Abstract

ABSTRACT             Street Traders are traders in an attempt to use the facilities and equipment that is easy or overhauled / transferred and or using businesses that occupy land owned by the local government or other parties. The increasing number of street vendors in the city, causing a variety of problems such as hygiene, safety and comfort. As a solution to these problems and to regulate street vendors, Semarang city government issued a Local Regulation No. 11 Year 2000 on Regulation and Development of street vendors.            The method used is a qualitative approach to data collection techniques are observation, interviews and document research. Informants in this study is the Head of the Office of Market Street Traders Semarang, Head of Operational Infrastructures, Head of Licensing Guidance and Counseling, Head of Planning and Control Division street vendors as well as some of the street vendors in the city of Semarang.            The results showed that after 15 years of the Regulation is implemented, have not been able to achieve the original purpose of which is expected towards the realization of Street Vendors of regular and orderly. There are still a lot of vendors who do not know this law and violates the contents of the legislation, there are several obstacles in its implementation or inhibiting factors either from the government or from the vendors themselves.            The recommendations can be given to the government is doing a consultation or meeting with street vendors in the city, held a training regularly for street vendors, improve the supervision and control of the street vendors so that fraud and violations of the law can be overcome and immediately followed up with more quickly.Keywords: Street Traders, Policy, Implementation

Abstract

In the era of autonomy, each region is required to responsible for the refineries and the preservation of cultural heritage, one of them by way of cooperation between government agencies or the private sector. However, cooperation in the preservation of buildings and cultural heritage area that often clash with economic interests. If more priority to economic interests and the exclusion of buildings of cultural heritage, not cultural heritage buildings will be converted into agricultural land or popping new buildings that are more economically profitable. Therefore this research aims to determine how the process of cooperation between the Government of Banjarnegara Regency with the institute for Preservation of Cultural Heritage of Central Java Province in the Management and Preservation of The Cultural Heritage of the Dieng Plateau years 2014-2018.This research uses descriptive qualitative research methods with the documentation and interviews as data collection techniques. The target in this research is the government of Banjarnegara Regency, the institute for Preservation of Cultural Heritage of Central Java Province, and community within Cultural Heritage Area. Partnership is a form of partnership cooperation between two or more parties that aims to improve the ability of an organization in achieving its objectives. Based on the results of the research as a whole that working together in the management and preservation of The Cultural Heritage of the Dieng Plateau have already given positive results, as evidenced by a well-ordered environment of street vendors, which is neat, making of the flower garden Kalalili around the Area of Cultural Heritage, the availability of central park for buses, increasing the number of toilets and litter bins.Keywords: Cooperation, Management, Preservation, Cultural Heritage, Dieng Plateau,Banjarnegara.

Abstract

ABSTRACTThe skeptical and reluctant attitude of Samin Tribe in public participation has become their identical signature. However, during the last regional election in District of Pati most of the Samin Tribe registered as DPT cast their vote. The possibility of the ongoing problem with the cement factory influencing this political participation of the Samin Tribe is the background of this research with the main questions; how was the level of voter participation conducted of the Samin Tribe during the Regional Election of Pati in 2017? What is the connection between the cement factory issue with the regional election for the Samin Tribe? The purpose of this research is to describe the level of voter participation of Samin Tribe during the regional election of Pati in 2017. Other than that this research also attempt to find out and explain whether the ongoing problem with the cement factory will have something to do with the election or not. The theory used in this research is the political participation in describing the level by using stratified random sampling mode. The object of the research is the Samin Tribe who are registered as DPT the Regional Election of Pati in 2017. The result of the research shows 66, 7% of Samin Tribe uses their rights to vote while 33, 3% of them choose to abstain (golput). From these result indicate that the participation rate of samin tribe voters is included in active political participation, but it also found out there is no correlation between the cement factory issue and the regional election for the Samin Tribe. The Samin Tribe to be more open willing to participate in political participation without abandoning their teachings from their belief and still maintain a good level of participation in every election. The Samin Tribe should also be more assertive towards those who used their tribe’s name for particular interest. Key words: Political Participation, Samin Tribe, Regional Election, Cement Factory Issue

Abstract

Increasing number of people who have a personal vehicle, but not matched by thedevelopment of an adequate road infrastructure, so that in large citiessuch as Semarang obviouscongestion that resulted in less effective and efficient in doing activities. In general, there are threedimensions that determines the mobility of public transport, namely the dimensions of evaluation ofservices, which will be determined by the user, the dimensions of service performance that is more interms of the owner (operator) public transport, and the dimensions of government policy (regulator ).This study suggests the quality of services Trans Semarang BRT corridor I andII, as both the corridoris a corridor crowded passenger of the other corridors.Methods of data analysis used in this research is to use a qualitative method with purposivesampling. In this research, data collection techniques used were observation or observation, interviewand documentation. The location of research is shelter in the corridors I and II.In this study covers two related, namely, the BRT Trans Semarang infrastructure and qualityof service on the corridor I and II. The discussion surrounding infrastructure on fleet size, condition ofthe fleet, the number of shelters and shelter conditions in the corridor I and II. Discussion on thequality of services includes about speed, convenience's security, and affordability of access to shelterandtravel expenses to be paid passengers.Conclusion The study shows First, the quality of service on the BRT Trans Semarang both interms of infrastructure as well as managing the BRT is good that the indicator can be seen from thenumber of fleets, accessto shelter, and concierge services. In addition, the number of passengers in thecorridor I and II increased. Second, On the condition of shelter BRT corridor I and II both in terms ofthe conditions of service and personnel, passengers give positive feedback. Only in rush hour full stopso that passengers crowded, so it needs the expansion of shelter in dense areas of passengers. As forequalization shelter in the corridor I and II has been uneven, which makes passenger access easier touse BRT. Keywords:Corridor, BRT Trans Semarang, Quality Service, Shelter.

Abstract

Media sosial banyak digunakan oleh masyarakat untuk berbagai hal salah satunya adalah hal-hal yang berbau politik. Banyak masyarakat kita melihat atau mungkin berpartisipasi dalam hal politik khususnya saat musim pemilu datang. Tingkat pendidikan dari masing-masing pemilih juga menjadi faktor bagaimana mereka menyikapi fenomena-fenomena yang ada dimedia sosial. Dari hal-hal yang telah disebutkan diatas tentunya akan memengaruhi perilaku memilih mereka. Adapun penelitian ini bertujuan untuk mengetahui apakah media sosial dan tingkat pendidikan berpengaruh terhadap perilaku pemilih yang ada di DKI Jakarta khususnya di Kota Administrasi Jakarta Pusat. Dengan melihat apa yang terjadi di Pilkada DKI 2017.

Abstract

ABSTRACTThe birth of the Village Act, namely Law number 6 of 2014 bring changes in the financialmanagement of the village, because the existence of Law of the village each get an extra sourceof income i.e. the village Fund (DD) estimated to be Rp 1.4 billion per year. The Batursarivillage is one of the recipients of the funding of the village as well as a recipient of funds (DD)the highest village in the Regency of Demak. With the income of the village with the sum high,certainly should be managed properly. If financial management of the village are not managedproperly, it will bring up a variety of issues.This research uses qualitative research methods with types of descriptive researchtechniques and data collection through interviews and documentation. The technique ofdetermination of informants in this study using a Purposive Sampling. As for thesubject/informants in this study is the head of the village, the village Secretary, Treasurer of thevillage, and BPD (Chairman) of the village of Batursari.The research indicates that the planning stages in the management of the village Fundthere are decision-making through deliberations undertaken the present hamlets to villages andinvolves elements of society. At this stage of implementation, the village Fund used properly aswell as the existence of the report and accountability for the use of the funds. At the stage ofmonitoring already exercised by the parties – the authorities do so. As for the implications of theexistence of the Village Laws against village fund management i.e. faster satisfy all the needsand wishes of the community, reporting APBDes using an application, its strategic role inescorting the BPD uses of the village Fund. However, the management of the Fund at the villageBatursari village can not be said to be fully transparent and accountable, yet the existence ofincome and expenditure details shapping Fund as well as the realization of the use of funds ofthe village on the information boards that are in the Hall of the village, the village so theGovernment must immediately pinned the financial details on the village Board the villageinformation so that the public is aware of and can supervise the use of the money.Keywords: Laws of the village, the Fund village, financial management

Abstract

INTISARICity Branding merupakan salah upaya yang saat ini banyak diterapkan di berbagai daerah diIndonesia dalam rangka mempertahankan eksistensi daerah ditengah persaingan ekonomi yangsemakin ketat seiring dengan semangat otonomi daerah. City Brandng menuntut setiap daerah untukdapat memiliki karakteristik yang dapat membedakan dengan daerah lain dengan mengelola berbagaipotensi yang dimiliki salah satunya adalah potensi pada sektor pariwisata. Beberapa daerah diIndonesia yang telah berhasil menerapkan City Branding sebagai media untuk meningkatkan sektorpariwisata diantaranya adalah Solo dengan Spirit Of Java, Yogyakarta, danjuga Banyuwangi. Salahsatu daerah di Jawa Tengah yang saat ini tengah menerapkan city branding adalah KabupatenPemalang. Pelaksanaan city branding tidak dapat terlepas dari peran berbagai pihak yakni pemerintah,swasta dan masyarakat sebagai salah satu unsur pembentuk kota. Penelitian ini bertujuan untuk mengetahui bagaimana partisipasi dan tingkatan partisipasi yangdilakukan oleh masyarakat dalam rangka pengembangan city branding di Kabupaten Pemalang.Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan datawawancara dan dokumentasi. Data yang diperoleh kemudian dianalisis dengan melakukan triangulasisumber data. Hasil penelitian menunjukan bahwa partisipasi yang dilakukan oleh masyarakat dalam rangkapengembangan city branding sudah baik hal tersebut diwujudkan melalui partisipasi masyarakatdalam berbagai kegiatan pengembangan pariwisata, pengembangan pada sektor ekonomi sertapartisipasi pada berbagai kegiatan promosi. Tingkatan Partisipasi masyarakat dalam pengembangancity branding sendiri dapat dikategorikan dalam tingkatan Citizen Power namun baru mencapai levelDelegated Power dimana pemerintah telah memberikan ruang seluas-luasnya kepada masyarakatmelalui kelompok sadar wisata untuk mengelola serta mengembangkan berbagai potensi yangdimiliki. Tingkatan pasrtisipasi masyarakat belum dapat dikatakan pada level Citizen Kontroldikarenakan masih ditemui beberapa kegiatan dan Pokdarwis yang membutuhkan pendampingan daripemerintah daerah disebabkan terbatasnya sumberdaya baik anggaran maupun sumberdaya manusia(SDM).

Abstract

Unemployment problem is a classical problem faced by the local government with no exception for Kudus Regency. The local Government of Kudus Regency has technical management unit of the vocational training center with many advantages compared to training center in the surrounding regency. In 2014, up taking level of training participants go up 11,25 % from 49,12 % to 60,37 %, so it has implications on decreasing unemployment 3,04 %. However, in 2015 up taking level of training participants decrease to 43,32 % and open unemployment level get up even if only 0,1% from 5,03 % to 5,04 %. This data show there is paradox,  unemployment level in surrounding Regency decrease but in Kudus Regency precisely increase. Kudus regency through Technical Implementation Unit of Training Center (UPTD BLK) also implement 3 in 1 program form Ministry of Employment for revitalization training center but until 2017 that program run into stagnation.  Therefore, this research intend to analyze management of UPTD BLK for realize objective of Local Government to decrease unemployment and the factors can affect implementation 3 in 1 program. This research use natural qualitative method with observation, interview, and documentation technique then presented through analyze and interpret data.  The result of research show open unemployment level in Kudus Regency fluctuate because it is brought on inconsistent performance from UPTD BLK Kudus Regency. It occur because short of alignment between planning, coaching, organizing, until monitoring. While the instability because of UPTD BLK in Kudus Regency doesn’t has visionable and concrete objective, there is no principle of good governance are excecuted, there is no road map the startegical are formed to carry out 3 in 1 program maximally. Based on this research show if performance management is undertaken carelessly, too flexible, and it doesn’t has vision in the future so it aren’t growth wellKeywords: UPTD BLK, Unemployment, Public Management

Abstract

This study aimed to find out the implementation of the Regent Decree 50/2013on the fishermen welfare fund in Pati Regency. TheMunicipal Office of MaritimeAffairs and Fisheries of Pati Regency became the most influential institution in theimplementation of the decree.This study using implementation theory of Donald S.Van Meter and Carl E. Van Horn, especially the factors affected the implementationof a program.The study applied a qualitative approach and a descriptive researchmethod. Research data were collected by interview with concerned respondents. Therespondents from the government institution consisted of those with capacity andauthority dealing with the implementation of the Regent Decree 50/2013. Whereas,the respondents outside the government institutions were selected from leaders offishermen collective unit (KUB) as the performing agents on at the lower tiers.The study found that the implementation of the Regent Decree 50/2013 on thefishermen welfare fund in Pati Regency was still overshadowed by multipleproblems, such as invalid data recording, which led to funding misallocation. Thismisallocated funding had cause improper distribution where many fishermen did notget the fund they needed. In addition, the study also found that the amount of thefunding was inadequate to fulfill the need during bad season.

Abstract

Open government is one manifestation of good governance. This is also done by the DKI Jakarta Provincial Government to implement open government by using official local government websites. So this study aims to find out how the application of transparency is manifested in the appearance of the website, then the features used in the dissemination of the transparency of the policy and policy agenda that affect the management of the website. The research method used is descriptive qualitative using data collection techniques such as observation, interviews, literature studies, and document review. The results of this study are that the application of transparency is carried out by the availability of various kinds of public aspirations services and the existence of websites related to all SKPD. Use of features regarding policy transparency, with the application of e-budgeting and e-musrenbang. The existence of a continuation of previous government policies and changes in policies related to transparency of policies such as management of Jakarta Smartcity services and the use of a CRM system (Citizen Relation Management). The conclusion of this study regarding the transparency of policy on the official website of the DKI Jakarta Provincial Government has been good with 17 information indicators that only two are not yet available. The feature of the spread of transparency is said to be good in the presence of various kinds of availability and ease of access to information such as the presence of eight (8) complaint channels. implementing rules and recruitment of executing officials that show good things due to changes in the settlement of complaints by directly pointing to the lurah as the executor of the program (admin) which shows the command and control directly. The existence of transparency service innovations such as the open data portal, PTSP services through the Public Service Mall. However, there are still inhibiting factors in the implementation of transparency such as public support which can be seen from the number of participating in the website usage and the low management resources.
