Abstract

ABSTRACTThe purpose of this research to knowing the evaluation of implementationpolicy in flood disaster management adopted by the local government in a residentialarea of Pondok Gede Permai (PGP), Bekasi City, period 2013-2014. Pondok GedePermai (PGP) as the worst locations from the disaster effect with the water depthreached ± 5 meters in 2013 and ± 3.5-4 meters in 2014 caused by high rainfall,damaged embankments, and run-off water. This flood disaster not just happened when adisaster occurs that repeated five years namely in 2002, 2007, and 2013 but it hashappened since 1993, 1997, and 2005. Policy such as embankments repairs has beendoing since Bekasi District authority until their administrative transition into BekasiCity. This raises several issues that can be studied is how the implementation policy wasto do? How is the evaluation from that implementation policy? And, what the factorsencountered in flood disaster management in residential area of PGP?This research uses a mixed methodology approach to evaluation byWilliam Dunn. The population in this research is a residential community in PondokGede Permai, Jatiasih, Kota Bekasi. Sampling technique used is non probabilitysampling with purposive sampling type and the total sample is 95 respondents. Thetechnique of collecting data through observation, structured interviews, questionnaires,and literature study. Data were analyzed using a combination of approaches, namelyquantitative questionnaires with the highest score of 5 (five) and the lowest value of 1(one) as well as qualitative data with reduction, data presentation, and drawconclusions.2The results in this research indicate that the evaluation of theimplementation policy conducted by the local government of Bekasi City consideredsuccessful by the majority of people with an average value of 54% of the totalrespondents. Recommendations for the research is need cooperation between thegovernment of Bekasi City, Bogor District, and the Central Government; embankmentsimprovements made permanent and need for budget transparency and developers; localgovernments more empowering community organizations; extra facilities and budgetfor disaster management; and etc.Keywords: evaluation, implementation, policy, flood, disaster management

Abstract

Kabupaten Bojonegoro merupakan daerah yang pendapatanya sebagian besar disumbang olehsektor pertambangan migas. Pemerintah Kabupaten Bojonegoro menggandeng pihak ketiga(swasta) dalam melaksanakan pemberdayaan pemuda sebagai investasi jangka panjang yangpenting, baik untuk keberlangsungan perusahaan maupun untuk pemerintah. Pemberdayan yangdilakukan oleh pihak ketiga (swasta) sangat membantu pemerintah dalam mengurangi jumlahpengangguran dan kemiskinan. Pengaruh dengan adanya PT Pertamina dalam hal eksplorasi daneksploitasi serta pengolahan minyak dan gas bumi di Kabupaten Bojonegoro tentu banyak menarikperhatian masyarakat sekitar. Masyarakat lebih berfokus pada pengembangan lapangan pekerjaandan kesempatan kerja yang diberikan oleh PT Pertamina, dengan menuntut adanya dipekerjakanpada industri yang ada. Disamping itu tidak semua lapisan masyarakat mampu dicakup dengan baikoleh perusahaan dalam hal rekutmen tenaga kerja. Hasil penelitian ini menjelaskan bagaimana proses partisipasi, strategi dan hambatan yang dihadapidalam pelaksanaan program pemberdayaan pemuda melalui dana CSR PT Pertamina EP Asset 4Cepu Field. Kesimpulan yang didapat dalam pelaksanaan program pemberdayaan menggunakandana CSR kurangnya peran pemerintah dalam pelaksanaan CSR di Kabupaten Bojonegoro.Pemerintah kurang aktif dalam memberikan rekomendasi program – program yang sesuai dengankebutuhan masyarakat penerima program, kurangnya monitoring berkala dalam meninjau secaralangsung kelompok binaan yang telah dibentuk.

Abstract

Abstract. Poverty is a humanity problem that inhibits welfare and civilization and is a problem that must and can be solved. Poverty alleviation is currently still material-oriented so that the sustainability of this alleviation is highly dependent on the budget availability and government commitment. The poverty reduction program in Indonesia that is not just material-oriented is the Family Expectency Program. The implementation of PKH is expected to improve the socio-economic, educational, and public health, especially for the poor. The purpose of this study is to describe the implementation of PKH, the form of the program of PKH, and to find the supporting and inhibiting factors and solutions to solve the problem of poverty in Wonosobo District.The theoretical approach used in this research is the approach model of policy implementation George Edward III. The theory takes four main variables for effective policy implementation ie communication, resources, disposition, and bureaucratic structure. The research method used in this research is the method of mix (mix method) with qualitative as the main approach and data collecting techniques such as observation, interview, kuesione, and document studies. The informants in this study were divided into two categories, The first is Category 1 that consists of The Informants who have access and high intensity to PKH, the key figures who know more information in the implementation of Family Expectency Program (PKH), namely The Head of Si (Kasi) Protection and Social Welfare Warranty Department of Community and Village Empowerment of Wonosobo Regency, Coordinator of PKH Regency of Wonosobo Regency, and Assistant PKH of Wonosobo Regency. The Second Category, Category II consists of The community beneficiaries of the Family Hope Program  in Wonosobo District, especially that are in the four sample districts (Garung, Kalikajar, Kertek, and Kepil Subdistricts) in total 100 samples of KPM. For the second category of informants, the questions to be asked are using the research questionnaire The results of the study show that the Implementation of Family Expectency Program in Wonosobo District in 2015 - 2017 covers several processes and stages consist of planning, socialization, data collection, mentoring, and distribution of assistance. In practice, there are still technical constraints. The data of PKH participants has not been comprehensive, so there are still some people who have not got PKH yet. The number of KPM is still not comparable with the number of available companion so that the companion is still overload and should be added again. For long term, PKH needs commitment and support from all parts so that this program can run so well to reduce the burden of poverty in Wonosobo.              Keywords : Policy Implementation, Family Expectency Program

Abstract

The increasing number ofBPJSparticipants was not accompanied by the addition of quality healthfacilities.Puskesmas HalmaheraSemarang isone of the first-level health facilities that serveHealth BPJS patients, which is based on the data of BPJS patientsvisits, obviousthe number ofBPJSpatients tends to decrease. This study aims todescribe theservice qualityof healthBPJSaccording to the dimensions of service quality inPuskesmas HalmaheraSemarang2016. Thesample was 93 BPJS inPuskesmas HalmaheraSemarang, obtained incidental sampling. The datawere obtained using a questionnaire which was then analyzed using descriptive statistics. Theresults showed that in general the service qualityof healthBPJS according to the dimensions ofservice quality inPuskesmas Halmahera Semarang2016is a good.BPJS patienst in PuskesmasHalmaheraSemarangfeel that the reliability dimension, responsiveness dimension, assurancedimension, empathy dimension, andtangibledimensionis agood. RecommendationsforPuskesmasHalmahera Semarang isto maintain service quality dimensions that already exist, as well as fixsome things that are still classified, such as motivating nurses to be willing to spend this specialtime in communicating with patients, as well as the willingness of nurses to remind the patientsafety stuff. Abstract

The purpose of this study was to analyze the process of planning and implementing village funds in the village of Gandu and identifying inhibiting factors in the process of planning and implementing village funds in the village of Gandu, Comal District, Pemalang Regency, 2015-2017. The theory used in this study is the first Planning theory which includes the stages of the planning process, type of planning, the characteristics of planning effectiveness and the benefits of planning. Second, the implementation theory which contains the implementation concept, and the things that affect the success and failure of implementation. The research method used is qualitative research with an analytical descriptive approach, where in obtaining research data carried out through interviews with speakers who are directly related to the object of research. In this study the speakers were taken from the Village Government and the Gandu Village Community.The results of the study showed that the management of village funds in the village of Gandu was carried out based on Permendagri No. 113 of 2014 concerning Management of Village Finance and Permendagri No. 114 of 2014 concerning Village Development Guidelines. In determining development priorities in the village of Gandu it was conducted by deliberation which began from the hamlet level to the village level, but in terms of community participation in the planning process in Gandu village it was still low because both the hamlet and village consultations did not fully involve the community, only certain people. The implementation of Village Fund development activities in the village of Gandu is carried out with self-management for development that is not difficultwhile for development that is difficult to do by cooperating with third parties, namely by using contractor services.The village government in terms of accountability related to the use of village funds to the community has not yet had wide openness, as evidenced by many people who did not know about the existence of village funds in village development, the government also did not make information boards regarding the details of funds used in development. Inhibiting factors in the Village Fund planning process in the village of Gandu, namely frequent planned budget mismatches and their implementation. While the obstacles in the implementation, namely the lack of labor when it coincides with the rice planting season and weather factors are also obstacles when the rainy season.

Abstract

AbstrackThe applicaion of the principle – principle of good governance to improve theperformance of the public service to become one of the main things to establish goodgovernance in serving the community. The role of employee performance becomevery important because in serving the public employees government be in theforefront in the creation of good governance. Performance employee in the service ofcapital investment and integrated service of Klaten as public servants in the licenceare expected to serve the community in accordance with the rules of the order.Research methods used in this study is the method mix approach technique ofdata collection through the Questionnaire and interviews, the study document. Therespondent in this study was the head of licensing, complaints and capital investment.The research results showed that the application of the pronciple – principleof good governance is in compliance and performance measurement officer in theservice of capital investment and integrated sevice of klaten regency entered in thecriteria of good, the highest indicator is on the level of service and procedures claritylowest indicator exist at the level of the reasonableness of the cost. Overallcommunity satisfaction index against the performance of employees in the service ofcapital investment and licensing integrarted klaten regency that is GOOD.Recommendations which could be awarded against the application of theprinciple – prinple of good governance in inproving the performance of publicservice aparatur in klaten regency is DPMPT SP the service of carrying out the workand response ablity training work periodically for employees with the perpose of theemission and vision of the department could be reached and serve the community inaccordance with the existing.Key Words: Good Governance, Performance Measurement, DPMPTSP, Klaten

Abstract

Era globalisasi ini banyak perempuan berperan aktif dalam bidang politik. Peran perempuandalam politik tidak lepas dari terbukanya ruang untuk berpartisipasi dan diterbitkannya kebijakanafirmasi. Selain itu, perannya di parlemen juga dapat melahirkan kebijakan yang pro terhadapperempuan. Hal ini menarik untuk diteliti sebab keterwakilan perempuan di DPRD KabupatenKebumen mencapai angka 28%, yang mana mendekati angka 30% seperti ketentuan berdasarkanaffirmative action. Penelitian ini bertujuan untuk menjelaskan tentang peran anggota legislatifperempuan di DPRD serta menjelaskan faktor penunjang keberhasilan ditetapkannya suatu kebijakan. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus.Metode ini bertujuan untuk menggali data dan informasi mendalam, akurat dan spesifik. Teknikpengumpulan data yang digunakan adalah deep interview, kajian pustaka dan telaah dokumen.Informan dalam penelitian ini adalah anggota legislatif perempuan dan laki-laki, jajaran eksekutifserta organisasi perempuan. Hasil penelitian ini menunjukkan bahwa peran anggota legislatif perempuan di DPRDKabupaten Kebumen Periode 2014-2019 dalam penyusunan perda tentang pemberian ASI eksklusifsudah maksimal. Keberhasilan penetapan kebijakan juga dikarenakan hubungan baik yang terjalindengan aktor-aktor yang bersangkutan seperti eksekutif, swasta dan organisasi masyarakat. Kesimpulan yang dapat diambil dari penelitian ini yaitu bahwa keberhasilan penetapankebijakan tidak hanya dilihat melalui keaktifan dalam menghadiri rapat, kunjungan kerja maupunsurvey lapangan, melainkan dilihat dari berhasilnya anggota legislatif perempuan dalam menuangkangagasan-gagasannya ke dalam pasal-pasal pada kebijakan.

Abstract

The issue with the empty box is already familiar with the elections in Indonesia, it is already done in some region. As an election in Pati Regency in 2017, it is known there is only one single candidate who involved. It makes the empty box as an opponent. Uniquely, in Pati Regency, people who unhappy with the incumbent are doing resistance with an action to select the empty box and called themselves as Alliance of Democracy Election Pati (AKDPP). The purpose of this research is to know how big the role of AKDPP in winning the empty box in Gajahmati and Maitan Villages in Pati election in 2017. The method that used in this research is a qualitative method with collecting observation data whether in interview and document study. The informants are volunteers of AKDPP and the parties concerned. The highest number of empty box vote in Gajahmati and Maitan Villages does not mean the entirely due to the role of AKDPP, they do have a role on the number of empty box votes that can be considered quite large in Pati election in 2017. However, the victory in Gajahmati and Maitan villages is not due to the role of AKDPP. Both villages each have different backgrounds and winning factors.Key words: Election, Opposition, Empty Box

Abstract

With regional autonomy the region of its increasingly dominant leadership in developing the potential of each area. The regional head and deputy as a command is selected in the leadership package in local elections expected to be more solid and harmonious. most areas in Indonesia disharmony between regional head and deputy. In an issue of North Sumatra governor and his deputy disharmony period 2008 - 2013, the local newspapers that intensively preach disharmony even featuring actor causes between 2 rumored strained. This study aims to determine how the process and chronologically through the concept of disharmony with aspects of assessment. By using descriptive analysis found that the disharmony of this stems from the recognition of Governor Syamsul Arifin about out of harmony with his deputy and then to the parliament so that a debate in the parliament of North Sumatra was later published by some local newspapers in North Sumatra. newspaper stories become the way in researching the disharmony. there are two major issues related to this disharmony that roles and responsibilities are problematic and the inauguration of the regional secretaries were impressed defenitif delay. In fact a package of proven leadership has elements that could potentially encourage disharmony. Of the various aspects of the assessment can be seen that the disharmony is happening not only political and legal aspects but personal and relational aspects as well as organizational and technical aspects of the delivery is no longer fit to raise a more solid leadership and harmony. Keep in consideration of the election of a package in which the position of deputy head of the region have an impact in improving the performance of regional heads. Another alternative is the deputy head of the region mainly been vice governor eliminated only through civil or even the removal of a package of election.

Abstract

Non Government Organizations (NGOs) or Community Social Institutions (NGOs) have an important role in the social life of the community. The role is proven by the existence of social conflicts that are resolved / handled by NGOs. Like one example in the DKI Jakarta Province there is the NGO Yayasan Sayap Ibu that handles neglected / homeless children. In this study, the authors considered the NGO Yayasan Sayap Ibu unable to handle homeless children in a personal organization, therefore the presence of the government which also has an obligation to handle homeless children is an opportunity so that these two institutions can conduct partnerships. In this study, the authors used qualitative research methods. The author uses this method because the theme of this research can only be obtained by direct opinions from the empirical experience and the ability / authority of the informants in overcoming the problem of homeless children in the DKI Jakarta Province.    The results of this study show about handling homeless children from partnerships between the two institutions. Sayap Ibu Foundation partnered with the DKI Jakarta Provincial Government since 1976 during the time of Governor Ali Sadikin. The results of the partnership at that time took the form of the legality of the Sayap Ibu Foundation to open up opportunities for child adoption to the community. Up to now developments (in 2019) partnerships have developed in a wider scope that aims to deal with the problem of homeless children. Policy recommendations from the results of this study to relevant stakeholders are the definitive legal basis for neglected / homeless children, because neglected children do not have meaning by definition or categorization in legal regulations. The government must place equal partnerships with the Sayap Ibu Foundation (not hierarchical relations) so that demands can be balanced and partnerships will have results in accordance with mutualism agreements.Keywords: Partnership, Sayap Ibu Foundation, DKI Jakarta Provincial Government, Homeless Children
