Abstract

The issue of Out-of-School Children (OSC) remains a serious challenge in human resource development in Indonesia, including in Jepara Regency. Despite the implementation of various educational policies and programs, there are still school-age children at the local level who do not have access to formal or non-formal education. This condition indicates that the problem of OSC is not solely related to educational access but is also influenced by social and economic factors, as well as the quality of local governance in coordinating and implementing handling policies. Therefore, the management of OSC should be examined not only from an educational perspective but also from the standpoint of local governance. This study aims to analyze the governance of Out-of-School Children management implemented by the Jepara Regency Government through Regional Apparatus Organizations (OPD) based on the principles of good governance. The research employs a qualitative approach with a descriptive research design. Data were collected through in-depth interviews with relevant OPDs, including the Regional Development Planning Agency (Bappeda) as the leading sector, the Department of Education, Youth and Sports, the Department of Social Affairs, Community and Village Empowerment, the Office of Women’s Empowerment and Child Protection and Family Planning (DP3AP2KB), Community Learning Centers (PKBM), and beneficiaries of the OSC handling program. Data collection was also supported by documentation and literature review to strengthen the validity of the findings. The analysis was conducted using the principles of good governance developed by the United Nations Development Programme, which include participation, rule of law, transparency, responsiveness, equity, effectiveness and efficiency, and accountability. This framework was applied to assess the extent to which the governance of OSC management in Jepara Regency has been implemented in accordance with good governance principles, as well as to identify supporting and inhibiting factors in policy implementation at the local level. The findings reveal that the Jepara Regency Government has implemented OSC governance through cross OPD coordination, data collection and verification, the implementation of the 12-year compulsory education program, the provision of educational assistance, and the utilization of non-formal education pathways through Community Learning Centers (PKBM). The application of governance principles is particularly evident in the aspect of responsiveness, although challenges remain in terms of service equity, program effectiveness, and sustainability. Therefore, strengthening cross-sectoral coordination, policy innovation, and community participation is necessary to optimize sustainable OSC management.

Abstract

Women’s empowerment is important to study because women remain in a vulnerable position due to structural inequalities that limit their access to economic resources, basic services, and decision-making spaces. This vulnerability is particularly evident among marginalized women living in densely populated urban areas, such as the women residents of the Bandarharjo Public Housing Complex in Semarang, who rely on the informal sector and face limited access to empowerment programs. This study aims to evaluate the policy framework underpinning empowerment, identify program implementation, and examine the program’s impact on the transformation of marginalized women’s groups.The study employs a qualitative method with a critical approach, with data collection through field observations, in-depth interviews, and documentary analysis. Findings indicate that although Semarang Municipal Act No. 7 of 2023 was enacted as the legal framework, its implementation has not targeted specific settings and relies heavily on administrative requirements. Various empowerment programs exist, but their reach is limited by administrative data mechanisms; women’s participation remains passive. Structural transformation remains unachieved, as programs merely enable adaptation to vulnerability without altering women’s power dynamics or social positions.

Abstract

This study examines the distribution of Village Funds toward equitable infrastructure development among hamlets in Suwatu Village, Tanon District, Sragen Regency. The Village Fund policy, sourced from the State Budget and implemented since 2015 under Law Number 6 of 2014 concerning Villages, aims to promote welfare improvement and accelerate development at the village level. However, equitable distribution of development benefits among hamlets within a single village remains an unresolved issue, as evidenced by the 2024 Village Development Index (IPD) gap among Hamlet Ngijo (73.5/Advanced), Hamlet Banaran (60.5/Developing), and Hamlet Mlangse (55.5/Underdeveloped). The purpose of this study is to analyze the management of Village Funds in infrastructure development in Suwatu Village. Furthermore, this study aims to identify the factors considered in Village Fund utilization and to analyze the equity of infrastructure development among hamlets. This study uses Rubin's (2019) Budget Politics theory as an analytical framework, which is operationalized through budget governance indicators adapted from Mardiasmo (2021) using a descriptive qualitative approach. Data collection was conducted through in-depth interviews, field observations, and documentation involving village officials, members of the Village Consultative Body (BPD), and community representatives from all three hamlets. The findings indicate that Village Fund management in Suwatu Village has not fully achieved equitable and just development. Several fundamental problems were identified, namely the fund allocation formula was not transparently communicated to the community, Village Deliberation forums were still dominated by certain groups causing the aspirations of underdeveloped hamlets to go unheard, and technical feasibility along with proximity to the village center were more influential in shaping budget distribution than the officially established criteria. These conditions created inequality across three dimensions: inter-area equity, inter-sector equity, and inter-social group equity.Based on these findings, this study recommends that the Suwatu Village government improve the Village Deliberation mechanism to be more inclusive and not dominated by certain groups, prioritize budget allocation to underdeveloped hamlets proportionally based on IPD data, and increase budget information transparency to all layers of society, especially in hard to-reach hamlets. Strengthening oversight based on actual results, not just the completeness of administrative documents, is also key to promoting equitable development.

Abstract

The management of tourism attractions is an important factor in increasing competitiveness between tourist attractions and influencing the sustainability of the tourism sector between regions. Mount Kemukus is one of the tourist attractions in Sragen Regency that has historical, cultural, and religious value. Mount Kemukus underwent revitalization since 2020 and was inaugurated in 2022. The revitalization was carried out on a large scale by creating new rides, facilities, and infrastructure, thereby creating a new look. The revitalization cost a considerable amount of money due to the overall changes, with a total budget of 48.4 million. This study was motivated by a problem related to the issue of suboptimal management. This problem arises from various factors, including limited land, budget, and low participation rates. These factors can be addressed by implementing an appropriate strategic plan. This management strategy plan is outlined in the agency's strategic plan with the aim of enhancing competitiveness and increasing visitor appeal. This study aims to provide an analysis of management strategies and also examine the supporting and inhibiting factors in the implementation of these strategies. The method used by the researcher is descriptive qualitative through interviews, observation, and documentation. Informants in this study include the head of tourism destination development, managers, local residents, business actors, and visitors. Data analysis was conducted through the stages of reduction, data presentation, and conclusion drawing. The theories used as a basis were strategic management theory and SWOT analysis. Through this study, researchers wanted to find out what strategies were used by the Sragen Regency Youth, Sports, and Tourism Office in managing the Mount Kemukus tourist attraction after its revitalization. Management requires cooperation between the management and the surrounding community. Therefore, it is necessary to strengthen the quality of human resources to create optimal human resources. The management of the Mount Kemukus tourist attraction is influenced by the quality of human resources who are not sufficiently aware. The researchers' findings show that the management of the Gunung Kemukus tourist attraction uses the agency's strategic plan for 2021-2026. The strategy covers four aspects, namely: development of tourism destination attractiveness, marketing of tourism destinations, development of the creative economy ecosystem, and development of tourism and creative economy resource capacity. From these four aspects, the researcher found that the first and second aspects are supporting factors, while the third and fourth aspects are inhibiting factors in management..

Abstract

This study aims to analyze the implementation of Semarang Mayor Regulation Number 83 of 2023 concerning the Establishment of Disability Service Units and Character Education for Students in supporting inclusive education policy in Semarang City. This research employs a qualitative approach with data collection techniques through triangulated interviews, observation, and documentation involving the Semarang City Education Office, Rumah Duta Revolusi Mental (RDRM), schools, parents of students with disabilities, as well as non-disabled students. The analysis applies the policy implementation theory of George C. Edward III, which includes the variables of communication, resources, disposition, and bureaucratic structure. In addition, the study also adopts the Index for Inclusion framework through three dimensions: creating inclusive cultures, producing inclusive policies, and evolving inclusive practices. The results indicate that the indicators of policy implementation have been achieved in the aspects of communication, implementers’ disposition, and bureaucratic structure, as reflected in clear coordination and service mechanisms among schools, the Education Office, and RDRM. Within the Index for Inclusion framework, the indicators of creating inclusive cultures, producing inclusive policies, and evolving inclusive practices have also been achieved through psychological assessments in the affirmative pathway of the New Student Admission System, psychoeducation for teachers, and adjustments to the learning process based on professional recommendations. However, the resource indicator has not been fully achieved due to limited human resources and the high service workload. Supporting factors include a clear regulatory foundation, the commitment of policy implementers, and coordination among stakeholders. Meanwhile, inhibiting factors involve limited human resources and restricted service capacity. This study concludes that policy implementation has been supported by structured coordination mechanisms but still requires strengthening in the resource aspect.

Abstract

The implementation of public services is currently faced with various changes and increasingly dynamic demands of society. One of the government's efforts to improve the quality of public services is through information technology-based innovation. The Population and Civil Registration Office of Kendal Regency, as the implementer of population administration services, has developed a digital-based service through the Pak Dalman application (Population Administration Services in Your Hand). This service aims to provide easier access to faster, more transparent, and free services for the public. The purpose of this study is to analyze the application of the concept of digitalization in population administration services through the Pak Dalman application. As well as to identify the impact of its use on improving the quality of public services in Kendal Regency, including aspects of transparency and accountability. This study uses a qualitative method with a descriptive approach. Data collection techniques are carried out through interviews, observation, and documentation. In-depth interviews were conducted with the Head of the Population Administration Information Management Division, Implementers in the Population Administration Information System Section, and community users of the Pak Dalman application. The collected data were analyzed using the theory of E-Government implementation and the theory of the impact of the use of information technology in improving the quality of public services to answer the formulation of the research problem. The results of the study indicate that the support indicator, the implementation of digitalization through the Pak Dalman application is not fully optimal, indicated by the lack of regulatory support for the application's implementation at the regional level and uneven socialization, so that some people still do not understand the mechanism of using the Pak Dalman application. In the capacity indicator, human resource readiness with the presence of competent officers, supported by an adequate budget and technological infrastructure in the form of servers, networks and security systems centralized at the Kendal Regency Communication and Informatics Office. In addition, the implementation of the Information Security Management System (ISMS) and the ISO 27001:2022 Standard, is an effort to maintain the security and protection of public data. In the value indicator, the Pak Dalman application is able to provide services that are easy, fast, free and can be accessed at any time, thereby increasing service efficiency. Overall, the use of the Pak Dalman application has a positive impact on the quality of public services, especially in increasing transparency through information disclosure and accountability through fast, accurate services, and the availability of accountable complaint channels. However, in the aspect of participation, community involvement is needed in the planning stage of digital service development, so that it is necessary to strengthen collaboration between the government and the community.

Abstract

Digital transformation in population administration services has encouraged local governments to adopt technology-based innovations such as the Population and Civil Registration Self-Service Kiosk (Anjungan Dukcapil Mandiri/ADM) to improve public service quality, although its implementation has not yet been fully optimized in practice. This study examines the implementation of ADM in enhancing the quality of population administration services at the Department of Population and Civil Registration (Disdukcapil) of Semarang City, as well as identifying the constraints affecting its effectiveness. The research employs a qualitative descriptive approach, with data collected through interviews with officials from the Population Administration Information Management (PIAK) division, ADM operators, and 1Mahasiswa Ilmu Pemerintahan Universitas Diponegoro 2Dosen Ilmu Pemerintahan Universitas Diponegoro service users, supported by observation and documentation, and analyzed using service quality dimensions. The findings indicate that ADM implementation contributes to improving service efficiency, expanding public access to self-service document printing, and accelerating digital based administrative processes. However, service optimization remains constrained by several factors, including technical issues in systems and devices, limited public understanding of ADM services, suboptimal utilization of electronic ID card (e-KTP) printing features, and the continued concentration of service usage at the main Disdukcapil office. These findings suggest that the success of ADM implementation is determined not only by technological readiness but also by institutional capacity, effective socialization strategies, and the level of public participation in supporting digital-based public service governance.

Abstract

Civil servants (ASN) are a crucial component of the government structure, playing a strategic role as implementers of public policy, providers of public services, and as a unifying force for the nation. Therefore, the professionalism and neutrality of ASN are crucial aspects in carrying out these functions and duties. This research is motivated by the frequent violations of ASN neutrality in political contests, particularly during regional elections (Pilkada). The theoretical foundations used to analyze this phenomenon are the theory of bureaucratic neutrality and the theory of patron-client relations. The research method used is descriptive qualitative, aiming to describe in detail the reality, particularly regarding the dynamics of ASN behavior and efforts to enforce neutrality by relevant institutions in the 2024 Central Java gubernatorial election. Data collection techniques were conducted through interviews and documentation studies. The results of this study indicate that violations of ASN neutrality continue to occur. Based on data from the Central Java Provincial Elections Supervisory Agency (Bawaslu), two ASNs were found to have violated neutrality, one in Sukoharjo Regency. This is despite efforts to enforce neutrality, starting from pre-election (socialization and prevention), the election period (supervision), and post-election (sanction enforcement). This study also identified several factors causing ASN's lack of neutrality and obstacles in the process of handling neutrality violations. The study's conclusions indicate a gap between public perception and official Bawaslu data. Based on interviews with several voters, the public still frequently encounters ASN who show bias towards certain candidates. However, the number of violations officially recorded by Bawaslu is relatively small or low, namely only two cases. This indicates a gap between field practices and formal reporting. Therefore, this study recommends several steps, namely: 1) increasing ASN's understanding of the principle of neutrality, 2) strengthening inter-agency coordination, 3) increasing the commitment of PPK, and 4) evaluating and adjusting regulations related to ASN neutrality.

Abstract

The Integrated Service Center for the Protection of Women and Children (P2TP2A) of Cimahi City was established to address issues of violence against women and children, including domestic violence involving family members. This institution aims to raise awareness and enhance public understanding of these issues. This study focuses on examining the effectiveness of P2TP2A Cimahi City in preventing domestic violence. The research was conducted in Cimahi City, West Java, using in-depth interviews and observation as data collection techniques. In its implementation, the researcher found that P2TP2A Cimahi City has undertaken various efforts to prevent domestic violence, which indicate its level of effectiveness in prevention activities. However, in achieving optimal effectiveness, several challenges were identified. These include a shortage of personnel resulting in multiple workloads, inadequate facilities and infrastructure, and challenges originating from community attitudes. Therefore, this study recommends the establishment of clearer regulations regarding the distribution of workloads among staff members in order to improve the overall performance and effectiveness of P2TP2A.

Abstract

Cilacap Regency is one of the regions contributing to food security in Central Java Province and possesses a significant number of irrigation areas; this necessitates an optimal role for the local government in the management of these irrigation areas. This study aims to analyze the role of the Cilacap Regency local government in the management of irrigation areas in Cilacap Regency in 2024. This study employs a descriptive qualitative approach. Data were collected through in-depth interviews with relevant agencies, namely the Cilacap Regency Water Resources Management Agency (PSDA) and the Cilacap Regency Agriculture Agency, as well as beneficiaries of the irrigation area specifically the Water User Farmers’ Association (P3A)—and were supplemented by documentary data and literature reviews. Analysis was conducted using Labolo’s (2014) theory of government roles, supplemented by an analysis based on the principles of good governance according to the UNDP as outlined by Sedarmayanti (2009). The research findings indicate that the Cilacap Regency Government has fulfilled its role as a regulator by enacting a number of regulations, while also serving as a provider of facilities and encouraging the active participation of water-user farmers through outreach activities. However, its role as a provider of facilities has not been fully realized due to budget constraints, resulting in 55% of the irrigation networks under the jurisdiction of Cilacap Regency being in poor condition. From a good governance perspective, irrigation management in Cilacap Regency has been participatory, equitable, and guided by applicable regulations, with supporting factors including a strong regulatory foundation, consistent routine inspection programs, and active participation by water-user farmers, while the main constraining factor is budget constraints.
