Abstract

Poverty is one of the problems of government anywhere. The Semarang City Government to do acceleration prevention of poverty through a thematic village program. The purpose of thematic village program to optimize potency of the local environment by empowering local residents. The society must have high social capital to implement of empowerment. The purpose of researching to explain the implementation of society empowerment through thematic villages and the involvement of social capital. The method is used by qualitative. The interviewee is Bappeda of Semarang City, Lamper Tengah urban village, and society leaders. The location of researching was in the Tahu Tempe Gumregah village, the Lamper Tengah urban village, south of Semarang City sub-district. Technique of data collection uses interviews, observation, and documentation.The results of researching showed that the implementation of the thematic village program in the lamper tengah urban village did not run optimally.Bappeda is as government program representative or executor just only as drafter or planner and conduct monitoring and evaluation. Meanwhile, the implementation of the program is the area in the field or the area showed by government of Semarang city. There are some indicators in successful of empowerment. The existing social capital in the village of Tahu Tempe Grumegah is bonding social capital, which concerns the internal relations of the Tofu Tempe community. The Tempe tofu craftsmen group cannot establish relationships with other groups and is unable to take advantage of the authority of the Semarang City government.Conclusion of the researching: the government of Semarang City is in combating of proverty through thematic village programs has not been maximized. There are supporting factors that have not been utilized maximally by the local society. The Government of Semarang City is asked more actively in the empowerment prevention of poverty program.

Abstract

Waste is solid remain of human activities and is abundant in major cities. If not managed well, waste will become a problem and causes many risks and dangers for public welfare, such as causing floor, creating unhealthy environment, disturbing city scenery, and even creating social problems. So, correct waste management is required. Waste management in Cirebon still uses collect – transport – dispose pattern, leading to low community involvement in waste management. Community involvement in waste management is important considering the volume of waste increases every day while the government doesn’t have enough budgets to use advanced technology in waste management.This study was performed by combined method of qualitative and descriptive quantitative researches using interview, observation, documentation and questionnaire data to describe the actual condition, as well as using triangulation of data source, technique, and theory.The research result showed that waste management in Cirebon still usescollect – transport – dispose patternan hasn’t worked with private sector or NGO. Community involvement in waste management was quite good in packing, collecting, and transporting, while the involvement in the implementation of 3Rwas lacking. Government efforts to improve community involvement were socialization and coaching.Keywords: Waste, Waste Management, Community Involvement

Abstract

Implementation of the development policy ofKaliwungu port in Kendalarea is a policy made by the Government stated in the local regulation of Kendalarea number 25 of 2007 about the detail layout plan of Kaliwungu port in Kendalarea. From this local regulation, the knowledge of the port construction from thesociety also the purpose and the benefit are absolutely needed. Thus, for thesuccessful development of Kaliwungu port in Kendal area not only depends on therole of the local governments, but it also requires active participations from thelocal society around the site development or Kendal people as a whole.This research is both qualitative and quantitative, with the ultimate goal todescribe thoroughly the implementation of the development policy of Kaliwunguport in Kendal area. The data collection technique used in this study are the indepth interviews, thequestionnaires that is distributed to some respondents (thelocal society in Wonorejo village), the documentations and the analysis ofdocuments. The analysis of documents in this study includes the phase of datareduction, data presentation, and data verification or the conclusion.From the results, it can be concluded that the development policy of Kaliwunguport in Kendal area has been running to its full potential, the Department ofTransportation in Kendal area along with related agencies/SKPD have donestructuring and monitoringof Kaliwungu port in Kendal area with appropriateprocedures, the socialization has also been done by the meeting of coordinationbetween SKPD or directly go to the local society by the related local instruments.Although there are some shortcomings such as the quantity of human resourcesthat needs to be improved and the commitment from the Central Governmentrelated to the operational target of Kaliwungu port. The Local Government inKendal Area must strive to communicate actively with the Central Governmentrelated to the operational permission of Kaliwungu port.

Abstract

The management of Regional Property is done through the regulated mechanism to make the implementation optimal and can be accounted for its existence. The management of land assets is still facing many problems for it is a vital object of the implementation of government operations. The problem encountered in the land assets management of Purbalingga Government is in 2016 from the aspect of legal safeguards which is in the process of land assets certification. This research aims to discover and analyze the land assets management of Purbalingga Government that is examined from the aspect of planning, organization, movement, supervision, and evaluation. The theory used in this research is theory of government management according to Dharma Setyawan Salam. This research uses qualitative method. The method of data collection used in this research are interview and documentation.Land assets management of Purbalingga Government tends not to be good. The Planning is divided into four aspects, they are procurement planning, maintenance planning, utilization planning, removal planning and land assets security planning. The Organization is based on Regulation of the Minister of Home Affairs Number 19 of 2016 about Guidelines on the Management of Regional Property. The Movement is done through internal and external coordination. The Supervision consists of government internal control from the Inspectorate of Purbalingga Regency and external control from The Audit Board Representation of Central Java Province. The Evaluation is done in the form of the balance of planned needs and its implementation of the land assets management of Purbalingga Government.The result of this research shows  that the land assets management of Purbalingga Government  has been done through the proper mechanism, but in its implementation, there are still found several problems in the aspect of planning and coordination built up in land assets management of Purbalingga Government.Keywords: Assets, Management, Regional Government

Abstract

COMMUNITY EMPOWERMENT IN IMPLEMENTATION OF CORPORATE SOCIAL RESPONSIBILITY PT. Private parties in this case the company has the same responsibility as well in the development and welfare of society. PT. Sido Muncul as a national company in Indonesia participated in the development of society through corporate social responsibility by making a Herbal Village Program by using the concept of empowerment are implemented in the district of Semarang.Type of this research is descriptive analytical through qualitative approach. Sources are found from primary data that is through interviewing the informant or key person by purposive sampling technique. Meanwhile, the secondary data comes from documents, archieves and other sources which relate to this research. The data was collected through observation, interviews, documentation and literature. Meanwhile analysis technique which is used in this research is qualitative analysis data by analyzing in the form of essay, description and conclusion of indication which is researched.The results of this study found that people are not involved in planning of the program. Public interest in the Herbal Village Program low because social and environmental conditions that are less supportive. Empowerment method used is socialization and training. Community participation in the empowerment initiative shown by the board of making organization of Herbal Village program, composting, participation in the form of cash grants, and participation in the program evaluation. In addition the research also found that in 2016 only two of the six target villages still carrying out development activities that is Gondoriyo village and Bergas Kidul village. The Herbal Village Program is the result of CSR’s PT. Sido Muncul that has defensive characteristics.Keywords: Community Empowerment, Corporate Social Responsibility

Abstract

Batang Regency, as a district that organizes regional governments that have an obligation to serve their citizens. The Government is very aware of the benefits of this policy is very big, for that they must immediately implement this policy to improve the quality of public services in Batang. This policy was implemented in 2015 with the issuance of Perbup Number 3 of 2015 Partial Delegation of Affairs that Becomes the Authority of the Regent to the District Head in the District Government and the District Head Regulation Number 77 of 2015 concerning Amendment to the Regent's Regulation Number 3 of 2015 concerning Partial Delegation Authority of District Head to District Head in Batang District Government. Broadly speaking, the District Integrated Administration Services program (PATEN) in Batang District, especially in Limpung and Bandar has been going well. Coordination between the Government of Batang and Kecamatan has gone well. Improving the quality of service in the District increasingly looks efficient and good so that makes the community feel comfortable in getting service. The perceived impact of the community regarding the implementation of the PATEN Program in Batang, especially in Limpung and Bandar, can be concluded that the community is satisfied with the public service they receive.Keywords: Quality, Service, PATEN

Abstract

ABSTRACT Achmad Yusuf Roni was one of the candidates for members of DPRD Kabupaten Kudus legislative elections in 2014 were derived from the PDI Perjuangan . Electoral district (Dapil) for Achmad Yusuf Roni was Dapil IV, which includes Kecamatan Dawe and Kecamatan Jekulo in Kudus. Mannered known figure in the community and who are loyal to a political party which he joined, Achmad Yusuf Roni is pure cadre from the PDI Perjuangan Kabupaten Kudus. Structurally, Achmad Yusuf Roni was the Secretary of the Branch Council (DPC) PDI Perjuangan Kudus for the period 2010 to 2015. With a relatively young age, which is 31 years old in 2014, Yusuf Achmad get ordinal number 1 (one). The ordinal number of 1 that is identical to prospective members DPRD is expected to be won an election. This study has revealed what are the main factors that determine victory Achmad Yusuf Roni. With the vote total of 5,030 votes, the highest compared to other candidates who also came from the PDI Perjuangan and the same electoral district (Dapil). Victory of Achmad Yusuf Roni affected by his popularity in the middle of the voters and the role of Musthofa. Musthofa is the Chairman of PDI Perjuangan Kudus, and Regent of Kudus. With the support of Mustafa, the party's political machine was geared to help Achmad Yusuf Roni in this contestation. In accordance with the purpose of PDI Perjuangan Kudus, Achmad Yusuf Roni managed to get one seat in parliament Kudus. Although the vote gained much from the original target planned. Abstract

ABSTRACTDieng Plateau Area is a protected area which means that the conservation of nature in it must be maintained to ensure sustainable livelihood (sustainable livelihood). The biggest challenge in Dieng's recovery effort is the rehabilitation of critical land in community-owned land areas. This research uses descriptive qualitative approach method with case study located in Dieng Plateau area of Wonosobo Regency covering 6 Villages in Kejajar Subdistrict, Dieng, Sembungan, Buntu, Kreo, Patak Banteng, and Sigedang Village and one Village in Garung Subdistrict, Mlandi Village . Technique of data collection is done by observation, interview, and documentation.The results showed that critical land rehabilitation activities were carried out with the cooperation between communities and the government through the support of various related stakeholders including private parties, NGOs and other NGOs. Approaches are made through sustainable farming systems by farmers' Union through agroforestry, conservation plants (coffee, carica, eggplant, etc.), and intercropping with other commodities other than potatoes. While Bhineka Karya through off farm approach, that is tourism (agro tourism, nature tourism, history and culture) and geopark also become the most logical approach that strived. Both approaches are based on different biogeophysical potentials and conditions among the research sites so that critical land rehabilitation activities can be successful. The economic orientation of the community becomes the determinant of the sustainability of the programs of both approaches, to the extent that tourism activities are still inferior to agricultural activities. In addition, the socio-economic conditions of the community, such as low education and the increasingly narrow land ownership ratio, are also a hindrance to the success of critical land rehabilitation with off farm approach, so that sustainable agriculture approach is superior to off farm approach.Strengthening social capital in critical land rehabilitation activities through studies in three typologies of social capital (Bonding social capital, Bridging social capital and Linking social capital) viewed from social, economic, and cultural aspects of society shows that cooperation between communities and government through the support of the related stakeholders have increased the capacity of the community in controlling the problems of increasingly severe land degradation. So the role of the community, especially Bhineka Karya and Serikat Petani in critical land rehabilitation activities has reflected the community-based disaster governance practice in disaster management in Dieng Plateau district of Wonosobo regency.Keywords: Community Based Disaster Governance, Critical Land Rehabilitation, Dieng Plateau Area Wonosobo.

Abstract

Land acqusition is always a special concern for people whose land is acquired since it always carries impacts in any construction project.  Likewise the land acquisition of Waduk Logung construction project in Kudus district, it is also impacted on socio-economic condition of society in Kandangmas and Tanjungrejo village who are affected by construction project. The purpose of this research is to identify and analyze the impacts which are produced by land acquisition and its compensation value from the Waduk Logung construction project. The research used a mixed method which uses sequential explanatory method. Sequential explanatory mix method is characterized with data collection and quantitative data analysis for the first stage, and followed by data collection and qualitative data analysis for the second stage in order to support the result of first stage. In obtaining data, the researcher use questionnaire instrument which is distributed to the people affected by the construction plan in Kandangmas and Tanjungrejo village. Besides, the researcher also used interview data from interviewees which are connected and secondary data which are coming from documents, mass medias, and other literature sources such books and journals. The result shows that there is an effect of the land acquisition and compensation values from the Waduk Logung project which provides impacts to the socio-economic condition of people which are affected to the project plan. The effects of the land acquisition and compensation values are, 1) Society anxiety, 2) Negative perseption which make horizontal conflict  and vertical conflict 3) Economic Impact like decrease in revenues, livelihood change, wealth level decrease, and education guarantee for familiy members of land right owners, 4) Environment Impact like decreasing air quality, noise, road damage, and decreasing some component of river hydrology. Based from the research, the impact that happen is caused by the influence of the process or the role of policy makers who do not comply with the rules.

Abstract

This study aims to determine the problem of handling the Brebes Regency Government for homeless and beggars regarding the stigma of Grinting Village as a Beggar Village. This research use desrciptive qualitative approach. The research locations in the Social Service of Brebes Regency and Grinting Village in Bulakamba District, Brebes Regency, Central Java Province, with the consideration of many people in this area became beggars by vandalizing in Jakarta and surrounding areas.The subject of this study was determined purposively based on certain criteria, namely overcoming the stigma of begging villages embedded in Grinting Village. Data collection in this study uses interviews and in-depth document review. The collected data were analyzed using qualitative descriptive analysis techniques.This study revealed that homeless people and beggars in Grinting Village became a profession for some citizens, because they got money instantly and economic factors or poverty. Countermeasures are carried out by the government through assistance from the government and development and empowerment of village potential. Assistance provided from the Social Service is Rp. 2,000,000 per person. The development of village potential through a creative economy that has economic selling points.Keywords: The Role of the Government, Persons with Social Welfare Problems, Homelessness and Beggars, Grinting Village.
