Abstract

The women's protection program from acts of violence is one of the steps taken by the Semarang city government to prevent, facilitate, and take in hand with victims of violence in order to get services related to the violence they experienced. The implementation of protection is divided by the stages of preventing acts of violence, protection from acts of violence, recovery, and coordination. The protection services provided by the Semarang City Government are complaints handling, medical services, psychological services and rehabilitation, legal assistance and social reintegration. This policy was set by the Semarang City Government, which then appointed the office of Women's Empowerment and Child Protection, which was assisted by a technical implementation unit to reduce the number of violence, especially domestic violence against women, which was increasing every year. This research is a descriptive qualitative research that aims to find out and analyze the process of policy implementation and inhibiting factors. The theory used in this study is according to Usman, which states that implementation is geared towards activities, actions, actions, or the existence of a system mechanism. Implementation is not just an activity, but a planned activity and to achieve the objectives of the activity. The results showed that the presence of services and technical implementation units, cases of violence against women can be known by the number of complaints that came in, but in the implementation of policies still hampered by several things such as lack of commitment and communication between members, lack of availability of human, financial and facilities resources. It can be concluded that the implementation of the policy of protecting women from acts of violence, especially in the household in facilitating the protection of women from acts of violence has not had a significant impact on the people of Semarang City considering that domestic violence is still high and increasing every year.Keywords: Implementation, violence against women, domestic violence, inhibiting factors.

Abstract

One of the programs launced by PNMP Mandiri Perkotaan which is a part ofBLM (Community Direct Assistance) is a Revolving Loan aimed to communities and community groups that own small and medium enterprises as well as newly started businesses and require loans or assistance for business capital at interest affordable. One of the villages in Mojoagung sub-district, Jombang regency of East Java, which implements revolving loan is Gambiran and Mancilan Village, but in both villages there is a difference of sustainability level and success of the Revolving Loan from 2014 to 2016. The research method used in this research is qualitative approach with data collection technique that is data analysis, observation and interview. The informants in this study were Head of Gambiran Village and Head of Mancilan Village, UPK Gambiran Village and UPK Mancilan Village, Economic Facilitator of Gambiran and Mancilan Village, Gambiran and Mancilan Village Community which uses the revolving loan. The result of the research shows that there is a difference of sustainability level and success of the Revolving Loans in Gambiran and Mancilan Village. If it is seen from the analysis of indicators of sustainability and success, the Revolving Loans in Gambiran Village are categorized as continuous and successful while the Revolving Loans in Mancilan Village are categorized as continuous but not successful. Recommendations that can be made to the Government and UPK Mancilan Village is to improve coordination with facilitators and other Community Leaders in 2 the process of socializing and billing the Revolving Loans to the community in order to avoid an installment of credit jam.Keywords: Revolving Loans, PNPM Mandiri Perkotaan, Jombang Regency

Abstract

Suitable house is the basic needs of all human beings. However, there are alot of indonesian people has not been able to meet those needs. Based on the PBDT (Integrated Data Base Update) in 2015 carried out by BPS (Central Bureau of Statistics). The number of unsuitable house in Semarang District totaled 39,984 housing units with a priority totalling 30,731 housing units is unsuitable located in the red area (Poverty Area). Based on the data, Semarang District Government conduct the rehabilitation programs of unsuitable house to overcome these problems. The purpose of this study is to describe the implementation of rehabilitation programs for unsuitable house, supporting and restricting factors, and provide an alternative policy or program to increase rehabilitaion programs for unsuitable house.This research used qualitative descriptive method. Descriptive research is problem-solving procedure that examined illustrate a subject or object of research in accordance with the facts as well as about an ongoing process in the field. In obtaining the data, researchers conduct interviews toward Community Empowerment Agency (Bapermades), Development Planning Agency at Sub-National Level (BPPD), and Village Government (Bringin, Nyemoh, Gogodalem, and Sambirejo).The results of this study explain that implementation of rehabilitation programs for unsuitable house in Semarang District has been running well enough. The implementation of the program is compliance with regulation and able to improve the house quality that previously unsuitable to become suitable. The program also encourage low-income communities to build their own suitable homes in accordance with the intent and purpose of the program. In the implementation of the program, there are supporting factors from the recipient or the community in the form of “gotong royong” and also the commitment from stakeholder. In addition there are also obstacle factors in the implementation of the program such as social jealousy, resources, data, infrastructure, natural RTLH, trust, and synergy programs.The suggested recommendations for this study are including the toilets as a component criteria for the rehabilitation, examine the return on the implementation system requires the existence of non-governmental aid receiver, make the database specified and ratified RTLH also updated periodically, invite private party and commercial bank to contribute in overcoming problems RTLH in Semarang, making digital application system for the verification process, networking and data updates, and perform RTLH synergy programs.Keywords: Implementation, Rehabilitation, House

Abstract

ABSTRACT Land Acquisition in the construction process for the public will be fraught with problems or conflictual. Basically, it because the public interest always sacrifice personal interests, with limited land availability. However, the process of the development of the Land Acquisition Toll Batang - Semarang Section II in Wonosari, there are some problems but can be addressed properly by the Land Procurement Team. This is a factor of researchers interested in researching the land acquisition process for the construction of Toll Batang - Semarang. This study used a qualitative approach with descriptive type.This research is compiled to reconstruct or redraw the land acquisition process for the construction of Toll Batang - Semarang Section II in Wonosari. The land acquisition was done in an effort to overcome bottlenecks and improve the economy. Research shows the procedure of land acquisition, land acquisition negotiations, resources, constraints, solutions, and the factors that support the achievement of the negotiations. It is concluded, based on the results of this study that the implementation of land acquisition negotiations in the construction of Toll Batang - Semarang Section II in Wonosari has been running smoothly. There are 244 plots of land belonging to residents were freed by the government.Recommendations given by the researchers, the government should be more active in the process or the approach of giving understanding to the community, and should be more transparent to citizens related to the price of Appraisal Team’s assessment about what the basis of the assessment team Appraisal. Research on the procurement of land in the development of Toll Batang - Semarang Section II in Wonosari can serve as an example of land acquisition activities. It can be managed as easily and reached an agreement between the Government and the citizens, i.e. particularly in addressing the development problems of the toll in other areas in Indonesia. Keyword : Land Acquisition, Public Interest, Negotiations.

Abstract

Public service is an inseparable part of the state’s obligation to prosper its people and is the basic essentials for the realization of social justice. Along with the current development, public services are carried out in various forms of innovation, especially by utilizing technology. Through an electronic-based public service, effectiveness, efficiency, and transparency are expected to be realized. The city of Surabaya is one of the cities in Indonesia that has implemented e-government in carrying out its government affairs to realizeaccountable and transparent public service principles. From the various innovations that have been implemented by the Government of Surabaya City, there is an electronic-based licensing service system called Surabaya Single Window (SSW).The research method used in this research is descriptive qualitative method, with data collection techniques in the form of observation, interviews, questionnaires, and documentarystudies. The data obtained are then analyzed using triangulation methods, theories, and data sources, as well as reliability.The results obtained were SSW implementation based on 6 (six) variables that influence implementation performance according to van Meter and van Horn theory, which are policy standards and targets; resources; relationships between organizations; policy implementor characteristics; social, political, and economic conditions; and the disposition of the implementor as a whole has been declared good. Although there are still some obstacles, the Surabaya One-Stop Integrated Services Unit (UPTSA) has been able to make various efforts to overcome them. In addition, because the products produced by UPTSA are licensing servicesavailable on SSW, it can be stated that the performance of SSW implementation has an effect on the realization of UPTSA Surabaya’s public accountability. In this regard, accountability and the index of community satisfaction for each agency also stated to be good. In addition, the form of accountability carried out by UPTSA Surabaya City itself is through LAKIP/SAKIP, e-performance filling, and monthly performance presentations by each division.Keywords: Innovation, E-Government, Public Service, Policy Implementation, Accountability

Abstract

Gerindra Party is a party that has increased the percentage of votes and seats in the legislative elections in 2014 at the national level, in addition to PDIP which is the party winning the election. At the local level in Semarang City, Gerindra Party also experienced an increase in votes. So the acquisition of Gerindra Party seats in Parliament Semarang City also took part too. The increase of Gerindra Party's vote in Semarang City is an interesting phenomenon to be studied because it has become a new power base considering the political market in Semarang Raya tends to be the basis of nationalist party such as PDIP.In this research use qualitative descriptive analysis method. This study aims to describe and analyze the Political Marketing Strategy of DPC Gerindra Party of Semarang City In Legislative Election Year 2014. With data collection techniques that is, observation, interview and literature study. Informants in this research is the board of DPD Party Gerindra Central Java, board of DPC Party Gerindra Semarang and with the candidates who are directly involved in the legislative election momentum in 2014.Research results show that DPC Gerindra Party of Semarang City has applied the principles of political marketing with good enough to the community. The strategies used also fit the basic political marketing corridor. Commitment and loyalty of the cadre also become the main role in moving the party machine. In addition, the character of Prabowo Subianto who has guerrilla to build the image of Gerindra Party has become one of the success factors of Gerindra Party in Semarang City.Keywords: Gerindra Party, Political Marketing, and Legislative Election Year 2014

Abstract

Abstract                Food is a basic need and its fulfillment is guaranteed in the Constitution of 1945. The need for food can be met through availability of adequate food with the institutional management of food reserves that communities barns. Management barns of rural communities in the district boyolali aim to find out public food reserve management in Boyolali, identity the role of public related to management of public food reserves and determine management barns in the rural communities that exists in Boyolali may be contained in regulation at the local level.               This study used qualitative is descriptive analysis. Sources of data obtained through primary data and secondary data, with data collection using interviews and documents. Management barns in Boyolali far to walk and have a good development, although management methods applied are still likely to be modest, but still be able to sustain the continuity of existing barns. Decision-making by consensus, the high level of trust and transparency characterizes the management of the village community barns in Boyolali. While role of the community in management of barns realized through the support and participation in management services utilizing barns. On the other hand the government through Food Security and the Implementation Guidance Boyolali District preparing a technical policy formulation related to tmanagement of public food reserves in order to support existence of its barns existing in rural communities.Through the management of the village community barns is expected to address food insecurity communities and households  Keyword : management , barns villagers , public food reserves

Abstract

Education is essentially a human conscious effort to develop the personality both inside out of school and last a lifetime. Educational reform is a response to the development of global demands as attempt to adapt an educational system which is capable of developing human resources to meet the demands of the emerging era. Seeing the condition of the problems of the nation’s generation in this globalization era is quite apprehensive so many case concern education recently until becoming viral in Indonesia. Character education is a very important key in making the child’s personality. In addition to home, character education also need to be applied at school and social environment. The issued raised in this study; what is the Role of the Education Office in Semarang City in the Implementatation of Character Building Education Policy.The purpose and research is to know how the Role of the Education Office in Semarang City in the Implementation of Character Building Education Policy.The method which is used in this research is qualitative method by doing data collection tevhniques such as interview, observation and documentation. The informants in this study is the leadership of the Education Office of Semarang City, employees and supervisors. The result of this study indicate that the Role of the Education Office of Semarang City in the implementation of the Character Building Education policy has been running well. Abstract

Abstract  Wonorejo village, Kaliwungu sub-district is one of the three coast villages in Kendal regency which becomes the implementation place for Resilient Coastal Rural Development program (Pengembangan Desa Pesisir Tangguh) as known as PDPT in 2012 until 2014. Basicly, PDPT contents stresses more in institutional strengthen activity, the building of infrastructure and environment, human resources and the independence of people around coastal area especially, for this research, is the strength of Wonorejo village, Kaliwungu sub-district, Kendal regency.Research method that is used in this research is qualitative approach with data collecting techniques are observation, interview, and document study. Informants of this research are Fishery and Naval Department (Dinas Kelautan dan Perikanan), Functionary of Wonorejo village, Kaliwungu sub-district, Kendal regency, PDPT team of Wonorejo village, and Coastal People Group (Kelompok Masyarakat Pesisir) a.k.a KMP.This research result shows that in the implementation, all the elements that take role in PDPT program have done their tasks and functions well, so the people around receive various benefits especially in the building of infrastructure. Now, the mobility of people in Wonorejo village is easier and it makes a good development of their life quality to be better than before.Recommendation that can be given in this research is that KMP is not related with financial area has to keeping an eye on the result of their work, so they can minimalize drastic decreasing of value. Moreover, if problems happen, it can be reported directly into relatable Department. Fishery and Naval Department of Kendal regency has to work along with Industrial Department, Koperasiand, and UMKM (Dinas Perindustrian, Koperasi, dan UMKM) in solving various problems faced by KMP that have correlation with Food Production. Key Words: Implementation; Resilient Coastal Rural Development; Building; Empowerment

Abstract

Penelitian tentang Inovasi Pelayanan Administrasi Kependudukan secara Online di Kabupaten Patimemiliki tujuan untuk mengetahui permasalahan yang melatarbelakangi pembuatan sistemadministrasi kependudukan secara online di Kabupaten Pati. Selain itu, penelitian ini memiliki tujuanuntuk mengetahui penerapan sistem aplikasi online dalam pelayanan pendaftaran administrasikependudukan di Kabupaten Pati. Penelitian ini menggunakan teori pelayanan publik dan inovasi pelayanan. Metode yang digunakandalam penelitian ini yaitu metode deskriptif kualitatif dengan teknik pengumpulan data berupawawancara dan pengamatan. Informan yang diambil oleh peneliti dalam hal ini yaitu pelaksanalayanan (Dinas Kependudukan dan Pencatatan Sipil) Kabupaten Pati dan masyarakat Kabupaten Patisebagai penerima layanan administrasi kependudukan. Hasil penelitian ini didapatkan bahwa inovasi pelayanan administrasi kependudukan secara onlinedi Kabupaten Pati masih belum optimal. Hal tersebut dikarenakan adanya faktor-faktor penghambatseperti kurangnya pemanfaatan teknologi dari masyarakat, keraguan dalam keabsahan data yangdiinput, ditambah lagi usia aplikasi yang masih tergolong baru sehingga partisipasi masyarakat dalammelakukan pengamatan masih belum maksimal. Namun dengan adanya inovasi pelayanan tersebut,masyarakat Kabupaten Pati mendapat kemudahan dalam kepengurusan administrasi kependudukansecara cepat, mudah, dan tepat.
