Abstract

ABSTRACTKudus cigarette industry experienced a long journey, over 120 years old. From day to day the number of the Kudus tobacco industry in decline, especially small cigarette industry. In 2010 the number of small cigarette industry in the Kudus reach 209 business units and in 2013 jumalahnya stay 33 business units. Coupled with the enactment of Government Regulation No. 109 of 2012 on Safety Materials Containing addictive substances such as tobacco products for Health will make a small cigarette industry in Kudus more screaming. This study aims to determine the impact ditimbukan from the Government Regulation No. 109 of 2012. It also wants to know how the efforts of the tobacco industry are small and Kudus District Government in overcoming the impact of the enactment of Government Regulation No. 109 of 2012 so that it can survive to date.This research method using descriptive qualitative research. Source of data in will come from direct interviews with a small cigarette industry players in the Kudus and the Department of Labor, Industry, Cooperatives and SMEs district. Kudus and secondary data. The selected sampling is purposive sampling system, the sampling technique with a certain consideration. Data collection techniques that can be used in this study were interviews, and literature.The impact of the imposition of PP 109 Year 2012 will make a small cigarette industry or group 3 increasingly difficult to continue its efforts. Since the content in PP 109 Year 2012 mostly regulates the marketing of the tobacco industry as well as in the aspect of packaging, additives, and the content of which will have an impact on production costs rise. Kudus District Government's role in addressing these impacts and maintain the existence of a small cigarette industry is by way of guidance and vocational training programs and the establishment of LIK-IHT.Realizing the enormity of the role of the tobacco industry for the economy of the Kudus society, the government must protect the small cigarette industry in Kudus by issuing regulations that favor small cigarette industry .. The government needs to participate in regulating the tobacco trade regulation mechanisms to protect them from the game of speculators price of course the producers of small cigarette.Keywords: Safety Materials, addictive substances, Tobacco Products, Healthcare, Small Cigarette Industry

Abstract

DKI Jakarta is one of province in Indonesia which has highest number for sexual violence for kids in Indonesia, but DKI Jakarta Government has not been able to manage this problem yet. National Child Protection Commission is LSM which focuses in child protection that is caused of inoptimal Government in handling Child problems in sexual violence cases which every year the total cases are increasing. National Child Protection Commission has independent principle, public responsibility, sets the opportunity and chance out to the child in participating by respecting and taking side on child’s basic principle.Method that isused in this research is qualitative research method by desrctiptive approach through direct monitoring in field and legal documents from Central Data and Information of National Child Protection Commission. Technique of data collecting by interviewing National Child Protection Commission and the victim’s family of sexual violence which becomes National Child Protection Commission’s client and monitoring, then it is analyzed qualitatively. Efforts from National Child Protection Commission in handling the victim of sexual violence consist of psychological service and advocation service.Results of this research shows that the existence of National Child Protection Commission has important role for its efforts in sexual violence for child protection in DKI Jakarta though there is still perceived less optimal which is caused of obstacles and limits which are had and faced by National Child Protection Commission. Abstract

The implementation of direct elections aims to improve democracy in the region and is a manifestation of the implementation of a democratic system and produce quality and quality leaders but in Kediri Regency it is inversely proportional to the objectives of the actual elections and in Kediri Dynasty Political practice has been running for almost 20 years, arguably the Dynasty in Kediri Regency is the first and longest of its existence. Dynastic politics is a political phenomenon of the emergence of candidates from the family environment of the head of government in power or done by a family or close relatives. Maybe this is what some people think is very contrary to democratic principles. This study discusses how a dynasty happened, survived, developed a dynasty that can survive and thrive in the midst of ups and downs of democracy and some pros and cons of the election law and who are actors actors involved in a group called Political Dynasties. This research uses oligarchy, patron-client theory and political dynasties. The results of this study are how the beginning or history of this dynasty occurred starting from business affairs and then going towards politics, in the development of this dynasty only the closest people who according to Sutrisno's family were able and able to carry out or continue the programs that had been made and it has not yet been implemented and many relatives ranging from businessmen and officials from the village level to the high levels of the region are ready to help and serve the dynasty with the aim of getting a return.This dynasty will also continue to occur if the regulations or laws governing a democratic system do not experience a definite change. Because of its inclusive and closed nature, it makes a political dynasty very difficult to find a mistake. It is very difficult to uncover abusive practices of power in a closed group of people, because every individual tries to look after each other. At first glance there is nothing wrong with dynastic politics. Especially if referring to the democratic argument that every citizen has the same rights to be elected and elected. Abstract

The issue of minimum wage is an interesting thing to study. At the end of each year the government issued a policy to set minimum wages that must be paid by the company to its workers. Surely this is not an easy thing to do. Consider that Parties unions demanding higher minimum wages because the wages have not been able to meet their daily lives. Meanwhile, the employer argued that the wage increase would increase the cost of production which led to the company becoming uncompetitive in the industrialized world.2In this study, researchers used a qualitative method that will generate descriptive data. To obtain research purposes appropriate data sources, researchers used purposive sampling techniques to conduct interviews with National Trade Union (SPN) Kota Semarang and Dewan Pengupahan Kota Semarang.SPN struggle to influence the process of determining the UMK Semarang carried through the political system and from outside the political system. The struggle through the political system is joined the Dewan Pengupahan Kota which had the authorities in determining the value of the Quality of Life (KHL) through a survey in five traditional markets in the city, namely Pasar Karangayu, Pasar Mangkang, Pasar Jatingaleh, Pasar Pedurungan and Pasar Langgar.Researchers recomend, for the creation of a favorable climate in the industrial world, governments need to make improvements from regulation to implementation. Because as the executor of a policy, the government should be able to act decisively. Abstract

Pemberdayaan masyarakat adalah suatu bentuk upaya yang di lakukan untuk mendayagunakan secaraoptimal masyarakat melalui suatu kegiatan atau aktivitas yang dapat berdampak pada kehidupan sosial, ekonomi maupun budaya. Salah satu pemberdayaan masyarakat adalah dengan peningkatan ekonomi masyarakat berbasis pariwisata, yang dimaksudkan disini adalah terkait dengan Pemberdayaan masyarakatdalam pembangunan wisata digital. Salah satu daerah yang menerapkan sistem ini adalah MasyarakatKampung Talun Kacang RT. 03 RW.05, Desa Kandri Kota Semarang. Metode Penelitian yang penulis gunakan adalah Kualitatif deskiptif dengan teknik pengumpulan data berupaObservasi, Wawancara dan Dokumentasi. Dasar peneliti menggunakan pendekatan kualitatif adalah penelitiingin mengetahui secara mendalam tentang Proses dan strategi Pemberdayaan Masyarakat DalamPembangunan Wisata Digital di Kampung Wisata Talun Kacang, Desa Kandri, Kota Semarang. Sosialisasi yang dilakukan oleh POKDARWIS Sukomakmur pemberdayaan masyarakat dalampembangunan wisata digital ini, masyarakat mendapatkan pelatihan fotografi yang dilakukan olehPOKDARWIS Sukomakmur yang dapat dijadikan suatu pekerjaan bagi masyarakat untuk di setiap spot foto.Masyarakat menjadi pengelola disetiap spot foto dan pengelola parkir di setiap spot foto. Dalam segi sosialsetelah adanya pemberdayaan dalam pembangunan wisata digital ini masyarakat menjadi berantusias,bersemangat lagi untuk mengikuti kegiatan yang dilakukan oleh POKDARWIS Sukomakmur. Selainsosialisasi dalam hal pembuatan wisata digital kepada masyarakat kampung talun kacang juga diberikansosialisasi mengambil peluang dari kedatangan wisatawan untuk masyarakat membuka usaha.

Abstract

Public services are now things that can not be separated from society's lives. One of public service organized by Jakarta Capital City Government is the public service in Flats Management Unit on Department for Housing and Building of Jakarta Capital City Government. Through Flats Management Unit of Special Capital Region of Jakarta, Jakarta Capital City Government has implemented the public service to the society in the form of implementation of residential management or the use of flats.One of its objectives is the achievement of public satisfaction. The service activities provided by Flats Management Unit of Special Capital Region of Jakarta will be assessed based on the level of public satisfaction. Therefore, through this study, author wanted to measure and know the Index of Public Satisfaction of Flats Management Unit of Special Capital Region of Jakarta based on the Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform No. 16 of 2014 about the Guidelines of Public Satisfaction Surveys on Public Service Delivery with reference to 9 (nine) indicators used to measure public satisfaction index.Researcher used descriptive quantitative method by spreading questionnaires to 150 respondents. From the result of data analysis, the researcher got the Cumulative Value of Public Satisfaction Index of 75.15 therefore the performance of the Flats Management Unit of Special Capital Region of Jakarta can be categorized as well. Currently, there are still deficiencies in the implementation of flats service at Flats Management Unit of Special Capital Region of Jakarta in terms of service procedures and infrastructure facilities.Recommendations that can be given is such as Flats Management Unit of Special Capital Region of Jakarta can improve the shortcomings based on complaints submitted by the society, and can maintain or expected to improve the quality of existing services in order to achieve the objectives of the public services implementation.Keywords: Flats, Public Satisfaction Index, Public Services, Special Capital Region of Jakarta.

Abstract

 This research is done to know perception from the Members of Parliament Semarang Period Year 2014-2019 toward the direct local leader election. Through understanding the knowledge of local democracy, opinions about local democracy, and evaluation of the local democracy. This study used a quantitative approach with quantitative descriptive type. These data were obtained through a questionnaire toward the the population of Semarang City Council Member for the Period of 2014-2019. Respondents were selected by random sampling technique of proportional calculation with total number of 30 respondents. Furthermore, the data analysis was performed by busing SPSS 16.0.          The results of this study showed that the majority of the Members of Parliament of Semarang the year period 2014-2019 approve the implementation of direct elections. One thing that becomes an obstacle in the implementation of direct elections is the practice of money politics that is unavoidable.          Finally, it is hoped that this rsearch result can be a means of evaluation and opinion of Semarang City Council Member the year period 2014-2019 related to perception from the Members of Parliament Semarang Period Year 2014-2019 toward the direct local leader election. Keywords: Perception, Direct Election, Member of Parliament Semarang

Abstract

Penelitian ini dibuat tujuannya untuk mengetahui kinerja pemerintah Kabupaten Magetan dalam pengelolaan dan pengembangan destinasi wisata berdasarkan Sapta Pesona Pariwisata. Dengan berjalannya Sapta Pesona Pariwisata secara berkelanjutan dan optimal, maka akan memberikan dampak yang positif bagi pemerintah dan masyarakat setempat.Tipe penelitian ini adalah kualitatif deskriptif. Sumber data yang diperoleh untuk penyempurnaan skripsi ini adalah wawancara dengan narasumber terkait dan arsip/dokumen yang diperoleh pada saat penelitian. Teknik pengumpulan data yang penulis gunakan adalah wawancara, dokumentasi, dan telaah data.Berdasarkan hasil penelitian dapat diketahui bahwa memang Kabupaten Magetan memiliki potensi pariwisata yang unggul, terutama objek wisata alamnya. Banyak sekali objek wisata alam seperti Telaga Sarangan, Air Terjun Tirtosari, Mojosemi Forest Park, Air Terjun Ndak Tuwo dan masih banyak lagi yang dimana penerapan Sapta Pesona Pariwisatanya belum berjalan dengan optimal. Potensi-potensi itulah yang harus diperhatikan oleh pemerintah Kabupaten Magetan, khususnya Dinas Pariwisata dan Kebudayaan Kabupaten Magetan. Dalam pengelolaan dan pengembangan objek wisata yang berdasarkan pada Sapta Pesona Pariwisata ini belum semuanya berjalan secara optimal. Fakta di lapangan menjelaskan bahwa memang penerapan Sapta Pesona Pariwisata ini belum berjalan secara sinergis antara satu dengan yang lain, yang dimana Sapta Pesona Pariwisata memiliki 7 aspek yaitu adalah: 1. Aman, 2. Tertib, 3. Bersih, 4. Sejuk, 5. Indah, 6. Ramah, 7. Kenangan. Pemerintah Kabupaten Magetan memiliki beberapa kebijakan, yang dimana kebijakan tersebut berkaitan dengan pengembangan objek wisata yang berdasarkan pada Sapta Pesona Pariwisata. Dalam berjalannya kebijakan-kebijakan tersebut ada beberapa kendala yang membuat kebijakan itu menjadi terhambat, salah satunya kurang kerjasamanya pemerintah dengan masyarakat sekitar dan tentunya kurang sadarnya masyarakat terhadap pentingnya Sapta Pesona Pariwisata. Jika pemerintah dan masyarakat sekitar dapat memahami pentingnya penerapan Sapta Pesona Pariwisata dengan baik, maka akan memberikan dan juga dampak yang baik bagi masyarakat dan pemerintah Kabupaten Magetan.

Abstract

AbstrakBuruh migran Indonesia masih menjadi kelompok yang rentan terhadap beragam permasalahan, di samping kontribusinya dalam menambah pendapatan negara. Situasi rentan menjadi implikasi dari belum mewujudnya tata kelola migrasi tenaga kerja yang aman, juga belum terpenuhinya kepentingan-kepentingan buruh migran Indonesia yang menjadi tanggung jawab negara. Dalam perkembangan era Reformasi, permasalahan yang dihadapkan pada buruh migran menjadi perhatian publik, utamanya bagi kelompok masyarakat sipil yang berfokus memperjuangkan hak-hak buruh migran, salah satunya Migrant CARE. Penelitian ini bertujuan untuk melihat bagaimana peran Migrant CARE sebagai entitas masyarakat sipil dalam mengadvokasi kepentingan buruh migran Indonesia pada rentang waktu tahun 2014-2016, serta menganalisa apa saja yang menjadi faktor pendukung dan faktor kendala bagi Migrant CARE dalam menjalankan peranannya.Tipe penelitian ini adalah kualitatif yang bersifat deskriptif analitis. Data diperoleh dari sumber data primer dan data sekunder yang digunakan sebagai instrumen analisis. Teknik pengumpulan data yang digunakan di antaranya adalah wawancara mendalam, studi pustaka/dokumen, dan observasi.Hasil penelitian menunjukan peran Migrant CARE sebagai entitas masyarakat sipil pada tahun 2014-2016 mampu membangun upaya-upaya yang solutif dalam mengadvokasi kepentingan-kepentingan buruh migran Indonesia. Hal ini ditunjukkan melalui serangkaian peran Migrant CARE dalam melakukan pendampingan kasus, advokasi kebijakan, penelitian, juga pemberdayaan buruh migran untuk mendorong gerakan inisiatif pewujudan tata kelola migrasi tenaga kerja yang aman dan kedaulatan bagi buruh migran. Beberapa faktor yang mendukung peran Migrant CARE adalah citra positif, strategi dan tujuan yang diterima secara sosial dan dukungan dalam aspek finansial maupun politik. Kendati masih ditemukan beberapa faktor yang menjadi tantangan, seperti perspektif pemerintah yang belum berpihak kepada buruh migran, praktik korupsi dalam pelayanan buruh migran, serta dinamika internal organisasi. Rekomendasi dari penelitian ini ditujukan kepada Migrant CARE untuk lebih memperhatikan aspek keberlanjutan dari peran yang dilakukan, serta kepada Pemerintah untuk dapat lebih mengapresiasi dan memberikan ruang pelibatan yang luas kepada elemen masyarakat sipil dalam perumusan kebijakan.Kata Kunci: Peran Masyarakat Sipil, Migrant CARE, Buruh Migran

Abstract

Koalisi partai politik di Indonesia di tingkat lokal atau daerah seringkali tidak sejalan dengankoalisi yang ada di tingkat pusat. Fenomena ini menjadikan bahwa koalisi partai politik ini cenderungmemiliki sifat pragmatis dan kurang memperhatikan aspek ideologis. Penelitian ini menggunakan pendekatan studi kasus dengan tujuan untuk mengetahui secara mendalam dan komprehensif mengenai dinamika koalisi PDIP-PKB dalam Pilkada Kota Pekalongan tahun 2015 serta pengaruhkoalisi terhadap strategi yang dilakukan dalam pemilu tersebut. Berdasarkan dinamika koalisi yang terjadi antara PDIP dan PKB, penelitian ini menemukanbahwa koalisi ini termasuk ke dalam kategorisasi Koalisi Kecil Pragmatis (KKP). Hasil daripenelitian ini mencoba mengkritisi penelitian sebelumnya yang dilakukan oleh Luthfi Makhasintentang Orientasi Ideologis dan Pragmatisme Politik dalam Model Pembentukan Koalisi pada PilkadaJawa Tengah tahun 2015 yang menyebutkan bahwa Koalisi PDIP-PKB pada Pilkada KotaPekalongan tahun 2015 masuk ke dalam kelompok koalisi Kecil Ideologis (KKI). Kemudian padarumusan masalah lain peneliti menemukan keterkaitan mengenai pengaruh koalisi terhadap strategi.Koalisi PDIP-PKB mengusung pasangan calon Alex-Sae untuk menumbangkan partai Golkar.Melihat kekuatan pak Alex yang memiliki popularitas dan finansial yang dia miliki, koalisi PDIPPKB mengambil langkah strategi ofensif memperluas pasar. Namun koalisi ini tidak terlaluberpengaruh terhadap strategi defensif, dikarenakan PDIP dan PKB memiliki basis massa yang jelas.
