Abstract

The construction of the Mini Zoo tourist attraction in Purworejo Regency, funded by the 2023 Regional Budget (APBD) of Rp 9.4 billion, failed before it was operational due to structural damage. This study analyzes this failure as a public policy failure using Allan McConnell' (2010) logical framework approach and dimensions of failure. The results indicate a chain of failures from the planning stage to implementation. Determining the location in a disaster-prone zone without supporting technical data is a major weakness that impacts construction inconsistencies and the full disbursement of the budget before physical completion. This failure hampered the achievement of Regional Original Income (PAD) targets and undermined public trust. Based on McConnell's (2010) analysis, the failure encompasses process, program, and political dimensions, indicating weak planning and risk management in regional development policies.

Abstract

equality for all citizens, including persons with disabilities. In practice, persons with disabilities still face various obstacles in participating in the political process, particularly in regional head elections. These obstacles include limited accessibility to polling stations, a lack of inclusive election outreach, and problems in registering voters with disabilities. This study aims to analyze the implementation of election outreach and education for persons with disabilities as participants in the regional elections in Semarang City and to assess the availability of accessibility for persons with disabilities in the election process. This study uses a qualitative research method with a descriptive approach. Data collection was conducted through observation, interviews, and documentation techniques with informants consisting of stakeholders at the Semarang City General Elections Commission (KPU), the disability community, and persons with disabilities as election participants. The results show that election organizers have made various efforts to fulfill the political rights of persons with disabilities through election outreach and education in collaboration with the disability community and the provision of several accessibility facilities at polling stations. However, several obstacles remain in its implementation, such as inaccurate data collection for voters with disabilities, limited physical accessibility at polling stations (TPS), and a lack of supporting facilities appropriate to the needs of various types of disabilities. These conditions have the potential to impact the level of political participation of people with disabilities in regional elections. Therefore, improvements are needed in the voter data collection system for people with disabilities, increased physical and non-physical accessibility, and strengthened election outreach to be more inclusive so that political participation for people with disabilities can be realized in a meaningful and equal manner.

Abstract

Although Indonesia has implemented the 30% quota policy for women's representation, the participation and electability of female legislative candidates (caleg) still face complex challenges. This research argues that these obstacles cannot be understood solely through a single-axis framework based on gender but must be analyzed through the lens of Intersectionality. The intersectional framework highlights how various identity categories— such as gender, political status (incumbent/non-incumbent), and geography (local/non-local origin)—converge to create unique experiences of subordination and multi-layered barriers for female candidates. This study aims to deeply identify and analyze the specific forms of intersectional obstacles encountered by female legislative candidates and to elaborate on the winning strategies designed to overcome these layered barriers. Employing a qualitative approach with a case study method, the research focuses on Amelia Anggraini in the DPR RI Central Java VII Electoral District, which covers Kebumen, Purbalingga, and Banjarnegara Regencies. Data were collected through in-depth interviews, observation, and analysis of campaign documents.The findings indicate that Amelia Anggraini faced specific intersectional obstacles, namely the combination of gender barriers (masculine political stereotypes), her non-incumbent status, and her non-local origin status. These barriers necessitated the formulation of a specific and unique winning strategy, which included: 1) A Communication Strategy that focused on a narrative of capacity and substantive issues rather than solely gender identity; 2) A Networking Strategy that transcended formal party structures by building horizontal, community-based alliances; and 3) a Resource Utilization Strategy focused on logistical efficiency to compensate for capital limitations compared to incumbent opponents.This research concludes that a successful winning strategy for female legislative candidates is one that consciously dismantles and transcends the multi-layered obstacles created by the intersection of various identities. Theoretically, this study reinforces the relevance of the intersectionality framework in Indonesian electoral politics, encouraging the analysis of affirmative action policies to move from mere candidacy quotas towards structural support capable of addressing layered injustice.
