Abstract

ABSTRACTTitle : Analysis of Conflict Between Bureaucracy with Mayor of Tegal Period 2014-2019Writer : Levi WiliantoroNIM : 14010112110151department : Government and PoliticsBureaucracy and politics are two things that can not be separated, both affect each other in running the government. Political focus on the creation of a public policy while the bureaucracy to focus on implementation. The relationship is often one of the causes of conflict between them. On April 4 2015 the conflict between bureaucracy with Mayor of Tegal out on the surface, after the bureaucrats conduct hearings with the DPRD of Tegal related to rejection of the leadership of Mayor. The purpose of this study was to determine the types, causes, impacts, and the resolution of the conflict between bureaucracy with Mayor of Tegal period 2013-2019. In this study, researchers used the theory of conflict analysis of Fisher as a practical process to assess and understand the reality of conflict from different angles, then this understanding forms the basis for developing the strategy and plan of action. This study used qualitative methods, using information from the bureaucrats of the conflict and the third party in the resolution of the conflict, the Central Java Provincial Government and the State Administrative Court Semarang. The results of this study indicate that the conflict falls into destructive conflict. Factors causing this conflict is the polarization of the conflict between the Mayor with his Deputy, an alleged practice of shadow state in Tegal City Government, and the arrogance of the Mayor in her leadership. Conflict resolution is done through both sides of the conflict and third parties. The study was formulated some recommendations that are expected to assist local governments in Indonesia in managing the conflict between the bureaucracy with the Mayor.Key Words : Conflict Analysis, Conflict Management, Bureaucracyix

Abstract

The right to obtain information is a human right and public information disclosure is one of the important characteristics of a democratic country that upholds the sovereignty of the people to realize a good state administration. Openness of information is a means of optimizing public supervision of state administration and other public bodies and everything that results in public interest as mandated in Law No. 14 of 2008. The research methods used in writing this essay are qualitative research methods. The data source in this study uses primary data and secondary data. The data collection techniques used were document studies, and direct interviews. The results showed that the role of the Information and Documentation Management Officer (PPID) in realizing public information disclosure in Semarang City was in accordance with Law Number 14 of 2008. Nevertheless problems were still found in the process of implementation, both technical and general constraints themselves. Suggestions from the results of this study are to add staff / human resources in the field of IT, Add a separate room for activity and data storage for Assistant PPID. and create a data bank that has been validated by OPD officials in charge so that information can be presented at all times. In addition, the Semarang City PPID is expected to provide technical guidance for Assistant PPID, given the slow distribution of information in each field of service as the Assistant PPIDKeywords : Openness, Public Information, PPID, Semarang City

Abstract

Abstract: The Empowering Community Based Cooperative On Traditional Oil Mines, Bangoan Village Jiken Subdistrict Blora RegencyIn Indonesia, there are 4.000 old oil wells that are not expluitd by pertamina because it is not economical. Some of old wells are exploited in traditional way, one of them in bangoan village, jiken subdistrict, blora regency. Oil wells left by pertamina because it is not economical, the production is low but the expense of production is too high. So the surrounding communities who live around the oil mining, they explore the mining traditionally. Because the mining is considered illegal, finally there is a that manages the oil wells, one of them is kud wargo tani makmur. With the management of kud wargo tani makmur is expected to improve the welfare of communities around the location of traditional oil mines, by including the participation of communities around them.This research was conducted to know the role of traditional oil mines to the welfare of communities by using qualitative method. Technique of collecting data is done by interview, documentation and literature study. The validity and reliability of data were tested using source triangulation techniques.The result of research show that the trsditional oil mining has provided new jobs, incseased incomes, reduced unemployment and better welfare of village communities with integrated empowerment covering capital, infrastructure development, and human resource quality improvement.Community empowerment in Bangoan village should be further improved, both from economic aspect, knowledge, training and guidance to miners. And the need for better environmental sustainability so that the economy and the welfare of the community are more secure.Keyword : the empowering, the traditional oil mines, the roles

Abstract

This recearch is based on the lack of marketing land for transaction activity of regional agriculture products which is causing people open their own trade space illegally existing in Grobogan Regency, exactly in Ahmad Yani St. This is causing aesthetic, sanitation, and city comfort distrurbance and also causing traffic jam around the location. This research will be describe the role of Grobogan Regency Government in overcoming that which based on Perbup No. 35 in 2008 contained Main Tasks, Function, Description of Position’s Tasks and Working Procedure of Department of Industry’s Organization, Trade, Mining and Energy Grobogan Regency. This research aims to identify the role of Grobogan Regency Government in the way to develop Agro Holticulture Market.Type of this research is qualitative by phenomenological approach. Source of data is found from primary data through interviewing the informant or key person by Purposive Sampling Technique. Meanwhile, the secondary data comes from document data, archives, and other sources relate to this research. Collecting data technique in this research uses interview, observation, and documentation. Meanwhile, analysis techique wich is used in this research is qualitative data analysis by analyzing in the form of explanation, description and concluding of indication which is researched.Result of this research is found that the role of Grobogan Regency Government in Developing Agro Holticulture Market is as a policy functionary, by the activities such as development, data colletion, collecting and booking tax and controlling admnistration management of regional market. Other result in field shows that Agro Holticulture Market’s development from year to year is increasing continually whether from total sellers side, incresing of rent result every year and increasing of Locally Generated Revenue through market retribution. This is of course not separated from local government’s role as an actor in the way to develop Agro Holticulture Market.Keywords: Role of Government, Agro Holticulture Market, Grobogan Regency.

Abstract

Now women's equality in politics has got own position, political progress that continues can grow women's representation in it, with a 30% quota giving a women space to deliver the aspirations of their group. But not all Political Parties pay attention to it, some women only meet the quota election requirements only. For women representatives to win or lose, it their own affairs. This research focuses on the pattern of political recruitment that executed by the Prosperous Justice Party to determine female cadres who are eligible to be nominated the 2014 District of Grobogan regency. The thought arises because until now the PKS can not deliver its women candidates to legislative seats in Grobogan District Council. This research uses descriptive qualitative research. Sources of data / subject of research are PKS officials, 5 female candidates with small seat number, and the society. Data collection was conducted byinterview there are 2 kinds of interviews, structured interviews and unstructured interviews. The sampling technique was purposive sampling.The result of the research is that PKS uses closed political recruitment pattern, the cadre can not elected herself but its nominated by the PKS, all the process is only Panjatida Team and internal member of PKS, recruitment is not publicized to the public. PKS seeks seeds from member of PKS. if it is less, then the party will recruit from external candidates with an individual approach. Other problems that makes women PKS candidates failed to obtain legislative candidate seats is a less strategic candidacy by nominating 2 people in one family, different with the area of residence, seat numbering system is not supported for women, less mobilization and passive female candidates. Abstract

This study was conducted to elucidate the strategies undertaken by local governments to increase investment Tegal regency for the year 2015-2016 which are reviewed areas of social, political, administrative, and economic as well as its resistance. In autonomous regions, all regions in Indonesia allowed to arrange their own affairs, including matters concerning investment.This study used a qualitative approach is further supported by primary data obtained from the District Government Tegal regency and secondary data obtained from books, reports, journals, internet, newspaper. The data collection techniques using interviews and document study.The results showed that a social strategy that is done to increase investment is to routinely dissemination to the public in the regions 'troubled' about the importance of investment, political strategy is to maintain political stability, strategies administrative done is cut licensing regulations, the economic strategy is to create competent labor  but the salary is not too high.Keyword : Strategy to Increase Investment, Local Investment and Increasing Investment

Abstract

This research was conducted to explain how the application of EGovernmentbetween Kelurahan Pleburan and Kelurahan Cangkiran SemarangCIty in 2019.This study uses a qualitative-descriptive research methodology because this research describes phenomena relating to current and experienced situations, attitudes and views that are present at the moment, the relationship between variables contradicts two or more conditions, the effect on a condition, and the difference between facts. This study is conducted by asking for information to the primary subject, namely the source and the main informant and the secondary subject, as an additional source of data in strengthening the data. The data then explains how the application of E-Government between Kelurahan Pleburan and Kelurahan Cangkiran Semarang City in 2019.The results showed that the application of the E-Government of SemarangCity had been spread evenly at the kelurahan level. Both Kelurahan Pleburanlocated in the downtown area and Kelurahan Cangkiran located in the development area. This can be realized because of the full support of the Semarang CityGovernment both in terms of support, capacity and value. In addition, it also explains the impact of the implementation of E-Government both from the side of the kelurahan itself and the surrounding community.In the future, the Semarang City government needs to increase the numberof Human Resources in the Information Technology field that are placed in eachkelurahan in Semarang City. Abstract

Nowadays democracy practice in Indonesia is an important concern in society, democracy becomes an interesting discussion to be studied, Indonesia is a pluralistic country that majority of people embrace Islam, it becomes a background which bring up a concept of religious democracy which once in by a figure of Indonesian Islamic thinker Muhammad Natsir. In particular, the writer will raise the idea of democracy offered by an intellectual, a man, and a politician, Mohammad Natsir. Muhammad Natsir is a modernist who leads the largest Islamic party in Indonesia, Masyumi, he believes with Islam being made a basis for his running democracy will be able to control the sustainability of democracy. This research model is literature research using beberepa method that is, descriptive method of history, interpretation, and induction. The results of this study show that theistic Democracy is a concept of Muhammad Natsir who said Islam as a religion, must be a tool of control in running a democracy, in the mind of Muhammad Natsir, religion as an important instrument in the formation of democracy in this case Islam, Natsir believes a democracy in which it abandoned the element of religion or could also be called secularism would be capable of destroying a State itself. In the writer's view when Islam as the basis of the state applied today will surely be experiencing distress and irrelevant to the state of Indonesia. However, the Islamic concept offered by Natsir is relevant for the life of Indonesian society. It can be concluded that Indonesia can not accept Islam as the basis of the state, but Indonesia can accept Islamic values to enter the country with Pancasila as the basis of the country.Keywords : Theistic Democracy, Indonesian Democracy, Relevance

Abstract

ABSTRACTChange in political officer recruitment system of indirect election system makes political space becoming more competitive. In the context of political parliament recruitment there are some symptoms that are not conducive for the process of democratic development. First, the proportional electoral system has perpetuated the dominance of oligarchs in the recruitment process. Second, the recruitment process does not take place in an open and participatory way. Third, the recruitment process does not built a good relationship between political parties and civil society. Fourth, the electoral process and the recruitment process works in the context of a less educated and critical “floating mass”. These symptoms indicate the complicated problems in political recruitment towards a democratic political order in parliament mainly occur in the recruitment of candidates at the local level. These symptoms are attracting authors to conduct a study focusing on the recruitment of candidates of the Golkar Party in the Central Java Provincial Parliament from 2014 to 2019 period.The method of this thesis using qualitative research methods. The location of this research is located in the office of Central Java Golkar Party DPD. The informants in this research is the chairman of the Central Java Golkar Party DPD, administrators Central Java DPD Golkar Party and Golkar Party Candidates of DPRD Central Java Province. The results showed that the recruitment of the Golkar party has been run according to Surat Keputusan DPP Partai Golkar Nomor. KEP-227/DPP/Golkar/1/2013. In the assessment process of legislative candidates there is an element of subjectivity because there are no clear parameters related to standard size ratings.Therefore, the researchers suggest that the Golkar Party has a detailed  standard for legislative candidates political recruitment and more transparent in setting those candidates in order to improve the the quality of the candidates themselves. Key words: Golkar Party, Legislative Election 2014, Political Recruitment.

Abstract

Demokrasi di Indonesia sudah memasuki era milenium dengan memanfaatkan teknologi komputer menggunakan metode Electronic-Voting ( E-Voting). Beberapa daerah di Indonesia sudah menggunakan metode E-Voting sebagai sarana demokrasi yang diterapkan di tingkat pemilihan kepala dusun dan kepala desa. Pertama di Indonesia, Pemerintah Kabupaten Pemalang menerapkan kebijakan pemilihan Kepala Desa dengan E-Voting sebagai sarana demokrasi baru melalui sentuhan layar monitor dan E-Verifikasi melalui E-KTP pemilih. Pemerintah Kabupaten Pemalang menginginkan penghitungan suara bisa cepat, mencegah suara pemilih dobel, dan hemat biaya tanpa menggunakan kertas suara.Tipe Penelitian yang digunakan peneliti adalah deskriptif kualitatif dengan metode studi kasus. Teknik pengumpulan data melalui data primer berupa wawancara, dan data sekunder berupa dokumen terkait dengan penelitian.Pemerintah Kabupaten melalui SKPD terkait dan Pemerintah desa di Kabupaten Pemalang saling bersinergi mendukung penuh pelaksanaan pemilihan kepala desa dengan menggunakan E-Voting dan E-Verifikasi Tahun 2016. Pemerintah Kabupaten Pemalang dari segi sumber daya manusia dan finansial mampu dan mendukung penuh untuk memfasilitasi desa pelaksana pilkades. Pemerintah Kabupaten Pemalang sudah memberikan pembinaan berupa sosialisasi dan simulasi E-Voting bagi pihak kabupaten maupun panitia dan warga desa. Pilkades di Desa Ujunggede membuktikan hasilnya mempercepat penghitungan suara, mencegah suara pemilih dobel, dan meringankan kinerja panitia. Namun masih mengalami kendala pada keterbatasan alat E-Voting yang disediakan di desa dan warga lansia yang kesulitan mengoperasikan alat E-Voting.Pelaksanaan pilkades E-Voting & E-Verifikasi Tahun 2016 di Kabupaten Pemalang berlangsung sukses tetapi ada aspek yang perlu diperbaiki. Pemerintah Kabupaten Pemalang perlu menambahkan alat E-Voting di setiap desa yang menyelenggarakan pilkades. Pemerintah perlu mengintensifkan pembinaan internal secara teori maupun praktik kepada warga lansia. Pemerintah juga perlu meninjau aturan jumlah kuorum pemilih.
