Abstract

Gender inequality remains a persistent barrier to inclusive development, particularly at the sub-national level where policy translation often lags behind national goals. This study examines the longitudinal trends of gender disparities in Grobogan Regency, Indonesia, through an analysis of three key indices: the Gender Development Index (GDI/IPG), the Gender Empowerment Index (GEI/IDG), and the Gender Inequality Index (GII/IKG). Using secondary data published by Badan Pusat Statistik (BPS) from 2019 to 2024, the study applies descriptive analysis to assess progress in health, education, income, labor participation, and political representation. Findings show that while Grobogan’s IPG improved slightly from 85.98 (2019) to 86.45 (2024), women continue to lag in income and schooling years. The IDG increased primarily due to women’s rising presence in professional jobs, yet income contribution and political representation remain stagnant. Notably, IKG declined from 42.39% to 34.80%, driven by improved labor force participation, though political inequality persisted. These findings reveal uneven progress across gender indicators and confirm that numeric gains do not guarantee structural empowerment. This study highlights the need for gender-sensitive local governance aligned with Sustainable Development Goal 5. It provides novel insights by contextualizing national gender development targets within a regional setting, underscoring the importance of localized policy interventions. Without targeted reforms in education, income equity, and political inclusion, gender inequality in Grobogan may persist despite statistical gains.

Abstract

Poverty is a complex and multidimensional issue that is a major focus of the development agenda. Amidst an era of fiscal decentralisation and regional autonomy, local governments play a crucial role in formulating effective policies to serve the community and resolve issues at the local level, including poverty alleviation. This study aims to analyse the influence of Local Own-Source Revenue (PAD), Regional Transfers (TKD), Capital Expenditure, and Economic Growth on efforts to reduce poverty rates in Grobogan Regency. This study uses a quantitative approach with multiple linear regression analysis, utilising secondary data from 2015 to 2024 processed using STATA version 19 software. The results show that simultaneously, the variables of PAD, TKD, Capital Expenditure, and Economic Growth have a significant effect on reducing poverty rates. However, partial testing found that only the TKD variable had a significant effect on reducing poverty rates. Meanwhile, the PAD, Capital Expenditure, and Economic Growth variables did not show a statistically significant effect. These findings imply that it is necessary to strengthen regional fiscal capacity through the optimisation of PAD to reduce dependence on transfers from the central government, as well as to design capital expenditure allocations and economic growth strategies that are more inclusive and favourable to the poor.

Abstract

This research aims to formulate an inclusive gig economy adaptation strategy (rural-proofing) for the youth in Grobogan Regency, focusing on increasing sustainable micro-income within the Tourism and Creative Economy sectors. Grobogan, which has the development vision of "Prosperous and Sustainable", faces a   Welfare Paradox a low Open Unemployment Rate (3.23%) coupled with a significant Poverty Rate (11.43%). This condition suggests a dominance of low-productivity and low-income jobs (underemployment). Furthermore, the adoption of urban gig economy models (such as online transportation) has proven highly vulnerable to economic.    Using a systematic literature review method and synthesis of local data, this study identifies three main gaps: the job quality gap (influenced by the low Average Years of Schooling at 7.29 years), the digital ecosystem gap (limited infrastructure and low digital literacy in rural areas), and the social protection gap (unclear legal status of gig workers). The main findings of this research highlight the necessity of shifting the focus from creating unskilled gig jobs (urban models) to a Rural-Proofing Strategy that includes: (1) Empowerment through experiential learning to foster young creative-preneurs and agro-preneurs, (2) Prioritizing infrastructure acceleration in Creative Economy centers, and (3) Local social protection innovation (e.g., subsidized BPJS Employment schemes) that can be integrated with existing local regulations. This strategy must be implemented through the Pentahelix approach, positioning the Government as the regulator and Academia as the training curriculum provider, supported by Business, Community, and Media. In conclusion, Grobogan's economic transition toward digitalization must be steered by adaptive and protective policies to ensure that digital innovation does not intensify income inequality.

Abstract

Bappeda of Grobogan Regency is a local government institution responsible for assisting the Regent in managing governmental affairs related to regional planning, research, and development. One of the key instruments in the planning process is the Musyawarah Perencanaan Pembangunan (Musrenbang) or Development Planning Deliberation, which serves as a forum for public participation in submitting development proposals from the village to the regency level. Based on the targets outlined in the Grobogan Regency Medium-Term Development Plan (RPJMD) 2021–2026, particularly in the fourth mission, the government is committed to enhancing the implementation of integrated e-government systems. However, the current Musrenbang process still faces several challenges, such as manual proposal submissions, limited transparency, and lack of data integration across administrative levels and government agencies (Organisasi Perangkat Daerah or OPD).To address these issues, digital transformation is required to make the Musrenbang process more effective, efficient, transparent, and participatory. The objective of this research is to design an Enterprise Architecture model using the TOGAF framework for developing a web-based e-Musrenbang System that enables citizens and stakeholders to submit, monitor, and evaluate development proposals digitally. The research results in a system architecture design that supports an integrated process of proposal submission, validation, and evaluation. The implementation of the e-Musrenbang system is expected to improve the efficiency of planning processes, strengthen stakeholder coordination, and realize transparent, accountable, and digitally driven governance.

Abstract

This study aims to analyze the financing access barriers faced by Micro, Small, and Medium Enterprises (MSMEs) in Grobogan Regency and their impact on business sustainability. The main challenges examined include limited understanding of loan procedures, low financial literacy, collateral requirements, and lack of trust in formal financial institutions. The research employed a case study design with a descriptive qualitative approach, complemented by quantitative data collected through Likert-scale questionnaires. Data were obtained from surveys, interviews, FGDs, field observations, and secondary sources from government agencies and financial institutions. The results reveal that most MSMEs still rely on personal savings, with 53% of respondents not understanding loan procedures and 68% never attending financial training. Pearson correlation tests indicate no significant relationship between financial literacy and access to finance. SWOT analysis highlights the need for community-based financing models, enhanced literacy programs, and simplified banking procedures. In conclusion, improving financial literacy alone is insufficient; policy synergy, extensive outreach, and institutional support are essential to ensure inclusive and sustainable financing for MSMEs.

Abstract

In their growth and development, fish can be affected by various types of diseases, one of which is caused by bacteria. FisherBot is an innovative solution in the form of an integrated Internet of Things (IoT)-based system that combines ozonation technology to prevent fish disease outbreaks, and is equipped with a beginner-friendly artificial intelligence (AI)-based chatbot feature. The method used in this research is the ADDIE development model, which includes Analysis, Design, Development, Implementation, and Evaluation. FisherBot consists of several sensors, namely DHT-11, pH, TDS-40, and turbidity, to monitor pond water quality in real-time, and an ozonizer that injects 0.5 ppm/hour, functioning as a sterilizer for pond water. The results obtained show that the FisherBot system is able to accurately monitor water quality parameters and significantly reduce total bacteria. The test results show that all sensors are able to work with good accuracy, with an average temperature measurement of 28,9℃, pH of 6.94, TDS-40 of 869 ppm, and turbidity of 27,4 NTU. Using the Total Plate Count (TPC) method, total bacterial testing showed that the bacterial population in the pond decreased to an average of 3,200 CFU/ml compared to the control without ozone, which was 5,777.78 CFU/ml. FisherBot is expected to increase productivity, reduce fish mortality, and sustainably enhance the contribution of the aquaculture sector to national income.

Abstract

The State Civil Apparatus as a profession has the obligation to manage and develop itself and is obliged to be accountable for its performance and apply the merit principle in the implementation of state civil apparatus management. In Law Number 5 Year 2014, the supervision of the merit system is carried out by the State Civil Apparatus Commission. The supervision is expected to realize a state civil apparatus that has integrity, is professional, neutral and free from political intervention, clean from corrupt practices, collusion, and nepotism, and is able to organize public services for the community and be able to carry out the role as an adhesive element of national unity and integrity based on Pancasila and the 1945 Constitution of the Republic of Indonesia. The next era was the revision of Law Number 5 Year 2014, a significant change in the governance of the state civil apparatus in Indonesia occurred with the enactment of Law Number 20 Year 2023, which abolished the existence of the State Civil Apparatus Commission (KASN). The article in the new law makes it clear that the disappearance of KASN's existence is just waiting for the issuance of implementing regulations from Law Number 20 of 2023. In fact, one of the main arrangements in the new law is to strengthen the supervision of the merit system.

Abstract

This study examines the phenomenon of child marriage in Grobogan Regency by focusing on the relationship between child vulnerability and the effectiveness of child protection policies within a local context. Despite the revision of the legal minimum marriage age to 19 years through Law No. 16 of 2019, child marriage remains a persistent social issue. Data from the Religious Court of Purwodadi indicate that there were 562 cases in 2024, 463 cases in 2025, and 152 cases from January to April 2026, totaling 1,177 cases. This condition highlights a significant gap between policy formulation and its implementation at the local level. Using a descriptive qualitative approach, this study explores the multidimensional vulnerability of children, particularly girls, which includes economic hardship, limited access to education, weak bargaining power within families, and strong socio-cultural pressures. The findings reveal that child marriage is not merely an individual choice but a structural outcome shaped by gender inequality and restricted capabilities. Furthermore, social norms and community influence play a crucial role in sustaining the practice, often overriding formal legal frameworks. Although various prevention efforts have been implemented through policy interventions, socialization programs, and institutional coordination, these efforts remain fragmented and insufficiently integrated. The study concludes that addressing child marriage requires a comprehensive and multisectoral approach that combines legal enforcement, economic empowerment, educational access, and transformation of social norms. Strengthening local governance capacity and community engagement is essential to ensure more effective and sustainable child protection policies.

Abstract

The agricultural sector is a strategic pillar of Grobogan Regency's economy; however, this significant potential has not fully improved farmers' welfare. The Farmer Exchange Rate (NTP) decreased from 110.12 in 2023 to 106.85 in 2024, indicating weakening purchasing power due to rising fertilizer and transportation costs without being offset by commodity selling prices. This situation underscores the need for local government policies focused on increasing the NTP above 110 to achieve sustainable farmer welfare. This study aims to analyze the role of the Grobogan Regency Government in strengthening the agricultural sector as the main driver of local community welfare. The research employed a qualitative policy approach with a descriptive case study strategy, using triangulation of interviews, field observations, and review of policy documents such as the Grobogan RPJMD 2021–2026 and the 2024 Agriculture Office annual report. The results show that local government initiatives, such as irrigation network rehabilitation with a budget of IDR 32.5 billion, farmer group empowerment through the Climate Field School Program and Gapoktan strengthening, as well as demonstration plots of superior seed innovations, contributed to a 2.3% increase in rice productivity and a 7% increase in farmers' income. However, challenges remain regarding budget limitations and cross-sector coordination. In conclusion, strengthening policy integration, technological innovation, and multi-stakeholder collaboration are key to enabling the agricultural sector to genuinely enhance community welfare inclusively and sustainably in Grobogan Regency.

Abstract

This study examines the impact of implementing the Smart City Program in Grobogan Regency on the social and economic well-being of the local community. The research is motivated by local government efforts, supported by the Ministry of Communication and Information Technology, to apply the Smart City concept in order to improve public service quality, community welfare, and local economic growth. This study uses a qualitative approach with a case study method focused on Grobogan Regency. The method enables an in-depth analysis of the local context and the implementation of the program, which covers various social and economic dimensions. Data were collected and analyzed descriptively and inferentially to obtain a comprehensive understanding of the program’s impact. The results show that the Smart City Program has improved public service efficiency, strengthened local businesses through business ecosystem development, increased financial literacy, and enhanced the quality of life of the Grobogan community. However, challenges remain, particularly inequalities in access and digital literacy. The findings emphasize the important role of Smart Cities in sustainable development by promoting social and economic transformation, inclusive prosperity, capacity building, and cross-sector collaboration based on the real needs of the community in a gradual, adaptive, collaborative, and community-oriented regional manner.
