management. This research uses a qualitative approach with a descriptive method. Data were collected through interviews, observations, and documentation. Data analysis was conducted using the interactive model of Miles and Huberman. The analytical framework uses Bruce J. Biddle’s role theory consisting of expectation, norms, performance, and evaluation. The results show that BPBD Surabaya has performed its role in flood disaster management, but the implementation is not yet optimal, especially in terms of cross-sector coordination, limited resources, and low community participation in disaster mitigation. Therefore, strengthening institutional capacity and increasing community involvement are necessary to improve the effectiveness of flood disaster management.

Abstract

Pemerintah Kota Surabaya merilis Aplikasi Wargaku sebagai sarana pengaduan pelayanan publik yang memungkinkan masyarakat untuk mendapatkan respon cepat dari perangkat daerah terkait. Penelitian ini bertujuan untuk mengukur dan menganalisis tingkat responsivitas pemerintah kota surabaya dalam menangani pengaduan pelayanan publik melalui Aplikasi Wargaku. Metode penelitian ini menggunakan jenis penelitian kuantitatif deskriptif dengan mengacu pada tiga indikator responsivitas menurut Wang et al. (2024) yaitu concrete reply (adanya tanggapan substantif terhadap pengaduan), action as reply (adanya tindak lanjut dari tanggapan), dan problem resolved as reply (penyelesaian terhadap permasalahan yang disampaikan). Teknik pengumpulan data melalui penyebaran kuesioner kepada 94 responden yang pernah mengajukan pengaduan melalui Aplikasi Wargaku. Hasil penelitian ini menunjukkan bahwa responsivitas Pemerintah Kota Surabaya dalam menangani pengaduan melalui Aplikasi Wargaku dinyatakan sudah responsif dengan persentase 75,2%. Dengan uraian tiap indikator antara lain: (1) concrete reply memperoleh persentase sebesar 73,9%. (2) action as reply memperoleh persentase sebesar 75,3%. (3) problem resolved as reply memperoleh persentase sebesar 76,1%. Penelitian ini diharapkan dapat menjadi masukan bagi Pemerintah Kota Surabaya untuk memperkuat kualitas responsivitas, terutama dalam menjaga konsistensi penanganan pengaduan agar seluruh pelapor memperoleh pengalaman layanan yang sama.
