Abstract

The Regional Budget Revenue and Expenditure (APBD) is a concrete form of local government’s work plans that is expressed in the form of money to achieve the goals or targets in one fiscal year that are discussed and approved jointly by local government and legislative, then adjusted in the form of local regulations. One of the component in the APBD is regional financing, which encompasses all of the financial transactions of local government, including earnings and expenditures, which need to be paid or be received back. It is mainly intended by the local government budgeting to cover the deficits and surplus or to make use of. On 2013 Semarang Regency’s financing budget has increases by 600% from assignment budget to adjustment budget. The aims of this research is to find out the cause of the high nominal progression in Semarang Regency’s financing budget in 2013 fiscal year. In addition, the writer wants to explain the source and allocation of financing budget on APBD in 2013.            The method uses in this research is a qualitative method, which focuses on descriptive research. In this research the writer studied and reviewed the data in the form of numbers, doing cross-examining with Regional Development Planning Board (BAPPEDA), Department of Finance Income and Assets Management Area (DPPKAD), and stakeholders that are involved in the budget process arrangement. In this study the writer examines data from Semarang Regency’s APBD, particular in 2013, as well as other supporting data which support this research.            Through several interviews and analysis of related data, the writer discovers that the increase of Semarang Regency’s financing budget is occurred due to the increase of rest of the more budget calculation (SILPA) from assignment budget to adjustment budget, particularly in the located-SILPA. Moreover, the writer also discovers that the high level progression in financing budget are caused by financing mechanisms and the lack of time in the budget implementation, thus it causes a build up of funds in the adjustment budget.            To minimize the build up in adjustment budget, Semarang Regency Government is expected to have courage to allocate the located-SILPA, particularly on assignment-budget, so the budget implementation have a longer period, and the budget expenditures will be more effective. Keywords : The Regional Budget Revenue and Expenditure (APBD), Financing Budget, Rest of the More Budget Calculation (SILPA)

Abstract

ABSTRACTThis study was conducted to describe the implementation of programe in the “electronik Kartu Tanda Penduduk/e-KTP” (electronic civil ID card) in Pemalang regency. The program is motivated by the development of information and communication technologies are adopted into the system of governance in the form of e-government. Implementation of e-KTP is intended to manifest valid demographic data base. So that it can be support the implementation of good governance.To explain the research implementation of e-KTP, then used descriptive qualitative research methods. Subject and object in this study is the Department of Population and Civil Registration Pemalang, Head of Population Registration, Technical Supervisor District, operator services, and society in general. The method of data collection was through interviews and observations with the selection of purposive informants.The study says that the implementation of e-KTP recording in Pemalang can be said is not maximized. Many constraints make the implementation of this program to be blocked, such as a less effective socialization, inadequate recording facility and bad mobilization planning.Recommendations for future research, is needed good socialization, communication, coordination and cooperation between the government and the public, in order to unify the views in the policy implementation process. In addition, the use value of the e-KTP itself should really be utilized for the distribution of welfare of the people and to improve public access to all public services provided by the government.

Abstract

This research aims to gain an overview and explanation of how the implementation and the role of BKM Mandiri PNPM Urban in community empowerment in Sub Genuksari Genuk District of the city, as well as any factors that may affect the implementation of community empowerment through the PNPM Urban . This type of research is descriptive qualitative , which is a type of research that can provide a factual overview of the implementation of community development programs to activities that include social , environmental , and revolving funds . Data collection is done by means of interviews , documentation and observation .In the face of obstacles that exist in the implementation , and village governments are working to resolve the BKM Self as much as possible . Barriers such as lack of budget allocation to improve performance , the concept of development is slow , and the lack of human resources community . For the problem of budget allocation , manager of BKM Mandiri has worked hard to generate profits through the revolving loan funds that flow from the city government can also be optimized . In addition BKM Mandiri also trying to approach the private sector to invest in order to create a good relationship between the government and the private sector in order to achieve public goals through the Public Private Partnership good . As for the lack of information received by the public , BKM Mandiri seeks to conduct coaching and training more intensively in order to improve the quality of human resources KSM .In the management of PNPM MP assessed no political factors that affect the performance of BKM Mandiri itself. In the management of PNPM MP preferred aspect is the aspect of profit ( profit- oriented) to reduce poverty rather than political aspects .Keyword : Evaluation, Policy, PNPM MP

Abstract

Abstract :The study is about evaluation of Independent Business Literacy Policy (Keaksaraan Usaha Mandiri) conducted by Government of Pemalang Regency that began in 2011. The background of Policy is illiteracy issues unresolved until today when the literacy program has been implemented since the Dutch colonial era. The Policy Evaluation was conducted is done by three aspects, namely achievement of policy objectives, researching of the policy outcomes, and sustainability of the Policy. The purpose of the policy is to increase participation of citizens KUM learning program for literacy, therefore it can enhance empowerment and independence, and also maintain and preserve the ability of literacy. The results showes that the policy has been able to achieve the target set by the government and also it has impact in economic, sustainable of literacy and skill as well as cooking and make a stuff and benefit the residents learned after the program has been running. For sustainability of the policy, government, communities and the providers wants to continue the policy and also no capital to start a business.Keywords: evaluation of policies, literacy, independence and empowerment efforts.

Abstract

Public service is one way to achieve general welfare. The implementation of public services effectively and efficiently is something that is expected by the public. Because today is the quality of public services in Indonesia is still far from good. In order to create a public service that is effective and efficient, the government made the Integrated Administrative Service District (PATEN).The aim of the study is to examine how the implementation of the Integrated Administrative Service District (PATEN) in Temanggung Regency, and identify factors inhibiting the implementation and to know the efforts that have been made by the government to improve the quality of the PATEN. This study uses a descriptive qualitative research method. Triangulation of data or sources technique is used in this study to obtain a data validity. Data collected by field research and interviews with relevant parties. This research was carried out at Temanggung Regency.Results of this study describe the implementation of the Integrated Administrative Service District (PATEN) which can be seen from the substantive requirements, administrative and technical, the type of services provided and the flow of services, financing, human resources, as well as the completeness of infrastructure and facilities. In its implementation found that inhibiting factors internal and external factors. In addition, it was found that several attempts have been made to improve the quality of the PATEN. Recommendations are given, the expected the implementation of the Integrated Administrative Service District (PATEN) in Temanggung Regency work effectively and efficiently.

Abstract

The regional head and deputy regional head directly for the first time for the district Holy. The process of the election of the Holy regent and deputy regent has taken place on April 12 2008 Everyone knows, that is the Holy city of clove cigarette industry, a place where there are thousands of factories large and small cigarettes which give employment to the inhabitants. More than a hundred thousand people working in this sector. Most of them are as cigarette workers. The interesting thing is that in the This election their voices became seizure, even one candidate targeting him main, the pair Mansour As'ad and Agus Darmawan. This study aims to determine and identify the dominant factors affecting voter behavior cigarette workers in the implementation of direct elections in the Holy district. The process of data collection conducted through literature review, interviews, direct observation, then manage and analyzing the data with the results of a descriptive qualitative techniques. Based on the results of the study concluded that the first of the factors that affect voter behavior in elections Holy cigarette workers in 2008, the first row is a factor interpreter campaign or the campaign team. It is heavily influenced by the attitude of cigarette workers who tend to be passive in political activities, most of them are women, most of the time is used to work and they tend to not want to engage the conflict so that their voices of people who depend on surrounding.The second factor is the political incentives or grants or whatever. It is very closely related with a pragmatic attitude, they lack confidence in whether the elections will bring changes to the future for the better. The third factor is the identification of a candidate, they will select candidates according to behavior is good news and want to come and visit the community down. The fourth factor is issue campaign or candidate's vision and mission. Vision Mission and campaign promises of candidates that are too long will not be read, remembered and understood by the workers, campaign promises are practical and can be billed if laterelected more hit. The fifth factor is party identification, candidate of major parties such as PDI-P, Golkar, PKB and PPP has an influence as well known but solid party factor is more prominent, for they how the party would govern if care is not just incompetent. The sixth factor is the pressure group or pressure groups. Most of them are women and the lower class workers, who extremely susceptible to mobilization and pressure. At first, researchers consider the most pressure groups is the dominant union because the union chairman has a target, it turns out the workers are not afraid of dreaded union not a union but the company owner, while the owner of the company committed to neutral. Pressure groups are more dominant is the surrounding non-Sabet liberate their thinking and determine their own choice. Abstract

Abstract :This is study about Evaluation of the Coral Reef Conservation Policyconducted by the Local Government of Polewali Mandar which began in 2005based on the policy of the central government through the Coral ReefRehabilitation and Management (Coral Reef Rehabilitation and ManagementProject) or COREMAP. The high degradation of coral reefs in Indonesia,especially in Polewali Mandar. Damage to coral reef decline in the impact offisheries production and reduced the income of fishermen. The data for this studywere collected using interviews, library research and documentation of relatedagencies and coastal communities. This study aims to determine how theimplementation of conservation policies and the extent to which the results of theimplementation of the policy runs after 7 years in implementing the goals of theindicators that have been defined previously.Keywords : policies, conservation, coral reefs

Abstract

KAMMI is a student movement which emphasizes the values of Islam, therefore besides politics KAMMI also have a dakwah purpose, namely to urge people to return to the path of Allah. As with any social movement, KAMMI also has a goal to change the values that exist in the society, which makes the surrounding society to cling to the values of Islam kaffah. This phenomenon is commonly called the Islamization, namely the return to Islamic values. It is also felt in the area FISIP Undip, which is KAMMI exist there. From this, the researchers will try to investigate what role KAMMI the process of Islamization in Undip FISIP students, as well as how the Islamisation process can be happen.The purpose of this study to determine how the role of KAMMI as extra movement campus campus KAMMI againts process of Islamization in the Faculty of Social and Political Sciences, University of Diponegoro (Diponegoro University), and how the process of Islamization that can happen. This study is a qualitative research. This type of research used in this research is descriptive analytic. Data retrieved through the interview process and document data KAMMI FISIP Undip, BEM FISIP Undip, and UPK FKMM.Based on this research, it is known that KAMMI role in the process of Islamization in FISIP Undip through several stages. The first is to strengthen the cadre, which is looking to be a cadre of potential students were then given the provisions of Islam that will be ready to plunge into FISIP student life can be exemplary role model for other students. The regeneration process is divided into formal cadre consisting of levels Daurah Marhalah (DM) 1 to Daurah Marhalah (DM) 3 to officially become a cadre KAMMI. There was also an informal cadre namely through the liqo or Halaqah. The channel is spread dakwah KAMMI today is through BEM FISIP Undip and also FKMM the container KAMMI in intra-campus institution. Although not optimal, but now has a chance KAMMI large enough to spread his message to the students FISIP Undip.Research has been done to provide information that in an effort to make the process of Islamization, KAMMI using the cadres to be syi'ar goes to students FISIP Undip. However, it is a process that is not optimal, it is because not strong KAMMI in strengthening organizations of intra-campus in FISIP Undip, it is deemed necessary because of the similarity of the organization's vision intra existing in applying Islamic values, then it will be easier to deploy Islamic values to students FISIP Undip the other, so that the process of Islamization is running better.

Abstract

ABSTRACTGoals to be achieved by this research are: 1) analyze and identify the process of obtaining a driver's license (SIM D) for Persons with Disabilities in Sidoarjo, 2) analyze and identify bottlenecks in the acquisition of a driver's license (SIM D) for the Disabled in Sidoarjo district, and 3) analyze and identify solutions to overcome barriers to government acquisition of a driver's license (SIM D) for Persons with Disabilities in Sidoarjo. The results of this study are expected to provide a foundation for further studies related to the regulatory process with disabilities in obtaining a driver's license.This is a descriptive qualitative research is to gain a clearer picture of the provision of regulatory processes with disabilities in obtaining a driver's license in Sidoarjo East Java. Technical data collection was done by using interviews and observations through the regulatory process with disabilities in obtaining a driver's license in Sidoarjo East Java. The results of the data collection so that the reduction is then performed relevant news and used as needed, then do the presentation by quoting that meet the rules of scientific writing (not the language of journalism), then do the analysis, and finally draw a statement to answer the problem.Based on the survey results revealed that: 1) The process of acquiring a driver's license (SIM D) for Persons with Disabilities in Sidoarjo relatively similar to the general driver's license, 2) barriers encountered by people with disabilities in obtaining a driver's license is the differences in perception among officers police in providing a driver's license to the applicant, and 3) the government until now has not been able to provide solutions related to the need for a driver's license for persons with disabilities. Attention of the government not to increase the knowledge, skills , independence, ability, willingness and competitiveness with disabilities. Government attention to people with disabilities are more mercy (charity).Keywords : regulations, driver's license, disabled.

Abstract

This paper aims to describe how analysis political of the proposed expansion Sidaraja village, Subdistrict Ciawigebang, Kuningan District and factors - factors that affect the process of expansion Sidaraja Village area. This type of research used in this study is descriptive qualitative survey research base. Data collection techniques used observation, namely the collection of data by conducting direct observation of the object under study, where researchers conducted interviews directly with the informant questioning in connection with the problem under study and supported by secondary data. As for the population in this study is a component of the division Sidaraja village and community leaders in the village district Sidaraja Kuningan then the results of the data in a qualitative analysis.The results showed that there are three (3) process stage in the process of expansion Sidaraja Village, Ciawigebang SubDistrict, Kuningan District the first stage, the process whereby public aspirations sit together to deliberate for an agreement to split yourself. The second stage, the formation of the division committee after getting a deal to split themselves determine the division in charge of the committee to make a proposal to the regents proposed expansion. The third stage is the process of preparing draft. The factors - factors that affect the process of dividing the village Sidaraja Supporting Factors and factor inhibitors. Untill political dynamics in Sidaraja village expansion caused cancellation of Sidaraja expansion plans, Ciawigebang subdistrict, Kuningan district.
