Abstract

The development of digital technology has encouraged governments to provide electronic based public services that not only simplify access to services but also expand opportunities for citizen participation. One such innovation is JakLapor, a feature of the Jakarta Kini (JAKI) application that enables citizens to submit reports, aspirations, and complaints concerning public services in Jakarta. This study analyzes the influence of perceived usefulness and perceived ease of use on citizens' digital participation through JakLapor. The study employed a quantitative explanatory design using a survey method. The population consisted of citizens who had used JakLapor, while 100 respondents were selected as the minimum sample size based on the Slovin calculation and recruited through purposive sampling. Data were collected using a four-point Likert questionnaire and analyzed with IBM SPSS Statistics version 31 through validity and reliability tests, classical assumption tests, descriptive analysis, multiple linear regression, t tests, F-tests, and the coefficient of determination. The results show mean scores of 3.21 for perceived usefulness, 3.24 for perceived ease of use, and 3.30 for digital participation. Perceived usefulness has a positive and significant partial effect on digital participation, with a regression coefficient of 1.207 and a significance level below 0.001. Perceived ease of use has a positive coefficient of 0.131 but does not have a significant partial effect because its significance level is 0.267. Simultaneously, perceived usefulness and perceived ease of use significantly influence digital participation, with an F value of 57.664 and a significance level below 0.001. The R Square value of 0.543 indicates that both variables explain 54.3 percent of the variation in digital participation. These findings show that the practical benefits perceived by citizens are a stronger driver of digital engagement than ease of use alone. Accordingly, strengthening service usefulness, report-process clarity, complaint-status transparency, manager responses, and report follow-up is important for reinforcing digital participation through JakLapor.

Abstract

The persistently high level of corruption cases in Indonesia, particularly at the local government level as one of the sectors with the highest corruption rates, underscores the need to strengthen corruption prevention efforts through more systematic instruments, one of which is the Monitoring Center for Prevention (MCP) developed by the Corruption Eradication Commission (KPK). MCP is designed as an indicator-based tool for monitoring corruption prevention performance that can be implemented by local governments; therefore, this study focuses on analyzing the implementation of MCP by the Regional Inspectorate of Depok City as the coordinator of MCP implementation at the local level. This study employs a descriptive qualitative approach, with data collection techniques consisting of in-depth interviews and documentation of guidelines, achievement reports, and supporting MCP documents. The findings indicate that MCP implementation in Depok City has been relatively well conducted in terms of policy standard clarity and understanding of indicators across the eight intervention areas. The Inspectorate’s human resources are considered sufficiently competent to carry out coordination functions, although the process of fulfilling supporting documents is still influenced by variations in data quality among local government agencies. The characteristics of the implementing institution indicate that the Inspectorate has an organizational structure and role that support MCP implementation, despite an administrative-oriented bureaucratic culture that continues to influence work dynamics. Overall, MCP implementation in Depok City can be regarded as successful in administrative and governance aspects; however, its effectiveness as a substantive corruption prevention effort cannot yet be directly measured and still requires further strengthening beyond procedural indicator compliance.

Abstract

Infrastructure development plays a crucial role in supporting daily community activities. The construction of roads, bridges, ports, airports, and facilities for energy and clean water facilitates mobility, economic activities, connects regions, and improves access to public services. This study aims to assess the performance of the Highways Division of the Pemalang Regency Public Works and Spatial Planning Agency and the factors influencing it regarding road maintenance in 2025. A descriptive qualitative method was used to gain an in-depth understanding of road maintenance operations within the Highways Division during that year. The findings indicate that the division's performance still tends to be poor, characterized by low productivity, poor service quality, low responsiveness, and insufficient accountability. However, the aspect of responsibility was effectively implemented. Meanwhile, the factors supporting or inhibiting performance included individual, team, leadership, systemic, and contextual factors. These factors influenced road maintenance operations through both internal and external dynamics.
