Abstract

Birokrasi dan pelayanan publik merupakan dua hal yang tidak bisa dipisahkan, seiring perkembangan jaman birokrasi mengalami perkembangan yang lebih dikenal dengan reformasi birokrasi dimana birokrasi tidak lagi tergambar sebagai sesuatu yang menyulitkan dan memakan waktu lama. Keberhasilan reformasi birokrasi di daerah tidak lepas dari peran seorang pemimpin untuk menyatukan visi dan mensukseskan instansi melaksanakan reformasi birokrasi. Faktor kepemimpinan sangat penting karena pemimpin merupakan tombak utama keberhasilan maupun kegagalan sebuah instansi. Untuk mendukung reformasi birokrasi di daerah sudah banyak program yang dilaksanakan salah satunya adalah Zona Integritas WBK WBBM dimana instansi terpilih merupakan instansi yang sudah berhasil melaksanakan reformasi birokrasi di dalamnya yang dalam penelitian ini terdapat dua instansi yang terpilih yaitu BP2T dan RSUD Kardinah Kota Tegal. Dalam penelitian ini penulis menggunakan teori desentralisasi, birokrasi weber, reformasi birokrasi, kepemimpinan, serta kaitan kepemimpinan dengan birokrasi untuk menunjukkan proses keberhasilan birokrasi di Kota Tegal sehingga menghasilkan lembaga yang baik dan dijadikan lembaga percontohan pada program Zona integritas. Metode penelitian menggunakan kualitatif deskriptif dimana penulis menggunakan informasi dari instansi terkait (BP2T dan RSUD Kardinah) serta pihak luar sebagai penyeimbang data yaitu Ombudsman Jawa Tengah dan pengamat kebijakan yaitu Bpk Slamet Santoso. Hasil penelitian ini menunjukkan bahwa BP2T dan RSUD Kardinah merupakan lembaga yang berhasil melaksanakan reformasi birokrasi dengan bukti meningkatnya kualitas pelayanan dari tahun ke tahun, sarana prasarana yang lengkap dan proses pengurusan perizinan yang telah menggunakan sistem terpadu. Dari faktor kepemimpinan Kota Tegal sejak masa reformasi telah memiliki pemimpin yang baik mulai dari Bpk Adi Winarso yang melakukan pendekatan militeristik untuk menyatukan visi dan misi seluruh SKPD Kota Tegal, masa Ikmal Jaya dan Siti Masitha sebagai pemimpin yang demokratis dan dibawah kepemimpinan mereka Kota Tegal semakin maju dan berhasil meraih penghargaan dalam segala bidang terutama bidang reformasi birokrasi.Kata Kunci : Birokrasi, Reformasi Birokrasi, Desentralisasi, Kepemimpinan daerah

Abstract

This study was conducted to explain the Social and Rehabilitation Services Program for beggars and abandoned children in the Mardi UtomoSocial Rehabilitation Center Semarang. The Social Rehabilitation Center is a Technical Implementation Unit Provincial Social Service of Central Java as one of the institutions Social and Rehabilitation Services for productive adults who specifically is directed with social welfare problems Beggars homeless and internally displaced persons. There is one of the activities that have not been implemented to the preparation activities social environment which includes the preparation of a family environment, the preparation around the lives of clients or beneficiaries (neighbors, peers, village governments and local communities) the preparation of the social environment client widely (schools, businesses, etc.) However, in the implementation for the Beggars homeless and internally displaced persons well in accordance with the Operational Service Standards. They are able to increase the degree of wellfare, able to live independently in the midst of a better society and able to carry out a social function naturally. In Sumarry existence of Mardi UtomoSocial Rehabilitation Center Semarang has been participating in reducing social welfare problems in Central Java Province. Abstract

Elections are a way in a country that adheres to the election for public officials. The elections or the election in Indonesia is a general election to elect the regional head and deputy head of the region directly by local residents who qualify. On December 9, 2015 local elections held simultaneously for the first time, including Kendal. In the elections is certain there will be candidates who won and the defeated pair. The focus of this study is to discuss about the failure of incumbent Widya Kandi with a pair deputy candidates Moh Hilmi. The method used in this research is Qualitative. Research sites in Kendal regency. The method of collecting the data in this study by interviewing informants involved in Kendal 2015 election.             Results from the study showed some factors failure of incumbent Widya Kandi. (1) The role of political parties in the process of winning was less effective. (2) Performance Widya Kandi incumbent in office less well, especially the issues of infrastructure development that is less realized, making communities Moh Hilmi figures disappointed and very new in world politics make less known by the public. (3) The strategy used by less than the maximum campaign team made no significant noise increase. (4) Wdya Kandi attacked by a black campaign issues that make her electability down.  Key words: Election, Failure, Analysis

Abstract

Cases of social violence is amount on behalf of religion carried out by intolerant groups against to Jemaat Ahmadiyah made the writer interested in carrying out this research. Destruction Mosque’s Al-Kautsar of Jemaat Ahmadiyah in Kendal, aren’t the first time an action violations community of human rights by intolerant group in Indonesia. This research to determine how the beginning of the presence Jemaat Ahmadiyah, to describe the causes of the destruction of the Al-Kautsar’s Mosque by Jemaat Ahmadiyah, and to identify the factors that caused the destruction of the Al-Kautsar’s Mosque by Jemaat Ahmadiyah Purworejo, Ringinarum, Kendal. The method of research is descriptive qualitative with techniques data collection with interviews, observation, and document review. The data obtained is then analyzed using data source triangulation.The results of the research is the beginning of the first time Jemaat Ahmadiyah in Purworejo, the presence of Jemaat Ahmadiyah in Purworejo wasn’t fully acceptable to the people of Purworejo Village. As a minority community in this village, Jemaat Ahmadiyah often gets discrimination from intolerant people in their villages. The determination of the Fatwa’s MUI and the SKB Tiga Menteri is always the reason for intolerant groups to carry out intolerant actions. The feeling hatred from society to Jemaat Ahmadiyah made the people have to destroy Al-Kautsar’s Mosque of the Jemaat Ahmadiyah. The factors underlying the destruction of the mosque are due to minority factors, social factors, religious factors and policy factors. The need for an attention government stance in establishing law and describing a small amount of space for minority society can minimize the occurrence of acts of discrimination among majority society with minority society.Key Words : Ahmadiyah, Destruction, Mosque, Government, Minority

Abstract

Currently Semarang City government has been intensively carry out improvements to the implementation of government information towards good governance through public information disclosure is packed with good public service. This is intended to facilitate the public in obtaining various information in the information of the government. During this time, information disclosure is considered important for some people, while ordinary people sometimes take little care of it.The formation of perceptions needs to be built so that people can use the information provided by the government. Therefore, good governance is the practice or procedure of government and society managing resources to solve public problems. This study aims to explain how the public perceptions of Semarang city against public information disclosure. The method used in this research is qualitative, by doing data collection techniques using interviews, observation and literature study. Data analysis is done by data reduction phase, data presentation, verification and conclusion.The results showed that 1) Semarang City knowledge about the existence of KIP has not been fully referring to UU KIP. 2) lack of understanding of the community abaout the implementation of KIP. 3) people's assessment of KIP generally tends to require only satisfactory outcomes but does not change their behavior to participate in government. The solution to overcome this is the government is more proactive by providing intelligence to the community through innovative programs related to public information disclosure.Keywords: Good governance, Public information disclosure, Perception

Abstract

This research’s purpose is to identify driving factors of the election of three women candidates in DPRD at the Election of Parliament in Kudus Regency 2014. What makes the three women candidates can be selected from the many women candidates contesting Kudus Regency 2014. The type of research is qualitative descriptive. Depth interview method was used to collect the data toward all the women members of local legislative in Kudus Regency by the result of the Election 2014. Data reduction, data presentation, data conclusion and verification were used for the data processing method. The result of the research affords driving factors of the election of three candidates from the determinant factors: they dominate political asset which facilitate them to develop the network between political elites or to develop their own network, becomes a nomination at the insignificant serial number and strategic region’s election, obtain the supports from people’s trust toward the candidates for the social asset, economics asset to fund the legislative’s nomination, the best selection of the effective strategic issues as a way to convince the voters and incumbent popularity rate to bring up the credibility.Keywords: Driving Factors, Women Candidate, Elected

Abstract

The leadership of incumbent candidates is one of the important points in determining the acquisition of vote results in the Regional Head Election. At the end of their tenure, a public leader becomes the object of evaluation for the people who have implications for a conclusion and a political attitude, that is "continue" or "stop". The phenomenon of the defeated incumbent candidate Widya Kandi Susanti – Mohamad Hilmi in the election of Kendal District in 2015 which is only able to obtain 37.77% of the vote, attracted researchers to 2 scrutinize and present the leadership practices of Widya Kandi Susanti during her five years leadership when she served as Regent Kendal Regency for the period of 2010-2015. The theory which is used focuses on the aspects of leadership with reference to the managerial competence of a public leader.The method which is used with the type of qualitative research through descriptive analysis approach.In this study it was found that the leadership of Widya Kandi Susanti has been well implemented, but the leadership that can be said succeeded is not able to bring the pair of incumbent candidate Widya Kandi Susanti – Mohamad Hilmi in winning in Pilkada Kendal regency in 2015. The failure is caused by the physical construction of road infrastructure which is still very minimal, other than that the negative issues about Widya Kandi Susanti circulating in the same year with the implementation of election is also a factor of her failure in the election in Kendal District in 2015.Keywords: leadership, incumbent candidate, failure

Abstract

AbstractOne of the interesting issues of the post-war collapse of the new orde in 1998 was the rise of area expansion that occur at the level of provincial and regency/city. The area expansion is regarded as customarily done with intent and purpose to become an instant solution to improve the walefare of the community in the area. It is currently conducted by the government of Cilacap with area expansion plan into two areas, namely Cilacap Regency and West of Cilacap Regency. But the fact up to now the expansion area of West Cilacap yet also realized.Research methods used in this study is a qualitative approach to techniques of collecting data through observation, interview and documents studies. Informants in this study are Government of Cilacap Regency, DPRD of Cilacap Regency, Province Government of Central Java, DPRD of Central Java, activist of the expansion of West Cilacap, as well as LPPM Unsoed Purwokerto.The results show that the discourse of expansion plan of West Cilacap by area, access to public services and development that have not been evenly distributed. The actors behind the proposed expansion West Cilacap of executive agencies, community organizations, and also the legislature. While the reason for the life span of the process of the expansion of Western support is because of Cilacap which is less solid, the problem of determining the location of the county seat, the attitude of the Governor of Central Java which has yet to give a respon to the proposed expansion, as well as the establishment of a moratorium on policy the new autonomous region (DOB) by the Central Government.The recommendations which could be awarded against the dynamics that occur in the process of the expansion of West Cilacap are need for a public discussion forum was held to bring together related perceptions and views the proposed expansion of West Cilacap. Every actors involved in the process of expansion of West Cilacap in order to assume the role more maximum. As for Mr. Ganjar Pranowo as Governor of Central Java, we recommend that you immediately may determine the attitude or at least give an explanation what actually is the reason up to now still haven't taken action related proposed expansion of West Cilacap.Keywords: West Cilacap, The Expansion Areas, The New Autonomous Region

Abstract

Komunitas Bike To Work Semarang adalah gerakan moral yang lahir dari keprihatinan akankemacetan, pemborosan energi dan meningkatnya polusi. Untuk memenuhi hak-hak para penggunasepeda diperlukan adanya program dan kebijakan dari Pemerintah Kota Semarang yangmengakomodir hak-hak pengendara sepeda dalam menggunakan jalan dan bahu jalan di KotaSemarang. Salah satu kebijakan yang diharapkan oleh pengguna sepeda adalah adanya jalur sepedadi setiap wilayah di Kota Semarang. Tipe penelitian ini adalah deskriptif analitis melalui pendekatan kualitatif, yang dimaksudkanmemberikan gambaran ataupun penjelasan yang tepat mengenai permasalahan yang dihadapi,betujuan membuat deskripsi atas suatu fenomena sosial/alam secara sistematis, faktual dan akurat.Sumber data berasal dari data primer maupun data sekunder. Penetapan informan dilakukan denganteknik purposive sampling, yaitu teknik penentuan sampel dengan pertimbangan tertentu denganmengambil orang-orang yang telah diketahui mempunyai pengetahuan, pengalaman, dan memahamiterkait dinamika kebijakan jalur sepeda di Kota Semarang. Pengumpulan data, peneliti menggunakan4 (tiga) metode, yaitu metode wawancara, observasi, dokumentasi dan studi pustaka. Hasil dari penelitian menunjukan bahwa penerapan kebijakan jalur sepeda oleh PemerintahKota Semarang tidak serius dijalankan. Terbukti adanya Perda Nomor 14 Tahun 2011 yangmerencanakan jalur sepeda tetapi tidak ada anggaran yang dialokasikan untuk penerapannya. Sempatterealisasikan di akhir tahun 2011 tetapi sekarang hilang tak berbekas. Komunitas Bike To Work Semarang terus berupaya dengan berbagai cara agar penerapanjalur sepeda diseriusi oleh pemerintah. Baik dengan mengkampanyekan gerakan bersepeda kepadamasyarakat Kota Semarang maupun mengadakan talk show dengan mengajak pihak pemangkukebijakan. Saran yang diberikan kepada Pemerintah Kota Semarang adalah segera bertindak serius dalam prosespengambilan keputusan tentang penerapan jalur sepeda yang juga mengikutsertakan komunitas danmasyarakat selaku objek kebijakan.

Abstract

Abstract. In Jakarta, the sidewalks still have various problems to be solved, such as the number of street vendors who open stalls on the sidewalks causing pedestrian space, sidewalks, sidewalks used for illegal parking facilities covering sidewalks, narrow sidewalks, to sidewalks used bikers to break through congestion. Density of existing activities in Tanah Abang cause it does not escape the various forms of misuse of sidewalk function. Therefore, the Government of DKI Jakarta has an obligation to restore the function of the sidewalk by sticking to UU no. 22 Tahun 2009 about Traffic and Road Transportation, Perda no. 5 Tahun 2014 about Transportation, and Perda no. 8 Tahun 2007 about Public Order which in these three regulations contains the functions of the sidewalks and prohibitions to misuse its functions This research aims to determine what factors affect the Government of DKI Jakarta in overcoming misuse of sidewalk function in Tanah Abang and the obstacles that exist at the time of policy implementation. The method used in this study is qualitative, by doing data collection techniques using interviews, observation, and documentation. Data analysis performed with data reduction phase, data presentation, conclusion and verification. The research object is the staff of Transportation Department of DKI Jakarta Province, Central Jakarta Satpol PP, and Tanah Abang Sub-district. The result of the research shows that there are several factors influencing the Government of DKI Jakarta to overcome the misuse of sidewalk function in Tanah Abang namely social condition, organizational relationship, resources, and implementor institution. The obstacles that exist in the implementation of the policy are divided into two internal and external. Internal barriers include low social conditions and low public awareness. External barriers include weak regulation, inadequate market facilities, insufficient human resources, and limited budgets. Keyword: Policy Implementation, Sidewalk, Tanah Abang
