Abstract

Leader and leadership is a human natural tendency. National leadership in Indonesia to now has focused more on a leader in harmony with his support community and the plural society that exists. National leadership in Indonesia is also influenced by the many believer of a religion. The research, Leadership of Java-Islam in governance will take the regent with many achievements in the administration of the Batang regency, Yoyok Riyo Sudibyo. The purpose of this study is to know and analyze the leadership of Java-Islam applied by the Regent Yoyok Riyo Sudibyo in the implementation of local government Batang regency.The recearch uses qualitative methods with data collection using in-depth interviews and documents study. Informants in the study are Regent, Vice of Regent, Regional Secretary, Chairman of DPRD, Bureaucracy, Society and Public Figure.Research results explained that the Regent of Yoyok tends to implement leadership of Java-Islam in the administration of Batang Regency. Decision-making in the Regent's tendency is serve like a moon (laku hambeging candra), serve like a fire (laku hambeging dahana),serve like a star (laku hambeging kartika) and serve like an earth (aku hambeging kisma), serve like a wind (laku hambeging samirana) also serve like a water (laku hambeging tirta), while not on serve like a sun (laku hambeging surya) and serve like an ocean (laku hambeging samodra). Then the implementation of leadership by Prophet in terms of shidiq, tabligh and fathonah. His firmness having a relationship with staff and society keep doing serve like a moon (laku hambeging candra), serve like a fire (laku hambeging dahana), serve like an earth (laku hambeging kisma), serve like a wind (laku hambeging samirana), serve like a sun (laku hambeging surya), serve like an ocean (laku hambeging samodra), and serve like a water (laku hambeging tirta) he don’t serve like a star (laku hambeging kartika).  Leadership on Islamic societies tend to do is shidiq, amanah, tabligh and fathonah. Development carried out tends to consider the principle of leadership in Islam. While in the leadership of Java did not leave serve like a water (laku hambeging tirta), serve like an ocean (laku hambeging samodra), serve like a wind (laku hambeging samirana), serve like an earth (laku hambeging kisma), serve like a star (laku hambeging kartika), serve like a fire (laku hambeging dahana and serve like a moon (laku hambeging candra).Keywords: leadership of java, leadership of islam, governance, Regent of Batang

Abstract

ABSTRACT Village is a reflection of a country, because village is the smallest part of government in a country. The village government consists of the village head and village as an element of village administration. Village heads elections conducted by the election committee conducted through several stages, netting and screening of candidates, the establishment candidate, campaign, vote, and the determination of the elected candidates. Village Head Election in Pahesan Village, Godong Subdistrict, Grobogan District, followed by several candidates and eventually won by Annaj muts Tsaqib. This research uses descriptive method and aims to provide an overview of the factors of Annaj muts Tsaqib’s victory as village heads of Pahesan. This research was conducted in the village Pahesan Godong Subdistrict Grobogan. The research approach used in this study is a qualitative approach. Factors of Annaj muts Tsaqib’s victory in the village elections is through the approach to the villagers by visiting homes and public places, using a strategy of pre-dawn raid, donated material and non-material to the villagers and the perception of the villagers that its competitors, namely Qomarudin, deemed not able to lead the country if elected. Abstract

Semarang city as one of the autonomous regions, has actually implemented the legal obligation by entering the non-smoking area through Semarang city are of regulation no 3 of 2013 about area without smoking. The government is attempling to reduse and limit the society who smoke in order to reduce diseases caused smoking, the smoker from theactive and passive smokers. The research aims to determine whether regulatorypolice areas no 3 of 2013 is already or implemented property.The method used in this study using descriptive the subject of this research is the government that represented by the health office of Semarang city and Salpol PP Semarang city, responsible for the implementation of the policy and the community.Based on the result of research wich can concluded: Implementation of the local regulation no 3 of 2013 about non smoking area in Semarang city has not run in accordance with is expected. Abstract

Dalam rangka peningkatan persepsi dan partisipasi masyarakat dalam pembangunan diperlukan suatu pendekatan atau metode, untuk meningkatkan peran serta masyarakat dalam proses pembangunan yang bersumber dari masyarakat itu sendiri. Pembangunan desa dimaksudkan untu membantu dan mengacu masyarakat desa membangun berbagai sarana dan prasarana desa yang diperlukan, langkah atau kebijakan yang akan diambil oleh pemerintah dalam melaksanakan pembangunan perlu diletakan dalam suatu kesatuan dengan daerah penyelenggaan pembangunan desa tidak terlepas dari kesadaran setiap penduduk yang tinggal di Desa tersebut, partisipasi dari masyarakat merupakan suatu syarat yang dapat menjamin keberhasilan pembangunan yang pada hakikatnya pembangunan desa adalah susatu proses modernisasi yang mengantarkan masyarakat, Bangsa dan Negara Indonesia kearah penghidupan yang lebih baik di masa depan. Dalam mewujudkan pembangunan di desa khususnya pembangunan di desa secara swadaya, partisipasi atas kemauan sendiri lebih di butuhkan dari pada partisipasi masyarakat desa secara swadaya. Penelitian ini dilaksanakan di desa Tanjungrejo dan desa Plangitan.Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian deskriptif dengan pendekatan kuantitatif kualitatif yang dilakukan dengan menyebar angket dan wawancara mendalam serta observasi langsung di lapangan agar di dapatkan gambaran secara langsung tentang keadaan yang ada di lapangan atau tempat penelitian tersebut. Hasil penelitian yang diperoleh menyatakan bahwa secara umum persepsi dan partisipasi masyarakat Desa Tanjungrejo dan desa Plangitan dalam pelaksanaan program pembangunan yang ada di desanya sudah tergolong baik. Namun demikian masih terdapat faktor-faktor yang menjadi hambatan partisipasi dari masyarakat Desa Tanjungrejo dan desa Plangitan seperti persepsi yang negative terhadap pembangunan desa, kekecewaaan terhadap program yang tidak berjalan, dan hasil pembangunan yang kurang memuaskan.Kata kunci : Persepsi, Partisipasi, Pembangunan Infrastruktur Desa.

Abstract

The system of regional autonomy provided the authority to manage the affairs of their own region. Therefore, the strategic position of government leaders are important. Besides that, its also important if a regent capable and competent on leadership and government science. That matter related to the discussion of head region, Purbalingga Regent, Triyono Budi Sasongko which is famous as the name of “brillian regent” and one of the chief areas that managed to bring great changes to the area led. So, this journal made for analyze the government's leadership Triyono Budi Sasongko as Purbalingga Regent period 2000-2010. The method used is a qualitative research, a case study approach. The research instrument with interviews, observation and documentation study conducted on the sources of information were selected using certain considerations (purposive sampling) and the resources derived from the government sector, publik sector, and private sector related research problems. The results of the analysis of the government's leadership Triyono Budi Sasongko in the period 2000-2010 led Purbalingga: There are the influence of the leaders in creating effective government leadership. It can be seen from the pattern of leadership, leadership styles, as well as the determinants of efectivity leadership. Leadership that was close to the people, as well as a mix between leadership style transformatinal leadership with primal leadership which are capable of being thrust to boost publik participation in regional development so that the independence of the system in the form of community empowerment can be achieved. The study also found that the style of leadership, the ability of the leader personally into internal factors and political support, government administration, as well as the quality policy of external factors in stimulating the effectiveness of the government's leadership. Recommendations are given to the regional head that the pattern and style of leadership trasnformational and primal should be able continue to developed, and the head of each region should be able to accommodate the interests of various sectors, which are the government and the society,to create the effectiveness of the government's leadership. Abstract

ABSTRACTSince the enactment of Regulation (UU) number 6 year 2014 about Village, each village will be given Rp. 1 billion. This village funds are prioritized for the development and empowerment of village communities. Under supervision of the use of village funds, the government of Banyuwangi through Village and Community Empowerment Office created an integrated village budgeting system by online. This system is called E-Village Budgeting (E-VB). This system is purposefully created for budget transparency, providing convenience in administrative accountability, financial control of the district level, as well as the ease of financial accountability and evaluation.This study is conducted through mixed method between quantitative and qualitative research by using observation data, interviews, documentations and questionnaires to explain in detail the real situation and use triangulation of data sources, methods and theories. Qualitative method is used to explain in detail about the innovation of village financial governance, while quantitative research method is used as supporting to explain the situation in society.Based on the study, the result shows that E-VB application system in accordance with the theory and innovation concept. This system is an innovation designed to facilitate village government's financial governance by utilizing the internet network in every village. The implementation of E-VB system has been successful with less constraints.Based on the researcher’s observation, the problem is servers are often down, especially when many village apparatus are using the E-VB application concurrently. In the future, the Government of Banyuwangi must increase the number of existing servers for the future E-VB application system can be operated more appropriately.Keywords: Innovation of Village Government Financial Governance, E-Village Budgeting

Abstract

Innovation for a local government is a necessity in attempt to achieve public prosperity and welfare.It is related to innovation based on the discussion with Surabaya mayor, Ir. Tri Rismaharini, MT whose well known by her innovations and creative ideas on building the city of Surabaya. This study attempts to analyse the role of female leader, the effectiveness of leadership, various forms of leadership, the processes, the key factors of success, obstacles of leadership in building innovation leadership of Surabaya mayor. Research methods used during this research is qualitative study, where the study conducted by the reasonable situation (natural setting). Research is done in the city of Surabaya, East Java. Research instrument by interviews, the literature study and documentations was done with sources of information chosen using certain consideration (purpose sampling) and source of information derived from various sources that associated with the problems. The results of innovation leadership of Surabaya mayor showed that there is an influence from the role of female leader in creating the effectiveness of leadership government in Surabaya. This could be seen in the pattern, prospective of nature affected on conduct leader who innovative and effective. In addition, also found key factors of success that bring up innovation program by approach humanistic leadership, communicative, discipline and transparent are able to increase public participation in innovation on regional development. Beside, also found the obstacles faced by the leader that have to solve clearly so innovation that produced not have only been contemporary but continuity and acceptable in all levels of society. The recommendations given to the head of government is the pattern of innovative and effective leadership that should keep developed, also every head of the governments must be able to accommodate the necessity of the society from all sectors such as governments, institutions, society, community and private so it will create the effective and innovative leadership synergy. Abstract

Indonesia's participation in the application of Open government in 2011 is expected to improve the quality of public services, however, the ombudsman data in 2017 shows, that the most complained public service is the public services of local governments. Based on the follow-up of the Open government policy which was followed by several countries including Indonesia, the central government established an integrated complaints handling system called LAPOR (Layanan Aspirasi dan Pengaduan Online Rakyat) to improve the public services quality. Then, the complaints handling system is used by the Bojonegoro Regency government with the name SIAP-LAPOR (Sistem Integrasi Aspirasi Pengaduan – Layanan Aspirasi dan Pengaduan Online Rakyat). SIAP-LAPOR is an integrated complaint handling system where Bojonegoro district has become an Open government partnership pilot project in 2016.This research is purposed to find out the management of SIAP-LAPOR complaint handling system conducted by the Bojonegoro Regency Department of Communication and Informatics for the establishment of an open government in Bojonegoro Regency, it is assessed from the success element of e-government development where the results are being grand prerequisite of the three Open government principles including the Policy Principles, the Catalyst Principles and the Output Policy Principles (Output).This research uses descriptive qualitative methodology, and this research obtains information from interviews, observation, literature studies, and supporting documents. The result of this study indicates that the management of SIAP-LAPOR service has supported the three policy principles in the Open government grand theory. This is supported by the awards received by the Bojonegoro Regency Department of Communication and Informatics from Kemenpanrb (Ministry of Administrative and Bureaucratic Reform) for the top 10 management of complaints handling system in 2018, the availability of budget adequacy through the Regional Budget (APBD), and the human resources, as well as the completeness of information technology infrastructures. Some of the shortcomings in the findings of this research include the people who have not used SIAP-LAPOR services much, some people afraid to complaints and demand for responsiveness to the follow-up of OPD.Keyword : SIAP-LAPOR, Openness, Open government

Abstract

Abstract. Rapid growth of advertising in the city of Semarang, arising from the large number of investors who choose advertising media as their promotional tools because of the attractiveness of holding of advertisement is the commercial side of the people of the city of Semarang. Hence to suppress the rapid growth in advertising, to create order, to control Billboard Semarang City Government then have a tool that is applicable local or Perda. Perda who set about organizing the Billboard in the city of Semarang i.e. Perda No. 14 Year 2012 About the Organization of Advertising. Perda No. 14 Year 2012 contains provisions and rules about how the planning and structuring of advertisement, the process of organizing the Billboard, Billboard permitting, and the mechanism of pengawasaan advertising. This research aims to know the process of supervision in the penyelelenggaraan and Setup Billboard in the city of semarang. Methods used in this research is qualitative, i.e. by doing data collection techniques using interviews, observation and study of the literature. Data analysis was performed with data reduction stage, the presentation of data, verification and withdrawal of the conclusion. The objects of research are spatial Agency staff, advertising and Satpol PP penyelengara. The results showed that the process of organizing and structuring of advertisement in Semarang city administered by Dinas Spatial Semarang that mengau in Semarang Perda No. 14 Year 2012. Supervision run against organizing and structuring the Billboard in the city of Semarang by way of preventive, repressive, surveillance process, periodic supervision, supervision, supervision of surprise inherent. Factors that hinder the process of surveillance against organizing and structuring of advertisement is an understanding of and compliance with the makers of advertising against the regulations. It is recommended that surveillance needed the participation of agencies-agencies besides the Department of Spatial and Satpol PP e.g. wards and other Service-related advertising. Keywords : Policy Implementation, Reklame, Supervision

Abstract

AbstractVoting behavior in the presidential election is a set of activities to determine thedecision in choosing the president and vice president. In the 2014, the number ofyoungvoters of presidential election were very significant to win the electioninIndonesia, about 20-30% of the total number of voters areyoungvoters. Based onsurvey of Lembaga Survei Nasionalyoungvoters behavior included in thecategory of rational approach. This study to analyze theyoungvotersbehaviorinKendalon Election of President and Vice President using sociological approach,psychological approach, and the approach of rational choice.This research is using quantitative approach with survey method. The samplingtechnique in this studyusing Multi Stage Random Sampling with 100 respondents.This study using a questionnaire to collecting data.The results showed thatyoungvoters is using their voting rights rationally.Beginner voters ignore sociological factors, they ignored age and professionalbackground of presidential candidates, but the education and gender of beginnervoters influence their political choices.Maleyoungvoters tend to choose a matePrabowo-Hatta, while femaleyoungvoters tend to choose Jokowi-Jusuf Kalla.Basedon psychological approaches, candidates figur had larger role than bearerparty. Based on rational approaches,youngvoters believe that president theyhave chosen can alleviate poverty, enforce laws, and improve welfare.For the next researcher who willconduct research on the same topic, researchershope this study can be perfected, by using a triangulation method.Keywords: voting behavior,youngvoters
