Abstract

Stunting reduction remains a national development priority in Indonesia, requiring cross-sectoral and collaborative approaches. Grobogan Regency, as one of the priority regions, has demonstrated commitment through the establishment of Stunting Reduction Acceleration Teams (TPPS) and the implementation of eight convergence actions. However, the effectiveness of these policies remains limited due to weak inter-agency coordination, limited capacity at the village level, and suboptimal community and private sector involvement. This study employs a qualitative approach using frameworks of collaborative governance, implementation outcomes, and multi-level governance to analyze the implementation dynamics in Grobogan. Findings reveal that while program acceptability is relatively high at the administrative level, it lacks substantive understanding among local implementers. Appropriateness and feasibility are hindered by resource constraints and inadequate data integration across sectors. Community involvement, such as the Foster Parent for Stunting Children (BAAS) initiative, remains incidental and is not yet part of a structured collaborative system. Nonetheless, several villages like Harjowinangun and Ringinkidul have demonstrated good practices by integrating nutritional programs with local potentials. This study highlights the urgent need to strengthen institutional capacity, develop functional intersectoral communication forums, and enhance implementer competencies to ensure the achievement of the 14% stunting reduction target by 2024 in a sustainable and inclusive manner.

Abstract

One of the common environmental problems faced by urban and district areas, including Grobogan Regency, is poor waste management. As the population and consumption of the Grobogan community increase, the volume of organic waste generated also rises. However, the existing waste management practices have proven inadequate as solutions, thus necessitating development and innovation. A potential solution to the waste management issues in Grobogan Regency can be achieved through bioconversion technology by utilizing Black Soldier Fly (BSF) maggots. Maggot cultivation not only decomposes organic waste but can also be used as animal feed due to its high protein content. The biomass from waste products processed by maggots can be utilized as organic fertilizer, supporting agricultural activities. The compost derived from maggot waste is part of a circular economy approach and sustainable environmental conservation efforts.This study aims to provide a deeper understanding of maggot utilization by presenting an analysis of various literature that explains the potential and success of maggot cultivation in addressing waste management issues and its role in supporting the circular economy of a region. With good and proactive collaboration among communities, governments, and related sectors, innovation can become an effective and efficient solution to be applied in Grobogan Regency.

Abstract

This research aims to analyze storytelling strategies for strengthening cultural and natural heritage-based city branding, through a comparative study of Cappadocia, Turkey and Grobogan Regency, Indonesia. Cappadocia is renowned for successfully leveraging geological and cultural heritage through strong visual narratives and unique tourist experiences, while Grobogan holds geoheritage potential such as the Sukolilo Karst, dolinas, and local cultural sites that remain underutilized. This study applies a qualitative method combining literature review, field observation, and key informant interviews. The findings reveal that visual narrative elements, community participation, and local myth packaging are crucial for reinforcing destination identity. This research proposes adaptive strategies to develop Grobogan’s city branding through authentic and sustainable storytelling approaches.

Abstract

Maternal mortality ratio (MMR) remains a crucial indicator reflecting the quality of maternal health services in Grobogan Regency. This study aimed to analyze the main determinants of high MMR, identify gaps in the capacity of maternal health services, and describe efforts undertaken to address the issue. The research employed a descriptive qualitative design with a case study approach, involving in-depth interviews, focus group discussions, health facility observations, and a review of official documents. The findings revealed that direct causes of maternal death included postpartum hemorrhage, hypertensive disorders of pregnancy, and puerperal infection, while indirect causes were related to poor maternal nutritional status, delays in decision-making, and limited transportation access. Capacity gaps were identified in the competencies of health workers, availability of service infrastructure, suboptimal referral systems, and community behaviors favoring traditional home births. Efforts to address these issues encompassed the provision of village ambulances, midwife training, reproductive health education, and strengthening referral coordination. The study recommends more integrated interventions, including the enhancement of obstetric referral systems, improvement of transport infrastructure, increased reproductive health literacy, and multisector collaboration to accelerate the reduction of maternal mortality.

Abstract

Many junior high schools (SMP) in Semarang City have implemented Child-Friendly School (CFS)–based education. The implementation of policies in schools, including CFS, is influenced by several factors such as leadership, organizational culture, and organizational commitment. This study aims to examine the influence of principal leadership and organizational culture on the implementation of CFS in junior high schools in Semarang City, both directly and indirectly through organizational commitment as an intervening variable. This research employed a quantitative approach with a hypothesis-testing study design, involving 135 respondents comprising teachers and education personnel from six junior high schools in Semarang City. Data were collected using questionnaires, and data analysis was conducted through linear regression and path analysis with IBM SPSS Statistics 23. The results showed that principal leadership did not have an effect on organizational commitment, while organizational culture had a significant effect on organizational commitment in junior high schools in Semarang City. Furthermore, both principal leadership and organizational culture were proven to influence the implementation of CFS, and organizational commitment also affected the implementation of CFS. However, organizational commitment was not able to mediate the relationship between principal leadership and organizational culture with the implementation of CFS.

Abstract

Income inequality is one of the crucial issues in regional economic development because it affects people's welfare and social stability. This study aims to examine the dynamics of income inequality in Grobogan Regency during the period 2021–2024 using the Gini Index as the main indicator, and to examine the factors that influence it, such as education level, poverty, GRDP per capita, and labor force participation rate. This study uses a quantitative descriptive method with secondary data from BPS. The research findings show that the Gini Index in Grobogan Regency fluctuates, but in general tends to decline until 2023 before increasing slightly again in 2024. The development of education shows an improving trend, although it is still below the provincial and national averages. The decline in poverty rates and growth in GRDP per capita also play a role in reducing inequality. However, the dominance of the informal sector and limited mobility of workers between sectors are obstacles to further reducing inequality. Therefore, integrated steps are needed through improving the quality of education, creating productive jobs, and strengthening social protection programs in order to realize inclusive and equitable economic growth in Grobogan Regency.

Abstract

Grobogan Regency is one of the regions prone to flooding due to its geographical conditions as a lowland area, high rainfall, land-use change, and suboptimal drainage systems, which have caused significant social, economic, and environmental losses. This study aims to develop flood vulnerability mapping in Grobogan Regency through the integration of Geographic Information Systems (GIS) and scoring techniques using parameters such as topography, rainfall, land use, soil type, and river buffers to provide more comprehensive disaster mitigation recommendations. A descriptive quantitative method was employed by integrating GIS through overlay, scoring, and weighting techniques applied to parameters including topography, soil type, land cover, river buffers, and rainfall to generate a flood vulnerability map for Grobogan Regency. The results indicate that the GIS method with overlay and scoring techniques is effective in identifying flood vulnerability levels, with 31% of the study area categorized as highly vulnerable, 55% as vulnerable, and only 14% as safe, thereby serving as a basis for spatial planning and disaster mitigation in Grobogan Regency. The study highlights that flood vulnerability in the area is a result of complex interactions between topography, soil type, land use, and river infrastructure conditions, proving that GIS with overlay and scoring techniques is effective as a reference for prioritizing mitigation. Future studies should include field verification, harmonization of spatial projection systems from the outset, and stronger theoretical foundations for each parameter to produce more comprehensive and applicable mapping results in supporting flood disaster management strategies.

Abstract

This study analyzes the implementation of village government digitalization in Grobogan Regency through the review of public documents and official media. The study is motivated by the need to enhance transparency, community participation, and public service efficiency through information technology. The method employed is descriptive qualitative with content analysis, examining Regent Regulations, Smart City documents, reports from Diskominfo and Bappeda, as well as official publications related to village digitalization. The results indicate that village digitalization in Grobogan includes the development of the Village Information Sistem (SID), integration of online public services, and increased community involvement through digital platforms. However, challenges persist, such as limited human resources, infrastructure gaps, and uneven technology adoption among villages. This study concludes that village digitalization in Grobogan has significant potential to support transparent and participatory governance, but requires strengthening human resources, improving infrastructure, and cross-sector coordination for program sustainability. These findings are expected to serve as a reference for policymakers in designing more effective and inclusive digital government strategies.

Abstract

The gap in access to legal aid in Grobogan Regency remains significant, particularly for poor communities living in rural areas. This condition is caused by geographical barriers, low levels of legal literacy, and the limited number of local legal aid institutions that can be accessed directly by the community. This study analyzes the establishment of Legal Aid Posts (Posbakum) at the sub-district level as a strategy to expand access to justice and strengthen community-based legal services. The study used a qualitative descriptive approach. Data were collected through interviews, observations, and document reviews, and were then analyzed thematically using the framework of access to justice, institutional theory, and social capital. Until 2024, only 14 villages, or approximately 5.1% of the total villages, had Posbakum with limited operations supported by paralegals and non-governmental organizations. Nevertheless, the presence of Posbakum has proven effective in shortening the distance to legal services, increasing the number of legal complaints, and strengthening collaboration among local governments, civil society, and advocates. Therefore, affirmative policies through regional regulations, budget support, and institutional capacity strengthening are needed to ensure that Posbakum develops into an inclusive and sustainable legal development instrument.

Abstract

High concentrations of carbon monoxide (CO) resulting from industrial activities, transportation, and land cover change can pose environmental and health risks in Grobogan District. This study uses remote sensing data and spatial analysis to map the spatial distribution of CO concentrations and forest land cover at the village level. The findings of this study show a strong and significant negative spatial correlation (Bivariate Moran's I = -0.467) between forest land and CO concentrations. There are five clusters, with the Low-High cluster (66 villages) in several subdistricts such as Godong, Penawangan, and Karangrayung requiring special attention because the low forest land in these areas is surrounded by high CO concentrations in the surrounding areas. This study makes an important contribution to adaptive environmental and spatial mapping. In addition, the results support the achievement by offering policy strategies that are in line with the principles of green development. Furthermore, this study emphasizes the important role of pentahelix collaboration in strengthening the spatial planning to environmental risks in Grobogan Regency.
