Abstract

The use of APBD in each region has different proportions depending on the priorities of each region. However, unexpected events have resulted in the regions having to adjust their current APBD so that they do not affect other sectors. This study aims to test and find out whether there is an influence between spending not on the 2019-2020 regional budget deficit in Trenggalek Regency. This study uses quantitative research methods with a correlation approach so that the correlation between variables will be seen. The sampling technique was carried out with the Saturated Sampling technique, the researchers used this technique because the population in the study was not too large, namely the 2019-2020 budget period. The data collection technique used a documentation technique whose data was taken from the official website of the Trenggalek Regency Government. The data processing technique uses a simple linear regression technique so that it can be seen that there is a correlation between unexpected spending and the regional financial deficit of the Trenggalek Regency Government Budget. The 2019-2020 Trenggalek Regency APBD period is considered very complex, the APBD always experiences a surplus but at the end of the period there is a reshuffle of the APBD caused by the COVID-19 pandemic. Then with this problem the question arises, is there an influence or not between the two variables. With this research, it is hoped that it can become additional literature for the regions so that they can make good use of their regional budgets. After knowing the correlation of unexpected spending with regional financial deficits, the regions will be more careful to use the APBD. This is due to the fact that the APBD is not only used as a regional financial table but also as a benchmark for the success of the region in regulating and utilizing the potential of the region it has.

Abstract

Kampung is an environmental unity inhabited by family units that have the characteristics of strong family ties. As the times progressed, the village began to change face. One of them is related to the innovation of the village order, which is being developed related to tourist villages. One of them is related to the innovation of the village order, which is being developed related to tourist villages. In Kampung Jagal, Sidokumpul Village, Gresik Regency, also developed a tourist village that utilizes waste management based on community empowerment. In this article aims to get an overview of the stages of development of ecotourism creation village based on community empowerment in Kampung Jagal. The method used is a qualitative description using the theory of the Delivery Team (Mardikanto Totok, 2013: 125-127) related to the stages of community empowerment. Which consists of location selection, community empowerment socialization, community empowerment process, and community self-sedition. The results showed that the development of creation villages in Kampung Jagal has gone through several stages in accordance with the theory of the Delivery Team (Mardikanto Totok, 2013: 125-127) and has a positive impact related to changes in behavior and community mindset related to the environment and waste utilization. Abstract

Minister of Agrarian Regulation Number 6 of 2018 concerning Complete Systematic Land Registration (PTSL) is the Government's effort to resolve land disputes. PTSL is implemented in one village/kelurahan area. One of the villages implementing the 2019 PTSL program is Rangkah Kidul Village, Sidoarjo District, Sidoarjo Regency. This study aims to describe the evaluation of the PTSL program in Rangkah Kidul Village. This study uses a qualitative approach with descriptive research methods. The data collection techniques used were in-depth interviews, participant observation, documentation, and source triangulation techniques. Data analysis techniques used are data collection, data condensation, data presentation and drawing conclusions. The results of the study found that the implementation of the PTSL program in Rangkah Kidul Village on the effectiveness indicators was successfully accepted by the community according to the goals, foundations, and achievements of the PTSL program; efficiency is implemented with sufficient manpower, budget, facilities and infrastructure for the PTSL process, however, obstacles caused the distribution of certificates to experience a setback from the specified target; adequacy is not appropriate because not all communities have proof of land; the alignment is appropriate because all PTSL officers have provided equal opportunities, services, and information to all residents; responsiveness is appropriate because the PTSL program in this village is well received by the community and implementers respond to obstacles; The accuracy is appropriate because the PTSL program is precisely carried out in Rangkah Kidul Village and the community receives benefits. It is recommended that village PTSL officers be able to detect evidence of previous lands swiftly, Sidoarjo Regency BPN and village PTSL officers coordinate with each other to immediately process files that are not constrained, and provide targets to village PTSL officers.

Abstract

The government of Kediri city publishes mayor of Kediri regulation number 23 of 2020 about technical guidlines for comunity empowerment plus (Prodamas Plus). Through this regulation, the government of Kediri city want to handling about COVID – 19 in Kediri region. So, the implementation about Prodamas Plus has main focus in health issues. Then, alocation of prodamas plus in 2021 in health reach until 50% for make equipment in health like pay for national health insurance, buy some equipment for health, and supplementary feeding. This research use qualitative approach with type of research is descriptive. Focus of research in evaluation of Prodamas Plus and use evaluation theory from William N. Dunn that contain six indicators, there are efectiveness, efficiency, adequacy, distribution, responsiveness, and accuracy. Result of research show that implementation Prodamas Plus in health has been qualified for six indicator about policy evaluation. Problem in prodamas plus is lack of coast, so, people in Bujel region expanding endownment to close the deficiency. Author give the suggetions that alocation for prodamas plus can be added to complete essential needs for people. Then, government of Bujel can accomodate needs for Bujel community which can be budgeted in Prodamas Plus to increase participation of community to save their environment in situation of COVID – 19 pandemic

Abstract

Along with the development of technology, the higher the demands of society on the government to provide more effective and efficient services. The Directorate General of Dukcapil seeks to meet the demands of the community by creating a machine called the Independent Dukcapil Pavilion (ADM). With the ADM machine, people can print their own population documents in a short time. Magetan Regency is the first regency/city in Indonesia to procure ADM machines. The first ADM machine in Magetan Regency is located at the Magetan Regency Public Service Mall. The purpose of this study is to describe in detail the implementation of electronic government through the Dukcapil Mandiri Pavilion (ADM) at the Public Service Mall of Magetan Regency. This study uses a qualitative methodology with a descriptive type of research. In collecting data used interview techniques, literature study, observation, and documentation. In analyzing this research, Hafid (2017) uses three success factors for electronic government, which include Institutional Success Factor, Organizational Success Factor, and Technological Success Factor. The results showed that the application of the ADM machine in the Public Service Mall of Magetan Regency had not run completely well. In the institutional success factor, the Disdukcapil leader of Magetan Regency has a large enough influence in the application of ADM machine innovation. The Standard Operational Procedure (SOP) regarding the operation of the ADM machine can be accessed by the public on the official social media of the Magetan Regency Disdukcapil. In the organizational success factor, the organization has not been carried out properly but in the budget aspect there are no obstacles. On the technological success factor, the implementation of ADM machine innovation at the Magetan Regency Public Service Mall has been supported by adequate human resources and equipment, but the print quality is still not good.

Abstract

PPDB zoning policy in the education system is a concept to improve services and improve the quality of education in Indonesia which is considered discrimination and favorite school labels still occur, guided by Permendikbud Number. 01 of 2021. This research was conducted to answer problems related to PPDB zoning system policies using qualitative with a descriptive approach that focuses on the implementation of PPDB zoning system policies. The subjects of this research are the Principal, Student Affairs Section, and Teacher who became the committee and responsible for the acceptance of students in SMP Negeri 3 Krian. Data collection techniques come from primary sources, namely interview results and secondary data from relevant literature. The results of the PPDB zoning system study went very well in accordance with the regulations but there are still obstacles and challenges that are related to the perception of parents in understanding the ppdb zoning system policy. Efforts to overcome the problem, namely the school conveys using perception in accordance with applicable regulations.

Abstract

Village cash labor intensive (PKTD) is a self-managed marginal community empowerment program that aims to create employment opportunities in order to reduce unemployment and poverty in villages, but in its application there are still villages that are hesitant, rarely even not implementing it. This study adopted a qualitative descriptive research, with the aim of evaluating the PKTD program in Pekarungan Village with 5 evaluation indicators according to Dale which include effectiveness, efficiency, relevance, impact, and sustainability. The data collection method is through in-depth interviews and documentation as well as for data analysis techniques, the authors adopt qualitative data analysis consisting of data collection, data reduction, data presentation, and drawing conclusions. The results showed that the Pekarungan Village PKTD had met the indicators of effectiveness and impact. Meanwhile, the indicators of efficiency, relevance, and sustainability have not been met adequately, because there are findings that the Pekarungan Village PKTD has not met the 50% wage rate requirement, its activities are still outside the home so that it is less relevant to the current pandemic conditions and there has been no sustainability action from the parties. village after the PKTD project is completed. The government should improve the content of the PKTD policy with the point of giving strict sanctions but also providing space for the village to adjust to local conditions so that the PKTD program is routinely implemented and will be able to reduce unemployment and poverty in the village optimally.

Abstract

Candi Pari is a cultural attraction of majapahit kingdom relics located on Jalan Purbakala, Candi Pari Village, Porong Subdistrict, Sidoarjo Regency. The impact of the Covid-19 pandemic made this tour experience closures resulting in a decrease in the number of visitors. The purpose of this research is to describe the strategy of the Sidoarjo Regency Sports and Tourism Youth Office in developing Pari Temple cultural tourism in order to attract tourists to visit. This research uses descriptive research methods with a qualitative approach. The theory used is the theory of tourism development by Suwantoro which consists of tourist objects and attractions, tourist infrastructure, tourist facilities, infrastructure, and society. The subjects in the study are the Tourism Industry Development Section at the Sports and Tourism Youth Office of Sidoarjo Regency, The Custodian of Pari Temple Cultural Tourism, Society, and Tourists. Data collection techniques use interview, observation, and documentation techniques. Data analysis techniques consist of data reduction, data presentation, data verification, and conclusion withdrawal. The results showed that the development strategy by the Youth Sports and Tourism Office of Sidoarjo Regency went well. This is evidenced by the attraction of tourist attractions in the form of unique buildings and history that managed to attract visitors. Infrastructure related to road access makes it easier for tourists to get to tourist sites. The condition and availability of tourist facilities are quite complete such as toilets, culinary places, and sovenir kiosks. A tourist infrastructure that facilitates travel activities. Positive community response. It can be concluded that the strategy of cultural tourism development of Candi Pari works well despite the shortcomings. These shortcomings include a lack of parking capacity, a lack of promotional strategies by utilizing social media, and public awareness related to tourist conscious villages.

Abstract

Applied of Good Corporate Governance (GCG) refers to the change of globalization era concerning to economics happens in many countries also impact in Indonesia. It is a method to improve the unfavorable business management to establish a healthy corporation. Related to the statement above, PT. Dok dan Perkapalan Surabaya (Persero) is demanded to increase business job by Good Corporate Governance (GCG) applied. The problems of the study are : (1) How is the applied of Good Corporate Governance (GCG) in PT. Dok dan Perkapalan Surabaya (Persero)?( 2) what is the benefit of the applied of Good Corporate Governance (GCG) in PT. Dok dan Perkapalan Surabaya (Persero)?Applied of Good Corporate Governance (GCG) is the structure by stakeholder, commissioner, and manager to arrange business objectives and tools to get objectives itself and control the job.This research used descriptive qualitative method focus on (1) transparency (2) self-employed (3) accountability (4) responsibility (5) fittingness. This research held in PT. Dok dan Perkapalan Surabaya (Persero) located on Tanjung Perak Barat Street 433-435 Surabaya, exactly in Internal Control Unit division. Subject in this research was the employees in Internal Control Unit, Human Resources, and General Secretariat di PT. Dok dan Perkapalan Surabaya (Persero). Data collection method used interview, observation, and documentation. Whereas data analysis method used data collection, data reduction, data presentation, and conclusion drawing. Result shown that the application of Good Corporate Governance (GCG) in PT. Dok dan Perkapalan Surabaya (Persero) was success enough although it has not maximal yet. It can be seen by (1) observed from five aspects of GCG applied have each regulation so the reference is more clear because PT. Dok dan Perkapalan Surabaya (Persero) have regulation related to GCG, like manual of Corporate Governance, and Code of Conduct. However there was still obstacle in minimum of sosialisation doing by business so it should insert and sosialize the mean of G DPS G in each opportunity. (2) observed from benefit of GCG applied can be seen from the increasing of conviction and belief of shareholder and stakeholder to PT. Dok dan Perkapalan Surabaya (Persero) so impact to image owned by business. The researcher suggest that it should have intern work between business and Internal Control Unit in perform of GCG applied, increase human resources of PT. Dok dan Perkapalan Surabaya (Persero), add supporting facilities making easy Internal Control Unit so it can work professionally.Keyword : Application, Good Corporate Governance

Abstract

ABSTRAK Surat Keterangan Tidak Mampu ( SKTM ) adalah surat pernyataan tidak mampu yang dikeluarkan oleh kelurahan. Biasanya digunakan sebagai syarat untuk mendapatkan keringanan biaya kesehatan maupun biaya pendidikan. Dengan melampirkan surat keterangan tidak mampu ini maka pihak penyedia jasa kesehatan atau pendidikan akan mengerti bahwasannya warga atau penduduk tersebut merupakan warga yang kurang mampu. Maka akan dikenakan biaya yang relatif lebih ringan dibandingkan biaya asli atau yang sudah ditetapkan. Tujuan penelitian adalah untuk mengukur tingkat kepuasan masyarakat dalam layanan pembuatan Surat Keterangan Tidak Mampu di Kelurahan Wonokromo, Kecamatan Wonokromo Kota Surabaya. Jenis penelitian ini adalah penelitian diskriptif kuantitatif. Sumber data dalam penelitian ini terdiri dari data primer yangdiperoleh dari hasil angket, wawancara selama penelitian berlangsung dan data sekunder yang merujuk pada dokumentasi pada Kelurahan Wonokromo Kecamatan Wonokromo Kota Surabaya. Teknik pengumpulan data yang digunakan berupa angket, wawancara, dokumentasi. Analisis data yang dilakukan adalah pengolahan data kuisioner, pengujian kualitas data, penyusunan hasil laporan IKM,dan membuat simpulan berdarkan atas hasil penelitian yang didapat. Hal itu mengacu pada Keputusan Menteri Pendayagunaan Aparatur Negara Nomor 25 Tahun 2004 Tentang Pedoman Umum Penyusunan Indeks Kepuasan Masyarakat Unit Pelayanan Instansi Pemerintah Berdasarkan hasil penelitian mengenai Tingkat Kepuasan Masyarakat Dalam Layanan Pembuatan SKTM di Kelurahan Wonokromo dapat diketahui hasil penilaian masyarakat terhadap kinerja yang diberikan petugas Kelurahan Wonokromo dalam kategori Baik. Dengan total IKM konversi sebesar 74. Penilaian dari 150 responden tersebut sesuai dengan apa yang mereka rasakan atas pelayanan yang mereka terima ketika mengurus pembuatan SKTM di Kelurahan Wonokromo. Hasil penilaian masyarakat tersebut dapat digunakan sebagai bahan acuan perbaikan pelayanan di Kelurahan Wonokromo sehingga kedepannya tingkat kualitas pelayanan di Kelurahan Wonokromo semakin membaik.
