Abstract

Regional autonomy provides opportunities and challenges for local governments to manage and explore sources of Local Own-Source Revenue (PAD). Grobogan Regency still faces fiscal challenges because its dependence on transfer funds remains significant, while the capacity of its own revenue needs to be increased. This study aims to map the potential and performance of local taxes in Grobogan Regency in the context of fiscal decentralization and efforts to strengthen regional financial independence. The research uses a quantitative descriptive approach based on secondary data for the 2019–2024 period obtained from the Ministry of Finance. The analysis focuses on tax effectiveness, contribution, growth, and revenue projection. The results show that local tax performance is strong, with an average effectiveness rate of 119.99%. The Specific Goods and Services Tax is the largest contributor, reaching 44%, followed by PBB-P2 and BPHTB. The average growth of local tax revenue is 15.68%, although growth varies considerably across tax types, particularly the Non-Metal and Rock Mineral Tax, which reaches 786.63%. Revenue projections indicate an increase to IDR 277.20 billion by 2029. These findings highlight strong fiscal potential in Grobogan Regency but underline the need for tax diversification, digitalized administration, and taxpayer compliance to support sustainable fiscal growth.

Abstract

This study examines the alignment of Regional Regulation of Grobogan Regency Number 3 of 2022 concerning the Environmental Protection and Management Plan (RPPLH) 2022–2052 with higher-level legislation, particularly Law Number 32 of 2009 on Environmental Protection and Management, Law Number 6 of 2023 concerning Job Creation, and Government Regulation Number 26 of 2025 on RPPLH from the perspective of Rechtszekerheid (Certitudo Juris). The research employs a normative juridical method using statutory and conceptual approaches. Primary legal materials include environmental legislation and the Grobogan RPPLH Regulation, while secondary materials consist of scholarly literature, academic journals, and official reports. The findings reveal that the Grobogan RPPLH Regulation is generally consistent with the fundamental principles of environmental protection established in national legislation. Nevertheless, several technical and operational inconsistencies remain, particularly regarding monitoring and evaluation mechanisms, environmental carrying and assimilative capacity arrangements, environmental information systems, substantive public participation, and legal consequences for non-compliance with RPPLH provisions. These shortcomings may create regulatory conflicts, legal uncertainty, and ineffective environmental governance. From the perspective of Rechtszekerheid, environmental policy implementation in Grobogan Regency has not fully satisfied the requirements of legal clarity, procedural certainty, consistency of enforcement, and public accountability. Therefore, regulatory harmonization is required through limited revision of the RPPLH Regulation, preparation of implementing regulations, institutional strengthening, integration of RPPLH into regional development planning, and establishment of an integrated environmental information system. These measures are necessary to ensure sustainable environmental governance and strengthen legal certainty in environmental protection and management.

Abstract

Ecological citizenship is a concept that emphasizes the individual and collective responsibility to maintain environmental sustainability. This study aims to analyze the role of ecological citizenship in supporting sustainable environmental management in Kabupaten Grobogan, as well as to identify its challenges and strengthening strategies. This region faces various environmental problems, such as seasonal droughts, land degradation, and suboptimal waste management systems. This research employs a qualitative approach using a literature review method by analyzing national and international scholarly sources. The findings indicate that ecological citizenship plays an important role in enhancing public awareness and participation in environmental conservation. The government plays a key role as a regulator, facilitator, educator, and coordinator in strengthening the implementation of ecological citizenship. However, the implementation still faces several challenges, including low environmental literacy, limited ecological education, economic pressures within the community, and weak inter-stakeholder collaboration. Therefore, a comprehensive strengthening strategy is required through contextual environmental education, community empowerment, integration of local wisdom, application of the 3R principles (reduce, reuse, recycle), and improved cross-sector collaboration. In conclusion, strengthening ecological citizenship is a strategic approach to achieving sustainable environmental management at the local level.

Abstract

Food and nutrition governance is a central issue in subnational development, especially in areas with high agricultural potential but persistent malnutrition. This study analyzes how Grobogan Regency, Indonesia, implements food and nutrition governance through its 2025–2029 Regional Action Plan for Food and Nutrition Based on Local Resource Potential (RAD-PGBPSDL). Using qualitative policy analysis, the research examines policy design, strategic priorities, coordination mechanisms, and indicator frameworks, supported by secondary data on food production, consumption, poverty, and nutrition. Findings show that Grobogan possesses strong local food assets, including surplus production, improved dietary quality, and diverse commodities. However, major governance challenges persist, such as high stunting rates, maternal energy deficiency, uneven food access, climate-related production risks, and fragmented cross-sector data systems. The policy demonstrates a shift toward multisectoral governance by integrating food availability, affordability, utilization, institutional coordination, climate resilience, and local food diversification. Implementation may be constrained by limited operational detail, uneven agency readiness, and insufficient monitoring and accountability. The study highlights that effective food and nutrition governance requires institutional coordination, evidence-based planning, and adaptive public management. The Grobogan case provides practical lessons for strengthening subnational governance in Indonesia and similar developing contexts.

Abstract

The Covid-19 pandemic significantly affected national economic stability, particularly the banking sector, which faced rising credit risk as debtors’ ability to meet payment obligations declined. Bank Rakyat Indonesia (BRI), as a state-owned bank focused on financing micro, small, and medium enterprises (MSMEs), is required to maintain credit quality while supporting the National Economic Recovery (PEN) Program. This study aims to analyze BRI’s credit risk management strategies in supporting national economic recovery and to examine its efforts to empower MSMEs during the pandemic. This research uses a descriptive qualitative method, with data collected from relevant sources such as articles, ebooks, journals, magazines, newspapers, and other documents. The findings show that BRI supported government recovery programs through several mechanisms, including credit restructuring for Covid-19-affected debtors, MSME credit distribution, interest subsidy stimulus, government-guaranteed MSME financing, People’s Business Credit (KUR), BPUM assistance, and wage subsidy distribution. In addition, BRI empowered MSMEs through programs such as UMKM Export Brilianpreneur 2020, BRIncubator, Desa BRILian, Pengusaha Muda BRILian, and Rumah BUMN. It can be concluded that BRI helped the government support economic recovery by distributing assistance and strengthening MSME empowerment to ensure business continuity during the pandemic.

Abstract

Small-scale fishers and aquaculture producers in Grobogan Regency face a dual challenge: weak bargaining power within traditional marketing structures and growing pressures on fisheries resources at the regional level. On the one hand, long distribution chains and dependence on intermediaries limit market access and price transparency. On the other hand, stock pressures in the Java Sea create supply uncertainty and income instability. This study aims to analyze the role of marketing digitalization in strengthening the economic resilience of small-scale producers in Grobogan and to propose an integrative framework linking technology-driven distribution with resource sustainability. The study adopts a qualitative case-study design, drawing on secondary data from official statistics (including BPS publications and the 2023 Agricultural Census for the fisheries subsector), as well as relevant scholarly literature and policy documents. Data are analyzed using descriptive-qualitative and thematic approaches to map business structures, value chains, and the opportunities and constraints of digital adoption. The findings indicate that marketing digitalization can shorten supply chains, enhance price transparency, and expand market access for small-scale producers. However, its effectiveness depends on human capital readiness, supporting infrastructure particularly cold-chain and logistics and stronger local institutions. Without integration with sustainable resource management, expanded market access may incentivize production intensification and increase ecological pressure. The novelty of this paper lies in proposing an integrative framework that combines the digital economy dimension with the ecological dimension within the local context of Grobogan to inform sustainable small-scale fisheries empowerment strategies.
