Abstract

As part of an ethnic minority, the Benteng Chinese women (Ciben) in Belimbing Village, Kosambi District, Tangerang Regency, face exclusion due to multiple factors, including poverty, stigma, and gender inequality. This study explores the efforts of Ciben women to escape the traps of poverty and marginalization through cooperatives. The research employs a qualitative approach with a feminist perspective, analyzing empowerment in the context of development through Jo Rowlands’ three dimensions of power: power to, power within, and power with. Data were gathered through a desk review of program reports and in-depth interviews with seven purposively selected respondents involved in the cooperative. The findings indicate that the cooperative not only provided an alternative solution to economic problems but also increased the recognition of Ciben women, both within their communities at the village level and by local government. This recognition led to better access to public services and greater involvement of Ciben women in the development planning process through the Musrenbangdes (village development planning forum)

Abstract

Women’s vulnerability is often linked to weak solidarity within a group. On Kelapa Dua Island, Seribu Islands Regency, Jakarta, also known as Kampung Bugis, there is a group of women of Bugis descent struggling to meet their daily needs amidst the uncertain income of their husbands, the majority of whom are former fishermen. Uncertainty about going to sea has driven husbands to change professions, and in the process, the women struggle to support their families’ finances by selling products and services. One alternative livelihood pursued by the people of Kelapa Dua Island is ecotourism, given the island’s famed marine beauty. Despite limited access, these women in the northern tip of Jakarta Province struggle to find a place in this male-dominated industry.

Abstract

kepemimpinan perempuan tumbuh dari pengalaman konkret, solidaritas komunitas, dan praktik kepedulian, serta berkelindan dengan perjuangan melawan penindasan yang saling mengunci antara identitas gender, kelas, etnisitas, dan disabilitas yang kerap berinterseksi. Sejalan dengan gagasan Manalu (2021) tentang keadilan sosial feminis, bahwa perjuangan ini menuntut pengakuan terhadap kerentanan dan keterhubungan sosial sebagai fondasi tanggung jawab kolektif. Keadilan sosial bukan semata distribusi sumber daya, tetapi juga rekognisi atas suara dan agensi perempuan yang selama ini dipinggirkan. Melalui kepemimpinan akar rumput yang ditampilkan di edisi ini, kita melihat bagaimana keadilan sosial feminis yang terwujud dalam pengalaman personal perempuan sebagai basis advokasi struktural, solidaritas komunitas menjelma kekuatan politik dan inklusi hadir sebagai prinsip etis yang menata ulang arah pembangunan.

Abstract

The post-Reformasi feminist movement in Indonesia has been transformed by digital spaces as arenas for advocacy. Using digital ethnography of online conversations, hashtags, and interviews with survivors, PPKS task forces, and academic communities across 28 campuses, this study shows that social media functions as a counterpublic space that enables experience-sharing, reduces isolation, and broadens solidarity. Campaigns such as #KampusAman, #NamaBaikKampus, and #SahkanRUUTPKS raised public awareness and pressured the state to act. Key challenges include reliance on virality, digital security risks, and patriarchal backlash. The study highlights the need to link digital campaigns with grassroots structural work to ensure sustainability.

Abstract

The dynamics of the women’s movement in Indonesia in the post-reformasi period cannot be separated from the significant role of Women Human Rights Defenders (WHRDs) who drive advocacy agendas aimed at achieving gender equality and the protection of women. However, WHRDs face various challenges, both those originating from the state, such as the absence of adequate legal protection, and those emerging from within the movement itself. These challenges not only hinder advocacy efforts but also have serious implications for the physical and psychological safety of WHRDs. This study employs qualitative methods and a feminist legal theory approach to analyze data obtained through in-depth interviews with six WHRDs from diverse backgrounds. The findings show that the primary needs of WHRDs include legal protection, security, and welfare, as well as the integration of a gender perspective into every legal decision-making process and legal product. This study elaborates on the dynamics, forms of challenges, and legal gaps experienced by WHRDs in carrying out their struggles in Indonesia.

Abstract

More than two decades have passed since the end of New Order authoritarianism, yet women’s representation in politics has not shown significant improvement. The women’s movement, which strengthened after the 1998 Reformasi, has sought to achieve the agenda of securing a minimum of 30 percent women’s representation in political institutions in Indonesia. This paper seeks to answer why the women’s movement has not yet achieved this agenda. By examining mobilization and movement strategies, we assess that mobilization within the women’s movement has tended to be reformative, characterized, among other things, by efforts to change specific aspects of the system. This approach becomes less effective particularly when democracy declines alongside the strengthening of oligarchic power. Through interviews with several actors involved in the movement and relevant secondary literature, our study also finds that such reformative movements must confront larger and more fundamental structures, which require new strategies within the movement.

Abstract

West Java continues to face significant gender inequality, making women’s organizations key political actors in social change. This study examines women’s movements in West Java during the Reform Era (2018–2023) through the lens of political opportunity, mobilization structures, and framing processes. Using feminist research methods, including interviews, online and offline focus group discussions, literature review, and documentation, this study analyzes independent women’s organizations that are neither stateformed nor party-affiliated. The findings show that the growth, sustainability, and impact of women’s movements are shaped by political opportunities, contestation of ideas, and collective practices of mobilization and public engagement

Abstract

Edisi Jurnal Perempuan 120 memetakan secara historis dan analitis bagaimana Orde Baru (1966–1998) menormalisasi “state ibuism”—ideologi gender yang menempatkan perempuan sebagai istri dan ibu—seraya melembagakannya lewat kebijakan (KB, organisasi istri pegawai, PKK, Dharma Wanita) yang membatasi agensi di ruang publik; namun di tengah represi, jaringan seperti Jurnal Perempuan, Kalyanamitra, Solidaritas Perempuan, LBH APIK, Fatayat NU, dan Flower Aceh tetap memproduksi pengetahuan, mendokumentasikan kasus, membangun solidaritas lintas gerakan, dan memperluas advokasi hingga konsolidasi pasca-1998 (mis. KPI). Berpijak pada Blackburn, Arivia, dan Subono, edisi ini menempatkan gerakan perempuan Indonesia dalam arus nasionalisme dan pembangunanisme Asia, menunjukkan bahwa kerja-kerja feminis sering lahir dari simpul gerakan lain dan—meski jarang mengafirmasi label “feminis”—tetap substantif melawan diskriminasi. Dengan pendekatan autoetnografi yang mewujudkan semboyan “the personal is political”, serta kombinasi riset historis-struktural, edisi ini merangkai tiga benang: (1) genealogi dan politik ingatan negara atas tubuh perempuan; (2) agensi dan taktik resistensi dalam represi (dari SIP 1998 hingga gerakan buruh migran); (3) analisis institusional LSM daerah atas kekerasan negara. Kesimpulannya, gerakan perempuan Indonesia majemuk, adaptif, dan terus bernegosiasi dengan patriarki, kapitalisme, dan kuasa negara—seraya menulis, bukan sekadar menyaksikan, narasi perubahan sosial-politik bangsa.

Abstract

The Indonesian women’s movement for legal reform in the new democratic era is very dynamic. The advocacy legal reforms have a varied agenda for gender equality policy. However, the advocacy processes have been very complex, especially regarding internal dynamics among women’s organisations. Various women’s NGOs influence the numerous issues brought up in advocacy. This paper analyses how women’s movements in Indonesia negotiate their agendas to initiate, support or refuse to raise the problems in the lawmaking process. This paper utilises literature reviews mixed with internal reflection, as this researcher has been part of the advocacy process. This paper found that the ideological diversity and its visions of women’s NGOs have affected the advocacy issues. Analysing three law-making processes: the Law on Sexual Violence Crimes, the Amendment of Marriage Law and the Law on Mother and Child in 1000 days of life. This paper argues that advocacy legislation necessarily strengthens the ideology and vision of organisations. Not all women’s issues raised in legislative advocacy have aimed to challenge the patriarchal system, as this depends on the organisations that promote the laws

Abstract

This study reveals the multi-layered or multiple discriminations that practices experienced by female workers in the F&B (Food and Beverage) and retail sectors in Depok City. Actually, women workers in this sector face not only discrimination from employers, but also from consumers and colleagues, which exacerbates their vulnerability. This study uses an intersectionality approach with a socialist feminist perspective to analyze how gender and competitive labor market conditions exacerbate the injustices they experience. This study method is basically a case study on the experience of women who have experienced discrimination. However, this article is more built on survey data that aims to identify and map the forms of discrimination experienced by women workers in the F&B and retail sectors. The survey findings show that discrimination occurs in various forms, as well as the response of the boss and the work environment. The analysis indicates that there are various factors that are intertwined as backgrounds, namely gender factors, social class, power relations in the workplace, structural and cultural issues, and economic demands.
