Abstract

This study aims to explain the results of the implementation of the innovation of the Department of Communication and Informatics, Statistics and Encoding, Bekasi City, especially in online complaint services on the Bekasi Iconic application. To analyze it, this study uses the theory of policy implementation from George C. Edwards III with the variables of Communication, Resources, Disposition, and Bureaucratic Structure. In addition to policy implementation theory, this study also uses the theory of public service innovation. This study used a qualitative descriptive method with data collection techniques carried out through interviews. The results showed that, the implementation of services through the Bekasi Iconic application did not work based on the lack of good communication between regional apparatus, the absence of experts in the field of human resources at the Department of Communication, Informatics, Statistics, and Coded so that implementation was constrained, or lack of awareness. implementers in the implementation, and there is a change in the bureaucratic structure in the Office of Communication, Informatics, Statistics, and Encoding. In the online complaint service, there was a transfer of access channels through SP4N Report so that POT in 2020 is no longer used. In terms of bureaucratic behavior, the existence of budget cuts at each OPD has made the implementation of the Bekasi Iconic application in 2019 not running until now

Abstract

Tujuan dari penelitian ini adalah untuk menganalisis proses perumusan Kebijakan Upah Minimum Kota Semarang 2020 dengan melibatkan Unsur Dewan Pengupahan sebagai aktor utama dalam proses perumusan yang terdiri dari Perwakilan Pengusaha, Perwakilan Serikat Pekerja, Perwakilan Pemerintah dan Akademisi. Para aktor memiliki peran yang mewakili kepentingan dalam proses Interaksi, negosiasi, dan akomodasi kepentingan dalam Upah Minimum Kota (UMK). Pada penerapannya, dengan adanya Peraturan Pemerintah Nomor 78 Tahun 2015 memperkecil pertimbangan dari tawar menawar pada Dewan Pengupahan Kota Semarang. Lemahnya Peran Dewan Pengupahan menjadikan posisi unsur Pemerintah lebih stabil. Pelaksanaan UMK Kota Semarang sudah berlaku pada perusahaan besar maupun kecil, namun UMKM yang tanpa pengawasan membayar sesuai kesepakatan dan kemampuan pengusaha. Perbedaan tingkat upah yang lebih tinggi adalah berdasarkan bonus lembur dan pencapaian target pada setiap pekerja

Abstract

Accountability is one of the key elements of sustaining Good Governance. Therefore, a Government Agency is said to be able to implement Good Governance if this key element is considered good by the standard that the performance targets that have been determined are based on the needs of the community, as well as the budget that has been allocated in the previous fiscal year.This study uses a mixed methodology with data collection techniques, namely interviews, data or archives, and questionnaires. After that, the analysis uses triangulation theory, sources and methods. The results show that the increase in the value of performance accountability is not always directly proportional to the substantive performance, although in some sectors it is directly proportional, namely the increase in the value of performance is in accordance with the results felt by the public. Therefore, the government is trying to improve substantive performance with administrative work through innovation, strengthening leadership and strengthening top-down and bottom-up.These efforts such as innovation, strengthening leadership and strengthening top-down and bottom-up have been able to improve the performance accountability represented by the performance accountability system value of provincial government agencies in Jakarta in the last 5 (five) years, namely 2015–2019.Researchers recommend to improve the implementation of the efforts made to level up the score of SAKIP, and not only the score of SAKIP but the increasing of substantive performance run by the DKI Jakarta Provincial Government.

Abstract

Daily waste in the city of Semarang currently reaches 1270 tons every day. Meanwhile, the amount of waste managed at TPA Jatibarang in the 2017-2018 period reached 850 tons every day. This is the concern of the Semarang City Government so that the amount of waste can be reduced. In addition, the urbanization of neighboring regencies and cities has also caused Semarang City to produce large amounts of waste. There are two problem formulations in this research, namely (1) How is community participation in waste management in Genuk District? And (2) What influences community participation in waste management in Genuk District? Meanwhile, the purpose of this study is to determine community participation in waste management in Genuk District and to identify what influences community participation in waste management in Genuk District. This descriptive qualitative research was employed. Data were collected use interview, questionnaire, observation, and documentation. Based on the results of this study, there are two research findings, (1) public awareness of not littering. Community habits like this make the environment worse, because it makes sewers stagnate, like sewer water becomes dirty and creates a bad smell. (2) not all people know the technique of sorting waste between organic and non-organic. Organic and nonorganic waste must be separated because of the different processing processes. From the results of this study, it can be concluded that the Self-Help Groups and waste banks in Genuk District have played an active role in waste management, for example reducing waste and sorting from waste sources. Community participation in waste management is quite good, especially at the stage of disposing of waste from household waste management by establishing a waste bank in the context of reducing waste to TPS and utilizing waste recycling to make it a high economic value.

Abstract

Penelitian ini bertujuan untuk menganalisis kebijakan penanganan kekerasan domestik di Jawa Tengah dalam perspektif kesetaraan gender karena sudah adanya kebijakan dan upaya penanganan kasus kekerasan domestik tetapi kasus korban kekerasan juga semakin meningkat di Jawa Tengah. Untuk menganilisisnya, penelitian ini menggunakan teori Perspektif Gender dalam Penanganan Kekerasan Domestik dengan tiga poin yaitu penguatan kesadaran gender, aktor-aktor yang terlibat, dan perlindungan keamanan. Peneltian ini juga menggunakan teori Kekerasan Domestik dan Perspektif Gender dalam Kebijakan. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data yang dilakukan melalui Wawancara, Dokumentasi, dan Studi Pustaka. Hasil penelitian menunjukan bahwa penanganan kekerasan domestik dalam perspektif gender di Jawa Tengah dengan menggunakan tiga poin yaitu penguatan kesadaran gender masih harus dikuatkan lagi untuk korban dan pelaksana kebijakan. Untuk aktor-aktor yang terlibat perlu adanya penambahan peran keluarga karena faktor pertama dalam kejadian terjadinya KDRT dan sejauh ini sudah ada keterlibatan laki-laki sebagai bentuk pencegahan KDRT di dalam dinas, lembaga, masyarakat, dan kepolisian. Untuk poin perlindungan keamanan perlu adanya penambahan pada sistem regulasi terutama bagi pelaku KDRT untuk mendapatkan tindakan pidana tambahan berupa konseling dan batas minimal-maksimal penjara atau denda. Untuk undang-undang tentang penanganan KDRT di Jawa Tengah secara stuktural sudah berjalan dengan semestinya oleh pelaksana undang-undang, seperti sudah banyak korban yang melaporkan hanya saja secara fungsinya dirasa oleh korban belum mampu dalam menyelesaikan kasus dengan baik. Para korban hanya bertahan untuk melapor kepada pihak berwenang, mendapatkan pendampingan serta lembaga bantuan hukum, tetapi prosesnya terkadang banyak sekali kendala yang terjadi.

Abstract

The efforts of the Government of Yogyakarta Special Regional Province in dealing with the Asean Economic Community (MEA) by creating Governor Regulation No.21 of 2017 concerning Licensing Of Jogjamark Co-Branding, 100% Jogja and Jogja Tradition in Mining MSMEs. This is done to build a good reputation and provide identity to the area's original products. The research method used qualitative descriptive using van meter van horn policy implementation theory. The data obtained is then analyzed using Triangulation, Theory and Data Sources. The findings of this study show the implementation of the policy is carried out in accordance with what has been prepared in Pergub No. 21 of 2017. There are several obstacles that occur such as lack of socialization, lack of human resources and lack of coordination between BPKI UPT and OPD in each district or city resulting in a lack of msmMEs registered in Co-Branding. Given the large number of MSMEs located in the DIY region. Based on the conclusion, the advice that can be given is that the implementation will be more maximal if the implementing agent of UPT BPKI equalizes socialization and coordination to other OPD to cooperate in implementing the policies of Co-Branding Jogjamark, 100% Jogja and Jogja Traditon

Abstract

Beginner voters are citizens who are registered by the election organizer in the voter list, and just participating in the election to vote for the first time since the election was held in Indonesia with an age range of 17-21 years. Beginner voters who have just entered the age of their voting rights don’t have a broad political reach yet, which makes them very vulnerable to be influenced and approached by certain parties. Socialization about politics and elections is being given to the beginner voters, especially those at the senior high school education level, this has made voters who have dropped out of school at the previous education level not having the opportunity to get the socialization. Therefore this research will focus on finding out the voting behavior of the beginner voters who dropped out of school in the 2019 general election in Rembang Regency, especially at the junior high school level. This study uses a qualitative descriptive method to achieve the research objectives. The results showed that between the three approaches to voter behavior, the sociological approach, the psychological approach, and the rational approach, the informants tended to be prefer to rational approach. They choose the candidate of their choice by paying attention to the quality of the candidate and trying to choose a candidate who they think is better and more capable of becoming a leader and who will give benefits both for themselves and the country.

Abstract

Progam inovasi desa dilaksanakan di Kabupaten Kudus mulai tahun 2018 dan berakhir di tahun 2019. Progam ini merupakan integrasi antara pemerintah pusat melalui Dinas Pemberdayaan Masyarakat dan Desa dengan Kabupaten/ kota di Indonesia. Tujuan dilaksanakan progam inovasi desa di Kabupaten Kudus adalah untuk mendorong produktivitas dan pertumbuhan ekonomi pedesaan serta meningkat efektivitas penggunaan dana desa. Teori yang digunakan dalam penelitian ini adalah teori Implementas Kebijakan Publik dari Van Meter Horn, dimana terdapat enam dimensi yang mempengaruhi keberhasilan implementasi kebijakan yaitu (1) standart dan sasaran/ ukuran dan tujuan kebijakan (2) sumber daya (3) karakteristik organisasi pelaksana, (4) sikap para pelaksana (5) komunikasi antar organisasi terkait dan kegiatan-kegiatan pelaksana, (6) lingkungan ekonomi, sosial dan politik. Penelitian ini menggunakan metode penelitian kualitatif deskriptif, dengan teknik pengumpulan data melalui wawancara dan studi dokumentasi. Adapun subjek dalam penelitian ini yakni: Dinas Pemberdayaan Masyarakat dan Desa Kabupaten Kudus, TPID, PD, PLD, Pemerintah desa dan Masyarakat. Hasil penelitian implementasi progam inovasi desa di Kabupaten Kudus tahun 2018-2019 belum dilaksanakan secara maksimal dimana hanya terdapat 10 desa dari 123 desa di Kabupaten Kudus yang menganggarkan PID di APBDes yang mana hal tersebut adalah sebagai tolok ukur keberhasilan progam inovasi desa, sasaran dari implementasi PID di Kabupaten Kudus seluruh masyarakat dan pemerintah desa kabupaten kudus, selain itu sumber daya waktu dalam pelaksaan PID tahun 2018- 2019 di Kabupaten Kudus masih belum cukup, petunjuk pelaksanaan progam inovasi 2 desa di Kabupaten Kudus tahun 2018-2019 adalah Kepmen PDTT No.48 tahun 2018 dan Kepmen PDTT No. 4 tahun 2019 serta SK Bupati Nomor 412.2/156/2018 dan SK Bupati Nomor 412.2/77/2019 tentang pembentukan Tim Inovasi Kabupaten. Dalam pelaksanaan progam inovasi desa di Kabupaten Kudus tidak ada sanksi bagi desa yang tidak melaksanakan PID tetapi terdapat sanksi bagi desa yang menyelenggarakan PID tetapi tidak sesuai dengan aturan/ pedoman progam inovasi desa yaitu pemberhentian bantuan dana dan sanksi hukum. Koordinasi yang dilakukan antar pelaksana dan fasilitator dalam bentuk rapat maupun pelatihan terhadap pelaksanaan PID di Kabupaten Kudus. Lingkungan sosial masyarakat kabupaten kudus dalam pelaksanaan progam inovasi desa tahun 2018-2019 di kabupaten kudus sangat mendukung dan antusias, namun dalam pelaksanaannya belum maksimal dikarenakan masih terdapat warga yang kurang diperhatikan dalam pelaksanaan PID di Kabupaten Kudus. Selama pelaksanaan PID di Kabupaten Kudus selama 2 tahun tidak mempengaruuhi ekonomi secara signifikan selain itu lingkungan politik juga turut mendukung terlaksananya PID di Kabupaten Kudus tahun 2018- 2019. Untuk itu perbaikan kualitas SDM pelaksana dan fasilitator perlu diperhatikan, TIK (Tim Inovasi Kabupaten) harus sering melakukan pengawasan dan evaluasi ditingkat kecamatan maupun desa. TPID (Tim Pelaksana Inovasi Desa) dan PD (Pendamping Desa) agar lebih memberikan sosialisasi mendalam dan memberikan pendampingan kepada pemerintah desa mulai dari menggali potensi inovasi desa, pelaksanaan Bursa Inovasi Desa, hingga realisasi PID di APBDes dan pelaksanaannya dan Pemerintah desa diharapkan dapat lebih menggali potensipotensi inovasi yang ada didesa. Selain itu Pengadaan evaluasi dan monitoring terkait implementasi progam inovasi desa di kabupaten kudus harus sering dilakukan agar kualitas pelaksanaan progam inovasi desa dapat terkontrol dengan baik.

Abstract

Garbage is a material of residual living creature that is not used anymore and released to nature in the form of solids, liquids or gases. Trash must be managed properly to avoid the bad effects of garbage. Jepara Regency Government is currently in dealing with garbage problems doing waste management by issuing the rule of Regent No. 46 year 2018 or commonly called Jakstrada waste management. In Jakstrada, there are programs from the garbage management Jakstrada which is run by the Environment Department of Jepara District which is still not yet running according to the plan Jakstrada. This research aims to know the management of waste management of Jakstrada District Jepara. This research approaches qualitative descriptive. Data collected with the technique of wawancar. Qualitative analysis is strengthened with data. This study found that Jakstrada in the waste Management run Environment Office of Jepara District has not walked as planned because there is a problem of processing management. The problem of the undercooked Jakstrada planning and the target is too high. The issue of organizing is the lack of budget and human resources to run Jakstrada programs. In the implementation, some Jakstrada programs did not run because of the poor organizing and the obstacles that were asked during the management of Jakstrada programs. The conclusion that can be withdrawn from this research is the management of waste management that is currently done by the government of Jepara district has not run properly, because in the stages of management there are still shortcomings and mistakes. Because of this that makes the management of waste is not currently running according to Jakstrada plan. In addition, in its management it also experiences sharing barriers. Abstract

When digital technology in Indonesia rapidly develops, and the government stimulates that furthermore, children become more vulnerable in their cyber activities. Therefore, this research appears to highlight children’s cyber safety in Semarang City. There are two research questions: how is children’s cyber problematic activities and children’s cyber safety policy. To answer those questions, the researcher uses a qualitative method by interviewing primer sectors related to the issues and doing discourse analysis in digital media. By focusing the issues into some crucial problematic activities, the researcher found out that Semarang City’s digital public discourse is revolving in the matter of children’s internet addiction. Which means, also related to the other problematic issue: online child pornography and cyber-bullying.
