Abstract

The Implementation of Regional Regulation Number 12 of 2013 on the Management, Empowerment, and Protection of Traditional Market in SalatigaABSTRACTThe aim of this research was to investigate the implementation of Regional Regulation number 12 of 2013 on the management, empowerment, and protection of Traditional Market that took place on Blauran Traditional Market in Salatiga. Municipal Administration of Salatiga does the implementation of Regional Regulation to maintain the existence of Traditional Market on the rapid development of Modern Stores. This study analyzed how the implementer does the management, empowerment, and protection of Traditional Market on Blauran Traditional Market that became the highlight in this study. The researcher chose Blauran Traditional Market in Salatiga as a case study research. The method used in this study was a qualitative research method with in-depth interview method and observation. In obtaining the data, the researcher interviewed the research informants which are Department of Industry, Trade, and Cooperatives and Micro, Small, Medium Enterprises of Salatiga and also Regional Technical Implementation Unit district II. It was analyzed used George Edward III theory. In addition, the researcher used secondary data derived from documentation data in Department of Industry, Trade, and Cooperatives and Micro, Small, Medium Enterprises of Salatiga.The finding of this study shows that the implementation of Regional Regulation concerning Management, Empowerment and Protection of Traditional Markets in Salatiga has not been run in accordance with the regulations that have been made, with the initial goal is to maintain the existence of Traditional Markets Salatiga of rapid Modern Shop. This is evidenced by the failure of the government through the Department of Salatiga and UPTD market to meet the needs of target groups in implementing aspects of management, empowerment and protection of traditional markets. Of the 15 Traditional Market in the city of Salatiga not all traditional market that has implemented the three aspects of Regulation Number 12 of 2013, namely Management, Empowerment and Protection of Traditional Market. Government Salatiga through the Department less active role in the implementation of this law on managing the existence of market vendors, provide guidance to the merchant market and provide physical facilities through the renovation of traditional markets and support facilities Traditional Markets in Salatiga, but in the aspect of protection of traditional market in the provision of location strategic and profitable been fulfilled by the Government of Salatiga to provide locations in strategic places.Keywords: Regional Regulation, Traditional Market

Abstract

ABSTRACT Implementation of Local Government in the framework of the arrangement of traditional markets and modern markets in Jepara regency has the aim to determine the policy implementation process in protecting traditional markets dam arrangement of the modern market, to know, to know the effort to empower traditional traders and knowing implementing policies in protecting against traditional markets and modern markets structuring. Methods of execution in this study using a qualitative descriptive study with primary data types are the words and actions. Sources of data obtained derived from primary and secondary data. To search for informants in this study is conducted with a purposive sample (making intentional) and accidental sampling (sampling by accident when he met at the study site). Techniques for collecting data later using interviews, observation and documents. Structuring traditional market and modern market in Jepara district is one of the government's policy which aims to make the arrangement of traditional markets and modern markets, but in fact in the process of implementing its policies are not appropriate where there is still a traditional market that is not well ordered and market presence more modern and within walking distance of traditional markets made some traders complained because their incomes to decrease. Abstract

The issues of palace politics emerge along with the candidacy of Sri Hartini – Sri Mulyani as a candidate for Regent and a candidate for Vice Regent of Klaten Regency. The candidate candidacy is associated with the palace politics because the figures have a marriage bond with the previous ruler. The implementation of the election regency of Klaten was won by Sri Hartini-Sri Mulyani’s partner with the acquisition of 321.593 votes or 54.39% of the valid ballots. There are figures that influence the palace politics in the election that is Sunarna as the Chairman of PDIP DPC Klaten Regency and the local ruler. The winner of the palace politics is closely linked to the political culture of neo-patrimonialism involving the patron-client relationship and governmental authority.The purpose of this study is to analyze how the palace politics work in winning candidate pairs in the election regency. The palace politics in winning a candidate cannot be separated from the candidate’s figuration, the strength of the political party, and the relationship of palace politics with neo-patrimonialism culture. The method of the study is the qualitative explorative, in which the primary data from this study is obtained directly from interviewing activity with the resource while the secondary data is obtained indirectly through documents, mass media, internet, and other literary studies. Furthermore, the writer examines the data with the data obtained to draw the conclusion and verification of the data. Thus, it produces the descriptive data, which is to describe the results of the analysis of how the palace politics work in the election regency.Keywords: Election of Regent, Local Democracy, Palace Politics, Neo-Patrimonialism.

Abstract

The successfulness Obor Tani Foundation in empowering the farmer of Wonokerto Village Semarang Regency with the achievement Platinum GKMP award 2012 from the Ministry of walfare coordinator (Menteri Koordinator Bidang Kesejahteraan RI) is the background of this research. The issue of this research is: How is the partnership pattern involved between obor tani foundation and society in empowering Wonokerto society? How is the empowerment program held by the Obor Tani Foundation in attempt to increase the income of Wonokerto society? The purpose of this research is to describe how is the partnership pattern involved between Obor Tani Foundation and Wonokerto society incorporated in the Farmer Empowerment Center (Sentra Pemberdayaan Tani). Other, this research is aiming to explain how is empowerment process held by the obor tani foundation and wonokerto society in attempt to increase the income. To answer the issue and the purpose of this research, this research is using partnership theory and empowerment theory with qualitative method. Data collection technique is conducted by using interview and documentation. Data source triangulation technique is used in testing data validity and reliability. The result show that partnership involved between Obor Tani Foundation and society is mutualism partnership which the stakeholder involved get the advantage from the partnership. For society, the partnership held in 3,5 years give the impact of income increasing by the cultivation of dragon fruit, development of mini reservoir, and development of training home. Whereas for the obor tani foundation, the empowerment of Wonokerto village is a good performance so that increase the value of the foundation for the responsibility to PT Pertamina as a donor. Further Obor Tani foundation can collaborate the partnership with other big companies through CSR program. The successfulness of the high quality dragon fruit production also help the Hortimart Agro Center and other fruit shops in getting high quality of fruit stock without import. For the government, the empowerment program has an advantage in expanding the new jobs to reduce the poverty according to MDG’s 1st purpose. The recommendation of this research is the partnership model in empowering society held by obor tani foundation can be applicated to reduce the poverty in other village in Indonesia. Abstract

Local governments and their devices have a fundamental task in empowering their communities. Thus, the Government device, especially the regional office has a major in empowering communities in the region. Implementation of this empowerment requires a partner or cooperation from several Parties (stakeholders), given that the empowerment group is Poklahsar Mina Rejeki Kota Salatiga can thrive. This research aims to know the stakeholders who are involved in running a partnership with Poklahsar Mina Rejeki and analyze how the pattern of the partnership that occurred between Poklahsar Mina Rejeki and Dinas-Office of Salatiga City.The research method used is qualitative descriptive with the technique of data retrieval through interviews, observations and document study. The Data obtained is then analyzed by using source triangulation by comparing and checking the degree of information trust obtained in different time and tools. The triangulation technique of the source uses primary data from observation and interviews, as well as secondary data in the form of related documents.The results revealed: 1) actors involved in the partnership Poklahsar Mina Rejeki Kota Salatiga in the effort to manage freshwater fish that is the fishery area of the agricultural service of Salatiga City, Dinas Cooperative and UKM Kota Salatiga and Bapelibangda of Salatiga City. The involvement of some stakeholders helped the mechanism to run actively and was an early model of realizing good management. 2) The form of partnership that occurred between Poklahsar Mina Rejeki with Dinas-Dinas is partnering in terms of facilitation of training, coaching, bazar and capital loan. Fisheries field of the Agriculture Department of Salatiga City has a role in the training facilitation that has been created by Bappeda program. Bappeda received financial assistance for the development of the local economy and the implementation is the Agriculture Department of Fisheries. While the Department of Cooperatives and SMESprovide facilitation of bazaar, training and capital. The capital by Poklahsar Mina Rejeki in the personal name is not on behalf of the group.It is recommended that actors involved often conduct training that can improve the community empowerment, and the participation of the community in Poklahsar Mina Rejeki is not decreased.Keywords: mapping actors, stakeholders, forms of partnership,

Abstract

ABSTRACTJKN program is organized with the aim that participants benefit health care andprotection to meet basic health needs.Basic need of health is the need for health services thatenable a sick person to recover so that he can function normally according to his age andBPJS served as the Executing Agency (Bapel). This study focused on evaluating the conductof management board of National Health Insurance Program (JKN) in UPTD SouthTegalPublic Health Center about people's satisfaction of BPJS participants to SouthTegalPublic Health Center service.The purpose of this study is to describe the satisfaction ofBPJS participant health community to health service at UPTD South TegalPublic HealthCenter Year 2016.This research is a quantitative research with cross sectional approach.Researchlocation at UPTD South TegalPublic Health center, Tegal Municipality.Subjects of researchare Public Heath Center employees and Public Health Center patients as many as 160respondents.Data collection with in-depth interviews, observation and questionnaire.Analysisof data by univariate and bivariate analysis using Chi Square statistical test.Result of research shows that tangible dimension, realibility, assurance,responsiveness and empathy have positive and significant influence to level of satisfaction ofBPJS Health participants to health service in South Tegal Public Health Center. This showsthat Patient of BPJS Health in South Tegal Public Health Center Tegal Municipality haspositive perception about tangible dimension, relibility, responsiveness, guarantee andempathy from service quality.Advised to South Tegal Public Health Center to maintain existing service qualitydimension, and improve some things that are still classified as being medium Which isexpected to become high. In some cases it has been considered to be better maintained andstill classified as moderate should be increased again, in this case there is no such thing aslow in Puskesmas Tegal Selatan. In essence, the service at Puskesmas Tegal Selatan is verygood but there is still to be improved service, so that can serve well.Keywords: public satisfaction, service quality, health services.

Abstract

Increasing number of people who have a personal vehicle, but not matched by thedevelopment of an adequate road infrastructure, so that in large citiessuch as Semarang obviouscongestion that resulted in less effective and efficient in doing activities. In general, there are threedimensions that determines the mobility of public transport, namely the dimensions of evaluation ofservices, which will be determined by the user, the dimensions of service performance that is more interms of the owner (operator) public transport, and the dimensions of government policy (regulator ).This study suggests the quality of services Trans Semarang BRT corridor I andII, as both the corridoris a corridor crowded passenger of the other corridors.Methods of data analysis used in this research is to use a qualitative method with purposivesampling. In this research, data collection techniques used were observation or observation, interviewand documentation. The location of research is shelter in the corridors I and II.In this study covers two related, namely, the BRT Trans Semarang infrastructure and qualityof service on the corridor I and II. The discussion surrounding infrastructure on fleet size, condition ofthe fleet, the number of shelters and shelter conditions in the corridor I and II. Discussion on thequality of services includes about speed, convenience's security, and affordability of access to shelterandtravel expenses to be paid passengers.Conclusion The study shows First, the quality of service on the BRT Trans Semarang both interms of infrastructure as well as managing the BRT is good that the indicator can be seen from thenumber of fleets, accessto shelter, and concierge services. In addition, the number of passengers in thecorridor I and II increased. Second, On the condition of shelter BRT corridor I and II both in terms ofthe conditions of service and personnel, passengers give positive feedback. Only in rush hour full stopso that passengers crowded, so it needs the expansion of shelter in dense areas of passengers. As forequalization shelter in the corridor I and II has been uneven, which makes passenger access easier touse BRT.Keywords:Corridor, BRT Trans Semarang, Quality Service, Shelter.

Abstract

Initially, the concept of CSR was motivated by the motivation of Charity companies. The goal is to look for negative ones that come from the community like destroying the environment and only pursue short-term profits on that day. There are now many companies that carry out social responsibility through various programs. One of them is PT Djarum through the Djarum Foundation Division. The Djarum Foundation carries out various types of CSR programs, one of which is the conservation of muria slopes (KLM).This study uses the Theory of the Principles of implementing CSR programs to find out how the Muria Slope Conservation program is implemented by the Djarum Foundation and uses policies on the types of CSR Programs to determine the objectives and benefits of the Muria Slope Conservation Program. The research was conducted with qualitative research methods. Data collection is done through interviews with resource persons and based on findings in the field.The results of the research that has been done are, in this study it is known that in implementing the CSR program Slope Conservation Muria Djarum Foundation applies the principles of implementing CSR. It is also known that the Muria Slope Conservation program is included in the type of socially responsible business practice program because it encourages social problems to improve the community and the environment by using plant seeds and planting on critical land. In implementing the KLM Djarum Foundation and PKPLH Service programs because they have data and information relevant to the environmental conditions in Kudus. The benefits that can be accessed by the PKPLH Office are that they are greatly helped by the KLM program. Then another benefit that is gained is that in carrying out the work program, the PKPLH Service can request assistance from the Djarum Foundation. The benefits that can be accessed by the community are those who can help them and can access the conditions around the slope of the muria to be normal. The Djarum Foundation and PKPLH Office have carried out more than 70,000 seeds from 15 types of plants and have planted in 7 (seven) villages on the slopes of the muria.Keywords: CSR, Muria Slope Conservation (KLM), partnership

Abstract

Implementation of regional autonomy (decentralization) is an effort to improve the performance of governance in the region both in the legislature (DPRD) and executive (head area), and also the local bureaucracy, each district / city has full authority to formulate policies, vision, mission and program development closer to the needs and desires of each region. Such changes in a system formed by the central government to the regions will affect the working system, payroll system, budget, administration, scope of work and so that the settings will be adjusted to the policy of strategic stats and abilities that exist in each area. This makes each region should establish, or even to readjust the system bureaucratic work in the area to fit the character of their respective regions to create regional administration in accordance with strategic planning and the ability of each area Government formed to carry out efforts in achieving the objectives of the state, in accordance with the will to be achieved by all the people, which includes order, ensure fairness, doing public works, improve welfare, and preservation of natural resources and the environment. In order to achieve that all governments need to operationalize the organ executing the duties of government in real terms in the lives of everyday people, Organ executor is called bureaucracy. Therefore, the realm of political science, known as a bureaucratic state machine (state machinery) in charge to realize the will of the people is ideal. This the bureaucracy is a tool of the government in creating a governance process in order to achieve the goal, and in order for their objectives to the social order. Therefore the government should look again whether the working system (organization) has been running effectively and efficiently, or should be done restructuring of (reform of the bureaucracy) to fit the dynamic conditions in the community. Reform of the bureaucracy is essentially a change effort or arrangement made conscious government in order to adjust the apparatus of government or government agency with the dynamic changes that occur in a dynamic environment in the community. Efforts are made to carry out the roles and functions correctly and consistently, in order to produce a benefit as mandated by the constitution. Bureaucratic reform should have a goal or objective meaning for improvement of good governance, objectives to be achieved. The targets include, first a lack of compatibility between the number and composition of employees with the needs of the work unit has been arranged based on the vision and mission so that employees have clarity and responsibility. Second, the creation of a match between the competences of the employees with terms of office.Third, the proportional distribution of employees in each unit of work in accordance with their respective workloads. Fourth, the institutional structure of the bureaucracy should see the layout rules (constitutional) that already exist. Parson in HM Ismail explained that the reorganization of the government organization can be reached in two ways, namely downsizing and rightsizing. Downsizing is necessary for improved efficiency in government, because government organizations large and has not been good fat and less efficient. Downsizing meant that government organizations can be made more streamlined and less bureaucratic. Rightsizing needed so that the size of government organizations that there is absolutely appropriate to the needs and conditions. Abstract

Idza-Narjo adalah petahana dalam kontestasi Pilkada Kabupaten Brebes 2017 melawan Suswono-Mustaqin. Dimensi pull marketing mendeskripsikan bahwa ke-dua pasang calon Bupati dan WakilBupati tersebut memiliki kecenderungan yang sama dalam penggunaan media, dari mediakonvensional hingga “konser” yang langsung kepada masyarakat. Lain di dimensi push marketingmendeskripsikan bahwa ada perbedaan yang signifikan dari “produk” yang dijual. Idza-Narjo adalahpetahana dengan janji akan menuntaskan pekerjaan yang belum terselesaikan. Suswono-Mustaqinhadir dengan janji memperbaiki pemerintahan yang ada. Dimensi pass marketing mendeskripsikanbahwa perbedaan pendekatan calon-calon tersebut terhadap stakeholder tidak terlalu signifikan secaraumum namun petahana Idza-Narjo lebih masif juga menyeluruh. Tiga dimensi tersebut adalah bentukdari analisis dari hasil kemenangan Idza-Narjo dan kekalahan Suswono-Mustaqin. Preferensimasyarakat terhadap calon yang akan dipilih secara garis besar terbentuk atas dari pemikiran dari tigadimensi tersebut.
