Abstract

On December 9, 2015, for the first time, the Government holds simultaneous region headelection in 264 regions, one of all is Semarang. The most important thing in the election ofMayor and Vice Mayor is participation from all local citizens who already have voting rightsincluding the voters with a disability.This research aims to know the forms and factors that influenced the politicalparticipation of person with disability in Semarang on the Mayor and Vice Mayor election ofSemarang in 2015. The method used in this research is a combination quantitative research andqualitative research method, with the techniques of data collection is questionnaires andinterviews. To determine the sample is used accidental sampling, and to determine the subject ofresearch is used purposive sampling. The result showed that there were some forms of politicalparticipation of person with disability are joining the campaign, supporting a particularcandidate and became a participatory supervisor. Meanwhile, the factors that affect the politicalparticipation of person with disability, including data entry, socialization, facilities andaccessibility.The recommendations that can be done by KPU Kota Semarang is doing socializationseparately, present an interpreter when socialization, and ensure the tools for disability on theballot. The recommendation can be done by the family of the person with disability is not hidingtheir family members with a disability. And the recommendation that can be done by LocalGovernment is improving the database of disability.Keywords: Political participation, Person with Disability, Mayor election

Abstract

Indonesian Workers pregnant and having childs problems continues to occur each year, along with sending Indonesian workers to destination countries. Worker’s child who takes home are vulnerable to human trafficking issues, many irresponsible people take advantage from the problem, because workers are embarassed to bring the child back to their hometown and it will be a disgrace for them. Sometimes the child is lefted when they just arrived at Soekarno-Hatta International Airport or killed by his own mother. In addition, many of the children who suffer from disorders, mental and physical disabilities. The government is considered less responsive and have not been up to handle the problem or create a policy to prevent migrant workers affected by these problems, marked by continuing reccurence of similar cases every year. Children Care Home for Indonesian Workers or RPATKI is an NGO which is presented in the community to help Indonesian Workers and worker’s child labor. As the shelter and helping the whole process until workers and worker’s child issue is resolved. Uniquely in Indonesia, RPATKI is the only NGO that takes care of and concerned about migrant woekres and child labor migrants. The author takes research on RPATKI because problems of labor migrants and having a child is a real problem and always repeated every year. Along with sending workers abroad and not many people care about the issue when Indonesian workers is one of the heroes of foreign exchange and the marginalized. The research used qualitative research method by using descriptive analytical type. The object of this research is a NGO which is RPATKI and Indonesian workers who are pregnant and have children. The results showed that RPATKI has a role of protection and empowerment role. RPATKI driving factor is the amount of public support both moreal and material, and fill the void role of the state and keep continue to assist migran workers and caring these children to be independent. However, RPATKI also have factors that inhibit them is the closure of Selapajang Return Hall of Indonesian Workers at Soekarno-Hatta International Airport it makes the workers who returned to Indonesia with pregnant and having a child condition is difficult to be monitored because not all of migrant workers have the insight and sufficient information regarding of RPATKI or institution that can help the problems of migrant workers, and lack of coordination, support and good cooperation between NGOs and relevant government authorities. RPATKI have a relationship with the government agency which is BNP2TKI as manifested by the memorandum of understanding entered into between both institutions in supporting RPATKI programs. However, nowadays in practice doesn’t happen any cooperation and relations between these two institutions. Keywords: Non-Governmental Organization, Indonesian Workers, RPATKI

Abstract

This research is purpose to know the application of village fund management principles on 2016 based on Constitution number 6 year 2014 about village with the case study Kalirejo Village, district Wirosari, Grobogan Regency year 2016.In this Research, the method that used is qualitative descriptive and taken at kalirejo village, district Wirosari, Grobogan Regency. The subjects of this research are the officials in Village Governm that have duty in directly planning, implementation, and controlling the village fund management. Data was taken by the interviewing the subjects, observation and documentation the process of data taking.The results of this research show that (1) Village Fund Management at Kalirejo in 2016 was going well and by the rules. (2) With the village fund, village government and citizens feel the development of their village which can be useful for them. Abstract

A land certificate is an important document that shows proof of someone's ownership and rights to land. The complete systematic land registration program offers to people to make land certificates at a low cost. However, in its implementation there were many problems and irregularities encountered, especially the high collection of costs to the community. In 2017, Kudus Regency became one of the cities with the largest Prona certificate quota and there were often many problems in the implementation of Prona. Ombudsman Republik Indonesia is present as an institution that functions to oversee and resolve public service problems that occur in the community. Ombudsman Republik Indonesia Perwakilan Jawa Tengah as the representative of the central Ombudsman supervised and tries to resolve the problems that occurred during the implementation of Prona in Kudus Regency. This study uses qualitative research methods with a case study approach. The purpose  of using this method is to dig up data and information accurately and specifically, so that the data and information produced is complete and in-depth. Data collection techniques used were interviews with eight informants, literature review and review of documents relating to the supervision of the Ombudsman Republik Indonesia.The results of this study indicate that the supervision carried out by Ombudsman Republik Indonesia Perwakilan Jawa Tengah in supervising Prona in Kudus Regency was in accordance with its functions, duties, and authority. Supervision carried out by the Ombudsman Republik Indonesia Perwakilan Jawa Tengah is to conduct an investigation of its own initiative, conduct preventive supervision and cooperate with other law enforcement agencies. Ombudsman Republik Indonesia Perwakilan Jawa Tengah tries to resolve the Prona problem reported by the public and Ombudsman Republik Indonesia Perwakilan Jawa Tengah also sent suggestions for improvements to stakeholders to prevent problems from recurring. The thing that was lacking in the supervision was Ombudsman Republik Indonesia Perwakilan Jawa Tengah did not involve the community in supervising Prona in Kudus Regency. Keywords: Supervision, Prona, Ombudsman Republik Indonesia Perwakilan Jawa Tengah

Abstract

Melalui sebuah karya Pramoedya Ananta Toer berusaha untuk menanamkan gagasannya dari jalinan cerita. Novel sebagai sebuah karya fiksi memberikan gambaran kehidupan tokoh-tokoh di dalamnya. Sebagai hasil kerja kreatif novel tidak hanya menyampaikan tetapi juga menampung ide, teori, dan sistem berpikir manusia. Tetralogi Buru yang terdiri dari Bumi Manusia, Anak Semua Bangsa, Jejak Langkah, dan Rumah Kaca mengungkapkan nasionalisme.Untuk melihat gagasan nasionalisme dalam Tetralogi Buru maka penulis menggunakan metode penelitian kualitatif dengan teknik pengumpulan data yaitu wawancara, studi kepustakaan, hermeunetika dan dokumentasi. Informan dalam penelitian ini adalah adik kandung Pramoedya Ananta Toer yaitu Soesilo Toer .Hasil dari penelitian gagasan nasionalisme Pramoedya Ananta Toer dalam karya “Tetralogi Buru” adalah perjuangan pribumi melawan ketidakadilan yang dilakukan kolonialisme terhadap bangsa Indonesia. Abstract

This research entitled The Role of Samirono Region Bank in Gogik Village as Region Owned Enterpreneur in Building Society Economy took the research location in a Region Bank which is located in Gogik Village, West Ungaran Sub-district, Semarang Regency. Aim of this research was to see how large was the role of region economy institution formed as Bank in assisting encouraging a regional economy building and increasing, also to give description the success of regional economy building through regional institution devdelopment mechanism. Method which was used in this research was qualitative research method. In this research, proccess of data collection was done by monitoring, interview, documentation, and literary study. Theory which was used in this research was Regional Building Theory which was related to Regional Economy Building Theory. Regional Building Theory  which was used was Regional Building concept theory started from society’s changing by Rogers, this theory emphasized strategy to reach Regional Economy Building through Regional Institution development or Modernism strategy. In this research was also used economy growth theory by Harrod-Domar which explained that the success of an effort for society economy building could be seen from amount of savings percentage whichwas done by that people.            The creation of regional monetary institution based on Bank in its practice gave large impact for society economy building. This was caused of Samirono Bank Regional in its operational proccess could act as work relation pattern regulator for regional economy actors, power collector for mobilizing resource to encourage economy growth maximumly, the regulator of regional economy building current information, regional consultative institution became an institution which gave general manual for people about great social economy activity pattern. The success of economy building strategy which has been done by Samirana Regional Bank was proven by total Gogik Village people’s savings asset which increased continuously.            Society economy building by methods of forming regional monetary institution  formed as Bank was proven could be an new mode alternatives for regional building effort. This was caused of Regional Bank succeeded to give monetary assurance and capital for regional people so that people could separate from savings and loans institution which was unhealthy so that could develop economy activity well.Keywords: Regional Economy Building, Regional Bank Institutional.

Abstract

Gerindra is winning again and subvert the incumbent candidate for the second time in order to carrying his candidate in 2017 Local Election of DKI Jakarta. The problem formulation from this research is how Gerindra's political strategy in recruitment, strategic planning, and strategy execution.The purpose of this research is to know what kind of political strategies used by Gerindra in order to carrying its candidate, so they can win for the second time in 2017 Local Election of DKI Jakarta.The answers to the problem and purpose of research are done by using political strategy theory including SWOT Analysis, Campaign Strategy and Political Marketing which analyzed through descriptive qualitative methodology. Gerindra Party became the main object of this research.The result of this research is Gerindra is winning because of effective and right targeted political strategy, has a militant mass base, and assisted by solid coalition and volunteers. Making the carried candidate surpass the votes of its opponents.After winning this political contest, Gerindra recommended to make an evaluation for the party in the future and oversee their carried candidate to fit with his political promises.Keywords: local election, political party, political strategy

Abstract

Abstrak Dinas Pendidikan Provinsi Jawa Tengah sebagai pihak yang memiliki andil besar dalam upaya pengalihan dan penerapan dari Pendidikan Menengah di Jawa Tengah ini tentu harus bekerja keras untuk mencapai kemaksimalan pengimplementasian. Kinerja yang baik dari Dinas Pendidikan Provinsi sebagai pelaksana akan berdampak besar pada hasil, diharapkan nantinya di tangan Pemerintah Provinsi Jawa Tengah penyelenggaraan pendidikan tingkat menengah atas bisa berlangsung lebih baik, kualitasnya merata di semua daerah dan kesejahteraan tenaga pendidik dan pendukung pendidikan meningkat dari yang diperoleh sebelumnya. Sesuai dengan pasal 404 UU Nomor 23/2014 yang menyatakan bahwa serah terima personel, pendanaan, sarana dan prasarana serta dokumen (P3D) sebagai akibat pembagian urusan pemerintah ini harus dilakukan paling lama 2 tahun Penelitian ini bertujuan untuk mengetahui Langkah – langkah apa yang diambil dalam persiapan Dinas Pendidikan Provinsi Jawa Tengah untuk menghadapi Alih Kewenangan Pendidikan SMA/SMK dari Kabupaten/Kota ke Provinsi Jawa Tengahdan juga sebagai pemberi informasi tentang kesiapan Provinsi Jawa Tengah dalam menghadapi pengalihan kewenangan pendidikan sesuai dengan UU No.23 tahun 2014.Hasil penelitian mengungkapkan : 1) Proses persiapan yang telah dilakukan oleh Dinas Pendidikan Provinsi Jawa Tengah yang berkaitan dengan komunikasi sudah berjalan denganbaik dengan menggunakan sistem komunikasi birokrasi. Ada beberapa langkah yang telah dilakukan seperti koordinasi, sosialisasi serta sinergisitas yang dilakukan bersama dengan pihak-pihak terkait lainnya dan tentunya dilaksanakan berdasar pada regulasi dan tata aturan kedinasan yang berlaku. 2) proses persiapan yang telah dilakukan oleh Dinas Pendidikan Provinsi yang berkaitan dengan Sumber Daya sudah berjalan dengak baik. Hal ini dilihat dari telah disiapkan nya sumber daya manusia yang memadai yaitu Pegawai Dinas Pendidikan Provinsi yang bertugas mengelola dan mempersiapkan segala aspek mengenai alih kewenangan pendidikan di Jawa Tengah. Selain itu Sumber Daya yang berkaitan dengan segala proses alih kewenangan yang ditujukan untuk sasaran dari kebijakan ini yaitu Daerah Kabupaten/Kota dan sekolah-sekolah Menengah yang ada di dalamnya juga sudah disiapkan dengan baik. 3) sikap pelaksana ditunjukan dengan adanya profesionalisme kerja dan komitmen yang dimiliki oleh pegawai Dinas Pendidikan Provinsi Jawa Tengah sebagai Leading Sektor dari proses persiapan alih kewenangan pendidikan. Pelaksana sudah memiliki semangat yang baik dalam bekerja, ide dan gagasan juga sudah dimunculkan untuk diterapka pada diri pegawai itu sendiri dalam melaksanakan tugasnya. 4) struktur birokrasi di Dinas Pendidikan Provinsi Jawa Tengah sudah berjalan dengan baik. Ditunjukan dengan adanya penempatan pegawai sesuai dengan keahliannya “the right man on the right place”. Dengan begitu akan mempermudah proses alih kewenangan pendidikan berjalan sesuai dengan waktu yang ditentukan.Kata Kunci : Pengalihan Kewenangan, Penyelenggaraan Pendidikan Menengah, Dinas Pendidikan Provinsi Jawa Tengah

Abstract

This research is motivated by the emerge of Thematic Village Innovation in Semarang City. The aim is to raise potential while resolving problems that arise in the community. In order to improve community welfare, regional governments need to make changes in the form of efforts to overcome existing social problems and to develop the community.The method used in this study is a mixed method with qualitative and quantitative approaches with descriptive methods. The purpose of this study was to obtain data on participation in innovation and community empowerment in Kampung Sehat Ramah Anak, which is one of the Thematic Villages formed in 2016 which was once a slum area and whose children did not have positive activities. The study and analysis are based on literature studies and actual conditions and the tendency of community participation in innovation and empowerment in Kampung Sehat Ramah Anak. Study and analysis based on literature studies and the actual conditions and trends in community participation in innovation and empowerment in Kampung Sehat Ramah Anak.The results of this study show the innovation in the community, the characteristics of the community in the knowledge of innovation, participation in innovation planning, knowledge of the actors and programs provided and community participation in empowerment activities. Therefore, the importance of involving the community in each activity starts from the beginning of planning to evaluation. Abstract

Infrastructure development is an important part of an expansion of a regionand country which is the duties and obligations of the center or local government. Ininfrastructure development social aspects should be noticed in order to realize a participatoryand quality development. MRT (Mass Rapid Transit) development policy is a policy to increasethe infrastructure development. This research was a development study which reviewed on howthe perception and participation of the society towards the infrastructure developmentparticularly in MRT (Mass Rapid Transit) development in Lebak Bulus District, South Jakarta.This was a mixed research method between quantitative and qualitative with samplingtechnique using questionnaire, interview and document. The main focuses in this research werethe context of society perception to MRT (Mass Rapid Transit) development in Lebak BulusDistrict, South Jakarta, society participation towards the MRT (Mass Rapid Transit)development in Lebak Bulus District, South Jakarta, and the correlation of perception andparticipation of the society towards the MRT (Mass Rapid Transit) development in Lebak BulusDistrict, South Jakarta from its implementation in the field.Keywords : Infrustructure Development, Perception, Participation
