Abstract

In the 2019 election, 49 legislative candidates were former corruption convicts and 8 of them won back votes. This political phenomenon contains a question mark on how a former corruptor can be re-elected, this is very important to be examined further because it is related to the problem of corruption eradication in Indonesia. Therefore, this study discusses the winning factors for the legislative candidates M. Nur Hasan and H. M. Warsit as former corruption convicts. The goal is to find out how legislative candidates for former corruption convicts in the 2019 elections can be re-elected. The theories used in this research are political marketing theory, political machines, and social capital. This study used qualitative research methods. The data collection technique was carried out through interviews with M. Nur Hasan, SH, MH and HM Warsit, S.Pd, SH, MM, the commissioners of the Central Java KPU, the Success Team, non-voters, and academic figures. The results of this study found that there were three factors that influenced the victory of M. Nur Hasan and H. M. Warsit, namely targeted political marketing, the power of the political machine, and strong social capital ownership. These three factors are important factors in the election of candidates for legislative members with the status of former corruption convicts in Central Java, although in the end these factors still have their own share in influencing the election of the candidate. The social capital factor is the most dominant factor that each candidate has. This is because M. Nur Hasan is a political figure and businessman who has long been a member of the Rembang Regency DPRD in the previous period. Likewise with H. M. Warsit, who in fact is a political figure who was the chairman of the DPRD Blora Regency for two periods

Abstract

Penelitian ini membahas tentang strategi pemasaran politik anggota legislatif DPRD Perempuan Kabupaten Pringsewu dari Partai Golkar. Partai Golkar merupakan partai dengan anggota perempuan terbanyak yang berhasil memenangkan pemilu legislatif DPRD Kabupaten Pringsewu pada tahun 2019. Keterpilihan empat anggota legislatif perempuan Partai Golkar merupakan wujud dari keberhasilan pemasaran politik yang dilakukan. Penelitian ini bertujuan untuk menganalis bagaimana strategi marketing politik dari anggota legislatif perempuan Partai Golkar. Penelitian ini menggunakan Teori 3P oleh Adman Nursal dan Teori 4P oleh Niffenegger untuk menjawab rumusan masalah penelitian. Penelitian ini menggunakan metode kualitatif deskriptif melalui wawancara mendalam kepada narasumber, data dokumentasi dan kajian kepustakaan yang kemudian data tersebut dianalisis menggunakan teori. Hasil penelitian ini menunjukkan bahwa strategi pemasaran politik anggota legislatif DPRD Perempuan Kabupaten Pringsewu dari Partai Golkar dilakukan dengan tiga metode yaitu pemasaran politik secara langsung, pemasaran politik melalui pihak ketiga serta pemasaran politik melalui media massa. Selanjutnya, proses keberhasilan pemasaran politik setiap calon meliputi empat aspek yaitu visi misi sebagai produk politik calon, kegiatan promosi yang dilakukan calon, biaya yang sudah dikeluarkan dan pemetaan wilayah daerah pemilihan calon.

Abstract

Pluralism in the city of Salatiga can be a crucial issue that always threatens unity and integrity, because every small group now has the opportunity to claim the right to live properly and to be treated equally without discrimination. It is in the interest of all individuals to provide a justification for the ideas they want and force them on other groups in an anarchic way. With the diversity of religions, ethnicities, and races in the City of Salatiga, of course it is a difficult problem to maintain tolerance and harmony but the City of Salatiga can show its ability to maintain the conducive attitude of tolerance and harmony between religious communities because of respect and appreciation on the differences between one another, it has become a habit for the people of Salatiga City and has been embedded since a long time ago as evidenced by the City of Salatiga which had been awarded as the most Tolerant city 3 times. The success of the City of Salatiga in maintaining harmony and tolerance of religious communities until now cannot be separated from unity between the Government and the Salatiga City community.The research method in this study is descriptive research with a qualitative approach. The writer obtains the research data from interviews, observations and reinforced with documentation in accordance with the focus of the problem regarding the Synergy of the Salatiga City Government and Stakeholders in Maintaining Inter-Religious Harmony, the research location is in the City of Salatiga.Based on the results of the research and discussion that has been done, it can be concluded that; First, the Government's efforts with Stakeholders in maintaining conducive harmony between religious communities in the City of Salatiga are carried out through programs and activities that involve and bring together interfaith, ethnicity, ethnicity and race which are held regularly. Second, many parties are involved and take an active role in maintaining the conducive and tolerant attitude in the city of Salatiga apart from the government itself from civil society, mass organizations, religious knots in the City of Salatiga to support each other and synergize in carrying out and maintaining a successful tolerance attitude. The harmony that exists in the City of Salatiga is the main key to maintaining harmony in the City of Salatiga which is to establish good coordination and synergy between the government and stakeholders. Third, regarding the problems, obstacles and challenges faced by the Salatiga City Government in maintaining an attitude of tolerance and harmony, namely in the form of vigilance against prohibited organizations that cause intolerance and problems related to the establishment of places of worship.

Abstract

The Village Financial System application or SISKEUDES Online is an application that makes it easier for village governments to manage village finances. Pati District implements the SISKEUDES application, with the aim of making village financial management more transparent, accountable and accountable in accordance with applicable regulations. Pati District is one of the districts in Indonesia that has succeeded in implementing SISKEUDES Online simultaneously in all villages (401 villages) in Pati District. The purpose of this research is to describe more deeply about the Evaluation of the Implementation of the SISKEUDES Online Application in Pati Regency 2018-2020. This research uses descriptive qualitative research methods with data collection techniques through interviews, and documentation studies conducted on related informants.The results of this research are to describe the various findings in the field related to the Implementation of the SISKEUDES Online Application in Pati District, namely by providing communicative, consistent, and clear Technical Guidance to all operators and related OPDs in using the SISKEUDES Online application, the commitment of the Pati District Government in carrying out the assistance function to villages in terms of procurement of facilities and infrastructure to support the implementation of the SISKEUDES application, as well as the integrity of the Pati District Government with OPD and related agencies in a bureaucratic and well-structured manner. For this reason, it is necessary to evaluate the process in evaluating the implementation of SISKEUDES (Village Financial System) Online in Pati District. In the implementation process, several factors were still found to be obstacles, but in technical practice all villages in Pati District have carried out the implementation process starting from planning to accountability that is relevant in accordance with applicable regulations and in running the application it is well structured.

Abstract

Kabupaten Kudus beberapa tahun belakangan ini mengalami peningkatan pada jumlah pengunjung dan PAD di sektor pariwisata. Sehubungan dengan adanya peningkatan angka kunjungan wisata dan kenaikan pada PAD pada tahun 2016-2018 di Kabupaten Kudus, maka penelitian yang dilakukan oleh peneliti ini berkaitan dengan strategi yang digunakan oleh Pemerintah Kabupaten Kudus dalam mengembangkan Kabupaten Kudus khususnya di sektor Pariwisata. Penelitian ini menggunakan metode penelitian kualitatif deskriptif, dengan teknik pengumpulan data melalui observasi, wawancara, dan studi dokumentasi. Adapun subjek dalam penelitian ini yakni: Kepala Dinas Budaya dan Pariwisata Kabupaten Kudus, Jajaran pegawai Dinas Budaya Kabupaten Kudus, dan pengunjung obyek pariwisata Kabupaten Kudus. Temuan yang dapat diambil dari penelitian ini adalah pertama Pariwisata Kabupaten Kudus hanya tertuju pada wisata religi seperti Makam Sunan Kudus dan Menara Kudus, Makam Sunan Muria dan juga Museum Kretek. Kedua terbatasnya dana anggaran Pengembangan Pariwisata Kabupaten Kudus. Ketiga masih banyak ditemui hal-hal yang membuat wisatawan merasa kurang nyaman dan kurang puas, mulai dari akses menuju beberapa obyek wisata, sarana transportasi, lahan parkir, toilet, dan lahan pedagang kaki lima, yang dirasa masih kurang diperhatikan oleh Pemerintah Kabupaten Kudus. Padahal sarana-sarana seperti yang sudah dijelaskan diatas yang menjadi tugas penting dan harus segera ditemukan solusinya. Berdasarkan temuan dapat ditarik saran-saran yang dapat diberikan diantaranya adalah perlu adanya upaya untuk meningkatkan jumlah anggaran yaitu dengan melakukan kerjasama dengan pihak swasta. Masyarakat juga diharapkan selalu menjaga kebersihan, ketertiban dan dianjurkan untuk selalu bersikap ramah terhadap para wisatawan, karena itu adalah kunci dimana wisatawan akan merasa aman dan nyaman

Abstract

Political parties have a very important role and role in a democratic system, so that the recruitment and caderization of political parties has become a strategic function in increasing the name of political parties and increasing the number of members. Political caderization is carried out by political parties to members and not members (Harris, 2016). The internal caderizationfor the political party member is carried out by party itself, while for the expansion of the mass base external to the party can be done by the party wings (political party underbows). The role of the party wings is as a bridge for Political Parties to reach all groups of society, including youth, women and others occupation group, who are the party masses sources. Researchers are interested to study the role of women party wings in the Golongan Karya Party (Golkar) and the National Democratic Party (NasDem) to political caderuzation. The namely the wings party are Golkar Party Women's Union (KPPG) and the Malahayati Women's Guard (Garda Wanita Malahayati) from the NasDem Party. Research based on think every political party has a caderization pattern or system in accordance with the thought system and strategy developed by each political party. This study aims to explain the process of caderization female party members carried out by the Golkar Party and NasDem Party in Semarang City through the women party wings and the barriers they face. This study uses primary and secondary data sources. Data methods used are interviews and documentation. The data analysis method used was qualitative data analysis. The results showed that the cadre process was not patterned, then similarities were found in the both parties cadre process, where the authority of the political caderization function by womens party wings was more focused on efforts to expand members. The other hand, the main political caderization function by the Golkar Party and the NasDem Party itself. Women party wings held caderization role which are unstructured. The obstacles to thewomen party wings in carrying out its caderization function stems from its limited authority. The political caderizationby the Golkar Party and the NasDem Party of Semarang City, including by the womenparty wings was not running optimally, so it failed to gain significant seats and failed to deliver women's electability in the 2019 Semarang City Election. This study recommends further research in other areas.

Abstract

Women legislative members are individuals who have social status in society to achieve certain goals in decision-making process to resolve existing problems by exercising their rights and obligations according to their position and role as representatives of the people. In this thesis, authors took the title The Role of Women Legislative Members in Banjarnegara Regency in the Political Decision Making Process for the 2019-2020 Session Period. A woman legislative member will complement the world of politics in Banjarnegara Regency with all her feminine traits, becauseĀ  women usually will be more sensitive to political issues related to women, such as maternal and child health, domestic violence, and so on, they can donating strategic ideas and thoughts in improving the fate of the people and being able to accommodate needs of women in Banjarnegara Regency through the process of making political decisions. The problem in this thesis is what is the role of women legislative members in Banjarnegara Regency in the process of making political decisions during the2019-2020?. This thesis used descriptive-qualitative method, the type of data are interviews, documents, observations, and several relevant sources such as journals and in the form of theories related to this thesis. The research location is in DPRD Banjarnegara Regency. The informants in this thesis are 13 women legislative members; Head of the Banjarnegara Regency DPRD, and Head of the Department of Women's Empowerment and Child Protection. In the 2019-2024 period, most of the women legislators held strategic positions, such as Chair of the Commission, Deputy of the Commission, Chair of the Faction, Secretary of the Faction, Chair and Deputy Chair of the DPRD Organizing Committee. The results obtained in this thesis indicate that the role of women legislative members in Banjarnegara Regency in the 2019-2020 period is quite good, as evidenced by their existence in every activity and organization both in the office and outside the office. This is supported by the achievements of women legislative members in making decisions to deal with problems in Banjarnegara Regency, such as achieving the elimination of student worksheets for school children, currently discussing Child-Friendly District Regulations, although they have not yet achieved 100% success but are good enough in their implementation and in carrying out the functions of legislation, budget and supervision.

Abstract

Penelitian ini membahas mengenai strategi pemenangan pasangan calon Ridwan Kamil dan Uu Ruzhanul Ulum pada Pilgub Jawa Barat Tahun 2018. Kandidat yang baru maju ini berhasil meraih kemenangan, dari fenomena tersebut memunculkan pertanyaan bagaimana pasangan kandidat baru bisa mengalahkan petahana dan kandidat yang diusung oleh partai pemenang pemilu legislatif Jawa Barat. Berdasarkan permasalahan tersebut menjadi menarik untuk dikaji karena calon baru bisa mendapatkan kursi kemenangan. Tentunya kemenangan diraih melalui persiapan yang matang dan strategi yang digunakan oleh tim pemenangan mereka. Tujuan penelitian ini adalah untuk menganalisis bagaimana strategi yang digunakan tim pemenangan serta faktor-faktor apa saja yang menyebabkan pasangan calon Ridwan Kamil dan Uu Ruzhanul Ulum dapat memenangkan Pilgub Jawa Barat Tahun 2018. Penelitian ini menggunakan metode kualitatif dengan pengumpulan data melalui wawancara dan teknik dokumentasi. Adapun informan dalam penelitian ini, yaitu perwakilan tim pemenangan DPW NasDem Jabar, tim penyusunan visi dan misi Ridwan Kamil, pengamat politik, relawan, dan masyarakat pemilih. Kajian penulisan ini akan menggunakan teori marketing politik dan modalitas yang kemudian dianalisis menggunakan SWOT. Hasil penelitian menunjukkan bahwa strategi pemenangan yang dilakukan yaitu memanfaatkan jaringan relasi media dan basis dukungan paslon untuk mempromosikan product, serta peningkatan kepercayaan masyarakat terhadap figur paslon melalui bantuan promosi relawan-relawan di media sosial dan door to door; mempertahankan elektabilitas dengan product dan modalitas yang dimiliki dan peningkatkan popularitas Ridwan Kamil melalui pengenalan product oleh relawan-relawan yang ikut mempromosikan; menonjolkan ketokohan atau figuritas paslon; dan mempromosikan segala bentuk keunggulan seperti karakteristik personal dan popularitas paslon serta program, visi dan misi. Saran dari penelitian ini diharapkan peneliti lain mampu menjangkau lebih banyak temuan untuk mendapatkan hasil yang lebih kompleks mengenai topik ini.

Abstract

The special autonomy for Papua is aimed at overcoming the problems of disparities between the Papua region and other regions in Indonesia. With this principle, the Special Autonomy Law expands the space for participation of indigenous Papuans in all fields of development. The law on special autonomy also opens space for improvement for a better future, as well as opens space for improvement in the context of fighting for the improvement of welfare, justice, peace, equality of rights, and to open up the development of identity, dignity, and dignity and dignity as a human. This study aims to assess the perception of the people of Jayapura City towards the implementation of Special Autonomy in the health sector for 2019 and assess the obstacles that occur during the implementation of the special autonomy in the health sector of Jayapura city. This research approach is descriptive quantitative, and data was collected by survey techniques.The conclusions drawn from this study are first, the community has understood the implementation of Special Autonomy, secondly, the public health improvement program has not received a satisfactory response from the community, the third community strongly agrees with the free medical treatment program provided by the government, and the fourth is the obstacles that occur. there is a lack of understanding of the JAMKESPA program.

Abstract

This research discusses the political recruitment patterns of women candidates of PDIP at the DPRD of Central Java Province. The purpose of this study was to explaine how the recruitment patterns were carried out for female candidates by the PDIP Central Java Board, based on fact the women candidates of PDIP was elected in the largest than other parties. This study used a qualitative method with a case study approach. Data collection was carried out through interviews with two women candidates from PDIP who was elected, the new comer and the incumbent, and one of the PDIP Central Java Board, besides using document as supporting data. The analyzing data used reducing, displaying, and verification. The study results finds the women candidate recruitment model of PDIP Central Java Board in the 2019 election is openness (open for cader and non-cader) at the certification stage, the nomination process was centralized at the National PDIP Board, any special reward point for dedicated cader (through scorring), and gender neutral by same treatment between male and female. The conclusion of this study is that the recruitment pattern of women legislative candidates is carried out directly by the DPD PDIP Central Java administrators based on PDIP Regulation Number 25-A of 2018 concerning Recruitment and Selection of Candidates for Members of DPR, DPD, Provincial and Regency / City DPRD. The final decision also involves the role of the DPP Party. There are priority rights for party officials in candidacy. This study recommends the PDIP to apply affirmative action in the candidacy, but this recommendation requires a more research base, not only from this research whose results cannot be generalized. Due to the limitations of the study in this study, further research is suggested to raise the case of the recruitment of female candidates by PDIP in other regions.
