Abstract

Green Open Space is one of the urban elements that is very important to support the lives and activities of the population, because basically RTH is a natural element that plays a very important role in realizing an environmentally friendly city. The arrangement of the proportion of Green Open Space in urban areas is a minimum of 30% by the Government is a minimal measure to ensure the balance of urban development. This study aims to describe the management of Taman Tirto Agung and the obstacles experienced by the Housing and Settlement Area of Semarang City.The research method used is a descriptive qualitative approach with data collection techniques namely interviews, observation and documentation. Data sources used are primary data and secondary data. The informants in this study were the Head of the UPTD Landscaping Region VI of the Department of Housing and Settlements in Semarang City, the Head of the Landscaping Implementation Section of the Housing and Settlements Agency, visitors and traders of Taman Tirto Agung Banyumanik.The results showed that the management of Taman Tirto Agung Banyumanik was carried out according to the applicable procedures and rules with seven maintenance activities namely sweeping, watering plants, fertilizing, pruning, weeding and weeding, pest and disease control and planting, monitoring and evaluation activities and utilization of development Taman Tirto Agung Banyumanik. Taman Tirto Agung Banyumanik is also considered to be in accordance with its function as an active park. The constraints experienced by the Semarang City Housing and Settlement Office include less skilled workforce, weather factors and less responsible people by removing ornamental plants in the park, not throwing trash in their place and scribbling public facilities in the park location Tirto Agung. With the existence of this research, it is hoped that it can be used as input material in the Management of Green Open Space in the City of Semarang.The recommendation that can be given to the Semarang City Government is that by paying more attention to the workforce employed by the contractor, there needs to be a minimum competence possessed by the workforce employed so that the work results are in accordance with the desired standards. Providing guidance to the community, such as the routine distribution of seeds every month, socializes the importance of maintaining and maintaining green open spaces and educating the public about the importance of disposing of garbage in its place.Keywords: green open space; management; City Park

Abstract

Implementation of regional autonomy (decentralization) is an effort to improve the performance of governance in the region both in the legislature (DPRD) and executive (head area), and also the local bureaucracy, each district / city has full authority to formulate policies, vision, mission and program development closer to the needs and desires of each region. Such changes in a system formed by the central government to the regions will affect the working system, payroll system, budget, administration, scope of work and so that the settings will be adjusted to the policy of strategic stats and abilities that exist in each area. This makes each region should establish, or even to readjust the system bureaucratic work in the area to fit the character of their respective regions to create regional administration in accordance with strategic planning and the ability of each area Government formed to carry out efforts in achieving the objectives of the state, in accordance with the will to be achieved by all the people, which includes order, ensure fairness, doing public works, improve welfare, and preservation of natural resources and the environment. In order to achieve that all governments need to operationalize the organ executing the duties of government in real terms in the lives of everyday people, Organ executor is called bureaucracy. Therefore, the realm of political science, known as a bureaucratic state machine (state machinery) in charge to realize the will of the people is ideal. This the bureaucracy is a tool of the government in creating a governance process in order to achieve the goal, and in order for their objectives to the social order. Therefore the government should look again whether the working system (organization) has been running effectively and efficiently, or should be done restructuring of (reform of the bureaucracy) to fit the dynamic conditions in the community. Reform of the bureaucracy is essentially a change effort or arrangement made conscious government in order to adjust the apparatus of government or government agency with the dynamic changes that occur in a dynamic environment in the community. Efforts are made to carry out the roles and functions correctly and consistently, in order to produce a benefit as mandated by the constitution. Abstract

Pemilihan Kepala Daerah atau Pilkada merupakan manifestasi dari kedaulatan rakyat untuk memilihpemimpin di daerah. Provinsi DKI Jakarta menjadi salah satu wilayah yang ikut menyelenggarakanPilkada serentak pada tahun 2017 lalu. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan databerupa wawancara dan dokumentasi. Dasar peneliti menggunakan pendekatan kualitatif adalahpeneliti ingin mengetahui secara mendalam tentang radikalisasi isu agama dalam Pemilihan Gubernurdan Wakil Gubernur DKI Jakarta tahun 2017.Pada Pilkada DKI Jakarta tahun 2017 lalu, terdapat persoalan politik yang menimpa salah satu calongubernur DKI Jakarta yaitu ahok, yang kemudian memicu rentetan peristiwa lainnya. Permasalahannon-pemilu lebih banyak mewarnai kontestasi politik tersebut. Selain itu, banyak terjadi praktekpraktekkecurangan yang terindikasi memicu munculnya pandangan radikalisme. Penggunaan IsuSARA dan Politisasi identitas menjadi komoditas utama dalam memicu konflik horizontaldimasyarakat. Masifnya isu SARA dan Politisasi Identitas pada saat kampanye mengakibatkankebuntuan rasional pada masyarakat dalam memilih pemimpin dan menciptakan sikap intolerandimasyarakat. Alhasil, hal tersebut berdampak masif terhadap hasil Pilkada DKI Jakarta tahun 2017lalu.

Abstract

Parking is an empty land provided by the Regional Government to park motor vehicles. Local Government provides parking areas for the users of vehicles who want to park their vehicles to reduce traffic jam. Parking officers prepared by the Department of Transportation as a manager to collect tariffs from the users of the parking area, but they did not provide the ticket as a proof of transaction. The action opens an opportunity for parking officers to attract more expensive parking fees from users that does not match the nominal listed. It also opens an opportunity for motor or helmet theft. In addition, the lack of parking area provided by the Local Government caused many parking users park their vehicles outside parking area and causing traffic jam.This research used qualitative explorative research method by collecting data using interview, observation and documentation, so that it can explain the real situation. Infomant of this study are officers from the Department of Transportation of Brebes Regency, the officers from Brebes District Revenue and Financial Service Department, the Parking Officer and the public.The results of this study shows that the parking management in Brebes regency still has not reached the expected goal because the achievement of parking fees that are collected still not reached the target set by the Local Government caused by several factors and the achievement of parking tax also fluctuate. The use of Self Assessment system on the parking tax give an opportunity for Taxpayers to cheat who only hold on to trust. The Local Government, the Department of Transportation and the Revenue and Finance Service Office of Brebes Regency must cooperate in order to solve the problems. They can take action such increasing parking areas, taking decisive action against parking officers who do not give tickets, and conduct strict control to the Taxpayer.Keywords: Parking, Parking Management, Parking Officer, Taxpayer

Abstract

ABSTRACTPolicy implementation of Bidikmisi scholarship 2010-2014 study research at the Diponegoro University and Semarang State University has the objective to investigate the implementation of the policy at the Diponegoro University and Semarang State University. The implementation is to know Bidikmisi scholarship policy implementation based on the theory of policy implementation by Donald S. Van Meter and Carl E. Van Horn with six indicators, which is standards and policy goals, resources, communications, disposition implementer, characteristics enforcement agencies, and social environment, economic and political.The method of answering the problem in this research is a qualitative deskripstif main data types are the words and actions. Sources of data obtained derived from primary data and secondary data. Search informants with purposive sampling system (making intentional) and accidental sampling (sampling by accident when he met at the study site). Collection techniques using interviews, observation, and documents.Bidikmisi scholarship policy is a policy of the central government through the Ministry of Research, Technology, and Higher Education (formerly the Ministry of Education and Culture) which refers to public and private universities to do the job. This policy has a major goal is to break the chain of poverty by providing opportunities high achieving students who have financial limitations for education in college. This policy has the same guidelines with all rules and regulations. However, in practice, Diponegoro University and Semarang State University had differences in management.Results from this study is expected to provide benefits for the government to regulate clearer to the college so that the principle such as right on target, right number, and timely of these policies can be achieved.Keywords: Implementation of Government Policy, Bidikmisi Scholarship

Abstract

Kelompok kepentingan merupakan salah satu aktor non formal yang turut berperan aktif dalam memengaruhi proses pembuatan kebijakan dengan berbagai upaya yang mereka lakukan. Begitupula dengan Ikatan Disabilitas Purworejo (IDP) mereka turut aktif dalam memerjuangkan hak-hak disabilitas dengan menuntut dibentuknya peraturan daerah bagi disabilitas. Maka penelitian ini bertujuan untuk mengetahui awal pembentukan dan kegiatan dari IDP, kemudian bagaimana kedudukan IDP dalam memengaruhi proses pembuatan kebijakan dan apa saja faktor penghambat IDP dalam memengaruhi proses pembuatan kebijakan tersebut. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data berupa wawancara, observasi, dan telaah dokumen. Data yang diperoleh kemudian dianalisis dengan melakukan triangulasi sumber data.Hasil penelitian tersebut adalah proses terbentuknya IDP terjadi secara bottom up yaitu sesuai dengan permasalahan dan aspirasi disabilitas yang ditampung oleh IDP kemudian disampaikan pada pemangku kepentingan dengan berbagai bentuk perjuangan. IDP yang didampingi oleh MPM PDM Kabupaten Purworejo, PC IMM, dan NLR terus mengawal dalam proses pembuatan kebijakan perda disabilitas. IDP memiliki kegiatan yang mengarah pada pada pengembangan dan penguatan internal serta eksternal IDP. Kedudukan IDP dalam proses pembuatan kebijakan terdapat pada tahap formulasi kebijakan. Isu disabilitas berhasil masuk ke dalam rapat paripurna DPRD 2018 dalam pembahasan ranperda disabilitas. Hambatan yang dialami yaitu dari segi internal pendidikan anggota IDP yang rendah dan dari eksternal IDP berupa masih ada masyarakat yang membatasi diri dengan disabilitas karena stigma negatif terhadap difabel dan kusta.

Abstract

The need for good traditional market management as well as the problems occurring in the management of traditional markets into the background of this research. Problems arise: How is the conflict of interest between the Regency Government and the Village Government in the management of Suruh Market Semarang regency? What are the social and economic impacts of conflict of interest between the Regency Government and the Village Government in the management of Suruh Market Semarang regency?The purpose of this study is to explain how the process of conflict of interest in the management of traditional markets is Suruh Market between the Regency Government and Village Government. In addition to describe and analyze the impacts resulting from the conflict of interest in the management of traditional markets, especially Suruh Market viewed from the social and economic aspects.This study uses a combined research method between qualitative and quantitative with a qualitative approach fixed as the main approach. Data obtained through interviews and questionnaires. The data obtained from the quantitative approach through the survey is used to reinforce the facts related to the theme and the formulation of related problems. In addition, using Triangulation data sources to compare the results of interviews with one another.The result of the research shows that conflict of interest occurs because of different interests between parties involved. Regency Government, Village Government and Traders have a mutually striving interest. Conflict of interest occurs when the Regency Government wants to take over and manage the Suruh Market completely but there is a rejection by the Village Government. The social impact that occurs is the decline in the number of traders and competition among traders is getting tougher. Abstract

AbstractWages are an important component in employment, that as one element in the implementation ofthe employment relationship, which has a strategic role in the implementation of industrialrelations, basically should be proportional to the contributions already made workers / laborers inproducing goods or services. But wages are felt by laborers / workers is still lacking to meet theneeds of decent living. Therefore, the problem in this research is "What is the role of tradeunions in the process of determining the minimum wage for Bekasi City," and "Factorssupporting and inhibiting the role of unions in wage determination".This study aims to determine the role of trade unions in determining the minimum wageBekasi City, and also look at the factors supporting and inhibiting factors that become obstaclesin the minimum wage. The research method used is descriptive qualitative primary data obtainedthrough interviews and secondary data from documents, or records, and other sources associatedwith the research. Analysis techniques used by the author uses data qualitative analysis in theform of illustration and description are also drawing conclusions on the symptoms studied.From the research, suggests that the role of trade unions is to join the Wages Council andis actively involved in the process of determining the minimum wage by providing considered aswell as the proposal on the minimum wage increase during the talks. As a member WageCouncil, is a trade union into a single entity on behalf of the union / labor. Therefore, the role oftrade unions is considered essential to the aspirations of the workers, especially in thedetermination of wage negotiations, which reflects that the union managed to raise the minimumwage. It can be concluded that trade unions play a role despite not reaching the initial proposal inthe amount of 3.1 million and a minimum wage for 2015 already in the set in accordance withthe decree of the Governor of West Java Letter No. 560 / Kep.1581-Bangsos / 2014.Advice can be given, among others As a member of the Remuneration Council Bekasi,trade unions should conduct a survey in accordance with the Regulation of the Minister ofLabour that have been listed in the Components and Implementation Phases Achievement NeedsLife, This is because when the survey is carried out not in accordance with existing regulations,unions to be able to utilize and give wisdom to face and overcome the obstacles that exist withinthe union as well as the barriers that exist outside the union,Keywords: Role of Trade Unions Bekasi, Wage Determination Process

Abstract

This study aims to determine the licensing process permit Building Permit. In this study, the authors will choose to focus on the process of building permit building (IMB) service in the Integrated Licensing Service Office of Semarang City because Building Permit (IMB) is the most widely served licenses. This raises several issues that can be studied, namely how the service creation process Building Permit provided by the Department of Investment and Integrated Services One Door Semarang City? Is the licensing service process of Building Permit in the Office of Investment and Integrated Services One Door of Semarang City in accordance with the Standard Operating Companies?This research uses qualitative method with descriptive approach which only describes, summarizes various condition, situation or various variable. This research approach using qualitative approach, because in this research target or object of research is limited so that data that can be dug as much as possible and not possible existence of widening of research object. In this research, we will describe the concrete condition of the research object, connecting one variable or condition with other condition variable and then will be generated description about research object.The result of the research shows that IMB licensing service system at One Stop Service Office of Investment and Service of Semarang City has experienced a more positive improvement seen from the simpler licensing service mechanism applied in DPM-PTSP Semarang City, however, in the process of Building Permit Services in DPM-PTSP Semarang City there are many factors.Key words: Analysis of Service Process, Building Permit Service, DPM-PTSP Semarang City

Abstract

THE GOVERNMENT’S STRATEGIES TO INCREASE INVESTMEN IN THE REGENCY OF CIREBON 2015MEGA DAYANA PUTRI(DEPARTMENT OF GOVERNMENT SCIENCE, FACULTY OF SOSIAL AND POLITICAL SCIENCE, DIPONEGORO UNIVERSITY, SEMARANG)ABSTRACTThis study intends to identify how local governments strategies to increase investments at the Regency of Cirebon in 2015. This research is qualitative-descriptive research, the data have derived from primary sources. To determine informants is executed by snowball sampling method, it intends to determine two types of them. First, the government elements that consists of regent, parliament, BPPT, and BAPPEDA of Cirebon. Second, businessman or investors in Cirebon. For collecting data purposes, the researcher used two method, they are interview and observation method. Data processing techniques consists of data reduction, data presentation, conclusions, and verification, they are executed by a cyclic process.The research result shows that there are four strategies carried out by the Government of Cirebon to attract investments, they are image marketing, attraction marketing, insfrastructure marketing, and people marketing. The four strategies are running smoothly, it is conducted due to social welfare purposes. However, the results have not yet successfuly optimal because none of certainty and clarity rules of the law regarding investment and licensing. This bureaucratic process is considered very complicated. The strategies are only looked at the investment realization, but it does not have significant impact on regional and community development equally.Keywords: regional strategies, local government, investment
