Abstract

The research is based on the growth of street vendors in DKI Jakarta which implicatedof many problems to the environment especially The National Monument as an iconic placeof the capital city of Indonesia, DKI Jakarta. In order to tackle the problem the localgovernment of DKI Jakarta implemented district regulation of DKI Jakarta number 8 year2007 regarding public order in National Monument. The research is conducted in order to;(1) Explain implementation of district regulation of DKI Jakarta number 8 year 2007regarding public order, (2) Explain obstacles encounter the implementation of regulation.The method used in this research is a qualitative-descriptive. Using primary andsecondary data through various techniques such of interview and documentation. There are 4factors or variables as tools of analysis which importance role in public policy in order todevelop good implementation, those are: communication, sources, disposition, andbureaucracy structure.The results found that the district regulation of DKI Jakarta number 8 year 2007regarding public order that implemented in National Monument are not optimal. Theproblems are many street vendors doesn’t know about the regulation; limitless humanresources in performing policing; and the overlapping of tasks and function amongs theimplementor.Recommendation to solve the problems and the circumstances are: enhancementcoordination between implementer, engage others local government agencies or NGOs in toinvolvement on implementating the regulation, and dissemination to the public regarding theimpact caused by illegal street vendors.

Abstract

The Stop of Defecation Free (Stop BABS) or Open Defecation Free (ODF) Program is one of the pillars of the Community-Based Total Sanitation Program (STBM) launched by the Ministry of Health of the Republic of Indonesia. The core of ODF District program activities is to reduce the number of environmental-based diseases such as diarrhea, cholera, and intestinal worms. The purpose of this study is to describe the implementation of policies used by Boyolali District Government in suppressing the number of defecation free, to know the difference of community behavior in Sawit Sub-district and Kemusu Sub-district and to know the factors causing the high of defecation free in both sub-district and to know the obstacle factors for the Boyolali District Government in suppressing the number of defecation free.The research method used is qualitative and quantitative descriptive approach with data collection technique that is observation, interview, questionnaire and documentation questionnaire. The informants in this research are Environmental Health Facilitator of Boyolali District, ODF District Facilitator, Movement of Health Cadre of Boyolali District, and Boyolali District Community.The result of the research shows that the implementation of Open Defecation Free (ODF) program is optimal. The implementation has been running optimally because it supported by the behavior of people who want to change the pattern of their life.Keywords: ODF District, Policy, The Number of Defecation Free

Abstract

The general election as the Democratic Party carried out throughout Indonesia including Jepara Jepara is a small town located in the northern part of Central Java with a majority muslim population and the socio-cultural circumstances has spelled out that it was written so as to make the State of the political situation is somewhat different from other areas. Proven PPP which is the Islamic party managed to become a strong party in Jepara. Elections in the postelection reform Jepara always won by the PPP from year to year, but winning the election for PPP in coupled with the number of votes the PPP also getting down at each election. In the current study focused on researching the factors causing the decline of anything from year to year the PPP vote, whereas historically the PPP has a lot of followers and Jepara Regency has socio-cultural islam. In this study, the author uses qualitative research methods are analytical, descriptive, using the technique of purposive sampling techniques the taking of the sample that is where researchers choose informants deemed relevant and knowledgeable which is a representation of the problem being studied. Engineering data retrieval using in-depth interviews with the informant, and secondary data with reference data written, and other data that support. Upon the decline of the PPP vote results is the existence of a multi-party system, the system elections is fickle, and less internal conflict over the activities of the party, the shifting behavior of voters, to political money. The factor that makes the sound of PPP Jepara Regency decreased. Advice that can be given to increase the back the sound of PPP is to ways to improve the cadre recruitment by rekruitment cadres who have the loyalty and spirit of the PPP, in addition diadakanya regular meetings need to be consolidated between the present cadres down to over PPP cadres so as to make the more powerful.

Abstract

Tourism conscious Group have a fungtion as a driving force for tourism, so empowerment is needed to increase the strength or power of the community. Pokdarwis Guci has not carried out the role as itu should be. So this study aims to describe community empowerment in the tourism sector, to know the role of Pokdarwis so far, and to analyze the factors of obstacles ang opportunities for community empowerment and the movement of Pokdarwis Guci. This study uses qualitative methods with data collection techniques in the form of observations, in-depth interviews and documents. Then analyzed using data source triangulation. The results of the study explained that empowerment was carried out by various parties. For tourism, especially in strengthening human resources, strengthening institutions, from the government to conduct networking and guidance for traders and provide other support. Pokdarwis experienced complexity in its existence, social capital that was not strong became the main factor so that the current Pokdarwis trip to death did not work as it should. Barries to empowerment and the Pokdarwis movement, namely weak Pokdarwis institutions, backwardness of the community of jars, lack of community participation, orientation of the old paradigm of empowerment, attention from the village government is not optimal, and education to the community in lacking. And there are opportunities namely optimism for Pokarwis, development of DTW Guci, development plans for Guci village.Key Words : Community Empowerment, Pokdarwis, DTW Guci

Abstract

Lingkungan merupakan aset penting dalam kehidupan manusia. Sehingga Perlindungan terhadap lingkungan hidup merupakan hal penting. Undang-Undang Nomor 32 tahun 2009 diharapkan dapat mengakomodir pengelolaan dan perlindungan lingkungan dengan baik. melalui BPBD sebagai implementor. Undang-Undang Nomor 32 tahun 2009 belum dapat berjalan dengan baik. Salah satu faktor yang menyebabkan buruknya implementasi UU nomor 32 tahun 2009 adalah faktor komunikasi. Penelitian ini bertujuan untuk menganalisis proses komunikasi dalam implementasi undang-undang Nomor 32 tahun 2009 di Kabupaten Pelalawan. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif, dimana metode dilakukan dalam satu waktu. Dalam memperoleh data peneliti melakukan wawancara pada Badan Penanggulangan Bencana Daerah Kabupaten Pelalawan, Wahana Lingkungan Hidup Riau, dan Masyarakat dari desa terdampak kabut asap. Peneliti juga menggunakan data sekunder dari data dokumen tentang kebijakan Undang-Undang Nomor 32 tahun 2009 dan sumber kepustakaan lain seperti buku dan jurnal. Hasil penelitian menunjukan bahwa penyelenggaraan Undang-Undang Nomor 32 Tahun 2009 tentang Pengelolaan dan Perlindungan Lingkungan Hidup belum membawa perubahan ya signifikan terhadap kinerja atau pun kasus kebakaran hutan yang ditangani Pemerintah Pusat, Pemerintah Daerah, ataupun BPBD dalam menangani Penanggulangan Bencana Kabut asap. Proses komunikasi yang buruk adalah salah satu penyebabnya. Manajemen yang buruk, dan minimnya sarana prasarana yang mendukung dan sumber daya manusia yang kurang memadai menjadi penghambat Undang-Undang ini dapat terlaksana dengan baik. Rekomendasi yang diberikan kepada BPBD Kabupaten Pelalawan dan Pemerintah daerah adalah mengevaluasi kembali kembali pelakasanaan implementasi kebijakan yang ada dan harus mampu mengakomodir kebutuhan segala pihak, memenuhi hak masyarakat dan mejalankan kewajiban yang baik sebagai implementor.Kata Kunci : Implementasi Kebijakan, Pelayanan Publik , Pengelolaan LingkunganHidup, Perlindungan Lingkungan hidup

Abstract

Pancasila as the state ideology can’t be separated from the history of the nation. Starting from the old order until the reform era. In different era has their own interpretation about Pancasila. In this era of reform in accordance with the social reality that occurs Pancasila accepted only as a theory without understanding and appreciation. Students as educated people, especially college students who study in FISIP political theory and ideology become the generation that tried to understand Pancasila as an ideology.This research aimed to describe the perceptions of FISIP UNDIP students' about Pancasila as the state ideology. The type of this research is descriptive type. The primary data source is generated through a questionnaire with probability sampling techniques. For secondary data generated from documents, archives and internet. The techniques of data analysis in this research using descriptive analysis. The results showed that the students' knowledge about Pancasila are high. Emotional attachment still showing the students their faith or agree with Pancasila as an ideology but there are a few students who would doubt with the purity of Pancasila. The student assessment are regarding Pancasila that explained in reality the implementation of Pancasila as an ideology has not been fully implemented either individually or in a higher level that is in the government level. This is the evidenced by the many irregularities still occurred attitudes, behavior or actions that are inconsistent with Pancasila.From these results it can be concluded that the students did have a deep knowledge of the Pancasila but not with the appreciation of the Pancasila. Advice can be given the need for increased awareness of both the government and the public of the importance of Pancasila in its application.Keyword: Pancasila, Student, Ideology

Abstract

Attempts for waste management needs participation from local peoples to managing it, especially from the housewifes, mainly because most of the waste comes from household waste. The Women's Association of Integrated Waste Management Legok Makmur (PPPST Legok Makmur) pioneering organic villages in Magelang City by inviting the housewifes to actively participate in processing waste into something useful. In this regards, this study aims to investigate the initial formation and activities, supporting factors and inhibitors and the positive and negative impacts of the existence of the Women's Association of Legok Makmur Integrated Waste Management. It also analyses the coordination with the regional government, and liberal feminism in the empowerment of the community. The research method used is descriptive qualitative with data collection techniques in the form of interviews, observation, and document review. The data obtained is then analyzed by triangulating data sources.The results of this study shows that the process of forming the Legok Makmur Women's Association was stipulated by the amount of garbage in the polling station which makes the surrounding environment was dirty. This association has activities to process waste into compost, handicrafts, etc. with the sorting of organic and inorganic waste. The supporting factors are the presence of enthusiasm, peoples participation, and full commitment from the Government. While the inhibiting factors of people's awareness are low and the land area is still limited. The positive impact is that peoples become active, clean environment helps to get the Adipura Kencana Cup Award, and adds knowledge and no significant negative impact. The Legok Makmur Organic Village is cooperating with agencies such as the Environmental Agency of Magelang City and North Magelang District this Legok Makmur Organic Village is considered to make women autonomous as an economic function because they are aware of their role without forcing and make women become independent capable of being creative in waste management and can adds economic value.Key words : women empowerment, waste management, organic village

Abstract

This research and analysis is for the sake of re-existence of the influence of equality relationship of marga / ethnicity in political system and its network as winner of Regent or commonly called with successful team 2015, and its power as political machine in Toba Samosir. The genus whose origin is the name of a person who is then named after the first name, is made so that they can understand each other from who can keep the marriage of a very clan descendant because it still has a blood relation. Then whether the political machine utilize relatives and similarities in the clan to campaign or realize the victory partner Ir. Darwin Siagian and Ir. Hulman Sitorus, MM.The research method using qualitative method. This study is a rare case elsewhere. Please note that any of these research procedures should produce descriptive data of speech and writing and the behavior of the observed. A qualitative approach is expected to produce in-depth descriptions of the words, writings, and / or observable behavior of a particular individual, group, society, or organization in a given context setting that is studied from a holistic, comprehensive, and holistic perspective. The informants were Team Success, Chairman of KPU, Regent / Vice Regent and Chairman of Adat.The research finds 3 important things that is, first how figure of candidate of Regent itself in public eye. The two ways of association of the clan network of candidate regents with political machine winning candidate pairs, and third is how the winning strategy is used. The conclusion of this research is the genus that has a real relationship with the political machine in Toba Samosir District.Keywords: Marga, Machine Politik , Regent

Abstract

In the theoretically, public has a strategic role in the development process. This community has the right and the obligation to participate in the development process. Public participation in sustainable development is set out in law No. 32 years 2009 about the environment have explained about the obligation, right and prohibition restriction outlined in section 65. In the article described that the public given space to participate in managing the environment. The public reserves the right reject or accept all the activities related to the environment. The public has the right to file an objection when construction is done negatively affect the living environment of the public.Research method used are mix method, namely the merger between quantitative methods and qualitatif method. Quantitative methods as main methods and quantitative methods as a method of supporting research that can not be axplained through quantitative. Reseacrh conducted at Tembalang by taking the sendangguwo village and tembalang village as research sample. Reseacrh intrument using a detailed questionnaire with 68 respondent and interview to related parties.The result of such research is the influence that low public participation and sustainable development. That is because the public is till tied to the government in the process of sustainable development. Enviromental ethics provide a pretty strong influence to sustainable development. It is because the government together with the public should really pay attention to the envoronment so that the construction can be done in a sutainable way without reducing the quality of the environment.The advice given is to make government more angaging the public in the process of sustainable development and the goverment togethet with the public should pay more attention to the environment in every development in order not to reduce the quality of the environment.Key : Influence, Public Participation, enviromental ethic and sustainable development

Abstract

The growth and the development of era like nowadays make people workhard, in this case the local workers should have an adequate ability to compete with with expatriates. The expatriates who work in Indonesia should be under supervision. The office which has responsibility and authority to supervise expatriates is the Manpower and Transmigration office, and particular to this research is the Manpower and Transmigration Office of Central Java. The supervision is done to protect local workers and the regulations used in Supervision toward expatiates are Regulation No.13 of 2003 about Empowerment, Minister of Manpower and Transmigration Regulation No.16 of 2015 about the Procedure of Expatriates Employment and Minister of Manpower and Transmigration Regulation No.35 of 2015 about the amendement of the Minister of Manpower and Transmigration No.16 of 2015 about the procedure of Expatriate Employment. The purposes of this research are to find out the effort of the Manpower and Transmigration Office of Central Java in supervising the expatriates who work in Central Java Province, to find out what documents the candidates of expatriates who will work in Indonesia must provide in accordance to the Minister of Manpower and Transmigration No.16 of 2015 and to find out what abstacles faced by the Manpower and Transmigration Office of Central Java in Supervising the expatriates in Semarang and Demak. The result of this research shows that in fact in doing supervision toward expatriates the Manpower and Transmigration Office forms a team called TIMPORA which stands for Foreign People Supervising Team. And as the leading sector is Immigration Office of Central Java. The expatriates who wants to work in Indonesia must fulfill the requirement as stated in article 36 of the Minister of Manpower and Transmigration Regulation No.16 of 2015 paragraph (1) about the Procedure of Expatriate Employment.
