Abstract

Penelitian yang berjudul “Perilaku Pemilih dalam Pemilihan Kepala Desa (Pilkades) Tahun 2016 Desa Mranak Kecamatan Wonosalam Kabupaten Demak. Dalam penelitian dilakukan atas dasar asumsi yang beranggapan bahwa calon pertahana yang kurang disegani oleh masyarakat dalam segi kinerjanya atau mayoritas masyarakat mengeluhkan kinerjanya tetapi disisi lain beliau mampu memenangkan kembali Pemilihan Kepala Desa Mranak tahun 2016. Penelitian ini mempunyai beberapa tujuan yaitu partama ingin mengetahui tentang Perilaku pemilih masyarakat Desa Mranak dalam Pemilihan Kepala Desa. Kedua ingin mengetahui faktor- faktor yang mempengaruhi perilaku pemilih dalam pemilihan kepala desa.Teori yang digunakan sebagai alat analisis perilaku pemilih dalam pemilihan kepala desa dan faktor- faktor yang mempengaruhi yaitu Teori perilaku pemilih dari Syaiful Mujani, R William Liddle, Kuskridho, dan teori yang dijelaskan oleh Dieter Roth. Sedangkan teori yang digunakan untuk faktor- faktor yang mempengaruhi pemilih yaitu teori Adman Nursal. Penelitian ini menggunakan metode penelitian Kuantitatif Deskriptif dengan teknik Multistage Random Sampling. Hasil penelitian ini ditemukan bahwa perilaku pemilih Desa Mranak Kecamatan Wonosalam Kabupaten Demak dalam pemilihan kepala desa tahun 2016 yaitu berdasarkan pendekatan psikologis yang relatif mempengaruhi. Beberapa faktor psikologis yang mempengaruhi yaitu peran figur seorang kepala desa serta pengalaman yang dimiliki oleh calon. Karena bagi masyarakat figur atau kepribadian kepala desa sangat penting dan diutamakan selain itu juga didukung dengan faktor politik uang yang dilakukan oleh calon kepala desa, dapat dilihat dari segi jumlah uamg yang diberikan kepada pemilih untuk membeli suara.Kata Kunci : Pilkades, Perilaku Pemilih, Politik Uang

Abstract

Population grows significantly changing consumption pattern has increasing amount of waste in community that affect diversity of garbage in Semarang City. In order to diminish the amount of waste and prevent its detrimental effect on environment, the government issued Constitution Number 18 Year 2008 about Waste Management which elaborates mechanism of waste management, namely Sanitary Landfill. Since 1995, Sanitary Landfill has been applied in Jatibarang Landfill, Semarang, but nowadays implementation is not applied optimally as several problems found.The purpose of this research is analyze inhibiting factors of the Sanitary Landfill’s application in Jatibarang Landfill as well as issues in waste management in Semarang City. This research is a descriptive analytic research which uses a qualitative approach. Data collected through interviews with informants, direct observation in the study site, and documentation studies conducted on various documents relevant to this study.The result shows that final processing of waste in the Jatibarang Landfill tend to use the Controlled Landfill system as Sanitary Landfill system cannot function properly. It is influenced by the separation of waste by resources has not worked well, increase in waste generation, budget realization has not be absorbed  maximally, and weather factor.Recommendations that can be given are raising public awareness of waste management through government programs, involving the Head of Neighborhood Unit in oversight of waste management, improvement of policy formulation of waste management in landfill, and maximized budget absorption by considering the scale of priority of waste problems.Keywords: Inhibiting Factor, Sanitary Landfill, Waste Management

Abstract

The Tani card program is one of the programs of Ganjar Pranowo, the Central Java Governor, Tani Card program is a new program, in Kendal Regency, Tani Cards take effect on January 1, 2018. Tani cards are one of the solutions to overcome the scarcity of subsidized fertilizers and soaring prices of subsidized fertilizers when the fertilization period arrives. After the Tani card, the problem of scarcity of subsidized fertilizers and soaring prices of subsidized fertilizers can be overcome, however, the impact or problems caused by farm cards have not yet been resolved, and until now the Tani card has not been reused and the transaction manually applies again. In this study used the interview method, and related data collection regarding Tani cards. The speakers in this study were is Dinas Pertanian dan Pangan Kabupaten Kendal, Sumberdaya penyuluh pertanian Kecamatan Ngampel Kabupaten Kendal, Ketua Kelompok tani Sudirejeki, Petani Desa Sudipayung, dan pemilik atau penjaga KPL(kios pupuk lengkap). Farmers who have collected the requirements for ownership of Tani cards in Sudipayung village have reached 75%, but in reality there are still many farmers who do not want to take farm cards at Bank BRI as the main partners of Tani Card providers. the awareness of farmers to use Tani cards in Sudipayung village is still very low, this is caused by the existence of a transaction mechanism that is considered by farmers that the majority of the elderly are mostly quite complicated. Tani cards in Sudipayung Village only apply to one planting season, but because of the many problems that cannot be resolved, the Tani card has not been reused until now.

Abstract

AbstractProgram Nasional Pemberdayaan Masyarakat (PNPM) MandiriPerkotaan is one of the programs that comes as a solution to the problem ofpoverty. PNPM Mandiri Perkotaan is also present to overcome the problem ofpoverty in Pekalongan Regency, one of the assisted areas is in Babalan LorVillage Sub-Distric of Bojong Regency of Pekalongan. Furthermore, inimplementing a development program, it is necessary to involve all parties inother words, it requires participation of all components involved. Poverty andparticipation are two things that are closely related, the ineffectiveness ofparticipation and integration of the poor into the main institutions of society, isone of the characteristics of the culture of poverty. This research is conducted byusing qualitative research method. Data collection used in this research isinterview and documentation.The results show that the participation of the Babalan Lor villagecommunity can be concluded that it is running but needs to be improved. Villagersof Babalan Lor are only enthusiastic to be involved in the introduction andplanning process. While community involvement in the process of implementation,monitoring and evaluation even for the maintenance of the results of developmentneeds to be improved because people tend to be oriented towards the material orwages to be received, not the benefits of such development. On the other hand,there are encouraging factors of community participation that include: 1)Community Needs and 2) Village Facilitator Support, BKM Margo Mulyo andCommunity Leaders of Babalan Lor Village.Keywords: Participation, PNPM Mandiri Perkotaan

Abstract

Penyelenggaraan pelayanan publik yang dilaksanakan oleh aparatur pemerintah dalam berbagai sendipelayanan yang menyangkut kebutuhan dasar penduduk masih dirasakan belum seperti yangdiharapkan oleh masyarakat. Oleh karena itu pelayanan publik tidaklah sesederhana dengan adanyaproblem lalu timbul solusi, adanya kebutuhan timbul suatu pelayanan. Ketidak sederhanaan itu bisadilihat salah satunya dari pengoperasian BRT Trans Jateng koridor 1 Bawen-Tawang. Kebijakan BRTTrans Jateng koridor 1 Bawen-Tawang ini satu trayek dengan BRT Trans Semarang koridor 2Ungaran-Terboyo yang lebih dahulu beroperasi. Maka tujuan dilakukannya penelitian ini untukmengidentifikasi masalah dari pelaksanaan operasional BRT Trans Jateng koridor 1 Bawen-Tawangyang merugikan BRT Trans Semarang koridor 2 Ungaran–Terboyo dilihat dari aspek komunikasi dankerjasama antar pemerintah daerah. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif deskriptif yang mana situpenelitian ini dilakukan di Dinas Perhubungan Provinsi Jawa Tengah dan Dinas Perhubungan KotaSemarang. Teknik yang digunakan yakni observasi, wawancara dan berbagai dokumen data yangdianalisis dengan menggunakan triangulasi sumber data. Hasil dari penelitian ini mengungkapkan bahwa komunikasi yang terjadi antara pemerintah daerahdidalam naskah Perjanjian Kerjasama ini memang tidak disinggung masalah dampak ataupun kerugian yang di sebabkan oleh salah satu pihak. Selain itu didalam kerjasama yang terjalin hanya sebatas pengelolaan bersama sarana dan prasarana BRT yaitu pemanfaatan shelter bersama-sama.

Abstract

KMC Kartini 1 as an implementation of public service policy needs to be seen how the process of implementation of its policy, whether in the end will get a result in accordance with the goal or target of the policy itself. Judging from the above reasons why research on this implementation is done 1) In terms of management or operation KMC Kartini 1 where less effective and efficient. 2) The objective in terms of increasing PAD is considered not to reach the target. 3) There is a competition of ships The research method used is qualitative approach with data collection technique that is observation, interview and document. Informants or resource persons in this research are Kasi Operational and Staff of Central Java Transportation Office of Transportation, KMC Kartini 1 Customer Service, KMC Kartini 1 Captain. The result of research shows that KMC Kartini 1 public service policy reach 3 out of 4 main objectives. First, provide the means of sea transportation Jepara-Karimunjawa. Secondly, increasing tourism in Jepara regency. Third, to encourage economic growth in Jepara regency. As for the fourth, increasing revenue is considered less successful. The failure occurs due to several factors. First, from the relationship of cooperation management. Second, the condition of the old ship. Third, the competition of the ship. Fourth, weather conditions. to strive for the achievement of the failed objective the Department of Transportation of Central Java Province did two things: first, transfer the management to SPJT where it is rejected by SPJT. Secondly, the KMC Kartini 1 vessel chartering effort to the private sector failed to be implemented. Recommendations for Central Java Provincial Government KMC Kartini should not be managed by government agencies in this case the Department of Transportation of Central Java Province. Second, if the management is still charged to the Department of Transportation, the Department of Transportation of  Central Java Province can make a breakthrough cooperation with the private sector. Third, the condition of the ship, especially parts of machinery that are older than 5 years should be replaced with a new engine or even a new ship. Abstract

Abstract            Elections are one indicator of democracy, where the people directly involved in determining the direction and policy leaders and state politics for the next five years. But this time they found the lowest participation rate caused by several factors: a decrease in the level of confidence in the behavior of the corrupt political elites, factors critical meaning critical community can analyze the results of the previous general election in realizing the promise during the campaign, a factor the circumstances in which the person does not may vote at the polling station where he lived because the person registered at the polling station other areas eg people who wander, lack of socialization election by the general elections Institute so that people do not know how big the benefits of involvement in the election itself, the lack of role of political parties in political socialization.            Of these factors, the Election Commission of Semarang had planned strategies such as long-term evaluation. In 2015 came the idea and creation to increase political participation as student council president election held in SMA / SMK / MA as the city of Semarang. Then with Effectyang Multiple factors together with the first simultaneous elections or through Parliament as the previous year which caused controversy. The controversy is being used for public communication. After seeing the condition as a way strategy, the State Election Commission conducted a survey with academics that Cepp UNDIP to make an assessment of the participation of local elections of 2015. Abstract

The transfer of secondary education authority to the province based on Undang-Undang Nomor 23 Tahun 2014 concerning Regional Government has been running for two years since 2017 through the Provincial Education and Culture Office as the agency appointed to implement the policy. Implementation of a policy needs to be evaluated to see the success of a policy in achieving goals. So this study aims to determine the success of the management of educators and education personnel by the Central Java Provincial Education Office after the implementation of the policy of transferring secondary education to the province.The research method used is descriptive qualitative with data collection techniques through interviews and documentation. The data obtained are then analyzed using triangulation of methods, theories, and data sources.The results of the study revealed: 1) 1) Meeting the needs of GTK is carried out by appointing GTT and PTT to become provincial employees and the recruitment of educators and education personnel into the authority of each school to fulfill the needs of GTT and PTT; 2) PTK development activities are carried out through various activities such as the development of quality and capacity, provision of welfare, and also supervision of PTK performance; 3) Dismissal and retirement of PTK PNS according to the age limit stipulated in the law, while for GTT and PTT dismissal or termination of employment based on employment contract where for the contract period is one year that can be extended or not according to the needs of GTT and PTT by education providers.Keywords: Transfer of Authority, Manage, and Educators and Education Personnel

Abstract

The need for good traditional market management as well as the problemsoccurring in the management of traditional markets into the background of thisresearch. Problems arise: How is the conflict of interest between the RegencyGovernment and the Village Government in the management of Suruh MarketSemarang regency? What are the social and economic impacts of conflict ofinterest between the Regency Government and the Village Government in themanagement of Suruh Market Semarang regency?The purpose of this study is to explain how the process of conflict ofinterest in the management of traditional markets is Suruh Market between theRegency Government and Village Government. In addition to describe andanalyze the impacts resulting from the conflict of interest in the management oftraditional markets, especially Suruh Market viewed from the social and economicaspects.This study uses a combined research method between qualitative andquantitative with a qualitative approach fixed as the main approach. Dataobtained through interviews and questionnaires. The data obtained from thequantitative approach through the survey is used to reinforce the facts related tothe theme and the formulation of related problems. In addition, usingTriangulation data sources to compare the results of interviews with one another.The result of the research shows that conflict of interest occurs because ofdifferent interests between parties involved. Regency Government, VillageGovernment and Traders have a mutually striving interest. Conflict of interestoccurs when the Regency Government wants to take over and manage the SuruhMarket completely but there is a rejection by the Village Government. The socialimpact that occurs is the decline in the number of traders and competition amongtraders is getting tougher. Abstract

Based on the data with regard to the hawkers (pedagang kaki lima) in the city of Bandung, a few issues were discovered which currently still are the duties of Bandung government particularly in hawkers rearrangement and relocation along with the infringement behavioural of the hawkers. Starts from those issues, thus the government of Bandung has made a local regulation of Bandung No. 04 year 2011 about hawker’s rearrangement and development. Based on the local regulation, the government of Bandung does relocate the place for business for the hawkers. As it’s written in the article No. 12, the location of the hawkers is divided by three zones, there are: first, red zone is the location that is prohibited for the hawkers; second, yellow zone is the location that can be both opened and closed based on time and place; and the third, green zone is the location that allows for doing business for the hawkers. Because there are still a lot of hawkers who don’t obey the regulation which already is determined and to confirm the orderliness of the hawkers in the city of Bandung, since 1 February 2014 the government of Bandung has been applying a regulation that fines one hundred million rupiahs (Rp. 1.000.000) to the residents who go shopping in the hawkers area. The approach that is used in this research is descriptive with quantitative data analysing along with the data collection methods: questionnaire, observation, documentation, and interview. Population in this research is society (considered as consumers) who are potentially to go shopping at the red zone which is located at Kepatihan area, Bandung. Samples of this research are the societies who are potentially to go shopping at the red zone at Kepatihan area, Bandung. The determination of the sample or the respondent of the questionnaire in this research is using Isaac Michel approach in regards of the population criterion is not able to be known exactly. Sampling in this research is using accidental sampling technique. The results of the analysis of the perception of the society towards forced fee sanctions regulation at Kepatihan area related to the hawkers management in the city of Bandung can be seen in three indicators. First, cognitive indicator shows that the societies know and understand that there is forced fee sanctions regulation with the average score 64.38% which is categorised as high; second, affective indicator shows that the societies who are pleased and agree with the regulation are at average score 68.67%; and the last indicator is conative which shows that the societies feel the regulation has to be applied at Kepatihan area and will have positive impact for the societies with the average score 70.58%. 2 Based on the writer’s research, concluded that the society in the city of Bandung who were the respondents understand, support the regulation of forced fee sanctions which is applied by the government of Bandung that related to the hawkers management at the red zone, particularly at Kepatihan area. The respondents agree with the partition of prohibited zones for the hawkers in Bandung, so that when the perception of the society about the regulation is positive, thus this regulation is effective to be applied in Bandung related to the hawker’s issues.
