Abstract

One of the village autonomy to organizing and managing its own in political and governmental area is realized by election activity to vote its own leader through head of village election (Pilkades). On Pilkades, there are political dynamics and local issues, such as money politics and patronage. On June 22nd 2013, Pilkades was held in Cangakan, Kasreman, Ngawi with two candidates. The purposes of this research are to identify mode of money politics that happened on Pilkades and to explain the formation of patronage between candidates and patron on Pilkades Cangakan that was held on 2013.The method used in this research is a qualitative research method with data collection techniques are interviews, literature study, and documentation. To determine the subject in this research used purposive sampling, snowball sampling, and random sampling. Primary information are obtained through in depth interview. Besides that, secondary information are obtained through head of Cangakan village office and Regent of Ngawi office.The study shows that there are some modes of money politics, they are: 1) Distributing cash to voters directly (vote buying, bribery, and preventing polls); 2) Distributing cash to voters indirectly (vote buying by a vote broker); 3) Distributing object to voters group directly (election bribery); and 4) Abuse of power by ijon politics. That money politics strategy indirectly had some correlation to the formation of patronage, because it generated the election cost so high. Patronage that created between candidates as clients and third actors as patron inconsequence of economic factor to covered their high cost candidacies. One of the candidate even became a client for some patron. The exchanged not only about money, but the client also mortgaged bengkok field (when he officially win the election) and made the voters as a commodities. Key Words  :  Money politics, Patronage, Pilkades

Abstract

ABSTRACTWomen in Indonesia have various occupation backgroundsas means tofulfill their rights as human being. In this day and age, entering politics is nolonger strange for women. Politics is also free to be entered by anyone with anybackground, including celebrity. Women celebrities who participated in politicsare the object of this research. This research aims to discover the political role ofcelebrity legislator in regards to legislative function of DPR RI in 2009-2014 term.To achieve its objectives, this research uses celebrity political theory and thetheory of women's participation in public policy making. This research wasconducted using qualitative method and havedescriptive nature. The subjects werefemale celebrity legislator of DPR RI within 2009-2014 term, namely:OkkyAsokawaty, Venna Melinda, Rachel Maryam.The results of this research shows that women celebrity legislators played anactive role in the parliament’s legislative function and benefited by collegialcollective system in order to run three functions of DPR. However, the researchfinds that women celebrity legislator have not been able to perform legislativefunction in terms of personal proposal for act enactment, less strategic position inparliament for women legislators and also negative stigma of society towardswomen celebrities legislator which could potentially hamper their works.Keywords: Women Legislators, Women Celebrity, Legislative Function

Abstract

Kemiskinan di kota Semarang menjadi latar belakang penelitian ini. Selain pula banyak ditemukan di beberapa daerah sampel selain kota Semarang, bahwa program e-Warong Kube-PKH tidak berjalan sesuai harapan. Pertanyaan yang muncul kemudian ialah bagaimana implementasi program e-Warong Kube-PKH di Kota Semarang? yang notabene termasuk kota dengan jumlah penduduk miskin terbanyak di antara kota-kota lainnya di Jawa Tengah. Kemudian faktor apa saja yang menyebabkan munculnya berbagai kendala dalam implementasi program tersebut?. Tujuan penelitian untuk mendapatkan data/informasi terkait implementasi program e-Warong Kube-PKH di Kota Semarang. Selain itu, untuk menganalisis faktor yang menyebabkan munculnya berbagai kendala dalam implementasi program e-Warong Kube-PKH tersebut. Upaya menjawab permasalahan dan tujuan penelitian dilakukan dengan menggunakan teori implementasi kebijakan sebagai salah satu varian teori dalam studi mengenai kebijakan publik. Penelitian ini menggunakan metode kualitatif dengan pendekatan analisis deskriptif. Adapun sampel dipilih dengan menggunakan teknik purposive sampling dan snowball sampling. Berdasarkan hasil penelitian, dapat ditarik kesimpulan bahwa implementasi program e-Warong Kube-PKH di Kota Semarang belum berjalan maksimal, dinilai belum efektif dan tidak tepat sasaran. Sehingga masih diperlukan berbagai upaya untuk meningkatkan kualitas pelaksanaan program e-Warong Kube-PKH di Kota Semarang. Disarankan Pemerintah Kota Semarang perlu mengoptimalkan sosialisasi dan pembimbingan bagi pendamping sosial, Kube Jasa, dan KPM terkait fungsi dan tujuan program e-Warong Kube-PKH. Pemerintah juga perlu segera menyelesaikan masalah double data dan data-data yang tidak tepat, serta regulasi dan sanksi yang tegas bagi pelaku penyalahgunaan wewenang baik dalam pendataan warga miskin maupun dalam penyaluran bantuan sosial.

Abstract

Birokrasi dan pelayanan publik merupakan dua hal yang tidak bisa dipisahkan, seiring perkembangan jaman birokrasi mengalami perkembangan yang lebih dikenal dengan reformasi birokrasi dimana birokrasi tidak lagi tergambar sebagai sesuatu yang menyulitkan dan memakan waktu lama. Keberhasilan reformasi birokrasi di daerah tidak lepas dari peran seorang pemimpin untuk menyatukan visi dan mensukseskan instansi melaksanakan reformasi birokrasi. Faktor kepemimpinan sangat penting karena pemimpin merupakan tombak utama keberhasilan maupun kegagalan sebuah instansi. Untuk mendukung reformasi birokrasi di daerah sudah banyak program yang dilaksanakan salah satunya adalah Zona Integritas WBK WBBM dimana instansi terpilih merupakan instansi yang sudah berhasil melaksanakan reformasi birokrasi di dalamnya yang dalam penelitian ini terdapat dua instansi yang terpilih yaitu BP2T dan RSUD Kardinah Kota Tegal.Dalam penelitian ini penulis menggunakan teori desentralisasi, birokrasi weber, reformasi birokrasi, kepemimpinan, serta kaitan kepemimpinan dengan birokrasi untuk menunjukkan proses keberhasilan birokrasi di Kota Tegal sehingga menghasilkan lembaga yang baik dan dijadikan lembaga percontohan pada program Zona integritas. Metode penelitian menggunakan kualitatif deskriptif dimana penulis menggunakan informasi dari instansi terkait (BP2T dan RSUD Kardinah) serta pihak luar sebagai penyeimbang data yaitu Ombudsman Jawa Tengah dan pengamat kebijakan yaitu Bpk Slamet Santoso. Hasil penelitian ini menunjukkan bahwa BP2T dan RSUD Kardinah merupakan lembaga yang berhasil melaksanakan reformasi birokrasi dengan bukti meningkatnya kualitas pelayanan dari tahun ke tahun, sarana prasarana yang lengkap dan proses pengurusan perizinan yang telah menggunakan sistem terpadu.Dari faktor kepemimpinan Kota Tegal sejak masa reformasi telah memiliki pemimpin yang baik mulai dari Bpk Adi Winarso yang melakukan pendekatan militeristik untuk menyatukan visi dan misi seluruh SKPD Kota Tegal, masa Ikmal Jaya dan Siti Masitha sebagai pemimpin yang demokratis dan dibawah kepemimpinan mereka Kota Tegal semakin maju dan berhasil meraih penghargaan dalam segala bidang terutama bidang reformasi birokrasi.Kata Kunci : Birokrasi, Reformasi Birokrasi, Desentralisasi, Kepemimpinan daerah

Abstract

Kismantoro sub-district is a district that has of high rates poverty inWonogiri as many as 2671 of Poor Households ( RTM ). The causative factorshigh rates of poverty in the district Kismantoro are a natural condition,productivity, and low-income communities. The aim of the research was todetermine how the government's role in solving poverty Wonogiri Regency inDistrict Kismantoro period 2011-2014, as well as to identify obstacle factors theimplementation of the Family Hope Program (PKH) in District Kismantoro.The research used a qualitative descriptive method to describe thecondition of an object of research by using the theory of the government role andthe poverty cycle theory as research guidelines.The result showed a decrease in the number of RTSM/KSM and increasedcommitment to the community in education and health. A database error,inadequate human resources companion, lack of capital for pioneering KUBE,and the low level of creativity and innovation of the PKH participant are theobstacle factors in the implementation of the CCT.The advice given to improving the quality of poverty countermeasuresprogram are the need for special program from the regional government shouldconduct an evaluation so the program could be running effectively and efficiently,as well as increased the motivation of the PKH participants to be able to take theadvantage of assistance.

Abstract

This study aims to determine the licensing process permit Building Permit. In this study, the authors will choose to focus on the process of building permit building (IMB) service in the Integrated Licensing Service Office of Semarang City because Building Permit (IMB) is the most widely served licenses. This raises several issues that can be studied, namely how the service creation process Building Permit provided by the Department of Investment and Integrated Services One Door Semarang City? Is the licensing service process of Building Permit in the Office of Investment and Integrated Services One Door of Semarang City in accordance with the Standard Operating Companies?This research uses qualitative method with descriptive approach which only describes, summarizes various condition, situation or various variable. This research approach using qualitative approach, because in this research target or object of research is limited so that data that can be dug as much as possible and not possible existence of widening of research object. In this research, we will describe the concrete condition of the research object, connecting one variable or condition with other condition variable and then will be generated description about research object.The result of the research shows that IMB licensing service system at One Stop Service Office of Investment and Service of Semarang City has experienced a more positive improvement seen from the simpler licensing service mechanism applied in DPM-PTSP Semarang City, however, in the process of Building Permit Services in DPM-PTSP Semarang City there are many factors.Key words: Analysis of Service Process, Building Permit Service, DPM-PTSP Semarang City

DEVELOPMENT PROGRAM ANALYSIS OF WONOLOPO TOURIST VILLAGE IN SEMARANG CITYREZZA ABDY PRADANA(GOVERNMENT SCIENCE, FISIP UNDIP, SEMARANG)ABSTRACTIONThis research was motivated by the Tourism Village Wonolopo in Semarang who can not develop like other tourist village in the city of Semarang. So the tourist village in the Village program Wonolopo threatened not to proceed. Wonolopo Tourism Village Development Program should be maintained to create a prosperous society and independent evenly according to the Indonesian government program that people want mensejahterkan evenly from the Central State to the people in the village and prepare people to face the free market in ASEAN. To maintain Wonolopo Tourism Village, Semarang city government should be able to develop tourism village Wonolopo. Semarang city government should establish cooperation with Tourism Awareness Group Wonolopo and Tourism Village community in managing the program Wonolopo tourist village in Sub Wonolopo.This type of research is descriptive analysis with qualitative approach. Sources of data derived from primary data through interviews with key informants or person with semistructure interview techniques. Secondary data derived from the data of documents, archives and other sources related to the research. Data collection techniques in this study using interviews, observation and documentation. While the analytical techniques used in this research by analyzing qualitative data analysis in the form of a description or notes, depictions and conclusion on the symptoms studied.The results of this study found that the program is not developed tourist villages in the Village Wonolopo there are problems that are diinternal Wonolopo Travel Awareness Group itself. The problems started with the improper management of funds acquired through PNPM assistance of the Central Government by one group of people in the Travel Awareness Group. Additionally, adannya supervision less than Department of Culture and Tourism of Semarang on Wonolopo Travel Awareness Group. Moreover, the lack of attention from the local government of Semarang look at the lack of supporting facilities for running programs Wonolopo Tourism Village. Road infrastructure is still a lot of damage and there are no signposts direction. Abstract

Batik is a national heritage (Indonesia) that has a high value and blend of art and is full of philosophical meanings. Batik is a craft that has become a distinctive Indonesian culture, in Semarang having its batik culture, Semarangan, which is a characteristic of Semarang City. The government made Semarangan batik a superior product because of its bright colors adopting typical Chinese and European styles and its motifs depicted the appearance of Semarang's distinctive features, such as Tugu Muda, Lawang Sewu, Blenduk Church, Pohon Asam, Blekok Srondol and others. In conducting this research the author uses a qualitative descriptive method, this study aims to find out what the role of the Semarang city government is in developing the Semarang Batik Village. Here researchers describe, record, analyze and interpret the conditions that occur in Batik Village today The results of the study show that in optimizing the role of government in developing Semarang Batik Village, represented by the Department of Industry, it has carried out enabling, enpowering and protecting efforts. To optimize the role of the government, optimization of third parties, from PT PLN, Bank of Central Java and USM in the form of CSR, guidance and training or facilitating exhibitions is needed. In its implementation in accordance with the existing indicators, it can be said that the government's role in developing Semarang Batik Village has been working as optimally as possible, but there are still some problems due to the lack of solid cooperation between related agencies or with third parties. In addition, there was a lack of good communication between the government and batik artisans, and a lack of response to the efforts made by the Semarang city government.Keywords: Batik, Semarang Batik Village, Community Empowerment.

Abstract

Program Nasional Pemberdayaan Masyarakat (PNPM) MandiriPerkotaan is one of the programs that comes as a solution to the problem ofpoverty. PNPM Mandiri Perkotaan is also present to overcome the problem ofpoverty in Pekalongan Regency, one of the assisted areas is in Babalan LorVillage Sub-Distric of Bojong Regency of Pekalongan. Furthermore, inimplementing a development program, it is necessary to involve all parties inother words, it requires participation of all components involved. Poverty andparticipation are two things that are closely related, the ineffectiveness ofparticipation and integration of the poor into the main institutions of society, isone of the characteristics of the culture of poverty. This research is conducted byusing qualitative research method. Data collection used in this research isinterview and documentation.The results show that the participation of the Babalan Lor villagecommunity can be concluded that it is running but needs to be improved. Villagersof Babalan Lor are only enthusiastic to be involved in the introduction andplanning process. While community involvement in the process of implementation,monitoring and evaluation even for the maintenance of the results of developmentneeds to be improved because people tend to be oriented towards the material orwages to be received, not the benefits of such development. On the other hand,there are encouraging factors of community participation that include: 1)Community Needs and 2) Village Facilitator Support, BKM Margo Mulyo andCommunity Leaders of Babalan Lor Village.Keywords: Participation, PNPM Mandiri Perkotaan

Abstract

The hospital is one of the government-owned or private service agencies intended toassist the society to fill the needs of health sector. Nowadays, hospitals keep to develop to meetmarket demands and also answer the need for public awareness about health. One of the thingsthat can be done is to use management one of them is physical assets management. The assetmanagement used so that the asset can provide the highest benefit for the company and thegovernment because the asset is an important part in achieving the goal of the asset owner.The methods in this study using a qualitative approach. Informant in this research is staffof the Hospital of Tk. III Bhakti Wira Tamtama Semarang. Furthermore, the object of this researchis abou the policy, assets, management in the physical assets of Tk Hospital. III Bhakti WiraTamtama Semarang. Data collection is done by interview.The results prove that the physical assets management at Tk Hospital. III Bhakti WiraTamtama Semarang is managed by 3 different task units in each of its divisions, namely URDAL(Internal Affairs), URJANGMED (Medical Supporting Affairs), ULP (Procurement Unit), theseare aimed to achieve the target. While the obstacles that the management of physical assets at TkHospital. III Bhakti Wira Tamtama Semarang is an obstacle to funding, the process that too long,and disrupted development, and a lot of old buildings.The suggestion given by author to Hospital of Tk. III Bhakti Wira Tamtama Semarangin managing the management of physical assets is to prioritize which assets need to be bought orrepaired, by shortening the flow of procurement, and create a safe limit when within the limits ofimprovement.Keyword: Management, Physical Assets
