Abstract

ABSTRACTPolicy implementation in providing regional infrastucture towardinvestment and economic drivers is a policy that set by government into SemarangDistrict Regulation No. 7 of 2011 on the Semarang District Medium TermDevelopment Plan Year 2010-2015 by considering conditions and problems andneeds faced by communities as well as by considering strategic and potentialfactors of the community and local government.This study is a qualitative study with main purpose to describe aboutpolicy implementation in providing regional infrastuctures toward investment andeconomic drivers. It also explains inhibiting factor and the government’s strategyto solve problems. Data collection techniques in this study are using observationmethods, interviews and documentary study.The study concluded that policy implementation in providing regionalinfrastuctures toward investment and economic drivers has run optimally in itsimplementation. Semarang District Public Works Department and its Agencies /Related SKPD have made the development and roads aftercare service in thedistrict of Semarang properly and according to procedure. Moreover,socialization also has been done with coordination meeting between SKPD ordirectly to the public by village authoritiesHowever, there are some drawbacks such as lack of resources this islimitation on budgetary funds which resulted in burden for next financial year.Semarang District Government should attempte to actively communicate withcentral government to disburse APBN fund for infrastructure development in theSemarang Regency.Keywords: Implementations, Infrastructures, Semarang Regency, Policies.

Abstract

Penelitian ini dimaksudkan untuk mendiskripsikan Praktik Community Governance melalui Budaya Tradisi Sidang Syuro di Desa Jumo Kabupaten Temanggung, Jawa Tengah. Budaya Sidang Syuro merupakan sebuah kebudayaan yang sudah berlangsung secara turun temurun di desa Jumo. Sidang Syuro tersebut menciptakan sebuah praktik community governance didalam lingkungan Pemerintahan Desa. Tujuan dari Sidang Syuro adalah mecari dan menyelesaikan masalah masyarakat di tiap- tiap dusun di Desa Jumo. Dengan adanya sidang Syuro masyarakat dilibatkan dalam pembangunan desa “local content” Metode yang digunakan dalam penelitian ini adalah metode deskriptif. Teknik pengumpulan datanya menggunakan teknik observasi partisipasi, dokumentasi dan wawancara. Sedangkan teknik analisis datanya menggunakan teknik analisis data kualitatif.

Abstract

Abstract. A waste which is generated by industrial activities often give environmental pollution which is bad for the environmental as well as public health in surrounding areas, including waste of metal industrial in the Pesarean village sub-district of Tegal Regency of Adiwerna which is became the background of this research. What are the policities that have been formulated by The Government of Tegal Regency and how the management of the environment and the management of waste which is expected to be able to overcome the pollution of waste generated by metal dissolving industrial. A waste that is generated by metal dissolving industrial is a waste of B3 or a waste of dangerous and toxic materials.The research method being used was qualitative approach with the techniques of data collection were observation, interview and study of documents. Informants in this study was the Head of The Environmental Departement of Tegal Regency, Head of Subdivision B3 (toxic and hazardous materials) Departement of Environmental of Tegal Regency, Structuring and Maintenance of Environmental Law Departement of Environmental of Tegal Regency, Head of Subdivision Metal Industry Machinery and Light Industrial and Labor Service of Tegal Regency, PT Lut Putra Solder of Tegal Regency (Administration of PT Lut Putra Solder Production), The Head of The Village of Pesarean Sub District of Adiwerna Regency of Tegal and The Pesarean Villagers Sub District of Adiwerna Regency of Tegal.The result showed that were three policies from the Governmnet of Tegal Regency that have been formulated to overcome the pollution of waste of metal industry. From the three of those policies, there is one policy that does not appropriate to be implemented because what was already examined does not comply with what is happening in the field. Environmental management is done using stated-based approach that is sentralist, while B3 waste management which is generated based on PP No. 101 2014 on managing Waste of Hazardous and Toxic Materials. With this study, it is expected to be able to be used as an input in reviewing the policities that have been formulated by the Government of Tegal Regency and environmental management and waste management which has been done.A recommendation that could be made for the Government of Tegal Regency is to reaffirm a binding regulations for industry subject in order not to do more environmental pollution by carring out socialization in a sustainable way and formulate policities by involving the community in order that the formulated policities are appropriate for the goals and prosperity of the society.Key Words : Waste of B3, Policy, Management

Abstract

Bandung telah dinobatkan sebagai kota kreatif oleh lembaga internasional. Adanya proses yangpanjang yang harus dilalui untuk mendapatkan predikat sebagai kota kreatif berbagai kegiatanberkolaborasi dan potensi kreatif di kota Bandung yang menghantarkan Bandung sebagai kotakreatif. Penelitian ini bertujuan untuk mengetahui dan menganalisis inovasi – inovasi berbasiskolaborasi serta bagaimana kolaborasi antar aktor yang dijalankan untuk mewujudkan Bandungsebagai kota kreatif. Metode penelitian yang digunakan adalah metode kualitatif. Dalam penelitianini menggunakan teori inovasi, teori kolaborasi , model pentahelix dan konsep kota kreatif. Hasilpenelitian menunjukan terdapat berbagai kegiatan kolaborasi yang muncul dari kegiatankomunitas disana yang menghantarkan Bandung sebagai kota kreatif. Seiring dengan berjalannyawaktu, pemerintah mulai konsen dalam pengembangan Bandung sebagai kota kreatif. PredikatBandung sebagai kota kreatif merupakan tantangan bagi pemerintah untuk dapat berinovasidengan cara berkolaborasi dengan beberapa aktor dari masyarakat kota Bandung dengan tujuanguna mempertegas predikat sebagai kota kreatif.

Abstract

This research explains the system of candidate recruitment performed by political party in General Election of Pati District Head 2017 based on three empirical observations. First, based on the number of votes of Pati Regional House of People’s Representative (DPRD) in which from year to year each party always carries its candidates to follow the Legislative Election. The second observation in the General Election of District Head 2016 and 2011 in Pati Regency, it was still used the same pattern, namely the political parties from various streams and each political party carried its own candidates to compete. The third observation in General Election of Pati District Head 2017 generated a unique polemic, that there was only one candidate pair that was incumbent. This study examines the problems dealing with, first, how is the political dynamics of Pati District? Second, how is the system of candidate recruitment by political party so that it can bring up a single candidate in General Election of Pati District Head 2017? Third, how is the pragmatic side of the emergence of a single candidate in the General Election of Pati District Head 2017. The research method used was qualitative case study. The result of the research concludes that the political party in determining the candidate depends on survey result and the process of recruitment of candidate by political party is pragmatic.  Keywords: Single Candidate; General Election of District Head; Recruitment System, Pragmatism

Abstract

Immigration is an important part of a country to regulate a wide range of foreign nationals in and out of Indonesian territory, including East Jakarta with the number of arrivals and the presence of foreigners is increasing every year. Class I Immigration Office in East Jakarta on duty in terms of supervision residence permit TKA (Expatriates) located in East Jakarta. In government policies, adopts a selective immigration policy which is based on the principle of selective policies. Based on the system only strangers that benefit the welfare of the people of the nation and the Republic of Indonesia, which does not jeopardize the security and order and not hostile both to the people and the Republic of Indonesia which is based on Pancasila and the Constitution of 1945 (UUD 1945 ), which is allowed to enter or exit the territory of Indonesia.This type of research is descriptive qualitative analytic approach and methods used are interviews, literature, documentation, and observation. This study aims to explain how the supervisory role of the Immigration Office of the First Class of the East Jakarta residence permits of foreign workers (foreign labor) and inhibiting factors as well as support in surveillance.The results of this study are Class I Immigration Office East Jakarta has 5 methods of supervision that administrative supervision, field supervision, mapping (mapping), reports and monitoring with APOA (Foreigner Control Applications). Inhibiting factor in surveillance including the factor HR (Human Resources) and the lack of society's active role in providing information about the presence of strangers. The supporting factors in the supervision are internal factors that support the head office in the form of facilities and internal factors are the TIMPORA (Foreigner Control Team).From the research that has been done can be concluded, that there are still obstacles in the supervision of Residence Permit conducted foreign nationals. Responding to the things mentioned above, the Office of East Jakarta Immigration Class I, should continue to socialize, reinforce regulations, improve safety and maintenance procedures Residence Permit.

One of the local governmentsthat has innovations to create managing systems for a good government is the government ofSemarang city. This technology and information based plan for the local developments isdefined as the SIMPERDA programs (SistemPerencanaan Daerah/the Local PlanningSystems).The research method used in this research is the qualitatively descriptive methodusing interviews and documentations as the techniques in obtaining the data. The dataobtained, then, are analyzed using triangulating methods, theories and datum resources.The results of the research are first relating to the adoptions of technologies andinformation used in this SIMPERDA in which using cyber government systems or EGovernmentusing the G to E (Government to Employees) concept, whereas the processes ofplanning systems using SIMPERDA in Semarang city according to schedules/timelines forthe locally developing plans based on Permendagri No. 56 tahun 2017. The differences as theresults of the plans on developments before and after using SIMPERDA in Semarang city arethe guarantees in the availabilities of planning data in developments that can be consideredas a fundamental in making planning considerations for the next year, the accessibilities ofthe online based planning processes, the minimizing of planning processes that areoverlapped, the increases in allocations for MUSRENBANG facilities and thesynchronizations between the results of the suggestions for plans in developments and theRPJMD documents of Semarang city.Key words: Innovation, Local Planning, Good Governance, E-Government

Abstract

Penelitian ini bertujuan mengkaji tentang implementasi kebijakan Rencana Tata Ruang Wilayah di Kabupaten Semarang. Kebijakan Pembangunan di Kabupaten Semarang dilakukan untuk meningkatkan kesejahteraan masyarakat. Penelitian ini menganilisis dampak yang terjadi dari implementasi kebijakan pembangunan, mengetahui dampak yang ditimbulkan dari pembangunan dan persepsi masyarakat sekitar yang merasakan dampak dari kebijakan pembangunan tersebut. Peneliti memilih Desa Banyukuning, Kecamatan Bandungan, Kabupaten Semarang sebagai studi kasus penelitian. Dimana akan diukur dampak yang terjadi dari implementasi kebijakan terhadap konversi lahan yang berpengaruh terhadap tingkat kesejahteraan petani serta mengetahui persepsi masyarakat tentang implementasi kebijakan Rencana Tata Ruang Wilayah Kabupaten Semarang.Metode yang digunakan dalam peneitian ini adalah metode penelitian kombinasi dengan pendekatan kualitatif dan kuantitatif dengan metode deskriptif. Dalam memperoleh data, peneliti menggunakan alat penelitian wawancara dengan informan penelitian adalah Badan Perencanaan dan Pembangunan Kabupaten Semarang, Dinas Pekerjaan Umum Kabupaten Semarang dan Pihak lain yang terlibat dalam implementasi kebijakan serta menyebar kuisioner kepasa masyarakat dan dianalisis menggunakan skala likert serta menguji pengaruh dengan analisis Chi-Square. Peneliti juga menggunakan data sekunder yang berasal dari Peraturan Daerah terkait serta sumber kepustakaan lain seperti buku dan jurnal.Hasil penelitian menunjukkan bahwa implementasi kebijakan masih kurang baik dari segi pengawasan. Hal tersebut dibuktikan dengan tingginya angka konversi lahan pertanian yang terjadi karna pengawasan yang kurang intensif. Selain itu dari hasil penelitian dari masyarakat bahwa konversi lahan yang dilakukan oleh pemilik lahan dilakukan dengan tujuan untuk dapat meningkatkan taraf hidup serta kebutuhan akan lahan rumah bagi masyarakat dari adanya pertumbuhan penduduk. Dari hal tersebut memperlihatkan angka kesejahteraan petani yang menurun melalui penghitungan Nilai Tukar Petani. Oleh karna itu, pemerintah harus lebih memperketat pengawasan guna tercapainya implementasi yang sesuai dengan tujuan kebijakan.Kata Kunci : Implementasi Kebijakan, Persepsi Masyarakat, Konversi Lahan, Kesejahteraan Petani

Abstract

Abstract Joko Widodo and Jusuf Kalla was one candidate for president and vice president in the last presidential election in 2014. Joko Widodo - Jusuf Kalla promoted by a coalition of several parties calling itself Koalisi Indonesia Hebat. In the las presidential election the victory obtained by this couple. But in some areas there are unique things that need to be studied more deeply. Kecamatan Pondok Melati is one of the 12 subdistricts included in the administrative map of Kota Bekasi. In the last presidential election in 2014 Kecamatan Pondok Melati be the only one in Kota Bekasi couples the ordinal number of 2 Joko Widodo - Jusuf Kalla ahead of couples the ordinal number of 1 Prabowo - Hatta. Although only a narrow lead, the number of votes of Joko Widodo - Jusuf Kalla reached 35 050 votes (50.63%) while the couples the ordinal number of 1 Prabowo - Hatta only get 34 176 (49.37%) votes. This victory did not escape from the figures and the popularity of Joko Widodo, moreover, the majority of people Kecamatan pondok melati is urban people for a living, schools, etc. in the Jakarta area. The geographical condition of the District of Pondok Melati directly adjacent to Jakarta. Another factor is coming from an external figure of a Joko Widodo. In Kecamatan Pondok Melati the mass base of the PDI Perjuangan than that in the Kecamtan Pondok Melati also have local political figures. The political machine created by local political leaders to work in total in securing the base and also get maximum results in your opponent's base.

Abstract

Micro Small and Medium Enterprises (MSMEs) is one of the prime powers of economic activity in Indonesia. The contribution of the MSME sector to Gross Domestic Product increased from 57.84 percent to 60.34 percent in 2017. By seeing the magnitude of the influence of SMEs, the role of government in the empowerment of SMEs is necessary so that business can still exist and survive in the economic flow. Kudus is the smallest district in Central Java, but the industry in the district is also growing quite rapidly. The industrial sector became the main pillar of the economy of Kudus district with a contribution of 81.09 percent. One of the main buffers of the economy is the sector of MSME where in Kudus there are many SMEs from various sectors such as border, batik, bag, knife and food. Loram Kulon Village as one of the centers of bags also requires the role of government in the empowerment of SMEs. One part of government that has a role in the empowerment of SMEs is the Department of Labor, Industry, Cooperatives and SMEs.This study aims to determine the role of the Department of Labor, Industry, Cooperatives and SMEs in the empowerment of bag business in West Loram Village. In addition, this study also aims to determine the supporting factors and inhibiting factors in the effort of empowerment. This research uses descriptive qualitative method with observation, interview and documentation techniques.            The results of this study indicate that the role of the Department of Labor, Industry, Cooperatives and SMEs in the empowerment of bag business in West Loram Village as a bag-making center has not run optimally. This happens because from the official itself there has been no specific agenda for the village. In addition, one of the factors that become obstacles in empowerment efforts is the absence of organizations or associations that become a container for business players. It is because the bag from the community itself is also difficult to be invited to organize so that the government also has difficulty to channel assistance.Keywords: Role of Government, Empowerment, MSME
